the senate passed a bill to avert a rail workers strike by a vote of 80-15. it comes after the house passed the bill on wednesday. the deal forces workers and companies to adhere to a settlement that was negotiated by the biden administration. bradley blackburn has more from new york. bradley, good morning. >> reporter: good morning. this is what president biden has been pushing for, trying to avoid what he has called the potential christmas catastrophe. it is not the gift his union supporters wanted, and some are frustrated that this takes away their ability to strike. >> the joint resolution is passed. >> reporter: thursday's big senate vote prevented a rail strike that could have cost the u.s. billions of dollars a day just before the holidays. >> we're going to avoid the rail strike, keep the rails, keep things moving. >> reporter: president biden asked congress to act after four out 12 unions helped reject a deal the white house brokered in september. not everyone believes congress should have intervened.

>> the workers voted, and biden says, here, force it down their throats and use federal law. that's a bad deal. >> this is going to be a bipartisan disaster. >> reporter: the deal gives rail workers a 24% raise and bonuses over five years, but a separate measure on perhaps the biggest sticking point for the unions failed. it would have added seven days of paid sick leave. that proposal ended in a 52-43 vote in favor. it needed 60 votes to pass the senate. >> it's unfortunate this happened. we're going to continue to fight the sick leave issue outside of contract. >> reporter: the president has vowed to continue pushing for sick leaves for all american workers. some history, this is not the first time congress has stepped in to stop a railroad strike. they've done it 18 times since passing the railway labor act about 100 years ago. >> bradley blackburn in new york. thank you. >> reporter: you bet. so the fight over president biden's plan to cancel hundreds

of billions of dollars in student loans is headed to the nation's highest court. the supreme court says that it will decide whether the administration can cancel as much as $20,000 for some borrowers. the plan will remain halted until the court hears arguments in late february or early march. that's about two months before repayments are set to go back into effect. meanwhile, at the white house, president biden hosted the french president. the world leaders discussed a range of topics from ukraine to climate change. skyler henry has more. >> reporter: president biden welcomed french president macron for a state visit filled with pageantry and talks focusing on pressing global issues. in a thursday afternoon news conference, the two leaders said they remain united with other western allies against russia's invasion of ukraine. >> we're going to stand together against this brutality. we'll continue the strong support for the ukrainian people as they defend their homes and their families and their nurseries, their hospitals. >> we will never urge the

ukrainians to make a compromise which will not be acceptable for them. they are so brave, and they defend precisely the nation and our principles. >> reporter: president biden said he would be willing to speak with russian president vladimir putin only if putin expresses a desire to end the devastating war. mr. biden and macron also addressed economic differences as they tackle climate change. >> we agree to discuss practical steps to coordinate and align our approaches to strengthen the supply chain, manufacturing, and invasions on both sides of the atlantic. >> reporter: macron and some european officials have expressed objections over subsidies for american-made climate technology and the "inflation reduction act." >> the united states and europe are making bold investments in clean energy -- >> reporter: president biden said there are some glitches and adjustments that can be made in light of european concerns. later the biden white house hosted its first state dinner to cap off this day of diplomacy. skyler henry, cbs news, the white house.

well the special master reviewing documents seized from former president trump's mar-a-lago estate has been shut down. a federal appeals court unanimously made the decision clearing the way for the documents to potentially be used by prosecutors in a criminal investigation. the documents were seized from trump's home on august 8th. the former president can still appeal the ruling, but lawyers for trump didn't say whether or not they will. and a terrifying scene in los angeles as nearly a dozen % middle school students suffered what was believed to be a drug overdose. danya bacchus has more on what appears to be an o.d. from edible cannabis. >> reporter: panicked parents and first responders rushed to van nuys middle school in los angeles today where ten students were treated for a possible drug overdose. >> they're talking to us, they're alert. they're oriented. [ siren ] >> reporter: authorities say the students range from 12 to 14 years old and were found to be in mild to moderate distress. seven were taken to area

hospitals, three others were day d age with fentanyl. this has no indication of being fentanyl related. it's possibly edible cannabis. it's too early to tell. >> reporter: a team of los angeles police officers and school personnel searched every classroom looking for more affected children but found no other students. fentanyl was ruled out in this case. authorities say it was marijuana gummies. there is heightened alert here. since the beginning of the school year, at least 13 l.a. students have overdosed on fentanyl. danya bacchus, cbs news, los angeles. now to the brutal murder of four university of idaho students. police appear to be conflicted on whether the killings were, in fact, targeted. lilia luciano has the details. >> reporter: nearly three weeks after four university of idaho students were stabbed to death, police still have no suspect, weapon, or motive in the

killings of kaylee goncalves, madison mogen, ethan chapin and his girlfriend xana kernodle. they have said this was a targeted attack. wednesday police released what they clled a clarification saying detectives do not currently know if the residents or any occupants were specifically targeted. then today, state police told cbs news, "we remain consistent in our belief that this was, indeed, a targeted attack but have not concluded if the target was the residence or the occupants." in. >> people in the community care. >> reporter: yesterday we spoke with the idaho state police information officer. what constitutes a targeted attack? >> based on the totality of what was seen at the scene itself and the fact there were survivors and it didn't appear there was any forced entry. that leads detectives and the chief to believe that it truly was a targeted attack. >> reporter: at a vigil last night, kaylee's father honored the friendship between his daughter and madison mogen. >> sixth grade they found each

other. they went to high school together. then they started looking at colleges. they came here together. and in the end, they died together in the same room, in the same bed. >> that was lilia luciano reporting. more drama and history at the world cup in qatar. two of the biggest powerhouses in soccer, germany and belgium, have been ousted from the tournament. belgium was ousted after a 0-0 tie with croatia, and germany was eliminated because japan beat spain. history was made in a different way in that costa rica-germany match. stephanie frappart became the first woman to ref a men's world cup game. she led an all-female officials team during the match and we're one day away from the latest do-or-die game for the u.s. men's team. tomorrow they take on the netherlands in a knockout stage.

yesterday was world aids a backdrop to showing hope for a experimental new vaccine. scientists said the vaccine against the virus has shown promise among a small group of volunteers by inducing anti-bodies against the virus. the clinical trial results published in the journal "science" showed 97% of vaccine recipients showed the antibodies. and some good news if you are looking to buy a house, and tesla has delivered its very first electric semi trucks. dan lieberman has those stories and more in today's cbs "money watch" report. >> reporter: wall street closed lower thursday as investors await job data coming today that could determine the federal reserve's next moves on rate hikes. the dow was down 194. nasdaq added 14. s&p 500 lost 3 points. mortgage rates continue to drop for a third week. the 30-year fixed mortgage averaged 6.49%, down from 6.58% last week according to freddie mac.

a year ago the rate averaged 3.11%. the fed is still likely to raise interest rates again in december but is becoming less aggressive with the size of the hikes. electric vehicle maker tesla delivered its first semi trucks to customers decked out in pepsi and frito-lay branding. tesla is promising they'll have 500 miles of range. the haulers have three electric motors, and tesla says the truck can pull up to 82,000 pounds. americans were in a giving mood on giving tuesday. a record $3.1 billion was raised in 24 hours for charitable causes in the u.s. it's the tenth anniversary of the event that started as a hash tag to support nonprofit fundraising in 2012. despite inflation and economic concerns, giving increased around 15% from last year. that's your cbs "money watch" report for in friday morning. i'm dan lieberman, cbs news, new york. up next, royals in america.
