4:30 am
from cbs news bay area, this is the morning edition. welcome back to a special edition of kpix at 4:30. slamming the bay area with heavy rain and strong winds and the governor has declared a state of emergency . right now, live team covered with everything you need to know. jocelyn moran is live in san francisco. justin andrews is in san anselmo. first, we have meteorologist darren peck with a closer look at why we called
4:31 am
a first alert weather day . obviously, a lot of weather going on. >> you know what the biggest impact was? the wind. even though we are not done with the storm, the aspects of the wind will start giving us a little bit of a break. there is still rain to get through this morning and to the timing of the rain will bring it ahead right into the morning commute. if we look at the first alert doppler, organized line shower off the coast and that comes across the bay area right through the heart of the morning commute. this will have a slightly different nature to it then last night playing and this is not going to be as widespread and steady as it was, but it will be a little bit more short-lived, but it will have a briefer burst of intensity with it. we will see isolated thunderstorms come through with this one as it marches its way right across the heart of the bay, then keep scattered showers going through the late morning. by the time we get to the early afternoon , these showers will turn off. we are done with the wind warning
4:32 am
, but there is still a wind advisory in the mountains for today. that is where we will seek gusts up to 50 or 60 miles an hour until we get through the late morning, but that will be confined to the mountains. we are not going to seek gusts that strong where we all live today, except for that line of thunderstorm coming through and you have a brief return of some wind , but it's not going to be the widespread kind of tree blowdown scenario that we had . we will pick up about half an inch of rain from today's system. or and is coming up in the next visit with you . let's get over to gianna. queuing up with six services this morning and it's quiet. not seeing a ton of cars out there, so that is a good news. as the money commute gets busier and busier as the morning progresses, we will definitely see things changing. if you see any bay area bridges, be cautious as you work your way anywhere through the bay area because of the debris or things you might run up on pretty quickly from
4:33 am
yesterday storm. golden gate bridge is looking okay and no major delays or issues here. at the bay bridge, another hour or hour 15 minutes, so you will be moving pretty steady across the been . keeping an eye on troubled times and if anyone is getting an early start, probably a good idea, since the rain will settle in over some of our busier hours during the commute as the morning progresses. check public transit this morning. angel island ferry also canceled once again today. no service. all on time so far and quite early for things to be running. we did have a full freeway closure on five -- 580. the has been clear. everything is moving along here. eddie is looking good, as well, so you have both of those options if you're commuting around that area. if you are taking highway 1 this morning , that right way is closed and you come up on it pretty quickly. it is kind of hard to see at first and they do have flares set up due to mud, debris and a tree in the
4:34 am
roadway. amanda., chief of emergency services they are watching a series of storms coming in the next week. one of the things they will be watching closely is the potential for downed trees. >> we are moving from extreme drought to extreme flood. what that means is that a lot of our trees are stressed after three years of intensive drought . the ground is saturated and there is a significant chance of downed trees that will create significant problems and potentially flooding problems. potentially power problems. that is the signature of this particular event. >> it is not just trees. the gas station completely fell over on its side yesterday. jocelyn moran is out with more on this . jocelyn, what else are you seeing out there? >> reporter: amanda, along the peninsula and i'm sure you in the east bay, we experience high winds that was all night and yesterday, we saw that, as
4:35 am
well. we are seeing the aftermath of that, so this is one of the most significant damages we are seeing in the bay area. step aside so you can see it here. this is the valero gas station in south san francisco. where the caught the roof of the gas station or canopy, it fell over here on to some of the gas pumping stations, so you can see the significant damage at one of those gas pumping stations you are seeing on your screen right now. obviously, this created a lot of shock as the polar driving by. this was one of the initial reactions after the gas station came down. >> bro. >> reporter: an appropriate reaction, so a lot of people are driving by and this is a busy street . you can imagine the reaction and shock as people were driving by and seeing all of this. now, driving through 280 to get here this morning, we are seeing some of those high winds and we are seeing that right
4:36 am
