and we are learning about a bay area connection. >> it was on again and off agai. word that elon musk will close on his offer for san francisco-based twitter. > >> and it is the official kickoff in san francisco. strengthen ties between local first responders and the men and and women of the u.s. military. good afternoon, i am reed cowan. cowan. let's begin with the bay bay area connection with the search for the serial killer. our attorney is falling this in the studio. >> reporter: they are tied to at at least five homicides in stockton and linking to a shooting in oakland. i'm going to take you live now to stockton. the stockton police chief will be there giving us an an update on this investigation.

here is what we know so far. this is the only image that police have released of the suspected killer. we do not know know much about this person. they released this map that shows where the suspect likely killed five people across stockton. investigators believe the crimes are connected because because of lipstick evidence and and how and when they were killed. all but one of the men killed were hispanic and they've they've linked it to a shooting in oakland in april where a 41-year-old man was killed. there connecting the dots there. there. >> based upon the fact that the use of force and violence in this case, this is a person who knows what they are doing. they are not afraid to do it. and, u, and, unfortunately, in some awful way, must be enjoying it because they keep doing it. > >> here is the stockton's police police chief to tell us more about the latest and the investigation. >> as such we know what the city's historical patterns are when it comes to crime. not unle how we know about our own personal health. as we know ours

know ourselves, we know our city city as it relates to crime. through the daily data analysis protocols. stockton pd has discd has discovered an irregularity in the standard pattern of crime crime this year. this series of homicides is abnormal for stockton and as such, stockton pd has stood up a task force, including its own resources and resources of our external partn. external partners. the chief will talk more about this shortly. in addition, we are ofg an unprecedented $115,000 reward for information that directly leads to the capture of this pe. this person. at this time, you will hear from the chief and then he will be followed by the mayor, after which we will entertain a couple of questions. >> as i said before, we will ret

will reconnect when we have more more case developments and that is why we are here today. i want want to address the comments regarding stockton having a serial killer. that has been the the message. that is a big quesn big question that we keep getting asked. by definition, these shootings are a series of killings and, so, we do believe we could have a potential scary -- serial killer and it is being being treated as such. we do not not know if it is a person or persons. as i said before, we have absolutely no evidence that that connects a person or persons to any of these incidents. we are still receiving tips and we still will will continue to review those tips and hopefully more information will come forward. we have some video footage that we are going to show you here today. it will be a very short video. when you see the video,

what you to pay close attention to the uneven stride that this n has. this person is a person of interest. again, we have no evidence that connects this person as committing any of these crimes, but it is a person person that we are interested in in talking to. also, we want you you to notice how upright this person's posture is. i like to think we all have a normal walk around us when we walk around wh this person's posture is extremy is extremely upright and it is noticeable. that is something you will be able to notice on the video when we show it. with, with that, as far as interconnecting the cases, we have done that through ballistis and once you start working with ballistics, the process gets very slow. takes a long time tom to confirm the information and it takes a long time to get those official reports. we do have ballistic evidence that is linking our cases and

accompanying with some video footage as well. we have seven cases linked and now we are going to get some quick stats oe cases. we find that the average age of the victim is 42. we find find that the sex of the victims victims are mostly male. we also also find that the races are mostly hispanic as well. i'm going to talk about the days between these incidences that we we believe may have a connection. between incident one one and two, there six days. in between incident two and three, therefore hundred 40 days, which which is quite some time from when the incident two happened as compared to when incident three had occurred. the incident, between three and four, it was 34 days. between incidents four and five, it was 19 days. between five and six, it was 22 days in between six and seven, it was six days. of e

of these, one occurred outside the city and occurred in oakland oakland and we have been partnering with the oakland police department to have tablep have tabletop discussions as far far as what information we have. another development we have had is that we had the opportunity to interview our only survivingm surviving victim. the circumstances regarding this vim took place last year. this was a a black female adult. she was in in her tent when she heard someone walking around her campsite. when she came out of her tent, she encountered someone holding a gun at her. there were multiple shots at her as she tried to defend herself by advancing at the suspect. at that time come the suspect lowered his or her shooting pla. shooting platform. she provided a description of what you believe that person was at the time of the incident. she described that person between 510 and 60 mac wearing all dark

clothing and a -- again, you're watching a live news conference or with the police chief of stockton describing what they think, a serial killer on their hands. they say that the irregularity of the number of murders that it happened brought brought them to this conclusion. conclusion. had some unsolved murders and went through ballistics and they have connected them. that is five killings in stockton and now one one in oakland, all connected to to this person and we do not have a lot of information on this person, just a little bit on the person of interest that they will be releasing video of. of. he walks with an uneven stride and walks a very upright. upright. they will release that video and we will have it for you here on kpix 5. all of the victims killed in the overnight hours , they were alone. the main take away for anyone who
