hi, i'm sara donchey. so we have made it to friday and it really feels like winter out there. cold has settled in all across the bay area. it's dry for now, but hold that thought. so here is a live look tonight out at the north bay from the golden gate bridge where it is definitely cold. these pictures from dublin in the east bay. paul tells us, well, it's basically about as cold in parts of the east bay as it is up north. well in the north bay, some cities are around freezing tonight. this is a 60-bed emergency shelter set up today. marin county's shelter for the regulars are completely full tonight. paul heggen is here to track the cold and also another round of rain headed our way? >> the cold is in the here and now. the rain is on its way,
2:07 am
faster than you would think given how cold it is outside. let's take a look at the freeze warning that's in effect for most of the north bay. this is where temperatures are going to be chilly. dropping down not quite as low as last night. increasing clouds overhead. by the time the sun comes up tomorrow morning. mostly bottoming out in the low to mid-30s. make sure the outdoor animals have a warm place to snuggle up. the arrival of the next round of rain. already some showers making their way in as the sun comes up on saturday morning. moving up from the south. there will be two different features kind of converging on the bay area. this glob of moisture moving up from the south while the storm system approaches us from the northwest and kind of helps squeeze out the atmosphere and enhance the rainfall. that rain moving first into the south bay of the santa cruz mountains, making its way further and further north through the rest of saturday. it's not going to rain everywhere all the time. futurecast makes it look very widespread, but there are going to be gaps in between the showers. still be very flexible
2:08 am
with any outdoor plants. this is the pattern where it is tough to pin down the breaks in the action are specifically going to occur. we'll do our best and take another look at futurecast the entire weekend in just a few minutes. the rainy pattern actually sticks around into early next week before we dry out a little bit by tuesday and wednesday. again the full forecast in just a matter of minutes. sara? >> thank you, paul. in the weeks since election day, we have covered a lot of close races. this is one of the closest races we have ever seen. the district two city council seat is a tie, an exact tie. andrew butt and cesar chavez got the same number of votes. 9,921. so what happens then? well apparently it's all up to chance. da lin talked to both candidates about how they're feeling about that and how the city is going to decide the race. >> reporter: the city of richmond will break the tie with basically what amounts to
2:09 am
a raffle drawing. we'll get back to this in a second. but both candidates say this is a reminder every vote counts. >> it's been a long campaign of many months, of many knocking on doors, meeting people. >> it's been a lot of work, it's been a lot of money, it's been a lot of time. >> reporter: district two in richmond, goes from point richmond to hilltop. almost a month after the midterm election, the race ends in a tie. >> but it sounds like it will come down to pure luck. i've got a 50-50 shot. >> and now it's going to be luck, whatever may be there. >> reporter: do you feel lucky? >> i always feel lucky. >> reporter: both moderate democrats ran on similar policies and issues. >> but i did ask andrew if he was willing to do a foot race. i said we were running this race all these months. why not end it like that. >> yeah, we have talked about a dance off. last night cesar and
2:10 am
i were both at dinner together actually, half jokingly looking at the table and saying hey, let's do this right now. >> reporter: richmond has a law for this type of situation. each candidate will write his name on a piece of paper and will put it in an envelope that then goes into a bag or box. each candidate will get to shake it and the city clerk will pick the envelope with the winning name. >> it's hard to grasp, and it seems very surreal that this is what it will come down to. >> it's exciting. we have never had this happen before in richmond. >> reporter: not in the city, but it happened in the county back in 2018. a tied race for an irrigation director seat. the two candidates played a game of dice to break the tie. >> the messages said hey, you know, it's important to vote and it really does matter. use your voice because right now you're going to leave it to luck. >> reporter: election officials say a run off would be too expensive, so that's not an option. the city will do the

drawing some time next week. we'll keep you posted. in richmond i'm da lin kpix 5. a huge crash in daly city today. take a look at this. a samtrans bus hopped a curve at serramonte. the bus hit 16 cars in a target parking lot. a few people had to go to the hospital, one in critical condition. now the big question tonight, we still don't really know exactly why this happened. people who were at the shopping center said the bus just came out of nowhere. >> i was here, i heard it, i turned, and i knew it was an unusual sound. and i looked and i saw the bus, and it was coming down. and then you could hear the crunching and the crashing. >> like everyone else, just questioned what happened. why is there a bus in the parking lot? >> it is just so traumatic of people getting injured, you know. it is just a downer, you know? that is exactly what it is. and just hope and praying
