why you even sandbag it because once it gets that high, it's useless. >> now at 11:00 neighborhoods turned into rivers, flooding and mudslides blocking major highways and the danger isn't over. from kpix this is the late news with sara donchey on cbs news bay area. >> hello. i'm sara donchey. >> i'm reed cowan. >> we had a brief break from the storm today, but get ready for things to ramp up again. >> people across the bay area, we know you're bracing for a chance of more flooding. in fact, soils are so saturated it's taken hours to clear the slides from major roadways. waterways around our bay area and beyond are already swollen, but the latest round of rain pushed things over the edge flooding a lot of neighborhoods, some of the most dramatic impacts of the storm up in gilroy where a stretch of highway 101 turned into a

rushing river. caltrans crews have been pumping water out clearing the drains on both sides of the highway that reopened at about 6:00. >> outside of the bay area the santa barbara area seems to be getting the worst of the storm. people are trying to cross the street with rushing water, basically the entire town under an evacuation order tonight with some areas ordered to shelter in place. more than 34 million californians were under a flood watch at some point today. that's about 90% of the state's population. because of that tonight, president biden declared an emergency in california. chief meteorologist paul heggen is tracking that hour-by-hour updates. we understand we might see some lightning tonight. >> yes. the next wave of rain is unfortunately only a few hours away. we need a days long break from the rain, but we have to settle for what we're getting, which is a few more lighing map, picture of the

clouds from space and getting up in the colors indicating ts cloud-to-ocean lightning strikes which will become cloud-to-ground lightning once this band of heavy rain moves onshore. because it's associated with thunderstorms, this behaves a little differently than some of the other rain events we've seen. this is going to be moving towards the coast by 2 a.m., but watch how fast it gets out of the bay area by 4 a.m. it will only rain heavily one particular spot 20 or 30 minutes. that's still enough to lead to additional flooding, but it could be worse if that rain lingered in place for hours. we'll see more rain showers and thunderstorms develop and roll in through the peak of the morning rush tuesday. it's going to be a mess. if you have the option to work from home, exercise that option. marge marginal risk of severe weather as the thunderstorms move onshore. the flood watch continues through

tuesday afternoon, more flooding, more mudslides and more impassable roads and a wind advisory in effect through 4 p.m. tuesday, more downed trees and power outages likely with the gustiest winds moving in with that heavy band of rain later tonight. i'll come back with a look at the next round of rain after that in a few minutes. >> i can't believe we are still going through, that paul. highway 101 may be back open, but across the road from the iconic red garlic shop some cars were almost submerged in water. the first floor of the home next to it, underwater, also. betty yu is live in gilroy. people really got the brunt of this. i understand you spoke with someone who evacuated animalled all day and evening. >> reporter: that's right, sara. just to give you a sense of where we are, we're at mesa road where we saw the most dramatic flooding today. people had to get out, but so did their animals and that one ranch owner told me that he had to make several trips to make

it happen. >> hi, miss mango. this is miss mango. she is a mini. hefriends, vinny and go and knuckles, two 200-pound goats, and georgia, the donkey, are being evacuated to higher ground. this family ramp in hollister was under an evacuation warning and decided it was time to head out when the back of their property began to flood. what has your day been like? >> we raised our levees up around us another 16 inches when we bought the property, so we're way above everybody else. we never thought it would come in on the backside of us. >> reporter: the family showed photos of the canal on the side and and front of the property. he's lived in hollister over 30 years have. you ever seen anything like this '. >> no. i seen other places flood and the levees break and even when the levees break, it

hasn't hurt anyone around us. >> rt desaid they've never seen extensive flooding quite like. that chopper 5 was over homes and several vehicles submerged in the flood near 101 and mesa road. during the break of the rain, the family rushed to costco. the usual five-minute drive became a two-hour trek. >> we just live pretty high and seen all the traffic and we were like we have to go get something to eat. we haven't ate like all weekend and we're just like, you know. >> reporter: so you came to stock up on food for the week? >> because if the traffic's like this, we got to. >> reporter: more rain is expected after midnight and that will spike creeks and rivers with more water. how do you sum up this day? >> we don't need any more of them. we need the rain. we got to have that or we're in trouble. we got a lot more coming tomorrow. >> reporter: that is what he's worried about. that rancher told me he will ride out this storm in watsonville. >> betty, i know you covered a

