teachers were killed in a mass shooting at an elementary school last week. mr. biden and the first lady visited the grief-stricken community of uvalde, texas, yesterday. they spent time at a memorial outside the school and met privately with victims' family. as the president left a catholic church service, the crowd chanted "do something." he responded, "we will." danya bacchus is in uvalde with the latest. good morning. >> reporter: it is early in the morning here in uvalde, and people are still visitth this memorial on the town square. while this town continues to grieve, many are hoping that their pain will turn into action. the department of justice will conduct a review of the police response to last week's shooting that killed two teachers and 19 children at robb elementary school. >> as tragic as this may seem, we need to learn from this. >> reporter: the doj says its goal is to identify the lessons learned and best practices to help first responders prepare for active shooters. >> obviously the way that you

develop policy many times is by learning about the mistakes in the past. >> reporter: parents want to know why law enforcement officers including a federal tactical team waited outside the classroom for more than 40 minutes before confronting and killing the shooter. >> for the benefit of hindsight -- >> reporter: the texas department of public safety said on friday not engaging the shooter earlier was clearly a mistake. >> of course it was not the right decision. it was the wrong decision, period. there's no excuse for that. >> reporter: president biden and the first lady visited uvalde on sunday. the two laid flowers at the memorial outside the school, met privately for three hours with the families -- [ chants ] -- and as they left for church service pledged to do something about gun violence. 11-year-old bella barboza was friends with ellie garcia, one of the students killed. >> ellie was a very bright girl. >> reporter: bella hopes her friend's death will help spark change. >> you need to get justice for

these children. and that this world is not a good place for children to grow up in. >> reporter: funerals start this week for some of the victims. and uvalde's mayor requested that review. in a statement sunday he said, "i trust the assessment will be fair, transparent, and independent." wendy? >> danya bacchus in uvalde, texas, thanks. the debate over gun reform continues in the capital. lawmakers from both parties are calling for change. here's christina ruffini. can we stop all of it? no. can we mitigate it? certainly. >> reporter: on separate sunday shows. republican congressman adam kinzinger and diabetic governor chris murphy made statements about gun reform. >> background check expansion is on the table, as well things like safe storage of guns. >> reporter: both acknowledging that progress will require compromise from their own parties.

>> i'm willing to vote for some things that harden our schools, that make me a little uncomfortable, frankly. if republicans are willing to vote to tighten up the nation's firearms. >> we have to be coming to the table with ways to mitigate 18-year-olds buying guns and walking into schools. my side's not doing that. >> reporter: but other republicans have not softened their positions. >> if you're talking depriving people of their right to bear arms, it's unconstitutional. >> what we're trying to do is enforce the law before the law has been broken. >> reporter: arkansas's republican governor asa hutchinson, who doesn't support measures like raising the minimum age for purchasing am-15-style weapons, says he supports the efforts toward compromise. >> i think the senators that have coming together in a bipartisan way to talk about what we can agree upon is important. >> reporter: and senator murphy said there is a limited time frame -- only one week -- to

come up with a plan or even a plan for a plan until congress is back in session. christina ruffini, cbs news, the white house. a loud noise that was mistaken for gunfire caused a stampede outside new york city's barclays center early yesterday as crowds were leaving a boxing match at the brooklyn arena. video showed fans running back inside. ten people were hurt. police say there was no shooting and no gun. tennis star naomi osaka was there at the time. she tweeted, "i heard shouting and saw people running, then we were being yelled at that there was an active shooter, and we had to huddle in a room and close the doors. i was so petrified." millions of families traveling them to memorial day weekend are facing flight cancelations and record high gas prices. aaa says the average price for a gallon of regular gas is $4.61 a gallon. >> i've seen people with rvs coming in and spending about $1,000 to fill up their tank. i don't even know how they do it.

>> it has also been a difficult weekend for air travel as the number of passengers returns to pre-pandemic levels. on friday more than 2,300 flights were canceled. on saturday, more than 1,500 flights were canceled. yesterday, more than 1,600 flights were scratched. hundreds more have been canceled today. airlines blame covid-related staff shortages, bad weather, and air traffic control issues. a georgia man has been charged with boating under the influence after five people were killed in a boat collision. a memorial service was held yesterday to remember four members of the same family who died in the accident. police say two boats collided head on saturday on the wilmington river near savannah. there were four survivors. rescue crews spent hours searching for those missing. they're crediting sonar detection technology with helping to find them. >> having that equipment here as quick as we did, we were able to

workers in nepal have recovered 14 bodies from the crash of a small passenger plane in a remote area. the plane with 22 people on board was on a 20-minute domestic flight yesterday when it lost contact with the airport tower. the army posted a photo showing parts of the aircraft scattered around a mountainside. officials say the search for others is continuing. we now know the cause of new mexico's largest wildfire, and ukraine's president made a special trip. those are some of the headlines on the "morning newsstand." "the hill" reports ukrainian president volodymyr zelenskyy visited the front lines in the battle against russia. his visit to the eastern city of kharkiv yesterday was his first outside the kyiv region since the war began three months ago. zelenskyy met with ukrainian troops. he thanked them for their service and for risking their lives to defend the country's independence. he also inspected residential buildings that have been destroyed in the war.

"usa today" reports federal investigators say planned burns by the u.s. forest service ignited two fires that merged into the largest wildfire in new mexico's history. the intentional fires were supposed to clear out shrubs, dead leaves, and brush that can fuel wildfires, but they grew out of control. the seven week-old wildfire has destroyed at least 330 homes, displaced thousands, and burned almost 315,000 acres. more than 3,000 firefighters continued to battle the blaze which is 50% contained. the "los angeles times" says "top gun: maverick" soared to a $124 million opening so far, the biggest launch saw so for far for actor tom cruise. >> here we go in three, two, one -- >> the blockbuster still has no -- new heights to reach. projections call for it to rake in more than $150 million in
