as the people of uvalde, texas, mourn the loss of family and friends in the latest school shooting, there are new questions about the standoff between the gunman and police. tuesday's shooting claimed the lives of 21 people. 19 were children, ranging in age from 8 to 10. two of the victims were teachers. witnesses say frustrated onlookers urged police officers to charge into the school during the shooting rampage that lasted close to 40 minutes. it ended when the 18-year-old gunman was killed by a border patrol team. the father of one of the children killed said police were slow to move in. meanwhile, investigators continue to try and piece together a motive. danya bacchus is in uvalde with the latest. >> reporter: good morning. this morning, there are unanswered questions about how and why the shooting unfolded. we're also learning more about the young and innocent victims and the fight lunatic.

>> reporter: president biden is expected to travel to uvalde in the coming days. authorities say the shooter legally purchased two rifles and nearly 400 rounds of ammunition earlier this month. anne-marie? >> danya, thank you so much. hundreds of people honored the victims at a prayer vigil last night. residents, pastors, law enforcement, local and state leaders attended an event at the

uvalde fairplex. we're learning more about the 19 children and 2 teachers.ilia lu >> reporter: among the victims, a boyulllife. ellie garcia was a proud member of the basketball team. her aunt described her as a sweet girl. >> she was very happy and very outgoing. loved to dance and sing and play sports. >> reporter: a sign of how small uvalde is, at least two of those killed were cousins. irma garcia, one of two fourth grade teachers there tuesday, is being hailed as a hero. she was seen shielding kids from the shooter. still, with every tragedy, there are stories of survival. >> we were scared, and the teacher started telling us we

can pray. >> reporter: second grader timothy silva was in the classroom next door and said his teacher reacted quickly. >> she started yelling, and i thought -- didn't think it was a drill because they would have announced it. and a teacher just went out there and started banging on our door to go hideepor hisom waite agonizing minutes to know he was safe. >> i was thinking that the shooter was shooting everywhere, that it was going to go through one of the walls and shoot him. i was so scared. >> reporter: as the people of uvalde come to terms with what happened, this largely latino community is turning to each other for comfort. and to prayer, hoping to find an answer to what may never be known. >> i think there are no words for this kind of situation, and we're trying to speak with our action, with our presence, with our support, with our prayer. we're ready for -- to immediate assist them with grief counseling, financial

health and school security. a new cbs news/ugov poll is shedding light on where americans stand on gun laws. 54% want stricter laws covering the sale of guns. 30% say guns should be as is. 36% want it to be less strict. it was after the shooting at the buffalo market but before the shooting in texas. in the aftermath of the school shootin, the nra is moving forward with plans to holds its annual convention this weekend in houston, 275 miles anway. the gun lobby said, as we gather in houston, we will reflect on these events, pray for the victims, recognize our patriotic members, and pledge to redouble our commitment to s secure. president trump plans to speak at the convention tomorrow. texas governor greg abbott is scheduled to be there but declined to say whether he'll ahead.

more coverage ahead on "cbs mornings." we'll take a look at three countries where gun laws rapidly changed after mass shootings in their homeland. oklahoma now strictest abortion ban in the country. republican governor kevin stit signed the ban into law yesterday. it went into effect immediately. it prohibits all abortions, except to save the life of a pregnant woman, or if the pregnancy is the result of rape or incest that has been reported to law enforcement. abortion providers in the state have said they will stop performing the procedure as soon as the bill was signed into law. we will not know the winner of pennsylvania's republican senate primary until at least next month. the state's top election official says the vote difference between dr. mehmet oz and david mccormick falls within the margin of mandatory recount. unofficial results show oz, who was endorsed by former president trump, leading mccormick by 902 votes out of more than 1.3

returned after docking. it lifted off last thursday from florida. the head of the fda admits to a slow response in the baby formula crisis. there was a final tribute to a hero in buffalo. those are some of the headlines on the morning newsstand. a retired buffalo police officer killed in the mass shooting at a supermarket was honored at his funeral. 55-year-old aaron salter fired multiple times at the shooter, striking his body armor. salter was shot and killed, along with nine other black people, in the racially-motivated attack. >> i believe he would want me to say that on one of the darkest days in the history of buffalo, he made a choice to stand tall. he gave all that he had for all that he believed in. protecting and saving lives. >> salter was posthumously awarded the police department's medal of honor. "usa today" says the head of the fda admitted his agency was too slow in responding to the

nationwide shortage of baby formula. dr. robert califf testified yesterday. saying there was a month-long delay in investigating problems at abbott nutrition. the plant was shut down in february due to contamination problems, but a whistleblower raised safety concerns about the facility in october. >> fda's timeliness of interviewing the whistleblower and getting into the facility for a for-cause inspection were too slow. some decisions, in retrospect, could have been more optimal. >> yesterday, the second emergency shipment of baby formula from europe arrived on a cargo plane at dulles international airport outside washington. still to come, a groundbreaking doll. barbie makes history with a tribute to a transgender actress.

its employees. starting wages for hourly workers in the u.s. will rise to $22 an hour or higher based on the market. that is according to the "wall street journal." it is a 45% increase from 2018. a memo says some workers were told their pay increases would take effect in early july. more drone deliveries for walmart. after first launching in november for one town in its home state of arkansas, the retailer is now expanding to five new states. arizona, florida, texas, utah, and virginia. the company says the drones will now reach 4 million households. for a fee of $3.99, customers will be able to order items totaling up to 10 pounds, saying if it fits safely, it flies. after announcing earlier this year it'd close its pop-up shops, amazon has now opened a clothing store. the store opened yesterday in glendale, california. it has a variety of clothes available, along with qr codes to pull up sizes, colors, and

george floyd in minneapolis. now, the president is taking executive action, aimed at reforming federal law enforcement. natalie brand explains. >> reporter: two years after george floyd was murdered at the hands of former minneapolis police officer derek chauvin, president biden signed a new executive order on police reform for federal law enforcement. >> it's a measure of what we can do together to heal the very soul of this nation. >> reporter: he was joined by floyd's family and the loved ones of other victims killed by law enforcement. >> your loved ones should be with us today. you should not have to mourn. >> reporter: the order includes provisions to establish a national database of officers fired for misconduct, ban the use of choke holds unless deadly force is authorized, restrict the use of no-knock warrants at the federal level, adopt the use of body cams for arrest and searches, and require new standards for de-escalation and limiting the use of force. >> it's an important effort.