lot of ground. you were all over gilroy today. i know that you saw those houses, too, that were flooded in the video we saw earlier in the newscast. do you know how the people that live there are doing tonight? >> reporter: a santa clara county spokesperson said authorities did go out and economic on those residences and they got out okay. one resident told me that right now he is in a hotel, but he is bummed that all of his clothes and his video games are completely destroyed in his house. >> yeah. that's not good. it's never good to see people lose property like that, certainly. thank you for the updates from gilroy. let's go to the santa cruz mountains where part of highway 17 is now back open following a huge landslide that happened this morning. that hillside gave way onto the southbound lanes near glenwood drive the same time the town of felton has been dealing with major flooding. look at this drone video. several neighborhoods

got flooded after the san lorenzo river overflowed its banks. some areas were buried in water more than four feet deep, some five feet deep. that's why people took boats out there. they got the warning to evacuate yesterday, but they chose to stay. >> today and tomorrow woken up with an alert for people to get to higher ground because the water level was getting high. so we are staying at a hotel. >> look at. that a pg&e lineman caught the moment a pine tree crashed down along highway 9 in the santa cruz mountains. trees were falling onto power lines. that's a big reason a lot of people in the bay area lost their power. this is a live look at the pg&e outage map. now more than

4,500 customers are in the dark, most of them in the north bay and peninsula. in the south bay san jose's guadalupe river is receding after rising very high a few hours ago. the step used loudspeakers to evacuate unsheltered people living along the waterways. stretches of coyote creek have a lot of debris from evacuated encampments. some tents and makeshift structures blew into the water there. still ahead, imagine going to open your restaurant and seeing this outside of the door. plus some of the most dramatic drone video we have seen all day. also tom hanks is tonight's

report, a 2.7 earthquake reported near san leandro, so far no damage reported. take a look at the flooding in santa cruz county this morning. there was a lot of it there. this is outside el chipotle in rio village. the water was basically covering up the sidewalks. watsonville saw a lot of impacts to the storm. the streets were flushed with muddy water as the latest system pushed through the bay area. for those buses along the creeks like orchard park market, even more damage with this second string of atmospheric rivers. they already saw some over the last couple of weeks. further south in the monterey peninsula some intense flooding in carmel valley. the carmel river reached flood stage today and rushed into a neighborhood along paso hondo roads. some peoples yards were flooded and some homes damaged. the water

almost completely swallowed up a little league baseball field and basketball court. back up along the bay area peninsula, the small town of pescadero got hard hit with flooding after this creek overflowed its banks. kenny choi is about to show you the damage and how people there are dealing with the mess. >> reporter: rising water quickly inundating and flooding streets, homes and businesses as the pescadero creek overflowed its banks. >> this is the worst we've ever seen in over ten years. the creeks are three times the size they usually are. they breached the edges. swift water flowing. >> reporter: residents without generators desperate to power up cell phones and get help found rest at a nearby evacuation center. for noaa the flooding translated to no work and a day's wages lost. >> i work in town. the roads were flooded. i couldn't go to work. it's been tough, no power. i think it sucks. >> reporter: the main gas station in town and mexican restaurant inside that are also

dealing with flooding have become the most dependable gathering spot. >> these guys have pulled through every time there's some kind of evacuation or something. these guys remain open. they run on generators. pretty fortunate to have these guys around. >> reporter: first responders closed pescadero creek road, the main artery in and out of town. cal fire says it assisted at least three drivers who got stranded. >> it's huge. nothing like capitola or santa cruz, but it's pretty bad. >> reporter: evacuation warnings have been issued to residents asking them to be ready to leave at a moment's notice. now we go to the north bay. 15 areas of sonoma county have been under evacuation warnings. >> they stretch from highway 101 south of healdsburg to jenner. people who live near the russian river, you've been on high alert. the flooding forecast is better than we expected for the last several days. the rain swollen russian river is expected to crest just above that flood stage sometime overnight, though it is not expected to cause any major problems. >> of course, the whole issue