2:12 am
that it would be okay. >> they released this statement after the crash saying they expressed their deepest sympathies to those impacted. they're working with local authorities to figure out what went wrong and how to prevent it from happening again. well the man who allegedly shot and killed a contra costa county store clerk during an armed robbery will not be charged with murder. prosecutors told kenny choi that's because the suspect was the one acting in self-defense at the time. >> reporter: friends and loved ones of james williams leaving flowers and candles where the 36-year-old man just started working four months ago. williams chased two armed robbers fleeing the mini mart in antioch early saturday morning. >> mr. williams then opens fire on the two assailants that just robbed them with their backs towards them. >> reporter: williams struck one of the suspects, ronald benjamin jackson in the leg and then kept pursuing them. there is no indication the men knew
2:13 am
each other. >> that gunfire continued after mr. jackson was hit and went to the ground. >> reporter: jackson, the 19-year-old, then fired back fatally striking the gas station clerk two times in the torso. but the suspect in custody won't be facing murder charges because california state law does not allow a person to pursue another to retrieve stolen property. once the threat of harm to the victim is no longer there. >> with mr. williams action, unfortunately, the use of deadly force was not at all justified. >> reporter: the two robbery suspects fled with cash and other items. a coworker who did not wish to be on camera said williams was a good man. law enforcement officials say the gas station employee did not legally own the gun that was fired nine times. kenny choi kpix 5. >> so jackson is charged with second-degree robbery with use of a firearm and possession of stolen property. the maximum sentence he faces if convicted on all charges, 15 years in prison. still ahead tonight, a new report into the housing problem in the bay area and the latest

more than 70% list homelessness as one of the city's top problems. kpix 5 wilson walker speaks to someone who knows about the firsthand solutions. >> ppe, masks. >> reporter: once homeless and here for help, joe wilson is now the executive director of hospitality house, an organization that opened its doors about the same time the city's homeless problem emerged. >> one of the city's smallest, but oldest emergency shelters started in 19 -- the winter of 1982. >> reporter: the hospitality house, a shelter for the homeless and unemployed. >> reporter: that was 1982. >> social service workers say the problems right now for the homeless are serious, but they predict the worst is still to come. >> they tell us we need to move every day, at least twice a day. they come back at 2:30 having us move again. >> reporter: 40 years later the problems continue, but wilson
2:17 am
sees this all unfolding on a much larger scale. >> 400 years ago in england, there was a clear distinction between the deserving and undeserving poor. >> reporter: but after four decades of shifting plans and strategies, sf next polling suggests the people of san francisco are ready for solutions now when asked which of the problems facing the city needs to be fixed most urgently? 39% said homelessness compared to just 23% for safety and crime. >> we have to do something about housing. we have to do something about our economic system that reproduces poverty and homelessness at an alarming rate. >> reporter: for his part, wilson says he will at lems stemic. >> yeah, how e are you all right? >> reporter: and he says a lot of people might not like the proposed solutions. he says real help, real answers will
2:18 am
come with a cost. in san francisco wilson walker kpix 5. san francisco police may have fewer reasons they can pull drivers over in the city. the police commission released its traffic enforcement policy today. now their proposal says sfpd will no longer be able to stop people for things like not having the front license plate, sleeping in your car, or even having something dangling from your rear-view mirror. it's not set in stone yet. but the proposal would need to be voted on before it passes. san francisco is reporting its first flu death of the season. the health department says the patient was under 65, was not vaccinated, and had pre-existing conditions. health officials say hospitalizations have gone up since thanksgiving and they're urging people to get their flu shot. and also a covid-19 outbreak is shutting down a popular san francisco restaurant. zuni cafe posted to instagram they're temporarily closed because staff have been infected. they say they should

