at least 28 people have now died, and those numbers are likely to go up. dozens are still missing as search efforts continue. governor andy beshear said it could take weeks to find all the victims. the storm damage to critical infrastructure like bridges is hampering efforts to help residents. astrid martinez has the latest. good morning. >> reporter: good morning. devastated families continue to look for their loved ones after the historic flooding. now the state does not have a firm number of people missing. dramatic footage shows the tense moment a rescue helicopter brought an 83-year-old kentucky woman to safety from the floodwaters below. authorities say five people were trapped inside an attic before a search team broke through a window to guide them out.>>ust . >> reporter: with the death toll rising, governor andy beshear met with eastern kentucky residents struggling after last week's deadly flooding. >> now we have heat coming up later in the week.

we got to get people prepared and stabilized for that. >> reporter: beshear said damage to critical infrastructure and more heavy rains are hampering recovery and relief efforts. >> hopefully the good lord will stop this rain to give us a little bit of a break here. >> reporter: out west, residents are praying for a break from wildfires raging in several states, from the plains to the pacific ocean. near the california/oregon border, triple-digit temperatures, wild winds, and thunderstorms fueled the mckinney fire. clifornia's biggest so far this year. >> i just saw it explode in the dark. i knew the house was gone. >> reporter: this 81-year-old art artist left her home. the fire north of missoula grew to more than 1,000 acres. >> we could see the flames coming over the hill. it was time to go. >> reporter: there's new concern

as a heat wave grips part of the west and dry weather in the plains raises the prospects fires will keep sparking and burning. and california's mckinney fire has forced more than 2,000 people out of their homes. at this time it remains 0% contained and the cause is under investigation. back to you. >> astrid martinez in new york. thank you so much. president biden is back in isolation this morning after testing positive for covid a second time. his doctor said mr. biden experienced a rare rebound case that occurs in small percentage of patients who take the antiviral treatment paxlovid. he said the president continues to feel well and is not experiencing any symptoms. mr. biden tested positive again on saturday, just a few days after testing negative and ending isolation from his first covid diagnosis. we are 99 days away from the midterm elections. democrats are hoping to keep control of congress with a massive experiencing package.

a cbs news/ugov poll is painting a different picture. serena marshall explains. >> reporter: president biden took to twitter showing that despite his covid rebound he's using his bully pulpit to push for a scaled down "build back better" bill titled "the inflation reduction act." >> i never thought they would come to agreement. these are solutions americans want. >> reporter: west virginia democrat joe manchin struck a deal with majority leader chuck schumer on the bill includes priorities from energy florida health care. with manchin even taking to the sunday shows to defend the new bill. >> we did not increase taxes, we've closed loopholes. >> we did not raise taxes, we closed loopholes. >> reporter: the democrat who stood in the way of the president's last legislative push says independent tax experts promise the new bill will help tame record inflation. republicans disagree. >> it's going to make inflation worse actually. i like joe very much, but i think he got taken to the cleaners. >> reporter: a new cbs news battleground tracker finds republicans would hold a lead in the how to if the election was

held today with the economy and inflation among the top issues for november. democrats hope to vote on this legislation this week before heading out on their august recess using reconciliation, meaning they would only need 50 votes, their own caucus. the outlier remains kyrsten sinema, the arizona democrat who has yet to say if she'll back the bill. reporting from the white house, serena marshall, cbs news. house speaker nancy pelosi is in asia this morning, but it's unclear whether she'll stop in taiwan during her trip. the california democrat said that she's leading a delegation to singapore, malaysia, south korea, and japan to talk about issues including trade, covid, and climate change. but there's been intense speculation that she may visit taiwan, a self-ruled island that china claims as its territory. beijing has warned of serious consequences including a possible military response if she goes there. the senate is expected to vote again today on the burn pit bill.

the measure would expand benefits to veterans exposed to toxic burn pits while serving in iraq and afghanistan. it was blocked last week by republicans over a spending issue. and people are remembering two american trail blazers who made huge impacts in their respective fields. nba great and civil rights activist bill russell died yesterday. the hall of famer won 11 championships in 13 years with the boston celtics. he also broke barriers in 1966 as the league's first black head coach. russell spoke to "cbs mornings'" co-host nate burleson last year. >> which championship was the most special to you? was it the first one or the last one? >> the first year i was player/coach and we won a championship. >> first black coach in the nba. is that right? >> yeah. >> and you won as a player and a coach. >> yeah. >> russell's cause of death has not been released. he was 88 years old. and we're also remembering actress nichelle nichols.

her son said she died of natural causes. nichols broke ground for black actresses as lieutenant ohura on the "star trek" television series in the 1960s. she also reprised the role in six movies from the iconic sci-fi franchise. nichols later became a recruiter for nasa playing a key role in helping bring minorities and women into the space program. on twitter her "star trek" co-star william shatner said she was a beautiful woman and played an admirable character that did so much for redefining social issues both here in the u.s. and throughout the world. i will certainly miss her. nichols was 89 years old. still coming up, heading home. more than two months after the texas elementary school shooting, the last injured victim is released from a hospital. and why pope francis is talking about possibly retiring. this is the "cbs morning news." this is the "cbs morning news." welcome to allstate where anyone who bundles their home and auto insurance saves.

we could find out today what punishment cleveland browns quarterback deshaun watson faces from the nfl following accusations of sexual misconduct. the league's disciplinary officer is expected to hand down her decision after a three-day hearing in june. 24 women have accused watson of sexual harassment and assault in lawsuits. he reached financial settlements with 20 of them. watson, who has denied wrongdoing, does not face any criminal charges. well, the last injured victim from the texas elementary school shooting is released from the hospital, and a suspect is in custody after five people were stabbed while tubing on a river. those are some of the headlines on the "morning newsstand." "the minneapolis star-tribune" reports a 17-year-old minnesota boy was killed and four others hurt after being stabbed while tubing down a wisconsin river. authorities say that the victims and the suspect were all tubing down the apple river in western wisconsin near the minnesota border on saturday when the attack took place. the 52-year-old man was arrested

about 90 minutes later while getting off the river downstream. >> it was just pandemonium. it was crazy. i think i wasn't at this end, but i had just heard that things were a little scary. i think people are pretty shook up about it. you don't see this kind of thing happening in our small, little town. >> investigators are trying to determine what led to the stabbings and whether the victims and the suspect knew etch other. the "san antonio express news" says the last injured victim from the uvalde school shooting was released from the hospital. 10-year-old mayah zamora handed out roses to hospital staff who chanted her name as she left on friday. she was shot multiple times and critically injured during the may attack that killed 19 children and two teachers. the san antonio hospital called her its hero. pope francis acknowledged the door is open to his eventual

the woman who voiced ursula in the "little mermaid" has died. the family of pat carroll said she died at her home in massachusetts on saturday. she won an emmy for her work on the sketch comedy series "caesar's hour" in 1956. she also made appearances on "the danny kay show," "the red skelton show," and "the carol burnett show." she was 95 years old. new controversy involving prince charles and his charities. "the sunday times" reports that one of his charitable funds accepted $1.2 million from the half brothers of osama bin laden back in 2013. representatives for prince charles said that the decision to accept the money was taken by the charity's trustees, not the prince. last month "the sunday times" reported the prince accepted bags of cash containing $3
