it's already caused death and destruction. the major hurricane is barreling toward the turks and caicos islands with maximum sustained winds of 115 miles per hour. there were also tropical storm conditions in the bahamas. fiona slammed into the dominican republic yesterday with torrential rain and powerful winds. at least one person was killed there. several villages were hit by severe flooding. hundreds of people had to be evacuated. the president declared a state of disaster in several provinces. the hurricane killed at least two people and knocked out power and water to most of puerto rico five years after hurricane maria killed nearly 3,000 people and left the island's power grid in ruins. david begnaud reports from san juan where the governor warns it could be days before the lights could be turned back on. >> reporter: hurricane fiona dumped as much as 35 inches of rain and driving up winds to 91

miles along all along puerto rico's southern coast. there were moments like this, neighbors with a boat, some rope, and a desperate will to save a family trapped in high water. there has been catastrophic flooding and mudslides, downed trees, and power lines. brown floodwater flowed in all directions, seemingly swallowing everything in its path. in utuado in the center of the island, this metal bridge built four years ago after hurricane maria was swept away like a twig. some 1.3 million people are still without power. almost 800,000 have no running water. >> we got in a helicopter and we first flew over here. you could see people standing on cars, on the second stories of their homes, and then we headed all the way west to the municipality here. that's where above the water and out of danger norma rivera grew up and is determined to stay.

>> i'm not leaving. i'm not leaving. we're going to make it work, even if we have to live in tents. >> reporter: lourdes who also rode out the storm here said her community was just starting to recover from hurricane maria back in 2017. >> they worked so hard for their things, and now they're losing it again. >> reporter: david begnaud, cbs news, the island of san juan. the number of migrants crossing the u.s./mexico border reached a record number. border official says more than 2 million migrants have been processed during the fiscal year that ended this month. that includes more than 200,000 migrants encountered jest last month. being driven by unprecedented levels of asylum seekers. communities such as el paso, texas, are struggling to keep up with the influx of migrants. border patrol says more than 1,000 migrants are crossing into

the area a day. to make sure they're not sleeping on the streets, the city has set up a welcome center. >> 400 people a day? >> yes, sir. >> that's a lot. >> that's going to be increasing shortly. >> you don't see this slowing down at this point. >> at this number, we're just managing the numbers as they come in. >> el paso has sent 500 migrants on buses heading north. but they're checking with leaders to make sure they're ready to receive them. ukraine is accusing russia of nuclear terrorism after a russian missile blasted off. the ukrainian defense ministry released video showing two large fireballs erupting yesterday. officials say the plant's three reactors were not damaged and are operating normally. the missile strike is adding to fears of a possible radiation disaster. and just one day after president biden said the covid pandemic is over, his chief medical adviser argues there's still a long way to go. dr. anthony fauci says the u.s. is not where it needs to be, citing more than 400 covid deaths each day. he said the country is in a better place, but there's still a lot of work to be done.

a powerful earthquake shook parts of mexico on the same day the two deadly quakes hit the country in 1985 and 2017. yesterday's 7.6 magnitude quake was centered along central pacific coast. at least two were killed and one found dead at a mall. there were also reports of damaged buildings including several hospitals. the earthquake was felt more than 200 miles away in mexico. and scientists have a new estim estimate for the number of ants on the earth, and a woman involved in a kidnapping hoax learns her new punishment. the "san francisco chronicle" reports a california woman who admitted to faking her own kidnapping was sentenced to 18 months in prison. sherri papini went missing for 22 days on thanksgiving before she reappeared.

earlier this year she pleaded guilty to staging the abduction so she could go back to a former boyfriend and lying the fbi about it. she was also ordered to pay $300,000 in restitution. the "associated press" said an american contractor held hostage in afghanistan was freed in a prisoner swap with the taliban. navy veteran mark fehrichs was working as a civilian contractor when he was abducted more than two years ago. he was released in exchange for a taliban smuggler jailed in the u.s. his father reacted to the news. >> well, he's a survivor, and i felt pretty confident, you know, that he could survive if he just got dumped on a street or something, you know. >> ferichs was believed to beheld by the talibani network since he was abducted. and "the washington post" says scientists have calculated how many ants are on earth.
