emotional day on capitol hill, survivors and relatives of victims of the uvalde and buffalo mass shootings will appear before congress to talk about gun violence. it comes a day after oscar-winning actor and uvalde native matthew mcconaughey delivered a powerful speech from the white house about enacting new gun laws. he called on congress to toughen background checks to purchase guns and to raise the minimum age to buy an ar-15-style rifle from 18 to 21. elise preston is in new york with the latest on all of this. good morning. >> reporter: anne-marie, good morning to you. the emotional testimony comes as a bipartisan group of lawmakers is hoping to reach a deal on legislation this week which would include investments in mental health. visiting the white house, actor matthew mcconaughey made an impassioned plea for change aftea wave of mass shootings and gun violence that shocked the nation. >> we start by making the loss

of these lives matter. find a middle ground. the place where most of us americans live anyway. >> reporter: the uvalde, texas, native spoke of meeting the parents of 10-year-old alithia ramirez. she's one of the 19 students killed with two of their teachers in one of the worst school shootings in u.s. history. >> now alithia, her dream was to go to art school in paris and one day share her art with the world. >> reporter: on capitol hill the son of 86-year-old ruth whitfield who was killed in last month's supermarket mass shooting in buffalo, new york, urged lawmakers to take action. >> is there nothing that you personally are willing to do to stop the cancer of white supremacy and the domestic terrorism it inspires? >> reporter: senators involved in bipartisan talks appear to be moving toward a package that could include enhanced background checks and incentives for states with red flag laws. >> every day we get closer to an agreement. not further away.

>> we're hoping to actually get an outcome that will make a difference in the areas of mental health, school safety. >> reporter: later this morning, the house committee on oversight and reform will hear from families and survivors of the uvalde and buffalo shootings during hearings examining the gun violence epidemic in the u.s. and among those scheduled to testify, 11-year-old miah cerrillo, a fourth grader who smeared her classmate's blood on herself to appear dead during the uvalde shooting. anne-marie? >> elise preston in new york. thank you. breaking overnight, the first results from last night's primary races. voters in seven states cast their ballots. here are some results based on cbs news projections. in iowa, republican senator chuck grassley, who has served since 1981, won his nomination. he will face democrat michael franken in november. in south dakota, governor kristi noem won her party nomination.

she'll defend her seat against democrat jamie smith who ran unopposed. and california governor gavin newsom will advance to the general election. he survived a recall effort last year. he will face republican state senator brian dahle. the department of homeland security is warning of an increased threat of extremist violence in the u.s. yesterday the agency issued a threat bulletin pointing to several triggers for violence in the next six months. they include the upcoming supreme court decision on abortion, the midterm elections, and an increase of my grants at -- migrants at the u.s./mexico border. it also warned of possible copycat attacks in the wake of recent mass shootings. the bulletin said, quote, in the coming months we expect the threat environment to become more dynamic, as several high-profile events could be exploited to justify acts of violence against a range of possible targets. the potential targets include public gatherings, faith-based institutions, schools, government facilities, and u.s.

critical infrastructure. as americans hit the road for summer vacation, yep, the price of gas has hit a new high. the national average for a gallon of regular gas is $4.95 according to aaa. 16 states are averaging at least $5 a gallon, though. >> i just wish they'd come back down. it's going to affect the summer. >> reporter: do you see gas prices getting back into the $3-a-gallon range any time soon? >> not this year. not this year. >> another possible factor that could raise prices is the start of hurricane season. half the nation's oil refining capacity is along the gulf coast. if even 10% of it is knocked out, experts say the average price could hit $7 a gallon. there could soon be a fourth covid vaccine available in the u.s. the fda advisory panel is recommending authorization of a protein vaccine made by novavax. it's made with more conventional technology than the ones produced by pfizer, moderna, and johnson & johnson.

novavax says that it's 90% effective at keeping people from getting sick from covid. the fda could authorize it this week. and president biden signed several bills into law to improve health care for veterans. one of them was named for a veteran who recently passed away. natalie brand reports. >> reporter: cbs news spoke with marine veteran dr. kate hendricks thomas less than six months before she lost her battle with stage-four breast cancer, leaving behind her young son matthew and her husband shane. >> the radiologist said it looked like i'd been dipped in something. >> reporter: she learned of her diagnosis at age 38, more than a decade after returning home from iraq where she was exposed to toxic burn pits on base. fellow marine veteran mindy beyer has been closely tracking legislation named in her friend's honor requiring the department of veterans affairs to provide mammograms for those who served near burn pits or had other toxic exposures regardless of symptoms, age, or family history. >> we hope that the message is

getting out to veterans -- if you have been serving, even if you weren't around burn pits, there's a possibility you were around some toxic exposure. check yourself out. >> reporter: one of nine bills for veterans the president signed into law tuesday. >> the veterans are the backbone, the spine of who we are as a country. we owe them. we owe them big. >> reporter: this signing ceremony comes with pressure on capitol hill to still pass legislation to help an estimated 3.5 million veterans exposed to toxins in more recent conflicts. it took hendricks thomas three years to get her claim approved after it was initially denied. >> kate was very proud to serve her country, and i think that her message was -- would always be fight for your country, but then fight for each other when you get back. >> reporter: it's a message advocates hope senators hear when they take a final vote on burn pit legislation, expected later this week.

♪ ♪ nasa is getting ready for a historic launch down under. it will send three rockets into space within weeks of each other from a privately owned space port in remote northern australia. it's the first time nasa will launch rockets from a commercial facility outside of the u.s. it's part of a scientific research project. the first launch is set for later this month. why tiger woods is passing on the u.s. open, and there's a plane crash investigation in southern california. those are some of the headlines on the "morning newsstand." the "los angeles times" reports

a small plane crashed into a california home, seriously injuring the pilot yesterday in hemet, 75 miles east of los angeles. wreckage of the single-engine plane could be seen in the back yard of the home. two people inside the home were not hurt. >> i hear a noise squeaking like a tire squealing. and then boom -- just like that. it was everything -- windows shattered, rocks come in the house. >> the plane caught fire, but firefighters put it out before the flames spread to nearby homes. the cause of the crash is under investigation. "the washington post" says a kansas woman who joined isis pleaded guilty to a terrorism charge. 42-year-old allison fluke ekren admitted in federal court yesterday that she was the leader of an all-female isis battalion in syria in 2017. according to court documents, she trained women and girls how to use automatic rifles, grenades, and suicide belts, and she wanted to conduct attacks in the u.s. she faces up to 20 years in

saying she hopes price increases will soon moderate. the federal reserve and treasury department have been increasingly blamed by legislators and the public for allowing inflation to hit record highs. yellen repeated her views that it's being fueled by things like severe supply chain disruptions. inflation has shown signs of moderating but is likely to remain far above the fed's 2% target through the end of there year. it's not just peanut butter that jif is recalling, it now includes ice-cream, candy, and chicken salad, pretty much anything that may have been made with that peanut butter that began being recalled may 20th. the products are linked to an outbreak of salmonella that has sickened 16 people in 12 states. the fda says the outbreak was found in a plant in lexington, kentucky. and target is cutting prices due to too much inventory. it's also canceling orders from suppliers for things like home goods and clothing to make way for what people need like groceries. sales of big tvs and small kitchen appliances that
