alarming rise among children of a respiratory virus called rsv. it is pushing some hospitals to the brink. hospitals in at least 33 states are seeing a dramatic inse in cases affecting children. some health care facilities are so overwhelmed they're running out of beds. it's gotten so bad in connecticut, they are thinking about bringing in the national guard to help. omar villafranca has the details. >> reporter: at connecticut children's medical center, doctors are slammed with the surge in rsv cases. dr. john brancato says every inch of the emergency room is filled. >> we are having patients in hall beds. we're using our orthopedic room, other treatment rooms as much as possible. >> reporter: rsv cases typically peak in december to mid-february. this month the hospital has more rsv cases than any other respiratory illness including covid. >> a lot of the patients that we're seeing now are sicker.

so they need immediate assessment. >> reporter: further south, almost half of the icu beds at cook children's hospital in fort worth, texas, are filled with rsv patients. dr. daniel guzman is treating them. >> it's going to be a rough winter. we're already seeing numbers spike over the last few weeks with over 550 er visits per day. >> reporter: 4-month-old lindi is in the icu. her parents took her to an urgent care clinic concerned it was more than a common cold. >> something's not right. this isn't normal. she feels hot and kind of already lethargic, that's from the fever. >> reporter: rsv symptoms are similar to a cold, but doctors say parents should watch for signs of respiratory distress. if their child's nostrils are flaring while breathing or if their skin is pulling in toward their ribs. >> when your child transitions into they're breathing harder, breathing faster, their head bobbing, take action. call your pediatrician. >> reporter: jerri akers brought

her 19-month-old son back to the e.r. after his rsv symptoms got worse. >> you know your kid. trust your mom instinct. we -- we were here on monday, but my instinct this morning was like, i need to go back. >> reporter: doctors are also expecting a very active flu season, so they're asking patients to get the flu shot now. it won't prevent the flu, but it could make your symptoms milder which means it could prevent you from making a trip to an already-busy emergency room. omar villafranca, cbs news, fort worth, texas. the u.n. security council is set to meet in an open session today to discuss claims by the u.s. and its allies that russia is using iranian-made drones to attack ukraine. officials say there is evidence that russia has used kamikaze drones this week in attacks on civilians and vital infrastructure in ukraine. they're also claiming that iran's military personnel are in crimea helping russian troops launch the drones. naomi ruchim is in new york with the latest on this story. good morning.

>> reporter: anne-marie, good morning. the ukrainian government is warning its citizens about rolling blackouts right when winter is fast approaching. 30% of the power stations there are said to have been destroyed as the international community keeps trying to step in. the state department says it has credible information that iranian drones were used in russia's recent air strikes on ukraine, despite denials from moscow and tehran. and it says iran has been directly involved. >> we assessed that iranian personnel, iranian military personnel were on the ground in crimea and assisted russia in these operations. >> reporter: the u.s. has vowed to make it harder for iran to sell weapons to russia. thursday britain sanctioned iranian military officials and a defense manufacturer while the european union said it, too, has agreed on sanctions. >> they tried to destroy our

critical infrastructure. they want to make our citizens freezing in the winter. >> reporter: ukrainian officials say there have been more than 300 missile and drone attacks on its energy facilities in the past ten days causing the country to begin restricting electricity usage this week. ukraine's president, vymar russe planning to blow up a dam at a major hydroelectric power plant which could cause devastating floods in southern ukraine, including the city of kherson. thousands of residents in the now-russian-occupied city swarmed its ports this week to evacuate. israel's prime minister tweeted that he expressed deep concern over iran's involvement with russia in a call with ukraine's foreign minister thursday. ukraine has asked for air defense systems, but so far israel has refused to give weapons to ukraine. >> naomi ruchim in new york, thank you.

britain's ruling conservative party says that it will name a replacement for prime minister liz truss sometime next week. truss resigned yesterday just six weeks after taking office. her now-scrapped economic program led to her rapid downfall and a financial crisis. she said that she would stay on until a new leader is chosen. ramy inocencio has more. i am resigning as leader of the conservative party. >> reporter: liz truss sealed her fate as britain's shortest serving prime minister in history -- just 44 days after the queen appointed her and two days before the monarch died. in parliament and in public past month, truss' political life imploded. >> i will deliver a bold plan -- >> reporter: the biggest tax cut plan in half a century would have ballooned the deficit. that spooked the markets and sent the pound plunging. she sacked her finance minister, then made a massive u-turn on campaign promises. >> tax cut gone.two-yearrgfrze n

reports that boris johnson might throw his hat back into the ring. meanwhile, the opposition labor party is just clamoring for a general election. polls show that if that were to be held today, they would win in a landslide. ramy inocencio, cbs news, london. former top trump aide steve bannon is scheduled to be sentenced today for defying a subpoena from the house committee investigating the capitol riot. the justice department is recommending that bannon be sentenced to six months in prison and pay a $200,000 fine on two counts of contempt of congress. he was convicted earlier this year for refusing to testify and provide documents to the committee. bannon's lawyers are asking for probation. a new york federal judge sided with actor kevin spacey in a sexual battery lawsuit. actor anthony rapp claimed spacey molested him at a party in 1986 when he was 14 years old. spacey was 26 at the time. jurors deliberated about an hour

earlier yesterday, supreme court justice amy coney barrett rejected an appeal from a wisconsin taxpayers group seeking to stop the loan forgiveness program. an american woman has pleaded guilty in a deadly traffic accident in england, and there's a new investigation into the jackson, mississippi, water crisis. those are some of the headlines on the "morning newsstand." "the clarion ledger" report the epa announced that it has launched a civil rights investigation in jackson. the federal government said that it's looking into whether state agencies discriminated against the predominantly black city by refusing to funds improvement for its failing water system. homes and businesses were left without running water for several days this summer after flooding damaged a troubled water treatment plant. more than 150,000 people were already under a boil-water alert that lasted for nearly two months. the bbc says american anne sacoolas pleaded guilty to causing the death of a british teenager by driving carelessly

the report said the suspect was wearing camouflage and had a backpack that contained several types of rifles and shotgun ammunition. he was critically wounded by police. no word on a motive. home sales dropped for the eighth straight month, and one airline is saying good-bye to first-class seats. wendy gillette has those stories and more in today's cbs "money watch" report. >> reporter: the market had a lackluster day losing ground after comments from fed officials sparked concerns that more aggressive rate hikes and a possible recession are on the way. the dow lost 90 points. the nasdaq slid 65, and the s&p 500 sank 29. there's more evidence the fed's hawkish monetary policy is sharply slowing the housing market. existing homes are selling at a slower pace not seen since september, 2012. aside from a brief period during covid. sales fell 1.5%, the eighth
