this morning president biden and democratic lawmakers are celebrating. the senate passed the $740 billion inflation reduction act. after a marathon weekend session, the measure passed yesterday in a 51-50 party-line vote. democrats say the bill will fight climate change, lower health care costs for seniors, raise corporate taxes, and fight inflation. republicans argue it will undermine growth and make inflation worse as the economy faces the risk of falling into a recession. skyler henry is on capitol hill with the details. good morning. >> reporter: hey, good morning to you. despite the criticism, majority leader chuck schumer said that this passage was one of the more definitive legislative feats of the 21st century. now the measure will head to the house where lawmakers will take up the bill. >> the vice president votes in the affirmative, and the bill as amended is passed. >> reporter: with a tie-breaking vote from vice president kamala

harris, senate democrats passed the "inflation reduction act" after a marathon weekend session. now the massive economic package heads to the house for a vote as early as friday. >> our bill reduces inflation, lowers cost, creates millions of manufacturing jobs, enhances our energy security, and is the boldest climate package in u.s. history. >> this is a day that will always live as the moment where the united states took over the leadership of the fight to lower the thermostat. >> reporter: democrats are hoping the emergency will give the party a boost ahead of the midterm elections in november and lift president biden's approval ratings. after the legislation won senate approval the president tweeted he ran to make government work for working families again, adding that's what this bill does. republicans who gave the bill no support in the senate are describing it as a package of tax hikes and unnecessary spending that could worsn inflation and hurt the economy.

>> we're in a recession. why would you be increasing the cost of government, increasing taxes? >> reporter: the democrats say it will enhance green wind -- green issues in will provide tax credits for those who buy electric panels and those that use green wind turbines. it will reduce health care costs especially for seniors including allowing medicare to negotiate lower prices on prescription drugs. president biden is urging the house to pass the measure as quickly as possible. speaker pelosi said her chamber will move swiftly to try to get it passed and to the president's desk to be signed into law. anne marie? >> skyler henry on capitol hill, thank you so much. president biden is set to visit eastern kentucky today to survey the damage and meet with victims of the recent devastating floods. it comes as the national weather service is forecasting heavy rain and thunderstorms in the area throughout much of the week. at least 37 people were killed after record rainfall more than a week ago. the biggest concern this week is

the possibility of slow-moving storms which could dump heavy rain on already-saturated soil. >> our creek systems, they can't handle another inch. they can't handle another quarter of an inch as far as that goes. >> it's not going to surprise me in the least that the next heavy rain we'll have water in the basement again. there's nowhere for it to go. >> more than 1,300 people had to be rescued after the storm. the cdc is expected soon to relax some of the covid guidelines as kids head back to school. cbs news obtained a copy of a cdc draft documenting -- draft document outlining the possible changes. it calls for easing six-feet social distancing requirements at schools, removing so-called test-to-stay recommendations in which students exposed to the virus are to take regular tests to stay in the classroom, and those exposed to covid will be able to wear masks for ten days and test for five days after exposure instead of having to quarantine. the revised guidelines are not

yet final, though. police in albuquerque, new mexico, are asking for the public's help in a string of murders. they believe the deadly shootings of four muslim men may be connected. officers say that they're following a number of leads and released a picture of a vehicle of interest. it's a four door dark gray volkswagen sedan with tinted windows. police have not explained how they're tied to the cases. lilia luciano has more on the investigation. >> reporter: local, state, and federal police are stepping up efforts after friday's shooting of naeem hussain, the third muslim man murdered in albuquerque in less than two weeks. ahmad assed runs the islamic center of new mexico which all three victims attended. >> just an emotional roller coaster in trying to make sense of these horrific and heinous crimes. >> reporter: 41-year-old aftab hussein was killed on july 26th. and 27-year-old muhammad afzaal hussain on august 1st. >> my brother will not come

back, but i want someone else's brother, someone else's sister, someone out there should not be victim of those people. >> reporter: police say the killer or killers may also be responsible for a fourth victim. 62-year-old mohammad zahir ahmadi hadi, slain last november. how with people reacting? >> panic. we've taken precautions. things like the buddy system. don't travel at night if you don't have to. don't come to the mosque for that safely. >> reporter: i'm sure that impacts far beyond the sense of security, also people's livelihoods. >> that's exactly what's happening here. it is hitting businesses. it's hitting schooling. we live in times where uncertainty rules the day. >> reporter: mr. assad is confident the killer or killers will be caught with the help of law enforcement and the community coming together. he said he's also thankful for the universal outpouring of support. lilia luciano, cbs news, los angeles.

the biden administration is condemning indiana's new abortion ban. on friday, indiana became the first state to pass such a ban since the supreme court's decision in june to overturn roe v. wade. under indiana's law which takes effect next month, all abortion clinics will lose their licenses. abortions can only be done in hospitals or outpatient center owned by hospital. one of indiana's largest employers, pharmaceutical giant eli lilly, said the ban could lead it to reassess its presence in that state. a cease-fire between israel and palestinian militants is in effect this morning after nearly three days of violence. israeli aircraft pounded palestinian targets in gaza since friday killing more than 40 people, including civilians according to gaza officials. in response, an iran-backed militant group fired hundreds of rockets at israel. the u.n. security council is scheduled to hold an emergency meeting today. coming up, anne heche hospitalized.

actor roger e. mosley, best known for playing helicopter pilot tc calvin in the tv series "magnum pi" has died from injuries sustained in a car accident thursday near los angeles. he appeared in more than 150 episodes of "magnum pi" in the 1980s. mosley he also acted in dozens of movies and tv shows. roger e. mosley was 83 years old. there's an update on actress anne heche following a car crash, and police are investigating a shooting in cincinnati. those are some of the headlines on the "morning newsstand." reports nine people were hurt in a shooting outside a bar in a popular night life area of the city. everyone was treated and released from the hospital. police say that at least two people shot at each other yesterday after a fight broke out between two groups. an officer who was already at the scene fired at one of the suspects who fled. it's not known if the suspect was hit. investigators credit the officer with saving lives. >> he acted immediately. he ran toward the gunfire. but for the actions of him we can only imagine what type of injuries we'd have to people. >> no arrests have been made. the "associated press" reports a spokeswoman for actress anne heche says that she is in stable condition in a hospital after a fiery car crash in los angeles. police say heche's speeding car came to an intersection and ran off a road friday before crashing into a house. that started a fire which took nearly 60 firefighters more than an hour to put out.

the "los angeles times" reports law enforcement officials said heche suffered significant burns and was thought to be under the influence. no one else was hurt. it could influence federal reserve officials who are set to determine possible rate hikes. the latest consumer price index rose to a high, 9.1% in june. compared to the same time last year. the newest report due on wednesday will come on the heels of the jobs report which showed more than 528,000 jobs were added last month. a california spacex team will head to australia to investigate space junk which has fallen to the outback. the debris was part of the spacex crew 1 dragon spacecraft. the space junk crashed to earth last month more than a year after the spacecraft re-entered the earth's atmosphere. do you ever hit your alarm's snooze button before getting up for work? a new job will pay you to stay in your bed. mattress manufacturer casper is hiring people to sleep. the job description says dream candidates would be able to sleep through anything and have a desire to sleep as much as possible.
