with reactions from people who felt the biggest tremors firsthand. afternoon, everybody, i am reed cowan. did you feel the shaking earlier today? some of you did . some of you did not, but it was magnitude 5.1 that rocked the south bay at about 11:45 with an aftershock of 3.1. at rattled buildings on the nerves of those not far from the epicenter. that is where we find kpix 5's katie nielsen who was in san jose, very active on twitter right afterwards. hi, katie. >> reporter: head, reed. we were in the rose garden for a different story when the earthquake hit. it felt like a rolling feeling rather than a sharp jolt, and residents we spoke with here said they both heard it and felt it. >> i thought someone was driving by with loud music. i

thought, maybe it is a big airplane going overhead, then it was something i never heard before. that is the biggest earthquake i've ever felt in his house. >> the building was swaying, like ckd forth. it di ta anse ow that was i s the leof a scarme, bedn'tst very lowe spo to said, the shaking only lasted for about 20-30 seconds. you can see a lot of homes here already have their halloween decorations up. the skeletons and tombstones did not fall over during the earthquake. we also spoke with residents to make sure everything was okay inside their homes. so far, san jose police say they have no reports of any kind of major damage. they are confident it will stay that way, unless something else happens. but, for now , it seems like the excitement of the afternoon has really died down. live in san jose, katie nielsen, kpix 5. let's hope mother nature takes a big pause. first alert weather meteorologist paul

heggen is here. which frontline was this? >> this was a long calaveras fault line . 5.1 is a sizable earthquake. it's big enough to do damage if it's located in a specific spot. this one was located 12 miles to the east of san jose about. so it depends on the precise location. you can see that center of where the earthquake happened, and the follow-up aftershock, 3.1 magnitude, 5.1, the official magnitude. it initially came out as 5.0. they advised morning. let's faults, the fault here intersects the calaveras fault . the san andreas fault runs of the peninsula, and the calaveras fault where this one was located is where we did see that earthquake today. and it was certainly noticeable across much of the bay. it didn't have to be in the immediate

proximity, but you do see the brighter colors showing up in the did you feel it map from the usgs, in the santa clara valley. plenty of the bay, even to the north, this was large enough to be felt for a significant distance. we'll talk about that and the weather in a few minutes. speaking of the following the last decent sized quake along the calaveras fault line was in 2007. one shook at about 5.6. it was centered near allen rock. the largest quake there was 6.2 in recent decades, striking near morgan hill in 1984. we are looking at video from that time, you can see, it was powerful enough to knock down fountains, break glass, shake some roads, and even, in one case, knocked a mobile home off its foundation. in the last large quick hit the bay was in 2014 when a 6.0 was caught on camera here. it snapped the west napa fault . in that quake, one person died, 200 were injured, maybe more, and caused widespread damage to

buildings across downtown napa. in one of the first places people go is to social media to ask, did you feel it? kpix 5's anne makovec has been keeping track of all of that. did you feel it? >> i did, my apartment in san francisco, it felt like two sets of jolts going on for a while. so like everybody else i jumped on twitter. >> earthquake. >> this is video for my classroom inside the ingleside neighborhood. this is about 60 miles away from the epicenter down in san jose. the teacher caught the pumpkin artwork swinging for several seconds. another twitter user posted this from san francisco as his lamp was shaking. he says, earthquake warning was on point, so i could tape my own at home earthquake detector, the faithful ikea lamp. and here is a look at some of the

cindy chavez is running against councilmember matt m. one of the top issues, homelessness. both candidates agree the solution is housing, but the big challenge is where to put the houses? kpix 5's devin fehely sat down with both candidates one-on-one to ask how they plan to sell plans to voters. >> it's a place for nature, and it should be preserved for that purpose. >> carl is an avid photographer, spends his afternoons in retirement documenting the birds, who called these areas home. he was not happy when the city recently proposed putting a sanctioned homeless encampment near the ponds. he didn't think it was the right location. and it had been tried before. >> seven years they came out here, they said they are going to put an encampment here. and again, the neighborhood rose up

in indignation, and we fought it, because we didn't want it. >> the plans were the encampment were were scrapped for a second time. the panel highlights the friction between the city's aggressive plans to address homelessness , which are often at odds with neighborhoods. >> helping people understand what we will do to make sure their input is better, not worse off, as a result of having a transitional housing site. make city councilman matt mahen makes the promise of an encampment and drug treatment facility in your community we will not allow it to become a magnet for other problems or that other homeless encampments spring up nearby. >> there should be a buffer zone around that site for one of the biggest concerns we hear if you build a transitional site or treatment center is this going to become a magnet? i think we need to say to people no, you are taking on part of the solution. >> supervisor cindy chavez is taking a slightly different tactic. she wants to create a community benefit fund extra

