ra ntinues r whppre is darren peck. what i want to do in this visit is to show you that there is a lot more to discuss over the next few days. but since we have a long night ahead, here is some perspective. we have already started to see light rain move in over the bay. pretty much everywhere is getting light rain. if we put it into futurecast, i am just going to let this play slow-motion from now through the evening. i will call out the hours. there is 1:00 a.m. here's 2:00 a.m. i will stop it at 3:00 a.m. because that is the main center of this. everybody at 3:00 a.m. is getting noticeable heavy rain. it is the most widespread. this is kind of like the height of the evening in terms of the ability of the storm to get rain everywhere. it is also when the wind is the strongest. but we will play this forward. there is 5:00 a.m., there is 6:00 a.m. we will stop by 6: 30. by that point the north bay

starts to see the rain turn off. everybody else is still in it. we are right in the monday morning commute here in the city, peninsula, south bay, you are getting fairly widespread rain. by that point you will have gotten enough that is accumulated on the roadways. i will let it go until this point. that is a: 30. that brings a close to this wave, and from that point on it is not going to rain. but we are not done, because there is another side of the storm that comes in late tomorrow night into tuesday rn show you that. we haven't even talked about the wind yet. the wind is a significant concern within the nine hours we just looked at. we are going to start with that when i come back again in the next visit. for now, guys, back to you. governor gavin newsom requested a presidential emergency declaration to help the state get through the severe series of storms. the federal government's experience with weather events can fill gaps for this state, which is more used to responding to fires and earthquakes. >> what we are asking for from

the feds is somewhat unique in this respect. it is more analogous to what you would see with a hurricane. there is anticipatory framework. so we laid the foundation of that in the conversations with the chief of staff, that because of the sophistication now and the bottling, the deeper understanding of these atmospheric rivers, our own addition in addition to the federal research that has been done, the collective wisdom is that we know what's coming. >> newsom also telling californians that they should just be smart, take the storm seriously, stay safe and make necessary preparations and limit all nonessential travel. the poster child for flooding in the bay area is the russian river, and as the forecast rises above flood stage in forestville, a woman who lives by one of the feeder creeks is already feeling the impact. >> you put down the sandbags. we thought that would be as bad as it gets, and it was just a matter of grabbing the most important things before it filled up. because we knew the water wasn't going to stop.

>> water rushed down the hillside, filling her home with water in 30 minutes. more more people are going to emergency shelters to see out the storms. >> betty yu went to one of the shelters to see how people are coping. >> reporter: about 30 people are staying here at the sonoma county fairgrounds in santa rosa. we met one mother who came here after her entire current bill apartment building lost power on wednesday. >> i had to pack my clothes and go back and forth to change up my bag. >> reporter: judith curtis said that she was looking for somewhere safe and warm. >> and just to save my savings, to not waste it on a motel if i don't have to. if i stay in a motel a couple nights, it is kind of like, no. i am saving. >> reporter: she was thankful for the free food, a cot and a roof over her head. >> i used to live in my car long time ago. i know what it

is like. you can always get worse! that is what i tell people. be thankful for what you have. >> reporter: christine sullivan doesn't have much. she was sleeping on her truck bed when the storm hit, but the red cross gave her pajamas and food at the county emergency shelter. >> the water came in and destroyed the back of my truck. now i don't have a place to stay, so now i am here. >> reporter: the shelter is also pet friendly and staff members helped residents with resources to recover from the storm. on sunday, gavin newsom said that his office is in constant communication with the white house to get the full support of the federal government in preparation for this week's storm. the most intense conditions are expected in the next 48 hours. >> half a foot of water, you are off your feet. half a foot of water, you are losing control of your vehicle. we are seeing people go around these detours because they don't see any obstacles. they think everything is fine. putting their lives at risk or putting the lives of first responders at risk. so it is really important that people are mindful, and again, just use

their common sense. >> i just hope that the car comes back on, because i like being in my house. >> one guy who likes fixing water damage for a living says that you have to do it right. >> some materials already absorbed too much water and they are either spongy and falling apart or brittle, or you have to replace it. if you have black mold, it has to go. no if's, and's or but's . if it is opened up to the vicinity of black mold, you have to spray the entire area to make sure that no spores start to spread even further. >> he says that you usually need to replace the drywall up to a foot above the highest level reached by the water. >> strong winds and power outages in the valley are keeping your words reservation