with this is that we keep getting more and more and more rain and the next round is on its way, right? two different rain chances the next 48 hours, more rain chances by the end of the workweek into the weekend. likely this pattern sticks around through the first half of this week. we've been in this pattern the last 15 days. here's how much rain has added up since this began the day after christmas. over a foot of rain, 12.27 inches. that is the rainiest 15 day stretch of weather for san francisco since 1867. it's been over 150 years since we had this kind of prolonged heavy rain sequence. it's not over yet. another seven to ten days are likely to go. let's look at what you need to know heading into tonight. thunderstorms are possible into early tomorrow morning, also gusty winds causing more tree damage, more power outages and yet another round of rain. that's in the forecast by wednesday. let's look at all

the damage reports flooding and wind damage from the past 24 hours, dozens of these reports across the bay area. already resources are kind of stretched thin and we'll have to react to more flooding potential and power outages and tree damage, closed roads, all those as the next band of heavy rain hits the ly y. this going to the rain won't last long in any one bay area by 4:00 or 5:00. more avy wnpours few thunderstorms will fill back in behind that band of heavy rain. so it's still going to be a wet commute on tuesday with follow-up showers likely tuesday afternoon. lighter activity becoming more sparse, a little break in the action most of tuesday evening, then more rain moving in wednesday. this isn't going to be associated with thunderstorms. it's light to moderate rain for most of us,

but it will add up and potentially cause additional flooding problems before we finally start to dry the atmosphere out wednesday evening. wednesday night and thursday look dry at this point. adding up the rain, the first wave producing a half inch to an inch of rain, but the higher amounts are closer to 1 1/2 inches total raffle and we add more on top of that. generally 1 to 3 inches of rain in the next 48 hours. some of the higher elevation spots in the north bay and santa cruz mountains getting even more rain than that and the winds will be gusting up in the next couple hours 30 to 40-mile an hour gusts widespread, some of the strongest gusts 50 miles an hour. gusty winds continue through midday tomorrow. the wind advisory expires at 4 p.m. the wind should be dying down late in the day tomorrow. our rain chances will continue to be elevated once that little dry break wednesday night into thursday gives way to showers friday, likely heavier rain and

gusty winds saturday. that's going to be a factor for the 49ers game as they take on the seahawks. saturday looks like another first alert day. not sure how we got that computer background, but it's been a long day. 40s and 50s now. we'll drop down to the 40s by early tomorrow morning. temperatures aren't the big factor tomorrow, but as we see more gaps in between the showers,ybt the afternoon a little while, highs reaching up into the mid-50s. we'll see additional rain chances later in the week and track heavier rain wednesday giving way to the dry break thursday, showers friday, more widespread rain which could be heavy at times saturday and lingering showers still in the forecast by sunday and monday. i think the 9ers game on saturday will be a windy, rainy mess, which is always fun. >> oh, boy, looking forward to. it. straight ahead in sports, a national champion was crowned tonight and a homegrown product

in worse shape. >> now seeing this river rise from yesterday about six feet and with just the rain last night and with more storms coming, yes, i'm concerned for her. it's about 12 more feet up and her motor home could be in water. >> he's talking about his friend who lives about five feet to the right off camera in a mobile home. people who live along niles canyon and palomares roads are urged to get to dry ground in case those roads are cut off later. we also have a high surf warning in effect tuesday to tuesday night, 20 to 25-foot breakers causing more issues along the coast. we'll wrap up the forecast and give you

tonight, 100% chance of rain across the bay area. the timing for the most intense rainfall is going to be between 2 a.m. and 10 a.m. in general. that first band of rain isn't going to lay , but it's going to be intense for 20 30 in any particulch could ad water has to go somewhere and leads to more river flooding the next several days. this is accompanied by the threat of cloud-to-ground lightning and gusty winds, a marginal threat of severe thunderstorms with this initial band of rain likely between 2 to 4 a.m. so wind damage with the storms and the atmosphere getting squeezed overhead still a concern with more tree damage, more power outages. futurecast continues to paint the rain moving onshore around 2:00 and moving quickly across the bay area and out and followed up by additional rain through the peak of the tuesday morning rush. it's going to be sloppy. make sure you have plenty of time for the morning commute. if you don't have to commute, well, don't do that. that's the
