to be with you. i'm anne-marie green. we begin with breaking news from mexico where a powerful 6.8-magnitude earthquake hit overnight. at least one person was killed in the capital of mexico city. the quake was centered in the western state of machoacan near the pacific coast. that's the same area where a 7.6-magnitude earthquake hit on monday killing two people and damaging hundreds of buildings in the country. mexico city's mayor said one woman died in this morning's quake when she fell down the stairs of her home. the legal problems growing for former president trump, who's now facing a civil lawsuit filed by new york state attorney general. trump, three of his children, and the trump organization are accused of massive business fraud in real estate dealings. the state is seeking $250 million. prosecutors also want to stop the trumps from doing any business in the state. robert costa has the details. claiming you have money that

you do not have does not amount to the art of the deal. it's the art of the steal. >> reporter: the sweeping lawsuit unveiled by new york state attorney general accuses the former president and his children of lying for more than a decade about his wealth and his company. >> donald trump falsely inflated his net worth by billions of dollars to unjustly enrich himself and to cheat the system, thereby cheating all of us. >> reporter: in a more than 200-page civil lawsuit, letitia james said trump inflated his value by billions, defrauding insurers and lenders, and violating state law, and potentially federal laws, too. also named as key players, three of trump's adult children, ivanka, eric, and don jr. plus, two former executives. >> mighty serious. it could essentially extinguish the trump organization in new york and be a body blow, maybe a

fatal body blow to his entire empire and brand. >> reporter: james said the trumps made claims about nearly every one of their properties from mar-a-lago to his manhattan buildings. james is seeking to recover $250 million in allegedly unlawful profits and a permanent ban on trump and his children from serving as top leaders in any new york company. new york state attorney general letitia james also referred this case for criminal prosecution to the southern district of new york and to the irs. trump's lawyer said that james, a democrat running for re-election, is, quote, solely focused on advancing her political agenda. robert costa, cbs news, washington. breaking overnight, a federal appeals court ruled the justice department can continue its review of classified materials seized by the fbi last month at trump's florida estate.

a federal judge had temporarily barred investigators from using the documents while an independent special master reviewed them. prosecutors had argued that its criminal investigation into trump's removal of the classified material was being impeded by the delay. and conservative activist ginni thomas, the wife of supreme court justice clarence thomas, has agreed to a voluntary interview with the house committee investigating the january 6th riot. the committee wants to talk to her about communications with trump advisers and her role in trying to overturn the results of the 2020 presidential election. ginni thomas' attorney says that she wants to, quote, clear up any misconception business her work relating to the election. president biden denounced russia and russian president vladimir putin for what he called the brutal, needless war on ukraine during his address to the u.n. general assembly. during yesterday's speech, mr. biden called on all nations to stand firm in backing the ukrainian resistance.

he also said putin's threat to use nuclear weapons was reckless and irresponsible. bradley blackburn is at the u.n. where the general assembly continues its annual meeting today. good morning. >> reporter: anne-marie, good morning. the world was listening here yesterday as president biden took his chance to respond to vladimir putin. and the president made new commitments to help shore up global support for ukraine at a critical moment in the war. as he addressed the united nations, president biden condemned russia's seven-month-old war and called on the world to stand with solidarity with ukraine. >> russia has ignored the tenets of the united nations charter. no more important than the clear prohibition against countries taking the territory of their neighbor by force. >> reporter: the president also denounced russian president vladimir putin's newly announced order of a partial mobilization of hundreds of thousands of reservists.

that news set off protests across russia with hundreds arrested and sparked an exodus of people taking one-way flights out of the country. this is a graphic of flights departing russia on flightradar24.com that went viral. president biden also called out putin's new threat to use nuclear weapons and criticized russia for scheduling sham referenda this week in territories it has forcibly seized in ukraine. >> this world should see these outrageous acts for what they are. >> reporter: here at the u.n., president biden pledged nearly $3 billion in additional aid for global food security in response to shortages that have been worsened by the war. >> a crime has been committed against ukraine, and we demand just punishment. >> reporter: in a pre-recorded video, ukrainian president volodymyr zelenskyy told u.n. delegates his forces would press on until they have reclaimed all of ukraine. zelenskyy is calling for a special tribunal to investigate

and punish russia. and yesterday he also suggested that the u.n. should strip russia of its veto power at the security council where it is one of five permanent members. >> bradley blackburn, thank you so much. asec rve rats key t- it ra threarge n t and control inflation. that led to a selloff on wall street yesterday. the dow lost 522 points. the nasdaq dropped 204 points, and the s&p 500 was down 66. this is the third straight time the central bank has raised interest rates by an aggressive .75%. fed chair powell signaled more rate hikes are coming this year to try and slow down the economy and rising prices. >> high inflation imposes significant hardship as it erodes purchasing power, especially for those least able to meet the higher costs of essentials. >> the fed said it does not

