green. the new year unleashed a powerful storm that dumped record rain and causedturous flooding in northern california as it now moves east. at least two people were killed. evacuation orders and warnings were issued throughout the region, and one highway was shut down. at one point more than 200,000 homes and businesses lost power. some had to be rescued from vehicles that became submerged in fast-rising floodwaters. that included three members of one family who were trapped in their vehicle in san bernardino county yesterday. at least two levees failed prompting a flash flood warning the storm will move across the central plains and upper midwest where it's expected to bring heavy snow, sleet, freezing rain, and strong winds. if that wasn't enough for california, the northern part of the state was also hit by another earthquake. a 5.4-magnitude quake struck yesterday in the same area still recovering from a quake almost two weeks ago.

there were no reports of the injuries this time. last month's earthquake killed two people, injured more than a dozen others, and caused widespread damage. officials say some homes and buildings damaged in december were further affected by yesterday's earthquake. president biden is set to return to washington today as congress gets ready for a shakeup. mr. biden has been on vacations on st. croix where he attended new year's day mass yesterday. he's heading back to a new divided congress as republicans take control of the house tomorrow. gop leader kevin mccarthy is trying to shore up support in his bid to become speaker. jarred hill is in new york. good morning. >> reporter: good morning, wendy. we're learning a bit about what a gop-led house might look like and how it might function. overnight republicans released the first list of proposed rules including one making it easier to oust the speaker of the house and doing away with remote committee meetings and proxy voting, holdovers from the

height of the pandemic. president biden returns to washington today after vacationing in st. croix. he plans to kick off the new year promoting bipartisanship with a planned trip to kentucky later this week to tout the infrastructure law with top senate republican mitch mcconnell. >> i've never been more optimistic about america in my whole career. >> reporter: his agenda could be tested this year with republicans taking over the majority in the house when the new congress begins tomorrow. before the divided congress can start its work, leader kevin mccarthy must rangle his divided caucus' support for his house speaker bid. >> there is no alternative to kevin. he clearly is our choice broadly, and he's earned it. he's earned it over more than a decade of incredible hard work in leadership. >> reporter: whoever wins the speakership will also have to decide what to do with incoming house gop freshman george santos. the new york republican recently admitted he lied about his work experience, education, as well as personal background while running for office. >> this is a decision, whether

he resigns or stays, that needs to be made between he and the voters who elected him. >> reporter: there's also a shakeup among the house democrats with long-serving leaders nancy pelosi, steny yer, and jamrotheir previous roles in leadership. >> i think each of us made an individual decision the timing was right. >> reporter: hoyer plans to advise the new generation of house democrat caucus leaders. another big question is whether president biden will actually run for re-election come 2024. he signaled that he would, but an official announcement of some kind is expected early this year. back to you. >> we'll see. jarred hill in new york. thanks. breaking news -- actor jeremy renner is in critical but stable condition after a weather-related accident. a representative for the 51-year-old says he's being treated for injuries sustained yesterday while plowing snow. renner has a home in nevada, but it's unclear where he was hurt. the "avengers" actor is starring

in the paramount plus series "mayor of kingstown." paramount plus and cbs are part of paramount global. authorities in new york city are reportedly investigating whether a man accused of attacking three police officers with a machete was inspired by radical islamic extremism accord to a law enforcement official who spoke with the "associated press." investigators say the 19-year-old suspect from maine struck two of the officers with a machete on new year's eve before an officer shot him in the shoulder. it happened just outside the times square high-security zone where people were screened for weapons. the officers are expected to recover from their injuries. the suspect is believed of to -- believed to have acted alone. meanwhile, the man suspected of killing four university of idaho students plans to waive his extradition hearing back to idaho. 28-year-old bryan kohberger was arrested friday at his parents' home in pennsylvania. the students were found stabbed to death at an off-campus house

in november. kohberger's family issued a statement yesterday saying they are praying for the victims' families. now to the war in ukraine. the new year is not bringing with it any rest for battle-weary soldiers. overnight russian strikes on kyiv continued knocking out power and causing a lot of -- a loss of heating in the midst of winter. ian lee has a look at the fighting. >> reporter: russia wasn't going to let ukraine end 2022 in peace. this man stands next to the body of his dead wife in kyiv. their house destroyed by a russian strike. [ speaking non-english ] this woman says she and her husband were knocked unconscious byxpon, th woke as more shook thr od. russia launched exploding drones. this one shot down reads "happy new year." [ chants ] in an address to the nation, russian president vladimir putin justified his invasion while toasting his troops.

