doing defensible space. yet, there has not been a solution to help make sure everyone is doing the right thing. it is recognized and rewarded. in 2020, more than 200,000 californians had insurance policies dropped. a man sentence for the 2017 stabbing of a san jose little league coach. he will serve 16 years to life in prison. he was convicted for 2nd degree murder along with two other men last fall. they were found guilty of killing a 35-year-old frank navarro who was stabbed to death for confiscating a drivers license working a side job as a security guard at a nightclub in downtown san jose. the judge pushed back the sentencing for the other two men until may 13th. two suspects accused of kidnapping a three-month-old baby from a san jose home will remain behind bars for now. a judge denied bail for them

yesterday. accused of snatching the baby monday after ramirez brought the infant and his grandmother home from a shopping trip here, we spoke with his attorney. >> not someone who has been, you know, necessarily used to the incarcerated life. when you go from working three jobs all day long every day to being placed in handcuffs and held in custody without bail, i think anyone would be terrified. spent both suspects face up to 11 years in prison for kidnapping and conspiracy burglary charges. >> the core needs and understanding how this could have happened. then a young baby could have been removed from their home in this premeditated fashion. it is very unusual. i think the one-off nature of the case is keeping these two in custody. strike a warning for parents this morning after a bust in phoenicia. police say they caught a 15- year-old purchasing the drug over the internet.

unified school district office, some teachers and supporters in front of the port of oakland force port workers to cancel the night shift. >> we will go home and lose a days pay. but, it is worth losing a days pay. >> reporter: they honor the picket lines and supported the teachers saying they have a common goal, stop by the station of public resources. the teachers want to stop school closures and prevents more charter schools from opening. the longshoremen want to stop the oakland a's from building a ballpark at the terminal. >> united we stand, divided we fall, you know? it is a solidarity issue. >> reporter: public lands just like ousd property is public land. >> reporter: oakland unified will close 11 schools in the next two years. the district says they are on a multimillion dollar budget deficit because it has too many schools. the district says it also lost

15,000 students in the last 20 years. they have about 80 schools serving 33,000 students. fremont for example has roughly half of the schools and more students. san jose unified has 41 schools. stockton, 48 schools serving 35,000 students. >> most of the schools in the neighborhoods, when you close them down, students have to walk miles to new schools. the majority of the schools are black schools. >> reporter: many people question if the one-day strike will reimburse the school board decision. this student believes it sends a strong message. >> i hope ousd does not mess with us. bay area counties heading in the wrong direction when it

comes to covid cases. the cdc has moved to marin and san mateo to the medium level up from low. it is based on overall case counts and the number of people in hospitals and icu capacity. the cdc says a new offshoot of the ba.2 variant could account for half of the california cases. that is according to the l.a. county director of public health. ba.2 is considered even more contagious than omicron. so far, it shows no signs of causing more severe illness. a live look at oracle park where the giants are dealing with a covid outbreak in the clubhouse. five players and staff have tested positive. clubhouse access is limited to players and essential staff only this weekend. happening today, a public memorial set for a legendary san francisco bartender, adam ritchie. he died at the age of 51 after spending 31 years bartending in a san francisco state, regional shows and tavern grill. he died of a heart attack. the memorial will be today at noon at st. peter and paul church on washington square.

welcome back. affordable student housing is bordering on nearly impossible to find information. people living in one of the most affordable complexes near the campus could see rents go way up to seismic retrofitting. staring down a 55% rate hike. >> affordable student housing is extremely hard to find around the berkeley campus. now hundreds of units may be going off of the market due to a safety issue. >> we don't do what they are asking us to do we are at high risk of losing a. >> reporter: with the berkeley student cooperative holding a raleigh tonight. they are about to lose the lease where hundreds of students reside. >> the only way to extend the lease basically is if we have a seismic retrofit that we estimate $20 million. >> reporter: the berkeley student cooperative says a percent of the residence in the units are first-generation low

income college students. they have to pay for the seismic retrofit and rates will go from 2700 a semester. >> it was cheap rents but was the cheapest in the area. even mildly sustainable. >> the universities is not part of the long-standing deal to operate >> goes back 50 years. we basically provide them the land at no cost. so all of the operation and maintenance of those buildings is fully the responsibility of the berkeley students cooperative. >> reporter: both sides are hopeful they will come up with an agreement until they continue to offer affordable housing to students. uc berkeley needs to make sure it is safe for students to say.

>> the responsibility of the university that the buildings are on its land. it meets seismic standards. the seismic standards are systemwide. not separate on the berkeley campus. we do not have the ability as the campus to waive those. a federal appeals court is allowing caltrans to clear homeless encampments along highways. tony lopez looks at what happens now. >> this is the worst it has been. >> reporter: crews have swept homeless, a property before forcing cameras to pick up their belongings and move somewhere else. >> it is clear for a week to a month at the most. then, they start creeping in. >> reporter: caltrans says he's in camas but public safety at risk creating a danger for drivers and problems like this fire last february that started in a camp under highway 50 forcing a temporary closure of the on and off ramps. a new legal ruling could allow the state to permanently ban homeless on highway right of ways. >> it happy to hear there may

