news bay area. >> good evening everybody, i'm reed cowan in for sara donchey. a powerful atmospheric river is barreling toward the bay area. it is expected to hit tomorrow afternoon and we know a lot of you are scrambling to fill up sandbags and prepare the damage from the last round of damage. we are bringing in paul heggen with first alert weather. what are we expecting? >> we are expecting two rounds of rain. the first of which arrives in the morning. that will not be as intense as what arrive ins the afternoon. take a look at the hour by hour rain chances. it will rain on the morning commute. be prepared and things will be sloppy on the roads. if you have the option to work from home, exercise that option. a little break in the action from late morning into early afternoon. scattered showers and another wave of more widespread and heavier rain accompanied by gustier winds. both ends of the commutes will be a mess. this is a level three on the one to five scale. it is a moderate

strength atmospheric river overall. but that brings both term drought perspective. the problem is it is falling on ground that is already saturated. also the hazards of flooding, potentially widespread flooding and wind damage. so let's talk about the flood threat. the flood watch goes into effect late tonight. a flood warning in effect in guerneville. a high wind warning is in effect from 4:00 a.m. tomorrow to 10:00 a.m. thursday. sustained winds of 20 to 30 miles per hour. but gusts up to 50 miles an hour with some potentially 60 to 70 mile-per-hour gusts on top of the peaks and along the coast. the tree roots cannot grip the saturated soils so we are looking at all manner of hazards throughout the day. i will track it hour by hour

coming up in the full forecast in a few minutes. >> thanks paul. literally a river over our heads will come down on us. so listen to our friends in san jose and san mateo. your leaders have declared a local state of emergency. in san jose, they are taking things one step further. this evening the first evacuation order to report and this one is for unhoused people living along the creeks. the word to them, get out now. do it immediately to save your lives. the city is giving out a phone number if you need shelter. rivers and creeks are running high in the south bay. and, the city says people on the river beds, you are in real danger. now as to where to go, the city has about 80 emergency beds set up at roosevelt community center. right now,

neighborhoods near the penatencia creek county park are on flood alert and there is concern for those of you living near cross creek and the guadeloupe river. it is very likely flooding will happen again. flood evacuation warnings haven be issued for several communities in the santa cruz mountains. so that county is encouraging you to just leave now. get out. because you never know when your next exit route could suddenly be blocked by a landslide. we sent devin fehely out to boulder creek and it is a mess. >> reporter: this mud is cascading down the hill at boulder creek. he has spent several days digging out and is fearful of the damage this next

storm might bring. >> it is certainly the concern is that is going to go a little bit further. the slide here. the county geology people said they are not worry about our house. we are still a little worried about the house. >> reporter: all the mud and debris from the slide headed straight downhill pointed like an arrow at erin jones' home. >> it started draining in our house which is below the road in between the road and the river. >> reporter: the jones' home is in a vice squeezed between the mud slide and a rising river. but nor now, erin and her husband say they are staying put. >> there is a tree cracked up and aimed at your house. and i probably move out of the house, but if there was significant mud movement. >> reporter: the joneses plan to add sandbags to their home. small insurance against mother nature's wrath. >> we live in a tree house. i

open the door and i don't usually hear construction like this. i hear the river. i hear the bird. >> devin fehely with that report. you heard him talk about sandbags. a lot of you scrabbled to get them today. but many cities are running short in sandbags. san mateo, san leandro. at lest check they were all out. we were there. we saw many of you disappointed to find no sand signs. this pleasanton city building. they have given out 2300 sandbags since friday. for now, they are out but they promise to have more tomorrow. >> i have a little water comes in during the big storms. i heard there were free sandbags over here. >> some of you in walnut creek