expect any interest rate cuts until 2024. hurricane fiona is moving across the atlantic ocean this morning where it's expected to pass close to bermuda. the category-four hurricane with 130 mile-per-hour winds dumped heavy rain as it skirted the bahamas yesterday, four days after it tore through puerto rico with nearly three feet of rain and powerful winds. more than one million customers are without power. more than half a million have no water service. yesterday president biden approved a major disaster declaration for the island allowing for more federal aid. fiona could reach canada's atlantic coast by late tomorrow. coming up, fugitive arrested. the man behind the worst bribery scandal in the history of the u.s. navy is caught. and later, basketball bombshell. a team owner suspended from his conduct makes a big announcement. this is the "cbs morning news."

breaking overnight, a military contractor behind the largest bribery scandal in u.s. navy history has been arrested. the u.s. marshals service says leonard francis, nicknamed "fat leonard," was taken into custody tuesday. he escaped from house arrest in california earlier this month. he pleaded guilty in 2015 to bribing navy officers with prostitution services and luxury goods to help his company. the scheme also defrauded taxpayers out of at least $35 million. the governor of texas is cracking down on mexican drug cartels, and a washington landmark was vandalized. those are headlines on the "morning newsstand." "the washington post" reports an indiana man pleaded not guilty after being charged with vandalizing the washington monument with paint. crews worked to remove the red paint from the base of the monument yesterday. u.s. park police said the 44-year-old man was holding a paint brush and had red paint on his hands when officers

approached him on the national mall tuesday night. the man's brother said he had recently been laid off from his job and was upset after being denied disability. the "austin american statesman" says texas governor greg abbott asked president biden to declare several mexican drug cartels as terrorist organizations. at a news conference, he cited what he called the growing threat of fentanyl coming across the border. the synthetic opioid is considered 100 times more powerful than morphine. more than 100,000 fentanyl-related deaths were reported in the u.s. just last year. >> these mexican cartels are violent, deadly threats, to every texan and every american. fentanyl is a scourge where just one pill kills. >> the white house said it's taking decisive steps to reduce the supply of illicit fentanyl.

the owner of the nba's phoenix suns and the wnba's phoenix mercury says he's selling both teams. it comes eight days after robert sarver was suspended for a year and fined $10 million for workplace misconduct. it included hostile behavior toward employees as well as racist and misogynistic comment. "forbes" estimated the value of the suns at almost $2 billion. the holiday hiring season is well under way. yesterday walmart announced that it's looking for 40,000 people for seasonal and full-time positions. the jobs include store associates, customer service associates, and truck drivers. last year the retailer added about 150,000 workers for the holiday rush. the mystery is over. two people have claimed a historic mega millions jackpot. and chipotle must pay a huge fine. dan lieberman has those stories and more in today's cbs "money watch" report. >> reporter: chipotle is the latest company to be in the

wrong side of a new jersey audit that found it to be in violation of child labor laws. failing to abide by limits on the number of hours minors can work and failing to provide them with proper meal breaks. chipotle will pay new jersey nearly $8 million to resolve the matter. the tsa is on pace to break another record this year for the number of guns, most of them loaded, discovered at tsa airport security checkpoints. so far this year, more than 4,600 guns have been intercepted, and about 87% of them were loaded. and the mega millions winners from two months ago finally claimed the ticket to win the third largest jackpot in u.s. history. two joint winners agreed to split the $1.3 billion pulitzer prize. the lottery says it's unable to share information about the winners who chose to remain anonymous, but they must be over the moon with their win. that is your cbs "money watch" report for this thursday morning. i'm dan lieberman, cbs news, new york.

nasa officials say the "artemis 1" moon rocket passed its fueling test despite a small setback. engineers detected a liquid hydrogen leak similar to the one that derailed the spacecraft's launch on september 3rd. they were quickly able to fix the leak and move on. it appears to be on track for a possible launch next week for a journey around the moon and back. meanwhile, we are getting a new glimpse of the most distant planet in our solar system. nasa released infrared images of neptune captured by the james webb telescope over the summer. the pictures reveal rings, dust bands, and seven of the known 14 moons around the ice planet. tennis great roger federer spoke to reporters in london about why he's leaving competitive tennis. the 41-year-old, who has 20 grand slam titles, has been sidelined since last year because of injuries. he said he had hoped for a comeback but realized he had to listen to his body. >> i think tennis is a tough sport to bounce back into because you have to be able to