canceled and refunded. sonoma county has closed most closed since last wednesday. many are dealing with flooding, fallen trees, blocked roadways and power outages. you can find a list of closed schools on our website, kpix.com. heavy rain and winds are knocking power out across the bay area. this is a live pg&e outage map , which shows were more than 6000 customers of lost electricity. with more than half of them in the north bay, pg&e says they are bracing for more blackouts as the next storm moves in. >> we are pre-deploying cruise right now based on these forecast models. we can have both resources and crews available in areas that will be the hardest-hit so that we can get customers back up safely and as quickly as possible. >> if you see downed power lines, work crews say to stay

welcome back on this sunday night. sacramento has been hit hard as well by all the rain. they are worried about flooding in the overnight hours. you can see the level of damage they got last night and today. this is sacramento. trees are down, almost cut cars in half in some places. utility lines went down, and that cut off power to neighborhoods. >> the head of the california office of emergency services had a warning for drivers tomorrow. >> water rises quickly, water cuts out evacuation routes. a car can float in 12 inches of

water. so it is extremely important that you >>carnatl guard is rdy to respond across the state with a doze high water vehicles and three rescue helicopters on standby. >> that must mean there is one on the way. darren will set all that out for us tonight. i want to look at the storm and the big picture. it is weird the way this is going to play out. we have all that rain we looked at a moment ago, then tomorrow it is blue sky and you think we are done, but we are not. tuesday, a whole different character of the storm will come through and we will see perhaps some of the most impressive rain in terms of maybe thunderstorms on tuesday morning. first, there is a big picture on the storm, but let's go even bigger. if we trace that we can kind of see the structure on satellite, but we really see it when we put it into the water vapor, and that is what is feeling this. this is another fairly strong atmospheric river, which is why the rain tonight will be so persistent and long-lasting. and it will also be an

important factor in determining where the highest flood risk will be be you get thes terms you, if miled dothe fi hoses pointed , you have to reorient your thinking in terms of where the greatest flood risk is. so i just brought us ahead to tomorrow at 9: 30. remember how we looked at this at the top? it rains pretty continuously from now until 8: 30 and we get up break at home. but now it is going south. the santa cruz mountains will get a higher degree of concern here when we get into tomorrow. the san lorenzo river that goes through the santa cruz mountains is maybe a higher flood priority now that was yesterday. so that goes to big sur. we are going to see pictures of likely causes for highway 1 to close. this is the kind of storm that does close rockslides on big sur. but here at home here is the next phase of the storm. so throughout the day on monday we get blue sky, then on tuesday morning this ominous come a weird -looking arc shows up! this is the

leading edge. this is the front that will come through at the center of the storm driving all this. that is where you get thunderstorms. that is going to sweep across the in t e sierra there is when this explosion of snowfall. that will be the most impressive part of the snow in the sierra the whole two days! it isthe energy. but back at home the thunderstorms will keep going through tuesday. this is where you don't get the widespread, steady, continuous rain like what we have tonight. the real flooding concern kind of rain. this is going to be more brief downpours that will add to any issues. you will get gusty winds in the vicinity and it will stay that way on and off again through tuesday. let's talk about rainfall totals. for the first phase tonight where it rains from now through 8:00 in the morning, we pick up about an inch and a half for most locations. this is enough that we are into the prime flood concerns for streams and

creeks and roads tomorrow morning. be careful when you get out on the roadways and watch for water where you can't tell how deep it is. but tuesday's rain as another half inch or inch on top of all that. here is the wind. the prime time for this will be in about the next six hours. right here between 2:00 a.m. and 5:00 a.m., the intensity of the wind will pick up. look at the coast. those are 60 miles per hour gusts for pescadero, then even in the heart of the bay, look at san mateo with 50-mile-per-hour gusts. one of the leading causes of damage , loss of life, problems has been downed trees over the last three storms. there is no reason to think that this one is any different. so we are likely going to be hearing more about that tomorrow and hopefully not experiencing it personally. a downed tree blocks roadways . it can go into homes and businesses. the primary concern will come under cover of darkness tonight where

