i'm matt pieper, cbs news, new york. it's thursday, july 7th, 2022. this is the "cbs morning news." a suspect's confession. police say the man accused of killing seven people at a fourth of july parade in illinois has admitted to the rampage. what he told them about possibly carrying out a second mass shooting. opportunity missed? a new report says police in uvalde, texas, had a chance to take down the gunman before he killed 21 people at an elementary school but didn't act. and a letter from the president as brittney griner gets set to appear in a russian court. president biden speaks to her wife and responds to the wnba star's letter asking for help. good morning, and good to be

with you. i'm anne-marie green. we begin with the very latest in the illinois fourth of july parade shooting. police say the suspect admitted to the rampage and said he was thinking about carrying another mass shooting. robert crimo iii appeared in court virtually yesterday. officials say that he admitted to killing seven people at the highland park parade monday, and they say after he fled he drove to madison, wisconsin, area where he considered firing on another event that he saw there but ultimately drove back to illinois where he was arrested. trinity chavez has more on this story including part of an exclusive interview with the highland park police chief and the atf agent in charge of chicago. trinity, good morning. >> reporter: good morning, anne-marie. you are exactly right. investigators say the man charged with opening fire at the fourth of july celebration in illinois was planning to carry out a second attack in another city. all this as investigators say he could spend the rest of his life behind bars. police say robert crimo iii confessed to the fourth of july

shooting during questioning, but highland park police chief lou jogmen told cbs news that investigators still don't have a motive. >> we really don't have any better understanding today than we did when we first started talking to him about the why in particular. >> reporter: the 21-year-old appeared for the first time by video wednesday. he faces seven counts of first-degree murder with dozens more charges expected. if convicted, prosecutors say he could spend the rest of his life in prison. >> the judge found that the evidence was at such a level that he could be held without bond. also because the fact that it is a mandatory life sentence. >> reporter: after monday's attack from a rooftop in highland park, authorities say the weapon left behind helped police capture crimo hours later. >> in this case we knew the make, the model, the serial number, and we went through with the tracing process. >> reporter: a seventh victim was identified wednesday. a 69-year-old who attended the parade with his family.

those killed range in age from 35 to 88 years old. the two youngest, irina and kevin mccarthy, leave behind their 2-year-old son. witnesses say mccarthy died shielding the toddler from the gunman's bullets. >> he was saying, "mommy, daddy, and i went to look for his mom and dad, and then i saw the scene, carnage. >> reporter: the boy was found covered in blood. they took the boy home and launched a search for his family. hours later a detective reunited the boy with his grandparents. and nearly $3 million has been raised for that little boy who lost his parents. >> just heartbreaking. trinity chavez in new york. thank you so much. >> reporter: thank you. so be sure to stay with "cbs mornings." we'll have more of our exclusive interview with highland park police chief lou jogmen and atf agent in charge of chicago, kristen de tineo. that's ahead on "cbs mornings." police in richmond, virginia, say that they were

able to prevent a planned fourth of july mass shooting thanks to what they're calling a hero citizen. they say someone overheard a conversation about alleged plans for an attack where an annual fireworks show is held and called it in. two men from guatemala were arrested. police say they seized two assault rifles, a handgun, and hundreds of rounds of ammunition. there is no word on a motive for the alleged plot, though. and a new report is shedding light on the police response to the uvalde shooting that left 21 people dead including 19 children. as janet shamlian reports, we are learning an officer had a chance to stop the massacre before it happened but failed to act. >> reporter: never-before disclosed information, a uvalde police officer had the gunman in his sights outside before the shooter entered the school and asked a supervisor for permission to shoot but never received it. >> there was no requirement for that officer to ask for permission to shoot. if he felt that that person was a threat to him, to the officer

or to others, the texas penal code allows them to use dead -- deadly force to try to stop that person. >> reporter: pete blair is the executive director of the alert training center at texas state university issued the report at the request of the governor and department of public safety. the report also found the classroom door where the shooter was barricaded was unlocked. school police chief pete arredondo previously claimed it was locked, and that he had spent time looking for keys. once officers finally entered the classroom, more than an hour after the shooting started, they were no better equipped than they had been up to that point. >> look at it as a dad, as a parent. >> reporter: anger and frustration is growing in uvalde over a lack of answers. the community last week confronted the mayor. a texas legislative committee is investigating and has been interviewing law enforcement and other witnesses for weeks. its report is expected soon. janet shamlian, cbs news,

