now at 11:00, we are all out of the tail end of a system. hi, i'm sara donchey. we desperately need the rain. after two storms last week, it's coming to the bay tonight. it might not be as heavy before, but you'll probably be driving in it tomorrow on your way to work. the person who begged for the rain basically every night on this broadcast, paul heggen. it looks like you're finally getting your wish? >> yes, we have more on the way. we need more of this to continue to chip across the bay area and all of california. so one step at a time. let's take a look at the rain that's moving back in as we speak. another round of light to moderate rain that's making their way on shore right now. some of that is falling most heavily around san francisco.

and also some patches of heavier rain falling in the higher elevations of marin county. but the cell of heavier downpours moving over downtown san francisco. mixing in a little further down the peninsula as well. all this rain is, well, it's nothing to be worried about because the heaviest rain will be through by the time we get to the morning rush. but more moisture offshore and that means we will have to contend with some lingering showers for our tomorrow morning. futurecast will show generally the showers becoming fewer and farther between. after the system comes up on tuesday. we're not going to completely go away yet on midday. the first alert doppler as we head into tomorrow afternoon. all this adding up to on top of what we have picked up. let's take a look at the rainfall totals we have added so far. it's anywhere from under two inches of rain for bedlam. just over an inch for kentfield and over an inch in san jose. again, there is more rain falling right now over downtown san francisco. we'll continue monitoring the

radar, and have another look at futurecast to the next round of rain later this week in just a few minutes. >> paul, thank you. so if you have been watching or reading the news, you might have heard the words killer robots. now that is not what the police department would call them. san francisco's supervisors will vote tomorrow on whether sfpd can use remote control robots to look at deadly force. that idea has gotten quite a bit of pushback. so people protested at city hall today with banners that read no killer robots. they called the proposed policy dangerous and wreckless. it could be tools that could save the officers lives and help the public in dangerous situations. we should note san francisco police already have and use these devices, but the policy would let police use them differently. the city supervisor dean preston was one of three supervisors to vote against the measure last week. he says the

police department and mayor breed did not follow state law that requires 30 days notice of the policy. preston was joined by two other supervisors and community activists. >> at the very least there are hundreds of unanswered questions that we haven't even begun to explore at the board of supervisors. and until we do, ridiculous policies should not go forward. >> it is for all of us to stand up and say what is san francisco's true values here? and these killer robots are not. >> well the outcry has led one san francisco supervisor to change his position. gordon mar voted for the policy last week. now he says he will vote no. sfpd chief was suppose to hold a town hall tonight on public safety, where he no doubt would have been asked about this. but he canceled last week because the venue said he didn't have enough officers to staff the event. he has rescheduled it though for after the holidays. the event went on any way,

rebranded as a community conversation about policing. our mary lee was there. she's here in studios. how did it go? >> reporter: yeah, it was interesting to hear those conversations. as you can imagine, people are very concerned. they had a lot of questions and they shared their own opinions. everyone agreed it was a necessary conversation to have. here at nanny's, avante daniels came to the special town hall to share his voice in his new home. he moved to san francisco from atlanta two years ago. i believe in having an invested stake in my community. >> reporter: one of the topics he was concerned about was france's supervisors upcoming second vote on tuesday. allowing the san francisco police department's use of deadly force with remote controlled robots. >> this means a lot of stress for me. any time there is a lot of vagueness on what police are

actually doing especially in a black lives matter kind of space is going to lead to a lot more security in question for me as a person of color. >> reporter: deborah walker with the san francisco police commission was there on her own to hear everyone's comments. she also cleared up some misconceptions, saying the police force has had these robots for a decade and has never used them. >> one of the big jokes tonight, on the headlines of killer robots and essentially sky net coming to san francisco, which is always the joke. they're not using a. i. it probably wasn't in the press release. >> reporter: the labor groups took to san francisco city hall on monday morning to demand elected officials reject authorizing the robots. in the

