video. the confrontation that happened during our interview. from kpix5, this is the late news with sara donchey on cbs news bay area. >> mellow, i'm sara donchey. so, it is the video that is getting a lot of attention. it is going viral on social media tonight. millions of people have already seen it. it is a san francisco art gallery owner spraying a homeless woman with a hose. now, it seems like most people who see this have gotten pretty upset. a lot of people saying it is disgusting and that it is heartbreaking. well tonight, the gallery owner told us yeah i did it and he is facing a lot of criticism. a lot of pushback. we saw some of it tonight firsthand. there was a confrontation with a protester outside while our cameras were rolling. the gallery owner talked with our betty yu. she has the story. >> reporter: the owner of the san francisco art gallery says he understands the rage that people feel toward him. he said

on tuesday someone punched his front glass window and threatened to kill him. this viral video captures a san francisco art gallery owner spraying a homeless woman with a hose monday morning. it sparked widespread outrage online. >> what they saw is very regrettable. i feel awful. not just because i want to get out of trouble or something like that. but because i put a tremendous amount of effort into helping this woman. >> reporter: collier quinn owns foster gallery in jackson square. he said this was the result of multiple attempts of getting her help after he spent days cleaning up her mess and letting her sleep in the doorway. he and others have called sfpd and social services more than two dozen times in the last two weeks. >> i said she needs psychiatric help. you can tell. she is

pulling her hair, screaming and talking in tongues throwing food. >> reporter: monday, he had enough. >> i have been down here 40 years. i have seen tons of homeless people. we help the ones we could and i have not had any issues with people. but in this case, i was very upset that the city could not help. >> reporter: he said police and city workers told him they could not forcibly move the woman. >> i just snapped. i was watering around her. and, i just snapped when she went off in her belligerent tongues and stuff and i just snapped and pulled the hose up higher and sprayed her. when i look at the film i can't believe that's me. but i didn't know what else to do. it was getting frustrated. >> i want you to move away. you treated somebody inhumanely. >> reporter: we were there when

a man confronted collier over his actions. he said he has been targeted by vandals and gotten death threats. >> it is unfortunate it happened in front of our small business. you know. we have been struggling a lot through covid. hanging by a thread. now our reputation is being dragged through the mud that is not even affiliated with us. we don't believe in inhumane treatment of anyone. >> reporter: before this moment, he had behaved like an angel, he said, to the woman. >> i am very, very sorry. i'm not going to defend myself. i'm not going to because i can't defend that. >> reporter: okay, so after that incident happened, after he sprayed the woman with the hose, police went out, but officers told us that both parties chose not to take action at the time. now, collier said he saw the woman today in an ambulance and

apologized to her but said she wasn't really making sense when she responded. the department of homelessness and supportive housing told kpix5 this is an awful act against someone so vulnerable and there is no place for this violence and hatred. moving on, are you used to all of these storms yet? and all of this rain? well even if you are, the ones we saw today were pretty loud and very intense. in san jose, a eucalpytus tree took down a pg&e transmission tower lincoln avenue south of 280. hundreds of people still don't have power tonight. if you were in san francisco, south city or daly city, you probably got an alert on your phone warning about flash flooding for good reason. this is how the mission district looked a couple of hours ago and the man who shot the video wrote it looks more like monsoon season in southeast asia than in san francisco. and that's not all. this is how it sounded near west portal in the city. one of

many places hit with hail. pea sized hail that kept piling up. and the storms that hit the city kept moving on east across the bridge, oakland also got hail up in the hills. santa cruz county has had more than their fair share of storm damage. the waves that came with last week's storms did major damage to buildings and piers. >> we are not out of the woods. we expect these storms to continue at least through the 18th of this month. we expect a minimum three more of these atmospheric rivers and different shapes and forms depending on different parts of the state. >> it is not just a nuisance or a spectacle. this is deadly. at least 17 people statewide have died from these storms that started late last month. well tonight, the sierra saw a lot of snow. can you imagine trying to drive in this? the chp shot

this video. it was a white-out on i-80 in truckee. that is basically why they closed the heavier snowfall. eastbound at colfax, westbound at the nevada state line. truckers stranded. it is hard to imagine how to function in that kind of snow. >> all the semis lined up on the side of the road before they get to the snow saying i would rather camp out here. >> there is so much of it. it is apparently all the way up to the traffic signs. >> yeah. >> unbelievable amount of snow for them and unbelievable amount of rain for us. this is the 16th day of it and we have another seven or eight to go. and there is more rain falling out there now. there are numerous showers across the bay area. even a new lightning strike hitting the ground. that is, let's zoom in. it is right over the western arm of contra costa county. just inside of the shoreline there. this is moving straight off to the east. this is an area to

moderate to heavy rainfall. the ground already inundated by the rain. we have spotty showers that are not thunderstorms. a little bit weaker around the central bay. and further down the peninsula, we have more rain in the santa cruz mountains. this is moving from west to east. while there are gaps in between, those will fill in as we head through the rest of tonight. we will switch to futurecast. while it shows the scattered showers and a few thundershowers, it is replaced by rain hitting the coast on a more widespread basis. light to moderate rain for most of us through the morning commute on wednesday. but heavier rainfall rates north of the golden gate are more likely. that is where we have to watch for localized flooding issues again on wednesday and again, the winds will be picking up resulting in the potential for more tree damage and more power outages. the good news is, we do have a break in the action. it will settle in tomorrow night. into thursday. we will take a look at the long range forecast coming up in a few minutes. >> i cannot believe you have had to say the same thing over

