this morning, four regions of ukraine that were annexed by russia are under marshal law. russian president vladimir putin made the declaration as he tightens his grip on the area with a possible imposition of strict curfews and restrictions on travel and public gatherings. it comes as ukraine ordered nationwide curbs on electricity use after russian missile and kamikaze drone strikes targeted the power and water supply. the use of the purported iranian-made drones has outraged world leaders including president biden. naomi ruchim is in new york with the latest on all of this. good morning. >> reporter: good morning. ukrainian president volodymyr zelenskyy has urged the people in those regions to lay down their arms should russia push them to join their military. thousands of ukrainians lined up to flee the russian-occupied city of kherson ahead of an expected ukrainian counteroffensive.

it's one of four illegally annexed regions now under russian president vladimir putin's declaration of marshal law. >> it seems his only tool available to him is to brutalize individual citizens in ukraine. >> reporter: putin's declaration could severely limit movement with strict curfews. ukraine's president, volodymyr zelenskyy, urged his citizens there to resist russian efforts to recruit them. >> translator: all of our land belongs to the citizens of ukraine. >> reporter: as relentless strikes on ukraine's power stations recently have led to nationwide restrictions on electricity use. ukraine claims to have shot down more than 200 iran-made unmanned aerial vehicles which were used in many of those attacks. >> translator: iran supplies them drones, supplies them kills -- kills of ukrainians. >> reporter: the u.s. and allies

raised concerns over iran's alleged transfer of the drones at a closed united nations security council meeting wednesday. the deputy u.n. ambassador claimed russia has not used iranian drones in ukraine and threatened to reconsider moscow's cooperation with the u.n. secretary general should he send inspectors to ukraine to investigate. and the u.s. has now charged five russian nationals with evading sanctions. anne-marie? >> naomi ruchim in new york. thank you. the government of new british prime minister liz truss could be on the verge of collapse as she faces opposition from even her own ruling conservative party. truss, who became prime minister just six week ago, is under fire for launching a now-scrapped economic program that rattled financial markets and triggered an economic and political crisis. last week she fired her finance minister, and yesterday a senior

member of the government, suella braverman, resigned and launched a scathing attack on truss. during a chaotic session of parliament, truss vowed to stay on despite calls for her to resign. >> mr. speaker? mr. speaker? i am a fighter and not a quitter. >> truss apologized to lawmakers and admitted that she's made mistakes during her six weeks in office. a federal judge says former president trump knew that claims of voter fraud were false when he signed legal documents challenging the results of the 2020 election. in an 18-page opinion the judge ordered the release of emails between trump and attorney john update eastman to the house committee investigating the capitol riot. he's trying to withhold the

documents on the basis of attorney/client privilege. he said they could not be held because they contain evidence of potential crimes. u.s. capitol police arrested an 80-year-old georgia man after they say he admitted to having several guns in his van. officers surrounded the van yesterday after police noticed it was illegally parked on the grounds of the capitol. police say they found two handguns and a shotgun inside the vehicle along with a pipe and containers. they say the man claimed to be in washington to deliver documents to the supreme court. several streets around the capitol and the supreme court were shut down for several hours. two other people who were also detained were released without charges. the biden administration and the national archives are being sued for postponing the release of thousands of documents relating to the assassination of president john f. kennedy. the delay is again fueling conspiracy theories of a government cover-up about what took place in dallas in 1963. we get more from ed o'keefe. president kennedy died at 1:00 p.m. --