houston. well, a key witness is set to meet tomorrow behind closed doors with the house committee investigating the january 6th attack on the capitol. sources familiar with the matter tell cbs news that former trump white house counsel pat cipollone will sit down for a videotaped interview. the committee subpoenaed cipollone after former white house aide cassidy hutchinson testified that he knew about potential criminal activity in the trump white house. breaking news, british prime minister boris johnson is stepping down after vowing to fight on after more than 40 government ministers and aides resigned in 24 hours. johnson is remaining defiant amid growing demands that he resign after several scandals including his handling of sexual misconduct allegations against a senior official. british news outlets say that a delegation of his most trusted allies and cabinet urged him to go. last month johnson narrowly survived a no-confidence vote in parliament. wnba star brittney griner is set to appear back in a russian court this morning as her trial

one waitress. nba superstar ja morant was having lunch with friends when he tipped his server $500. the woman asked him who he was, and when he tells her, she freaks out that she's been serving one of the best basketball players on the planet. the footage was being shot as part of a documentary on the 22-year-old. a former police officer, derek chauvin, faces sentencing today. and there's a verdict in the nipsey hussle murder case. those are some of the headlines on the "morning newsstand." the "los angeles times" reports eric holder jr. was found guilty of first-degree murder in the shooting death of rapper nipsey hussle. the 33-year-old grammy winner was gunned down outside a los angeles clothing store that he owned in 2019 while signing autographs for fans. two bystanders were also injured. prosecutors say holder shot hussle 11 times. the two knew each other for years. holder faces up to life in prison when he's sentenced in september. harris, a former star of the netflix documentary "cheer," was sentenced to 12 years in prison for sex crimes. the 22-year-old pleaded guilty in february to sexually assaulting a 15-year-old boy during a cheerleading competition and receiving child pornography. a federal judge also ordered harris to eight years of supervised release after his prison sentence. harris apologized to his victims in court yesterday. and our minneapolis station wcco says george floyd's family will be in court when derek chauvin is sentenced on federal rights charges. he earlier pleaded guilty to charges and agreed to a sentence of 20 to 25 years. he's already serving more than 22 years on murder and manslaughter charges. he caused the death when he knelt on his neck for more than nine minutes during an arrest in 2020. still to come, rihanna's expanding empire. the grammy-winning singer claims a new title.

burdensome paperwork requirements and long processing times. it's unlikely to open debt forgiveness to huge swaths of borrowers, but it is meant to make it easier for those who already qualify. the education department plans to finalize the rules no later than by next july. the white house is looking to help foreign manufacturers of baby formula stay on the u.s. market for the long term. the fda has announced plans to help overseas producers that have sent supplies to the united states under emergency approval to address the shortfall. they want them to be able to market their formula here and diversify the industry. the u.s. has tried to boost supply of baby formula after regulators in february shuttered a michigan plant run by abbott over safety concerns. and work, work, work, isn't just the name of one of her songs -- rihanna has worked so much that "forbes" has named her the youngest female self-made billionaire in the u.s. her net worth is $1.4 billion thanks to several

ceremony with fireworks. the world-famous bull runs start today. and heavy monsoon rains have killed at least 77 people in pakistan in the past three weeks. that's according to the pakistani government. flooding has also damaged homes, roads, bridges, and power stations across the country since the middle of last month. the government calls it a national disaster. officials say that the nation should be ready for more flooding because its glaciers are melting at a faster pace due to climate change. and the world health organization says it will reassess whether monkeypox should be declared a global public health emergency. the number of cases around the world has grown to more than 6,000. now europe is the current epicenter of the outbreak with more than 80% of cases. the cdc says there's been more than 600 cases in the u.s. last month the w.h.o. said that there was not yet a health emergency. and coming up on "cbs mornings," acclaimed designer christian siriano talks with