"this has been a year of difficult, necessary decisions of crucial steps toward russia's full sovereignty," he says. ukrainian troops on the front returned russia's tidings in their own way. the country seemed to stand still as president volodymyr zelenskyy gave his new year's eve address. he praised the nation's resilience while accusing putin of being in league with satan. "they call themselves christians," he says, "they are for the devil." as darkness fell, explosions once again echoed across kyi n.terevele gathe "i wish that there were no rockets and basements, i the to -- i want to be happy and for ukraine to be beautiful" says this 10-year-old. shortly after midnight, air raid sirens rang in the new year only to be replaced by defiant cries,

a sticky situation at new york a sticky situation at new york's jfk international airport. the tsa arrested a rhode island man after he allegedly attempted to sneak gun parts hidden in peanut butter jars past security. it happened last month. the tsa called it a not-so-smooth smuggling attempt. brazil inaugurates its new president, and north korea's latest nuclear ambitions. those are some of the headlines on the "morning newsstand." "reuters" reports north korean leader kim jong-un ordered the development of new intercontinental ballistic missiles and a bigger nuclear arsenal, according to state media. kim appeared at a ceremony on new year's eve to celebrate new rockets and congratulate the workers who made them. north korea fired a short-range ballistic missile off its east coast yesterday. on saturday it launched three missiles capping a year marked by a record number of missile tests.

"the new york times" says lula da silva was sworn in as president of brazil. he received the presidential sash during yesterday's inauguration ceremony. a return to power for the leader who previously served as president before being sentenced to prison in 2017 on corruption charges. the convictions were later overturned. he defeated far-right incumbent jair bolsonaro in october's election. bolsonaro left brazil for the u.s. on friday after refusing to concede defeat. the "los angeles times" reports on the death of singer anita pointer. a member of the grammy-w group the pointer sisters. ♪ i know we can make it work ♪ >> her publicist said shsiederse in the 1970s and '80s with such

domestically. thousands of new york city nurses may avoid a major strike after a tentative deal was reached. plus, history made by elon musk but not in a good way. courtney kealy has today's cbs "money watch" report. >> reporter: wall street is closed to for the new year's federal holiday. stocks were down on friday. the dow dropped by 73 points. the nasdaq fell by 11 points. the s&p 500 by nine. nurses at new york city's presbyterian hospital have reached a tentative contract agreement to avoid a strike. approximately 12,000 other nurses at seven other city hospitals are moving forward with their intention to strike on january 9th. it's part of a growing trend by unions threatening to strikes to improve working conditions. talk about big losses -- elon musk has become the first person in history to lose $200 billion. his net worth plummeted from its peak of $340 billion in

here's a look at the forecast in some cities around the country. ♪ the new year is seeing some new state and federal laws taking effect. nearly half of states in the u.s. are seeing an increase to their minimum wage. 20 states saw an increase go into effect yesterday. washington, d.c., continues to have america's highest minimum wage reaching $16.50 with another bump up to $17 expected in july. another major change is the new price cap on insulin for those enrolled in medicare. the lifesaving drug is now

confidence and improve troubleshooting skills. >> especially if they have trouble reaching their resolutions, you can help them figure out how to adapt and persevere in order to reach their goals. >> reporter: some americans are from the academy of pediatrics for preschoolers cleaning up toys by putting them where they belong or trying new foods, especially different colors of vegetables. for kids 5 to 12, drinking water every day and keeping soda and fruit drinks only for special times or trying to find a new physical activity or sport. and doing it at least three times a week. for teens, trying to get eight to ten hours of sleep and resisting peer pressure to try cigarettes, e-cigarettes, drugs or alcohol. >> try to encourage sticking to your goals. make sure to write them down so they're physically visible. also making sure that they're achievable. >> reporter: these sisters are hopeful. >> i think we can with the motivation of our parents, we can stick th >> get through it together. >> reporter: setting goals and bonding as a family. bradley blackburn, cbs news.