be a solution. >> reporter: a previous a federal appeals court decision prevented authorities from forcing homeless on public property to leave unless there was enough shelter space to accommodate them. they have nowhere to go. >> reporter: the same court released a new decision based on the case in berkeley that clears the way for caltrans to removing cabins that create a safety hazard on highways. is a ruling that homeless advocates oppose. >> they are taking this where they realize it is one thing to say people should not be here and another to actually under their control. ea they spend the money to clear out and it is not going away. >> reporter: governor newsom released a statement supporting the court decision saying in part this is a welcome ruling confirming that we do not have to let dangerous conditions continue without taking urgent action. >> caltrans will give at least 72 hours notice before clearing people out of the in camas. the agency a■lso ays t ill

evening. in terms of any rain chances, we do not have any. passing clouds and the best that we can get we will see plenty of sunshine for the second half of the weekend. plenty of sunshine today as well. some passing clouds. the next round of rain also missing to the north and we will see a pattern repeating itself. the outside chance of a couple of showers by thursday into thursday night. that is a long way down the line and a forecast for this time of year the long-range model tends to overpromise on the rain in the fifth and six and seven days of the forecast. then things kind of fizzle out and as he gets closer. today if you are heading to the giants game, 60 degrees for the first pitch. becoming breezy and temperatures will not change a whole lot in san francisco for the rest of the afternoon hovering in the lower half of the 60s. for the a's game against the guardians, two minutes later for the first pitch at one of seven p.m. to be specific. temperatures 64 degrees and they should hit the upper 60s in oakland with sentient overhead and the wind will be

couple degrees cooler than they were friday. the friday highs were a couple degrees above average. we should be close to normal. warmer temperatures take over on sunday and the onshore breeze returns monday. going back and forth in a mini roller coaster ride monday is breezy then tuesday and wednesday really a warm it. no rain in the forecast for a while. the next hint of rain in the forecast is not headed our way until thursday and thursday nights. some of the forecast models hold off until friday. really, i am more skeptical about whether the rain chances even will happen as opposed to the timing. we will keep an eye on it but it doesn't look like we are looking at any significant rain chances heading our way anytime soon which means there's nothing to wash pollen out of the atmosphere. the pollen count climbs in the winds picks up today and again monday. the pollen count will be in the high category. high temperatures today reaching 50s along the coast. 60s on the bay with low 70s far inland. they line up with the regular temperatures for the last day of april. a pair of suspicious fires

on the highway in martinez. the fire shown here broke out about 1:30 a.m. on the northbound side. firefighters say minutes earlier another fire started on the other side of 680. a battalion chief says it does not look like the fires were sparked by a passing car. >> it is a somewhat suspicious. investigators are on the way and we should know more later. we are in the evening. it is early in the morning and still cool out. the grass is really dry already. so, wildlife season has kicked off really early. spa crews were able to get the flames under control pretty quickly. there was a dog kennel and other buildings nearby but thankfully they were not damage. we are trying to confirm reports two other additional fires started in that same area. california drivers could be in for even more paying at the pump if lawmakers do not act fast. they have until sunday to put

the brakes on a new recent gas tax increase. it would bring the total tax two $.54 a gallon starting july 1st. state lawmakers are not sure exactly how to provide relief. some wants to waive the tax altogether. others are pushing forecast rebates for the state budget surplus. >> the alternative to reducing the gas taxes targeting lower income households. having them direct supports. >> if someone does not do something, we are going to go so far into the whole. >> right halle berry drivers are paying more for gas than just about anyone. the average price in san francisco is $5.86 a gallon, $.15 higher than the state average and a dollars 70 higher for the national average. this is a live look at capitol hill. we are speaking with house democrats pushing a new bill to get the federal trade commission the power to investigate the way that energy companies have priced things. it comes as the nations two

the new schedule is because of electric work in san mateo. for two trains on the regular daily schedule will cuts down. change remain in effect until may 20th. american workers losing purchasing power even though wages are up. the department says the over 4% jump year-over-year in wages is the biggest in two decades but if you adjust for inflation, worker compensation is actually falling over 3%. state lawmakers moving forward with a series of measures to protect abortion access. for californians and people trying to get around resurgence in other states. 13 bills have been advanced in the legislature. oklahoma is the latest to restrict abortion access. the governor is expected to sign the ban after the state republican-led house approved the bill this week. the measure prohibits abortion after cardiac activity in the

fetus detected which often occurs before a woman even knows that she is pregnant. in june, the u.s. supreme court will rule on a mississippi case to potentially overturn roe versus wade, the landmark decision from 1973 protecting a woman's right to an abortion. in a developing story, viral on social media for coughing on her uber driver in san francisco and now accused of identity theft. this video was shocking at the time and shocking now. it shows her coughing and stealing the drivers phone. it's made headlines last year. she was charged with attended robbery, battery, and violating health ordinances. she is now facing identity theft charges in miami . police in florida say she was taken into custody wednesday night and is charged with grand theft organized scheme to defraud and fraudulent use of personal information. right now the city of alameda is stepping up to curb rising rents on the water.

place to grow and belong. >> we had some players who when they first came did not talk. they were very uncomfortable with language. they found a voice. >> reporter: the program was a hit. >> parents kept asking for more. what about basketball? what about tennis? >> reporter: she added more sports and even summercamp in a nonprofit she cofounded with her son tyler about 12 years ago. it is called project awareness and special supports or pass. up to 150 people aged 5-22 participate for free. >> change our lives. >> reporter: her 12-year-old son played sports with pass four years and it has been a game changer. >> it allows them to be a participant and be just like everybody else and it provided him friends and events every weekend that's were for him. it really was not anything but amazing. >> reporter: and also create a community for players families. and for volunteers like trevor
