elizabeth ii. today president biden and first lady jill biden visited westminster hall where the former monarch is lying in state. later, they signed a book of condolences. >> our hearts go out to you. and were you fortunate to have had her for 70 years, we all were, the world's better for her. >> reporter: the final touches are being put on the queen's state funeral as great britain and the world continue to mourn the late monarch. at the stroke of 8:00, a moment of silence in memory of the queen. as millions across britain paused to reflect on the life of the only monarchp until her dea. at buckingham palace, king charles and camilla, the queen consort, host add state reception like no other before

it. hundreds of dignitaries from around the world including president biden along with other presidents, prime ministers, emperors, kings, queens and sultans, representing nearly 200 countries and territories, gathered to honor elizabeth ii. while mourners continued to line up for hours to see the late monarch's coffin in the ancient westminster hall. the last viewing will be by 6:30 in the morning, on monday, the day of her state funeral. >> i think it's such a beautiful way to have been sent off with people around, people have been hre days and days queueing up for hours and hours, that's exactly what she wanted. >> reporter: hundreds of soldiers have already taken part in rehearsal for what's expected to be a deeply emotional

procedure. and more security officers than ever. camilla, the queen consort, praised the late monarch as a woman, leader and mother-in-law she knew. >> she's got those wonderful blue eyes. that when she smiles, you know, they light up her whole face. i'll always remember that smile. you know, that smile is unforgettable. >> reporter: now british police will have to balance the need to protect world leaders with the public's desire to mourn a much-loved monarch, as queen elizabeth makes her last journey from here in westminster to her final resting place in windsor, next to her late husband prince philip. >> thank you. norah o'donnell is also in london where she and gayle king will anchor coverage of the state funeral.

we spoke with norah earlier today. >> reporter: we are outside buckingham palace where king charles host ed a reception. only working royals were allowed to attend, meaning prince harry and meghan were not there. they were uninvited. we saw president biden and the first lady paying their respects to the queen at westminster hall where her body will lie in state for just a few more hours. the mood here is somber as the united kingdom and commonwealth prepares to say final good-bye to its longest-reigning monarch. we expect tomorrow to be full of tradition and symbolism in a ceremony planned by the queen. she was consulted on all of it, including adding touches with music from her own piper. >> norah o'donnell for us in

london. now to breaking news in puerto rico. the entire island archipelago is without electricity. fiona crashed ashore as a hurricane almost five years to the day after hurricane maria in 2017. mike seidel at our partners at the weather channel is there. mike? >> reporter: good evening, lilia. the roar of the wind has finally backed off. but here in ponce we were blasted by gusts. it crashed ashore on sunday. shelters were opened and public beaches were closed. sarita is weathering the storm from her home. >> as can you see, it's still storming but we're safe. >> reporter: historic levels of rain are triggering landslides.

many hospitals are forced to run off generators. it remains fragile since hurricane maria. there were nearly 3,000 deaths then. i think we've learned a lot from the last time, she says. that's why we've really prepared ourselves this time and bought a power generator. one man died on guadalupe on saturday. local authorities say his house was swept away by floods as fiona barrelled through. hurricane fiona now heading toward the eastern part of the domi dominican republic. it will take the worst of the weather away from the bahamas, but by the middle of the week, bermuda could take a direct hit by what could be a category two hurricane by that time.

>> mike seidel, thank you. tonight floodwaters are receding in western alaska, revealing the damage after a historic storm. cbs is tracking that and other weather extremes this weekend. >> reporter: in alaska, the governor has declared a state of disaster, after the remnants of a typhoon caused unprecedented flooding. entire towns were completely submerged with roads asteroid and homes ripped off their foundation. >> we're trying to assess exactly what has occurred. again, this is almost 1,000 miles worth of storm front. >> reporter: heavy rain has also moved into drought-stricken northern california. this storm, though, expected to bring relief to weary firefighters. the mosquito fire has burned out of control for weeks. it's cali it's california's largest wildfire. state officials are hoping the storm now moving through can help bring containment.

in southern california, a reminder of just how dry and vulnerable these hillsides are to fire. flames shot up near the hollywood bowl in los angeles last night, just after a concert. it caused anxiety, but little damage. and in florida. >> rain. on. me! >> reporter: wild weather forced lady gaga to call off her show after unpredictable lightning moved over her performance arena. >> get home safely. >> reporter: and back here in california, the sacramento area is bracing for up to two inches of rain for the next few days. that is more rain than the region has received in the last nine months combined. >> planet in distress from climate change. new pressure has been put on russian forces. cbs is there.

someone has been accused of taking things that belong to the national archives. here's scott mcfarland. >> reporter: many of us keep old collectibles in the basement, but no one does it like david golden. in a climate-controlled vault in his connecticut home, golden has more than 100,000 historic audio recordings he's chased down or collected for decades. >> remarkably -- >> reporter: including dispatches from world war ii and orson wells, and babe ruth. some so valuable he's donated them to the national archives near washington. can you imagine his shock years later when he spot thad babe ruth recording on ebay. >> i said holy expletive. that can't be. >> reporter: an archives' employee lifted the recording and tried to sell it. the justice department found he also stole a series of other

artifacts. in 2018, a historian pleaded guilty to stealing from the archives, too. snatching pieces that include add fallen tuskegee airman's dog tags. cbs news has learned about a half-dozen theft cases involving thousands of stolen documents but none as bold as barry landau's. >> i think he thought coehe cou get away with it. >> reporter: he told fdr documents and pocketed the items after sewing extra pockets in his coat and trying to distract the staff with cupcakes and charm. >> he's sitting at this table. somebody spots him from above, up there. >> yes. >> reporter: they all pleaded guilty and served prison time. as for dave golden, his archives donation are returned and the home library is still building.