written statement, the executive director for safety and justice had this to say. leaders must stop politicizing the issue of public safety and focus on the immediate needs of the people. meanwhile the community conversation brought more awareness and understanding from both sides. >> learning more about this, you know, the killer wave is so strange to say that. by learning more about these robots. and it isn't some sort of new program. it's been here all along. and now, you know, we're finally coming up with the right guidelines. it doesn't make me feel like oh, this is totally okay. go ahead and do it. but at least i feel like i'm a more informed member of the community. >> now tomorrow supervisors will have a vote on the final policy. sarah? >> mary, thank you so much.

the former acting chief of the u.s. capitol police is taking over the uc berkeley police department next year. pittman was one of the first black women to captain the police department. she became the active police in the wake of the january 6 insurrection. pitman will start at cal on february 1 when the chief margo bennett retires. governor newsom wants to punish those price gouging at the pumps. asking the legislator to fine refiners who would have to pay for going over. his plan would return excess profits as tax refunds. we spoke to uc berkeley's energy institute at hoss. >> even if they're not doing anything to make the market tighter. when we do have some sort of outage because california is a gas island, the price goes way up. this would claw back some of those profits

17 workers got tickets for trespassing an hour's long sit in at the president in downtown san francisco. the statewide academic worker strike is in its fourth week with final exams starting next week. in the past few days, the uc system struck a tentative agreement with one group of workers. speaking of strikes. the janitors who clean twitter's headquarters in san francisco walked off the job early this morning. the janitor says twitter did not

renegotiate their contract with flagships. the company that employees them. there were quite a few wild side shows over the weekend including one right in the middle of the bay bridge. and another along the embarcadero with a huge crowd. frustrated neighbors tell kpix 5 devin fehely they had to put up with a lot of noise. but the stunt drivers apparently didn't have to deal with any consequences. >> reporter: neighbors living near the embarcadero were surprised and frankly dismay by how noisy and disruptive the side show was and by how long it lasted. >> super loud. the duration was noticeable. it went on for quite a while, about 20 minutes. >> reporter: sean phelan says they were a captive audience to this noisy side show that brought traffic to a standstill on one of san francisco's busiest thoroughfares, the embarcadero. >> i can understand the intrinsic problem with enforcement on this where the police don't know when it's going to happen and then it's designed to be sudden, you know, to prevent enforcement.

so all of a sudden it turns on, right? i mean it's going to last until it can be dispersed. >> reporter: san francisco police say they responded to the sideshow around 11:45 on friday night. as they waited for more officers to arrive, the drivers and spectators fled the scene. no arrests were ultimately made. much to the frustration of people living nearby. >> that is bold. i haven't seen that. but that is bold. that would be concerning. >> reporter: the sideshows have become increasingly common and increasingly problematic. communities and law enforcement have come up with ever more creative and aggressive ways of cracking down on them. san jose police recently deployed more than 100 officers to encircle and ticket more than 700 sideshow participants. san francisco police did not respond to questions about whether or not their department is likewise considering a more aggressive response to future side shows. the side show move from the embarcadero to the bay bridge around 1:00, where it would shut down traffic. chp

says by the time the officers arrived, the drivers had already left. a lot of noise, disruptions, and inconvenience to neighbors and drivers. this time no consequence of the side show participants themselves. >> it's going to be fairly high-speed maneuvers that i can appreciate they're better than me at, but they shouldn't be doing in a public space. >> reporter: responding in a more aggressive fashion to side show shows will require manpower and in turn money, planning, and foresight. we'll have to wait and see if the san francisco police department or the chp adjust their tactics. in san francisco devin fehely kpix 5. police have arrested the man they say attacked a fast food worker in antioch leading her blind in one eye. 20-year-old isaac white carter faces felony assault and mayhem charges. police say he viciously attacked 19-year-old bianca, at the burger grill last month. she told