>> reporter: the mystery behind the assassination of john f. kennedy in an open motorcade at dealey plaza in dallas stretches almost 60 years, and the new lawsuit alleges president biden and the national archives are dragging out the release of about 15,000 documents related to the november, 1963, killing. >> these records need to be made public because they tell us about a very important event in american history. jefferson morely is with the organization sighing. he's a longtime skeptic of the cia and says until the documents are released americans are left to wonder whether anyone accused of shooting lee harvey oswald was involved. is there a bombshell about officers who knew about the accused assassin while jfk was alive? >> let's see the records, and we can decide. >> reporter: most of the documents are from the cia and could have more on a plot to kill fidel castro. it was the 1991 release of the film "jfk" by director oliver stone that fueled conspiracy

theories and prompted a law calling for the release of the document by october, 2017. former president trump pushed off the release to president biden who's ordered them to be released by mid-december. in a statement the cia is working to declassify document and take out overly sensitive material. if the current plan holds, the white house will authorize release of the documents by december 15th. ed o'keefe, cbs news, the white house. new york city opened a huge emergency shelter to temporarily house the influx of migrants being bussed from the southern border states. the complex of giant tents opened yesterday on manhattan's randall's island. more than 20,000 migrants have arrived in the city since spring. mayor eric adams declared a state of emergency this month. the shelter is to house hundreds of adult men for a few days while case workers figure out their next steps. miami dolphins quarterback

tua tagovailoa is publicly talking about the -- for the first time about what happened when he suffered a concussion three weeks ago in a game again the cincinnati bengals. >> i wouldn't say it was scary for me at the time because there was a point where i was unconscious. so i couldn't, you know, really tell what was going on. >> yesterday tagovailoa said he doesn't remember what happened to him immediately after his head hit the turf after being thrown to the ground, and he also said that he does not recall being carted off the field. it was the second time in four days that he had to leave a game after a severe hit. the two incidents caused the nfl to update concussion protocols. tagovailoa has missed two games but is cleared to play this sunday. coming up, hurricane recovery. a road in florida wrecked by ian is repaired ahead of schedule. and later, a sparkling view. the james webb telescope

"the salt lake tribune" reports a pilot ejected from his plane before it crashed at an air force base in utah. officials say the f-35 crashed yesterday at the north end of the runway at

hill air force base. that's about 30 miles north of salt lake city. the pilot was taken to a hospital for observation. a witness says the pilot was walking and coherent, but he was a little banged up. the cause of the crash is under investigation. "the tampa bay times" says the sanibel island causeway washed out by hurricane ian reopened. >> three weeks ago hurricane ian destroyed the sanibel causeway in three different places. today i'm happy to report that starting at 11:00 a.m. the causeway will be reopened for the citizens of lee county. >> it reopened early. the three-mile might have long causeway linking it with the mainland opened yesterday with temporary repairs. after the category-four storm hit, initial predictions said it could take months to repair. florida governor desantis said 100 crews worked around the clock to fix it.

a so-called pillar of creation in space. the james webb space telescope captured highly detailed shots of the three looming towers made up of interstellar dust and gas that's speckled with newly formed stars. they live some 6,500 light years from earth. the area had previously been captured by the hubble space telescope in 1995, but never in such detail. the u.s. mint will begin shipping its first coins that carry the likeness of an asian american on monday. the tail side of the newly minted quarter will show actress anna may wong. wong, who died in 1961, has been dubbed hollywood's first asian american movie star. the coin begins shipping on monday. it is the fifth to be released as part of the american women quarters program. and the supreme court is being asked to block president biden's student loan forgiveness program. jetblue is one step closer to buying spirit airlines. dan lieberman with those stories

and more. >> reporter: the stock market rally attempt lost ground wednesday with stocks moving lower amid a sharp rise in treasury yields. the dow lost 99. nasdaq dipped 91. s&p 500 dropped 24. in wisconsin, a taxpayer group has asked the supreme court to step in to block the biden administration's student loan forgiveness program from taking effect. applications already opened this week worth up to $20,000 per eligible borrower, but the group is asking the court to step in on an emergency basis arguing the president does not have the legal authority to implement the program. the internal revenue service announced it's increasing its inflation adjustments for the 2023 tax season to account for inflation which could have you seeing more in your paycheck starting in january. the irs is raising the standard deductions which could mean savings for people in all income brackets. it's to account for price increases not seen in 40 years. and investors in spirit
