without power and water after the latest russian air strikes. president volodymyr zelenskyy said nearly a third of the country's power stations have been destroyed in the past week. he said it's part of russia's expanding campaign to drive the nation into cold and dark and make peace talks impossible. it comes as russia continues to target infrastructure and civilian areas with missiles and iranian-made kamikaze drones. here's ian lee is in london with the latest. good morning. >> reporter: good morning. morale right now is low in russia and among russian troops. they've been losing decisively on the battlefield. the country's frustration over its failures in ukraine can be seen on russian state tv. they've applauded these strikes against ukrainian targets which are more out of spite and desperation than achieving any military objective. ukraine's president volodymyr zelenskyy says recent russian air strikes destroyed about a third of these country's power facilities, cutting access to

electricity and water for many. residents of a damaged building in the kharkiv region are hunkering down as temperatures drop. this man says they have no electricity, no water, no gas, they are cold. >> we have and i'm absolutely convinced a high risk of mortality during the winter months with families in communities who have been left with -- with absolutely nothing. >> reporter: united nations humanitarian workers warn they may not be able to meet all of the needs of ukrainians who may need assistance. the white house said it will continue its support for the ukrainian people, and it slammed reports that iran may be planning to provide russia with surface-to-air missiles and more kamikaze drones which ukraine says were used in multiple deadly attacks monday.to e vigoro enforce u.s. anian arms trade, make it harder for iran to sell weapons to russia. >> reporter: so far iran has denied supplying russia with drones, and moscow has denied

using them in ukraine. the white house says tehran is lying. the u.s., the united kingdom, and france are expected to raise concerns to the u.n. security council. ukrainian officials are calling for international help to restore power and water services. meanwhile, the head of the international atomic energy agency is expected to return to ukraine soon. this comes amid talk to establish a security protection zone around the russian-occupied zaporizhzhia nuclear power plant in southeastern ukraine. this is europe's largest nuclear power plant, and there's been concerns throughout the war as fighting takes place around it that there could be a catastrophic accident. >> very concerning. ian lee in london. thank you. breaking overnight, an iranian competitive climber returned to her home country this morning following concerns about her safety after she competed without her head scarf. elnaz rekabi arrived at the airport outside tehran early today. she repeated an explanation that

not wearing a hijab during a competition on sunday in south korea was unintentional. the action was seen by some as support for protests in iran over the death of a woman who allegedly violated a head scarf law. today she said that she was busy putting on her gear before the competition and it caused her to forget to put on her hijab. freeze warnings and frost advisories are in effect this morning for a large part of the country stretching from oklahoma to the mid-atlantic. in all, 50 million americans face below-freezing temperatures. many in places that will likely see record-breaking cold. omar villafranca reports on the weather system that's already leaving its mark. >> reporter: fall feels like winter in parts of the upper midwest thanks to a weather system dropping temperatures and snow. instead of falling leaves, more than a foot of snow blanketed parts of michigan leaving a mess for work crews. >> we didn't expect this much heavy snow because along with

the heavy snow we have branches down all over. >> reporter: ironwood and marquette, michigan, recorded more than 13 inches of snow. in indiana, thick flakes of snow peppered parking lots and roadways, making for slick driving conditions. and instead of a white christmas, the early snow had people wondering about a white haloween. >> i was hoping it would hold off until closer to like thanksgiving. but hey, you know, we've seen snow on halloween before. >> reporter: while the temperatures may be dropping, the cost of heating homes is going up. the average cost to stay cozy indoors this winter is expected to rise more than 17%, about $200 over last year, thanks in part to the rising cost of natural gas. one energy expert we talked to told us that home heating prices here in texas could be up 30% compared to last year. here in dallas, it's weather whiplash. we were in the 90s this past weekend, and now part of north texas are under a freeze warning. omar villafranca, cbs news, dallas.

a controversial crackdown in florida over alleged voter fraud is under fire after the release of police body cam video showing people being arrested for casting ballots. a 2018 state constitutional amendment restored the right to vote for many ex-felons, but there is still confusion over the measure. we get more from ed o'keefe. >> reporter: in footage obtained by cbs news, on august 18th -- >> i got you -- >> reporter: police showed up at the tampa home of tony patterson, a registered sex offender who was told he was under arrest for voter fraud. >> voter fraud? what is voter fraud? >> voting when you're not supposed to, sir. >> reporter: that same day, romona oliver, who served 18 years on a second-degree murder charge, was arrested for voting illegally in 2020. even though she'd received a voter i.d. card from the state. >> voting? i voted but i ain't commit no fraud. we got to stop. >> reporter: patterson, oliver,