investigators she was trying to stop him from whats aing a special needs customer at the restaurant. u.s. marshals arrested carter this morning in hayward. a 3.7 magnitude earthquake shook the foothills of san jose this afternoon. it struck around 3:00, pretty much right where that 5.1 quake hit in october. people who felt this one reported pretty weak shaking. as far as san francisco though and good news, no reports of any damage. so this was an aftershock? >> yeah, it could happen months after the initial quake. so exactly the same location, and this one much weaker in magnitude. we'll hope anything else that follows it up is also similarly weak. right during our 3:00 newscast. i did not feel a thing. >> no, we're pretty far too and high up. >> yoi didn't feel the 5.1. i might not be the best judge of these things. let's look at the weather, we have one more round of rain headed through tonight and early tomorrow. the center of the storm system has been

controlling our weather over the past couple of days. giving the atmosphere one more squeeze to ring out the moisture, and we're seeing that right now. first alert doppler lit up with the powerful storms actually off the coast of santa cruz county. still plenty of rain moving across the bay from san francisco over towards oakland. heavier downpours that are getting through downtown oakland with some heavier rain north of the golden gate as well. all this pushing from straight west to east. more scattered shower activities that we're going to see that rolling in through tonight and early tomorrow. futurecast will show the showers still with us for the drive time tomorrow morning, but there will be fewer and far in between as we head through the morning, into the afternoon. but not completely absent. just a little more moisture trying to sneak up into the santa clara valley before the sun goes down tomorrow. and then we will dry out. it will be cold wednesday morning, but plenty of sunshine on wednesday and then we wait for the next storm system to

approach. we'll see an increase in clouds as we head through the day thursday. this forecast model already takes that rain and pushes it into the northern half of the bay area by thursday afternoon. i think that's a little bit too aggressive, but this is just another round of rain that's going to be heading our way with more following that up. friday night into saturday and potentially more rain by early next week. let's add up the rain through a week from now, next monday night. we're talking about an inch or two of total rainfall in most locations. it's coming out of some waves. that won't happen all at once, but much needed rainfall for all of us with the highest amounts in the santa cruz mountains. this will be another round of snow for the high sierra and another weekend that will be challenging to get out there to take advantage of all the snow recently. anywhere from a foot and a half to about three and a half of total snow on top of what they have picked up. so the ski resorts definitely like it. they would like the conditions to be more conducive for people to take advantage. the temperature right now in the mid to upper 40s around 50 degrees to go along with scattered showers. those numbers won't drop a

whole lot. down to the mid to low 40s. the coldest spots in the north bay valley in the mid to upper 30s. the highs about 3 to 5 degrees below average, putting us into the mid-50s. we are not going to see much change day to day as we head through the forecast. high temperatures are wiggling around by a degree or so each day. the bigger changes will be to the rain chances, which will diminish throughout the day tomorrow. we stay dry on wednesday and thursday. and then the rain chances will return on thursday night into friday. another round of rain friday night into saturday. even lingering into sunday. at this point, it looks like saturday is going to be the wetter half of the weekend. we'll keep revising that forecast for you to plan accordingly as we head through the rest of the week. sarah? >> thanks, paul. the man who shot lady gaga's dog walker and stole her pup learns his fate.

emmy award winning cheers actress kirstie alley has died. her family released a statement on social media tonight saying she passed away in florida after a brief battle with cancer. alley won the hearts of viewers in the late 80s and 90s playing rebecca how in the "cheers" tv sitcom. she also earned an emmy for best lead actress in the 1993 tv movie, "david's mother." kirstie alley was 71 years old. back here on the west coast, the man who shot lady gaga's dog walker and stole her french bulldogs in l.a. got sentenced to 21 years in prison. the 19-year-old shooter pleaded no contest to attempted murder in connection to last year's robbery. deck ittives detectives say they don't think he knew lady gaga, but that he planned to sell them on the black market.