funds for libraries, parks, and programs for areas that greenlight locum housing and emergency shelters. >> some would say you are bribing communities to share in the burden of alleviating velopers to get the amenities the communities need . i don't think that is bribery, i think that is partnership. >> it's unclear if either approach will convince homeowners like car -- >> they will put an and came up there, it will be nice for a while, then it will draw the homeless people who don't have houses, bicycles and they bring their tents, and they bring their paraphernalia. >> regardless it's going to be up to the next mayor to figure out a way to help the homeless, it's not at the expense of carl and his neighbors. devin fehely, kpix 5. >> oakland has a tight race of its own to replace mayor libby schaaf. join us tonight and tomorrow at 5:00 and 7:00 where we will profile the top four

oakland, today, the city's police chief says he's staying the course with heightened efforts to tackle gun violence. and lace up temper, chief leronne armstrong announced a plan saying he would add eight officers to what they call a criminal investigation division, and he said he would implement what he called an all hands on deck approach for oakland pd. today he said this is working. the number of homicides cut nearly in half compared to a month earlier. at the same time, he says arrests and gun seizures have gone up. >> as a result of this last month's operation, i will be extending this operation for another 30 days. all of our resources will continue to he focused on group and gang violence, on addressing shootings and homicides in the city of oakland, and we will continue our all hands on deck approach. >> still there has been too much death and dying in the streets of oakland. 105 homicides so far this year alone. the most recent was just yesterday. that one happened on 96th avenue near international boulevard. that was a total of 124 homicides last year .

a cafe in vallejo is letting people pay what they want for their meals. that might seem like a recipe for disaster, but as kpix 5's john ramos reports the community is responding in a beautiful spirit of generosity. >> there was a line of people outside, all morning. the deal seemed too good to be true. order whatever you want, and pay whatever you want. >> oh my god, this is wonderful! >> she felt she died and gone to heaven. >> if i had to pay, this would be $25. if , the regular price. but, i am going to pay one dollar today. and i'm going to give the waiter a good tip >> many melendez co-owns the cafe, and the reason he isn't going broke is because of his friendship with one of his favorite customers, a young guy named larussel thomas. >> they are like you need to have his picture on your wall.

>> manny didn't know it, but larussel is an up-and-coming rapper , a young artist making a name for itself with a soft spot for his hometown, and he wanted to give something back. for the rest of the year he offered to make up the difference if manny would let people pay whatever they wanted. >> and after that i said, bro, i am your biggest fan. >> larussel also paid to have the dining room redone. while it might seem like everyone would take advantage, of the situation, something quite different is happening. >> he makes me want to be a better person . if he wants to make me feel that way, he's going to touch the community, and like myself, i know this was going to cost, i'm going to pay extra, so maybe somebody else can balance it out. >> i can here twice, this is my second time here. so the first time i gave like $10. this

earthquake situation. there was another aftershock within a kilometer of where the initial earthquake happened. unregistered 3.6. we'll see if that is revised when the usgs gets new data. the new quake is the red dot, there are two orange ones, so you can see how these are stacked on each other. the 5.1 quake did not do significant damage, so it is unlikely the 3.6 are pleasantl cool, pretty normal. more clouds will be floating down towards us, the storm track is to more rain for the pacific northwest, looking for them. once you caoswill scoot out by midday. lots of sunshine for the rest of the day, and i think we will see abundant sunshine . not much fog for the next couple of mornings until we get towards friday morning when the winds will shift to allow that marine

layer to reorganize itself. more cloud cover for the end of the workweek, but these clouds are not going to drop significant chance of showers on us either. we had that chance for the forecast saturday night into sunday, that has significantly diminished. there is a chance north of the golden gate, but it looks like the better chance will hold off until next tuesday, wednesday, even adding that and we are talking less than a 10th of an inch of rain for the north bay. nothing significant unfortunately. this is the time of year, unfortunately, when the rain chances tend to look promising, five to seven days out in the future, then they tend to look less promising as they get closer. outside right now, sunshine, just a few fairweather clouds, cool for october low 70s and then, 60s at the bay. we will cool off quickly tonight, temperatures dropping down into the mid to upper 40s for most inland spots, low 40s in the north bay. writer and 50 around the water, and tomorrow, along the 60s around the coast and the bay , upper 60s and 70s farther