these storms have not just been hitting us in the bay. they have been all over california. case in point, a massive sink hole down in la. this happened in chatsworth. the sink hole has gotten so big over the last 24 hours that it has completely split the road in half now. it is actually getting deeper. two cars are still inside. one is so deep you can't see it anymore. as of now it has grown to 40 feet. yesterday a car drove right into it. a truck did the same thing. landed on the car. four people were in the cars. two were able to get out on their own. but video shows the rescue of a mother and her 14-year-old daughter who were in the car. the fire department had to rescue them. they were trapped. thankfully, they were not badly hurt. that is good news. in studio city, in la, a few mud slides. this is a street covered in mud and debris. same thing in the hollywood hills. a small

hillside came down there during heavy rains hitting a couple of houses. those tend to be expensive homes. in palm springs they had to shut down their busiest street because of all this flood water rushing through. back up to san francisco where a mom and daughter made a really quick decision that probably saved their lives. they were driving in richmond when a tree came crashing down. it snapped a live power line which fell onto their car. the black marks on the car were burn marks from the electricity that blew out the sunroof. the mom and daughter stayed inside until help arrived. both are okay tonight. >> the lines fell on both sides of the car. so it was sparking when it first initially fell. yeah, we just had to stay inside. >> check this out. a tree fell on a muni bus. this is at sutter and stockton. it took the trolley lines down with it. at least one person was hurt. but they will be okay. and over

in the east bay, all eastbound lanes of ignacio valley road are closed at walnut boulevard and walnut creek. a tree fell down there and it took power lines down with it. we are told at least two utility poles are broken. up in sonoma county, flooding caused road closures along highway 121 and highway 12 in the napa area. and, down on the peninsula, strong winds actually tore the roof off of an apartment complex. this happened in south city. residents said it felt like an earthquake. >> i looked out the window. i didn't see anything that fell into the building. coming out this morning to see a roof on the floor, that's pretty scary. >> i can imagine. you know, so the star of the show in san francisco today was split. but a lot of hail. >> and the lightning. >> and the lightning and the thunder so i was in this inside and outside. this was one of the loudest storms i have heard here in a long time. and really

intense rainfall at the same time. >> that's the characteristic of thunderstorms. it rains really heavily, not as long as we have seen, but when you are getting chunks of ice falling out of the sky and the skylighting up with more bolts of lightning, it is not something we are terribly accustomed to. >> felt like the south. felt like texas. >> it is just a weird pattern we have been in. just unstable enough air to produce those thunderstorms. that is not going to be the case tomorrow. but more rain is on the way. more rain, more wind. the hits just keep oncoming. the latest will be directed by a system way out here sending all this cloud cover, you can see the stream of cloud cover outlining the flow of the tropical moisture. it will be aimed at the bay area once again. and we have showers and thunderstorms out there right now. it is coming down at a good rate in solano county, contra costa

county. alameda county. this activity sliding further off to the east. a few spotty showers in the east bay. and more rain is falling in the santa cruz mountains and the foothills and the southeast of san jose. all of this is hit or miss stuff. it will be with us the next few hours but the next wave of widespread rain is going to be moving in before the sun comes up tomorrow morning. futurecast shows that arriving before sunrise on wednesday. widespread light to moderate rain for the morning commute. but that's enough to cause some flooding problems considering how wet the ground is already. the heaviest rain will fall from late morning through the afternoon. and the heaviest with that is going to be north of the golden gate. that is where we have to watch for the potential of more widespread flooding problems. there will be more numerous further to the north and we start to catch a break in the action by tomorrow afternoon. tomorrow evening. things will dry out tomorrow night and that dry break is going to continue for thursday, thursday night. starting the day friday. this forecast model keeps the rain hanging out all

the way through late afternoon friday. this is the wild card in the forecast. there are others that take this band of rain and set it up about 100 miles further to the east. directly over the bay area. already as the sun is coming up on friday. so that's the part of the forecast we will have to monitor. we will take this dry break as long as it wants to settle in. especially in the wake of additional rainfall tomorrow. heaviest north of the golden gate. where an inch to two inches of rain islooking likely. in some areas you will pick up less than a quarter inch of rainfall. half an inch to an inch of additional rain and we will be seeing gusty winds. not as intense as the past couple of systems but 20 to 30 miles an hour gusts. some up to 40 miles an hour will be capableover doing some tree damage and resulting in more power outages. be prepared for everything as we head through the day tomorrow once again. but again, for most of us it will leave light to moderate rain throughout the day. we will be on the lookout for

additional flooding problems and wind damage. our dry day, we will bring the showers back and heavier rain will set up on saturday. yet another alert day. looks like it is going to be rainy and pretty windy for the niners game against the seahawks. then the rain tapers off to showers by sunday and monday with more rain by tuesday. vern? hey, straight ahead, we already showed you the warriors' loss. well, we have brock purdy. it's playoff time. and moment of truth for the 49ers rookie quarterback. also coming up, a new roadblock tonight to building the as new waterfront ballpark. and, the burst of unusual weather brought a lot of hail to the bay area. this is video from earlier in walnut creek. that was daly city. even the dog had to check