and 18 other were accusesed of violating a 2018 state law that allows them to vote after prison. florida republican governor ron desantis touted the arrests that same day. >> they did not get their rights restored, and yet they went ahead and voted anyways. that is against the law. and now they're going to pay >> reporter: the arrests were made following investigations by a controversial state police force established by the governor to investigate voter fraud. in the videos first obtained by the "tampa bay times," patterson tells a police officer he was misled. >> why would you let me vote if i wasn't able to vote? >> i'm not sure, buddy. i don't know. >> reporter: and that confusion iscycl what -- is salt lake what experts say shouldn't have been allowed in the first place. >> if you are going to hold this

high bar and say it's again the law, make it so that the person is notified from the outset. don't allow them to go through the system and then after the fact go gotcha. >> reporter: critics say part of the problem is that the florida voter registration form doesn't say anything about which former felons could have their rights to vote restored or which ones aren't eligible to vote. one of those arrested in august on a local dmv official told him he could register. governor desantis' office didn't return our request for comment. ed o'keefe, cbs news, washington. president biden is expected to announce that he's releasing 15 million more barrels of oil from the strategic reserve. the move completes the release of 180 million barrels from the emergency reserve that he authorized in march. it comes after opec-plus nations announced production cuts erlier this month. the president is also expected to say that he's prepared to release more oil from the reserves this winter to try and keep gas prices down. according to aaa, the average price for a gallon of regular

gas in the u.s. is $3.85, up 17 cents from a month ago. president biden pledged to take legislative action on abortion rights if democrats gain enough seat in congress in the midterm elections. >> here's the promise i make to you and the american people -- the first bill that i will send to the congress will be to codify roe v. wade. >> mr. biden made the remarks yesterday at a democratic national committee event in washington. in june the supreme court overturned roe v. wade. the democratic-led house passed legislation in july that would protect abortion access across the country, but the measure stalled in the senate. coming up, a birthday message from brittney griner. what the wnba player told her fans from a russian prison. and driver disciplined. bubba wallace's punishment for a dangerous nascar crash. this is the "cbs morning news." ws." there's nothing like volunteering at the fire department.

an investigation is underway to determine the cause of a deadly plane crash in ohio. a small twin-engine plane crashed into a car dealership in marietta yesterday killing the pilot and the passenger. now no one on the ground was hurt. the crash sparked a large fire, though, and several vehicles on the lot were damaged. the plane took off from columbus and was headed to west virginia just across the border. voters in georgia broke a midterm election record, and brittney griner had a birthday message. those are some of the headlines on the "morning newsstand." the nightmares reports -- "the new york times" reports brittney griner spent her 32nd birthday in a russian jail cell where she thanked her supporters. the star was arrested at a moscow airport in february after russian authority say they found vape canisters containing cannabis oil in her luggage. she pleaded guilty to drug charges and was sentenced to nine years in prison. her appeal is scheduled to be heard next week. according to her lawyers, griner sent a message saying, "thank

you, everyone, for fighting so hard to get me home. all the support and love are definitely helping me." the "atlanta journal constitution" says turnout on the first day of georgia's early voting broke a midterm election record. more than 133,000 voters cast their ballots in person monday. that far exceeded the midterms four years ago when about 71,000 people showed up. black voters accounted for about 39% of the state's early vote on monday. there are several high-profile races including the u.s. senate, house, and governor. and the "las vegas review journal" says nascar suspended bubba wallace for one race after finding that he deliberately spun out another driver's car over the weekend. >> big battle off the turn four here. >> whoa! >> goes bubba wallace -- he comes back across the track into the wall -- >> after the crash at the las vegas motor speedway, wallace confronted the driver of the

mcdonald's order. dan lieberman has those stories and more in the cbs "money watch" report. >> reporter: stocks closed higher for a second straight day. corporate earnings reports helped extend a rally to kick off the week. the dow gained 337. nasdaq was up 96. s&p 500 added 42. as netflix prepares to launch its lower cost subscription model with advertising for $6.99 a month it added more than 2.4 million new subscribers in the third quarter mainly from outside the u.s. this comes as welcome news after the company lost subscribers in the first two quarters of this year. amazon workers at a warehouse near albany, new york, voted overwhelmingly against joining the amazon labor union. a blow to the movement that secured an historic victory earlier this year in staten island. the union was asked for higher wages and safer working conditions at the warehouse in castleton on hudson.