reopen by wednesday. okay, the big story for the weekend because it is almost here. it's just seconds away. >> for most people it's here. >> yes, we just re watching us from work. for all of us in that vote, we are almost there and it looks like the rain is almost there too? >> yes, the rain erhere all the there will be dry breaks. the problem is those dry breaks will be almost impossible to pin down timing wise. we would love to tell you it will rain from 7:00 a.m. to noon, and then a die break. this is that kind of weather pattern. increasing clouds through the rest of tonight. not just tomorrow, but tomorrow night into sunday. sunday night and into monday, continuing the new workweek with a chance for a lingering shower and then a dry break will take hold likely for thursday as well. let's track that rain. this is a different forecast model than i showed you about 15 minutes ago. but they agree with that other one, sending showers into the southern half of the bay area as the sun is coming up on
2:20 am
saturday. they also agree that the showers are going to be most likely as we head from late morning into early afternoon. where they diverge that other one that really dried us out by early to mid-afternoon. that'll keep the rain going through the afternoon into the evening even though there are a few more of those gaps in between the individual showers. this is one of the frustrations of forecasting, but they say different things. we need to figure out which one knows what they're talking about. that would handle the last rain event pretty well. hope they're doing the same with this one. showing showers tomorrow evening. and the sun will go down before more showers roll in late saturday night into sunday. then off and on showers during the day on sunday. even if you're in a spot say around levi stadium in santa clara where there is no rain on the map for sunday at 1:00. plan on the possibility for showers. they will be possible anywhere across the bay area at any point of the weekend, so pack your poncho for the game just in case more widespread rain will be rolling in late sunday night into monday and likely rolling through right around
2:21 am
the peak of rush hour because that's always the way things work out. on monday and then off and on showers for the rest of monday will continue that trend. the die breaks that are tough to time out. how much rain are we talking about? half an inch on the widespread basis. the good soaking rain. but unlike yesterday's rain, it's not going to fall all at once. that will be in waves that will come at us, giving us a chance to soak in. for the southern half of the bay area, you might get a little closer to one inch total rainfall. some spots achieving more than one inch total rain. the high sierra is going to achieve quite a bit of snow. maybe only three to four inches because it is going to start as a rain/snow mix. but we are talking about two, two and a half feet. some of the passes about 7,000 feet. let's take a look outside as the clouds will thicken. keeping temperatures from dropping too much farther. we'll be in the 30s inland, but near 40 degrees for the south bay to begin the day tomorrow, which will warm up a whole lot during the day. the mix of
2:22 am
upper 40s and the low to mid-50s by tomorrow afternoon. a good 5 to 10 degrees below average. sunday the warmer half of the weekend and still scattered showers throughout the day, lingering into monday. then that dry break on tuesday, wednesday, thursday, still cool during that dry break. temperatures running below average and then another chance for showers will head our way by the end of next week. we will take every drop we can get. >> all right, thanks. well it is hard to imagine a bigger weekend for the u.s. men's soccer team. they will take on the netherlands in the world cup tomorrow morning. it's a win or go home stage in the competition. there are watch parties planned in san jose hosted by the earthquakes. the irish pub and the brit, luckily they're all inside because as you heard paul talking about, we should be getting some rain. in san francisco though, you may end up getting wet as you head out to the watch parties. the city's world cup village is hosting events at the crossing

here. >> we would like them to improve in that department and there is no place like home for the warriors this weekend. they're 9-1 entering the night. maybe a little home cooking is just what the doctor ordered for jordan poole. poole has struggled early on in this season as they would say he's due for a big game. the warriors are up 15 in the third. poole off the pass from klay thompson. the step back three is good. and the full party is getting started there. minutes later, poole takes one from deep. by the logo, he hits his seventh three of the night. poole led the team with 17 points. but the bulls made it interesting late inside the three-minute mark. he hits one from deep to cut the lead to one. the next possession, staying patient, will lead to the draymond green three pointer. when pitches it offensively, they're really hard to beat. golden state is now 10-1 at chase center this season. well the 49ers injury update here with the left