and novato were luckier. we saw many of you helping each other out shoveling sandbags. many cities are limiting them to five and bags each. no sandbags in the city of san francisco. that's concerning because thousands of you saw major flooding problems new year's eve especially in the low lying areas. bet yu talked to many of you who were concerned about more damage. >> reporter: as you can see, many residents are not taking chances with this storm. this family says it went to great lengths to secure the sandbags. this home on marina boulevard is still drying out from the new year's eve storm. the family returned from a holiday trip on monday to find their entire bottom floor including their garage and car flooded. the force of the water was so strong it knocked their garage door off its track. wednesday's storm is expected to be even

more powerful. >> we are very worried about it. we spent all day putting sandbags in the garage. >> reporter: he said he waited two hours for five sandbags on tuesday at the department of public works. he and his wife denise filled up more empty bags with sand throughout the day. the city has given out 10,000 fre sandbags. workers had to devil tell people they ran out. >> knowing we have been through this before. knowing we had to rip out the floors and we whether have to do that again this year, probably redo the sheet rock. it's difficult. >> we had a similar flood just last october. >> reporter: on tuesday, we saw several people waiting to buy storm supplies at frederick son hardway. they will have extra workers staffed around the

wheel. >> i am at a loss of words now. i hope that they will be okay. >> reporter: the pictures of a white tesla crushed 250 feet down at the bottom of devil's slide in northern california are shocking enough. as is word the four people inside somehow survived the monday morning crash. ided as the patel family of pasadena. mom, dad, and two children ages four and seven are seen here in facebook posts but even more shocking to neighbors is news the driver, 42-year-old darmash patel has been arrested on suspicion of attempted murder and child abuse. roger numar lives two houses away. >> they moveed in five years ago and they are the tweetest sweetest couple. >> reporter: they spoke glowingly. providence medical center is deeply saddened to

learn of a traffic incident involving one of our physicians and his family. we will not respond further as this incident is under investigation. rescuers repelled down and pulled two adults and to children from the wreck. the kids miraculously on hurt. the adult withs non-life threatening injuries. then tuesday, the california highway patrol announced patel was under arrest saying investigators developed probable cause to believe the incident was an intentional act. an unbelievable conclusion to those who know the patels. >> i'm stunned by it. because you don't think about what could happen on a day-to-day basis with neighbors and family and friends and this is shocking and i just hope my heart goes out to the family and i know everybody on this block will come out and support everybody in the patel family to get through this. let's take a live look at our bay area bridges. tomorrow,

drivers you are urged to stay off the road between at least 2:00 p.m. and 9:00 p.m. the storm is expected to be the most intense between 2:00 to 9:00. time is running out to get ready for that powerful storm but we have last minute advice from noaa. the agency says pack a go bag in case you need to evacuate quickly. have extra food and medication inside that bag and left in your home as well. also, get your insurance policies out. put them in a waterproof container in that bag. make sure you have that handy and take photos of each room in your home if you are asked to evacuate. you'll have all of that on hand. paul heggen, this is serious. >> yeah, the problem is that it is not going to be a remarkably strong atmospheric river. it is just going to be falling onto already saturated soil as we had all the flooding issues on saturday. and we are not done. we talk ability these atmospheric rivers. they are narrow channels in the

atmosphere that move water vapor. a ton of water vapor. transported through the atmosphere over our heads. some of it falls as rain but a lot of it stays elevated in the atmosphere. it is equivalent to the amount of water that flows to the mouth of the mississippi river as it enters the gulf of mexico. that is a lot of water. and again, some of it gets dropped on us so it can result in flooding and wind damage. but they are also responsible for bringing much needed rain and snowfall to much of california. a lot of our precipitation falls in association with these atmospheric rivers. the problem is that we are getting them back to back to back with even more in the forecast as we head through the next seven days. let's take a look at the futurecast. it shows the first wave of rain moving on shore a few hours before the sun comes up. it will be sloppy. it is already going to be breezy. that takes a little bit of a break from late morning to early afternoon. scattered showers but it is not going to be widespread. the heavier rain will move on shore by mid to