we get 50-mile-per-hour wind gusts. the flood watch goes until 4:00 on tuesday, but as we go through this over the next several hours, the flood watch will get more detail. there will be places where we pull out of that map which then get elevated to a flood warning. so likely some of the places we were already talking about, up on the russian river, san lorenzo, down in the santa cruz mountains and some of the streams and creeks on the south side of the santa clara valley. that is why the coverage tomorrow, we are going to be covering this all day tomorrow, whether we are live on kpix 5 , kbcw or the stream. as this flood watches get issued, we will have them for you. so you can find us there and we will have it step by step as we go through this. but it is two days of first alert weather. we do get a much needed break on wednesday and thursday, then there is another system coming our way on saturday and sunday. >> what do saturday and sunday look like? does it look like another big deal or do we not know yet? >> it looks like a moderate storm. we will get that one

the theme that will not go away tonight. there is a lot to cover. in sonoma county, a massive tree has fallen and the debris around it shut down a main road in forestville. it is one of the main roads connecting healdsburg and forest hills. residents are still worried. it is one of several areas impacted by downed trees, like this one in castro valley. in this case, neighbors were amazed that no one was killed, thank god. here

is laurel thompson. >> reporter: a massive eucalyptus tree fell on top of this house behind me, crushing part of the house and a car in front of it and taking down a power line in its path. this happened at about 4:00 p.m. on saturday amid high winds and some rain. take a look at this damage here. the tree ripped off the gutter to the house, and we can see extensive damage, even across the street to a fence on the other side. the tree has completely blocked the street and cut power to the block. according to alameda fire, one person was rescued from the home and two adults and four children were displaced while cleanup efforts take place. neighbors gathering today to assess the damage tell us that there is a stream that runs behind the house that has flooded in the past and could cause the roots of these trees to loosen and eventually fall. >> we are looking at these trees, then all of a sudden it started falling down. there were sparks coming out and

smoke, and obviously it crashed right through that house. it was pretty scary, a lot of chaos, people running out. i think the worst part for me was seeing the sun comingout and this house, someone screaming for his dad. it was just really scary. >> reporter: another neighbor who saw the tree fall said that the fact that there were no fatalities in this instance is nothing short of a miracle. residents say that they expect this community to come together to provide some support for this family. coming up after the break, the newly-sworn in mayor

sheng thao , oakland's mayor, and other newly elected leaders will be sworn in at a public ceremony tomorrow. some of thao's objectives include cracking down on violent offenders. she plans to expand a crime-fighting strategy that offers individuals incentives to change their behavior. she also wants to expand prevention programs that target young people. >> working directly with community in churches, our faith-based community as well

prayer. it was absolutely unbelievable. >> it is just a community coming together, and not only that, every community coming together because we all love the bills that much. >> hamlin's doctors expect him to be released from the hospital in the coming days. >> it was scary there for a while. speaking of frightening, let's talk about the forecast, which is unrelenting. >> as long as you know what's coming it's a little less scary if you have the knowledge. so here with how things will play out over the next nine hours. here is the main focus of what the storm will bring. it will happen between now and 8:00 tomorrow morning. the first element is the rain which is already widespread now. but it picks up overnight. here we are 3:00 a.m., and that is fairly widespread. it keeps going like that until we get the 7:00 a.m. by that point, the north bay is in the clear. it is still raining over the city, the peninsula and the south bay. this is the later part of the morning commute. once we get to 9:00, it stops there. so that's

enough rain. we will get about an inch and a half of rain in general between now and then, that there are are flood concerns. primarily streets, intersections and streams and e that same timeframe stands out between 2:00 a.m. and 5:00 a.m. the intensity of the wind nearing 50 to 60 miles per hour gusts along the coast but even 40 to 50 mile per hour gusts along the bay. look at the number there for san mateo by the time you get to 5:00 a.m. that is when the wind will be the strongest. this is when we have our greatest vulnerability to trees going down. this can be random and chaotic and pretty damaging if it happens to come down at just the right or wrong place depending on how you want to work that. those are the primary concerns. if you have to be on the road, just keep those things in mind. is there possibly some debris on the road that got blown there in the wind, or is that intersection flooded and i