now, so want to be careful out on the roads there. reversing tree limbs out on the roads, as well. definitely want to be careful out there. >> definitely be careful. a lot of damage as the sun comes up. jocelyn, thanks. in san francisco, public works have run out of sandbags. they have been rationing them to only five per person, but look at all of these cars waiting to pick them up in the bayview. this was before the downpour began yesterday afternoon. it was a line of cars in the area. public works says that delivery of more bags has been delayed , so they shut down distribution and it's going to reopen at 6:00 today with limited supply. flooding has also affected several businesses . we have seen a lot of businesses coming to our newsroom and throughout the bay area. have been preparing their storefront for the latest atmospheric storm. justin andrews is live this morning and a lot of businesses were concerned about the rising water levels at the creek in
4:37 am
that area. >> reporter: at 4:00, i was telling you about the fear of flooding for these businesses and i'm able to show you how they are preparing. we see these flood laws that have been built and many of them are wooden. some are metal and they also have the sandbags. this is something we are seeing up and down the street here in downtown, because people are preparing these businesses don't want to be floodwaters to come into their businesses yet again . there are dozens of businesses preparing for the worst by building these wooden and metal flood walls all around their entrance doors and even adding those sandbags. based on years passed, fear for these business owners is how fast the creeks can swell here. this is one of the creeks i am talking about. san anselmo creek, which runs behind a business here in downtown san anselmo. the flows are pretty consistent this morning and it does look like the waters there along the creek are raging at this point, but you can see that there are sandbags and
4:38 am
flood walls all around this block here, so these businesses are preparing for the worst, but hoping for the best. i will send it back to you. >> hopefully those businesses will work and help them. in san jose, man is recovering after slipping and falling into a creek. city officials have been one people, especially the unhoused living your water to stay away due to high floodwaters . reporter len ramirez has the dramatic rescue. >> reporter: rescuer search for the man who had fallen into los gatos creek when they spotted him , they threw him a lifeline and pulled him to safety. it happened just below the baskin street bridge where the banks of the creek are steep and dangerous. the man was apparently exhaust it from his
4:39 am
time in the frigid water and was helped to his feet is and has a firefighter. the man's girlfriend said he was trying to retrieve some belongings from their camp near the river bank when he slipped and fell in. first responders took only a few minutes to bring him to safety . >> how are you doing, sir? what happened? what happened? >> slipped and fell. >> heavy rain and gusty winds have been lashing the bay. san mateo county coastal areas and trees are cresting down. south moss beach with the latest on the damage there. it looks like a lot of downed trees there. >> reporter: good morning. you are absolutely right. take a
4:40 am
look at what we are seeing here. this is a huge side of the tree. you can see the roots coming out. this is taller than me over six feet and an impressive site it is as the street went all the way down blocking and knocked down lines. our reporter was there yesterday and says they were able to cut. look at how we are guessing this to be about six feet tall , just a sight to see here. one of the damages we have already witnessed from the storm and we want to point out that right now is relatively calm. the winds aren't as strong as they have been. it is not raining, so the folks are getting a bit of a break, but no power available as we are coming into this intersection. the traffic lights were gone, so a lot of folks will be dealing with this morning as the sun comes up without power. of course, having to deal with sites like
4:41 am
this. we will monitor the situation and trying to catch up with some of the neighbors and get a better sense of what they are dealing with. back to you. >> thanks so much for a look at that. storm videos are pouring into the newsroom from all over the bay and we are seeing lots of rain and wind and even some people trying to keep some good humor through all of this. a viewer share this video with us and appears to be a transformer sparking in san rafael. it was going on like that for a good 10 to 15 seconds. there was a shelter in place due to high-voltage power lines being down and that has been lifted. the wind is whipping through wine country and this is video from sonoma coast vineyard in sonoma county. the elevation is about 2000 feet in that area with the rain blowing sideways. look at that. this was posted by bare area state of mind. it shows what a mess it was to cross the bay bridge last night. it was shot on a
4:42 am
minibus and it shows the poor visibility and backup their that vehicles faced during that afternoon commute when the rain really started coming down, then there is this. a lot of us have to worry about taking a dog on a walk in this weather. depending on your dock it can be an unpleasant tax. it does this picture from san ramon. he is looking ready for whatever might come in his little raincoat. we know you've got a lot of good pictures and videos from the storm and yesterday and maybe even this morning. if

4:47 am