late afternoon and by 5:00, it will be raining by most of the bay area. this is one of those cold fronts. that will be the heaviest rain and the gustiest winds. this is a more intense atmospheric river than what we had on saturday but not as long a duration event. the fact it will move through more quickly. hopefully will help us out. once the heaviest rain moves through, we will have lingering showers and a couple of thunderstorms wednesday night into the beginning of the day on thursday. finally, after about midday, we start to dry out the atmosphere across the bay. on the low end, we are talking an inch to an inch-and-a-half of total moisture being accumulated by the futurecast computers. none of these numbers are perfect. these are forecast models we use for guidance. not gospel. on a widespread basis, an inch-and-a-half to three plus inches of rain indicated by the forecast model for the higher elevations in the north bay. i would double that number essentially. six to eight

inches of rain looks more likely for the ls arnot t. b chce oftobegin the day tomorrow. 20 to 30 mile-an-hour gusts. 40 mile-an-hour gusts along the coast. and then most intense winds are going to ramp up as that most intense rain band move ins. early afternoon, forecast model data indicating some 60 plus mile an hour gusts. 30 to 40. 40 to 50 mile-an-hour gusts possible to do plenty of wind damage. it is going to be blustery out there through early thursday morning. on our atmospheric river scale, you can see we are not done. the one we had over the weekend was a moderate to strong atmospheric river. this one is stronger but not as long-lived. another one is going to head our way this weekend with another moderate to strong atmospheric river in store as we head into early next week. right now, well, we are still waiting for everything to arrive. temperatures in the 40s and the 50s . we will track down to the 40s area wide. in the break in the action,

temperatures will warm up in the mid to upper 50s and low 6 0z. that is not going to be the major feature of the forecast. just want to give you an idea of what to expect. we will see the additional rain head in. likely to highlight those days as first alert days as well. with more rain in the forecast, each subsequent round of rain heightens the flooding concerns. sports is coming up next. the golden state warriors hot right now. looking for six straight wins. they had the day off. but we will discuss klay thompson's big night. plus, the san francisco giants front offense losing a very, very familiar face. sports is next. still ahead, it is like the travel fiasco never ends. why

tonight, actor jeremy renner is recovering after a horrific snowplow accident. he looks pretty beat up. but he says he is okay. he went onto say i'm quote too messed up to type. that's all he could get out. but he thanked everybody for their kind words and

prayers. deputies in nevada say renner was helping a family member whose car was stuck in the snow sunday morning. when suddenly, he was run over by his hone snowplow after it started to roll forward. it is not just a plow. it is a huge, almost looks like a cat. he was attempting to stop it as it rolled back. on the travel front, southwest passengers are still facing problems following the epic holiday meltdown. according to flight aware, about 43% of southwest flights were delayed today. but, now, southwest is blaming some of the issues on ibm's weather data outage. right now, it is unclear how many of those delays were connected to this outage. one more update coming up on our first alert weather day tomorrow. i will let you know everything you

welcome back. we are talk about the monster storm on the way. paul, what are the thoughts we should leave people with? >> be prepared for the rain and the wind. both of those threats will be with us in the morning. it will just be light to moderate rain. that rain is not going to be the main event. the heavy rain and strongest winds roll in late afternoon and evening. if you have the option to work from home tomorrow, exercise that option. you really don't want to be on the roads late afternoon into the evening hours on wednesday. prepare for possible flooding and power outages so we have

that go bag ready to go in case you do live in a flood prone area. sign up for your county's emergency alerts and charge up your devices tonight. because some of the power outages could be long-lived. we are talking gusty winds that will last for a while. the high potential of power outages. gusts up to 50 miles an hour will put a lot of strain on the power grid and flood willing be a concern not just urban flooding but also, stream and river flooding. this is the flood chart for the russian river in guerneville. a flood warning is already in effect because of the rapid rise anticipated for the water levels. from tomorrow afternoon to its crest thursday afternoon as the water flows in, talking about the potential for moderate flooding for the russian river in guerneville and more flood warnings being issued as the system drops. from an inch-and-a-half to three inches of rain for all of us. adding up six to eight inches of rain and a fairly short amount of time. then, there are
