we begin with the u.s. ramping up pressure on western allies to get tougher on russia. during a u.n. security council meeting, secretary of state antony blinken urged other countries to tell russia to stop making nuclear threats and end the war in ukraine. this comes as citizens in russia are leaving the country after president vladimir putin ordered a partial military mobilization to boost numbers on the front line. bradley blackburn is in new york with the latest. good morning. >> reporter: good morning. this is pretty extraordinary, what we're seeing this week. vladimir putin seems to be backed in a corner, resorting to nuclear sabre rattling and vowing to continue his war. but clearly, many of his own people aren't on board. fearing the prospect of being sent to the front lines in the war on ukraine, many russians are scrambling to flee the country with traffic backed up at several border exits. >> the ukrainian offensive continues and pushes back the russians even while they're trying to find men, find soldiers to put in place of

those that have already been killed. >> reporter: the rush to leave after russian president vladimir putin's surprise announcement of a partial military mobilization of 300,000 res since world war ii. >> the very international order that we have gathered here to uphold is being shredded before our eyes. we cannot, we will not allow president putin to get away with it. >> reporter: addressing a united nations security council meeting thursday, u.s. secretary of state antony blinken laid out the case against the war and highlighted putin's latest threat to use nuclear weapons. >> president putin said that russia would not hesitate to use, and i quote, all weapons systems available, end quote, in response to a threat to its territorial integrity. a threat that is all the more menacing given russia's intention to annex large swaths of ukraine in the days ahead. >> reporter: voting began today in referenda in four russian-controlled areas of eastern and southern ukraine on

whether to become part of russia. western nations have condemned those votes as a sham and nonbinding. officials warn that the kremlin might use any ukrainian effort to recapture those regions as an attack on russian territory. the outcome of the referendum is thought to be a foregone conclusion because many ukrainians have already fled the territories in question. and anne-marie, ukraine and the u.s. have both said they will not accept the results of the vote. >> yes, indeed. many saying the votes are likely to be rigged. bradley blackburn, thank you very much. ahead on "cbs morning news," we're going to talk with linda thomas-greenfield, the u.s. ambassador to the u.n., about the conflict between russia and ukraine. people in canada are bracing for what could be the strongest storm to ever hit the country's atlantic coast. hurricane fiona is expected to make landfall tomorrow in either nova scotia or newfoundland. incredible drone video shows how powerful fiona is as it captured strong waves and wild seas in

the atlantic ocean. the category-four hurricane brought heavy rains and winds to bermuda overnight. during a meeting yesterday with fema, president biden said that the u.s. government is not going to walk away from puerto rico as it recovers from damage caused by fiona this week. the storm tore through the island, triggering landslides, heavy flooding, and widespread power outages. all this five years after hurricane maria killed nearly 3,000 people and destroyed the power grid. >> all people displaced and all the people who are just scared to death especially if you went through it last time. it's got to be incredibly intimidating. >> close to a million customers in puerto rico are still without power this morning. and a former u.s. army reservist who was one of the first rioters to break into the u.s. capitol on january 6th was sentenced to four years in prison. 32-year-old timothy hale-cusanelli was convicted in

may of obstructing congress from certifying the 2020 presidential election results. prosecutors describe the new jersey man as a nazi sympathizer who wore a hitler mustache to work. abortion clinics in indiana say that they will reopen as early as today after a judge blocked the state's near total abortion ban. clinic operators filed a lawsuit claiming the week-old ban violates the state constitution. the judge issued a preliminary junction writing, "there is reasonable likelihood the clinics will prevail in the lawsuit." indiana's republican attorney general says that he will appeal. conspiracy theorist alex jones will be back on the stand today in his second defamation trial to determine just how much he must pay for spreading lies about the sandy hook mass shooting. he testified yesterday acknowledging he promoted a lie that the a 2012 shooting was a hoax. however, jones said he was done apologizing for his actions. at times the hearing turned into a shouting match between jones,

his defense attorney, and the plaintiff's lawyer. >> i've already apologized to the parents over and over again. >> because you know -- >> i won't apologize again. won't apologize to you. >> you're going to -- >> objection. >> guys -- >> objection. objection, argumentative. >> i don't apologize to you. >> jones is being sued by a first responder and families of eight children and adults who died in the shooting. nikki battiste has more. >> reporter: alex jones sat before the very judge he previously called a tyrant. >> you actually use that word a lot with your audience, you call people tyrants, don't you? >> only when they act like it. >> reporter: the "infowars" host is trying to limit the financial damages judge barbara bellis ordered he must pay for promoting lies about the sandy hook massacre. >> you acknowledge that among the things you said about sandy hook was that it was fake, yes? >> yes. >> reporter: synthetic? >> yes. >> reporter: manufactured? >> yes. >> reporter: with actors.

a nuclear-powered u.s. aircraft carrier has arrived in south korea ahead of joint military drills between the two countries. the "uss ronald reagan" is part of the joint exercise into demonstrating the two nations' strength against growing north korean threats. vice president kamala harris is set to visit next week after attending the funeral of former prime minister shinzo abe in japan. the coach of the boston celtics has been suspended, and an airline passenger is facing carges for assault. those are some of the headlines on the "morning newsstand." the "associated press" reports a passenger on an american airlines flight was arrested after he was caught on video punching a flight attendant in the back of the head. the 33-year-old california man can be seen running behind the flight attendant as he's walking in another direction. it happened wednesday on a flight from mexico to los angeles. passengers subdued the man with restraints. >> i went back there, and we

told him, we're going to put these things on you one way or another. he stuck his hands up, and we put them on without incident. >> the man was arrested after the plane landed in l.a. the flight attendant was taken to a hospital. american says it's banned the man from ever traveling on the airline again. the "chicago tribune" says an 8-year-old boy returned home as he recovers from being shot at a fourth of july parade in highland park, illinois. cooper roberts was shot in the back. he was left paralyzed from the waist down during the mass shooting that killed seven and wounded dozens. his mother and twin brother were also injured. roberts underwent several operations and more than two months of rehab. his family said they are filled with gratitude, love, and wholeness now that their son is back home. and "the boston globe" says that the celtics suspended coach ime udoka for a year for violating team policies. the "glen burnie" cites a league

between the years of 2017 and 2022. those vehicles will need an online software update. so far there are no reports of injuries or crashes related to the recall, though. boeing must pay $200 million to settle a safety investigation, and so far so good when it comes it a shortened workweek in the uk. dan lieberman has those stories and more in the cbs "money watch" report. >> reporter: as investors remain on edge following this week's latest fed rate hike, stocks spent thursday in the red, and that's where they closed. the dow was down 107. the nasdaq lost 153. the s&p 500 dropped 31 points. airline maker boeing will pay $200 million to settle charges it misled investors and the public about the safety of its 737 max jets that crashed twice, killing 346 people. the securities and exchange commission says boeing and the former ceo knew that an automated flight system posed a safety issue but still promised