>> we started to see the rain and winds intensify. that increase and we expect did originally some significant rainfall to be a little bit more widespread and be our primary concern, but that shifted to more wind related incidents. we saw steady increase and trees down and the power lines. apartment complex, vehicles, uprooting and breaking waterlines, so quickly shifted from our focus being our swift water rescue teams being ready to go to just rapidly deploying resources from our public works and street crews to our fire department resources and police department all across the city. we started hearing the wind and storm related incidents starting out at the coast and pushing through west county and it almost seemed to spit out into the santa rosa valley. it didn't sound like a lot of activity to the far north or eastern sonoma county,
4:48 am
but it seemed to push into the russian river area into santa rosa and to pretty significant amount of damage. >> was there anything that happened in the storm last night that surprised her team? >> the winds. they caught us a little offguard. we do see some potential for them to be damaging, which is where we ask residents to limit their trouble. we saw the first tree come down onto highway 12 and blocked two lanes of traffic during our peak hours, so that was a shortell sign and we used that as a mechanism to do a lot of outreach to our community about why we need them to stay off the road. it did seem like the traffic light and as the evening and i pushed on . hopefully that was because the residence heeded the warning, but that will see sunlight breaks and hasn't been checked on or spotted and what today brings as far as additional rainfall and light wind. >> we have to go, what advice
4:49 am
do you have for people? people need to get to work and get their kids to school. what advice do you have for people who need to step out of their home? >> directly for you and take your properties. making sure you removed all the debris from overnight and do your best to clean it up. that debris could lead to damage and flooding in the coming days with the storms we are expecting. >> paul from the santa rosa fire department, thanks so much. >> k darren, lots going on. obviously, departments are working and trying to clear up what they can before more is on the way. >> that is the main concern with this morning. whatever you have to do today if you have to get on the road, be prepared. you will probably encounter some debris. it is still dark outside . we haven't had a chance to get out and assess how much damage the wind caused last night entirely , so be prepared to slow down for that. other than that, we are through with the worst of the storm .
4:50 am
having said that, we are not done completely, because there is more rain coming. possibility for isolated thunderstorms and it will be on the morning commute. if we look at the first alert doppler, shower sitting off the coast and we can take that line and forget across the bay. it shows that primarily through the 7:00 hour, which will in see across the derby. scattered showers to the late morning and early afternoon . none of this is terribly intense, except for the occasional downpour that might come along with the isolated thunderstorms . once we get into the early afternoon, we will get a break. really give it about 4:00, we the only pick up about another quarter of an inch of rain from this part of the storm, so not a lot of rain to go with this. there is some flood watch for obvious reasons and we have seen a lot of rises on the tributary streams and creeks.
4:51 am
there is some look like street flooding out there and gianna will have more on that. if you want to get localized, watershed is under a flood warning, which will be coming over the next several days. that will be a bigger factor on sunday. as the next series of storms gets here and there is the next series of storms coming, which is what i want to look at with you in the next visit. we'll talk about when to expect the next line of showers for saturday, sunday, monday and tuesday. i will show you what they look like coming up in a few minutes. here is your seven-day forecast. you can see that it will be busy going through saturday into tuesday. for now, gianna has a drive look this morning. >> it is still quite early from when we will see a lot more vehicles on the roadway and more volume, but one thing you do want to keep in mind as we hit the road ways is to keep your eyes peeled for any debris that may have happened from the storm and it is a little bit windy, so if you are traveling in those larger more high-profile vehicles, be
4:52 am
cautious on the freeways. the rain will start settling and once again, especially during the peak hours of morning commute, so will be dealing with slick surfaces and i want to show you the radar over my traffic maps and you can see that it might be a little slick in some spots, especially in south san jose. north 101, one lane is blocked, so that certainly can slow traffic down through there. closure in effect, as well , in the south bay. another closure on calaveras road, which is in both directions, as well. from filter to oak ridge road. plan for that this morning. i want to show you the interchange, but the camera is not working. travel time is looking pretty good. more storm coverage ahead, but check out these waves of slamming into the seawall in pacifica. people are getting a double dose of drenching while it looks little intense. the neighbors say they can't get enough of. >> it is so beautiful out here even though it's dangerous to be near the waves.
