>> widespread rain across most of the bay area. tracking the latest advisories and warnings in effect and how long it is going to last eric >> floodwaters claim a life in the bay area. the discovery made in sonoma county. then this. >> move. move. move. >> national outrage over this now viral video from the streets of san francisco. a homeless woman hosed in the face by a san francisco business owner. >> when i look at myself in the film, i can't even believe that's me. what i didn't know what else to do. it was getting so frustrating. >>'s frustration is the public's fury and our work to get them to come on to talk about it. anger on both sides of the issue. we spent the morning working hard on air to talk about what happened for that viral video. what we saw

happen on camera and afterwards and solutions. all of that with an important conversation. but first let's talk about the weather the in-house woman lives in and all of us are dealing with on this first alert wednesday. here's chief meteorologist paul heggen. >> more across the entire bay area. there are some pockets of heavy rain, especially shaded in red. thonspot long enough to cause significant widespread flooding but you still have to be on alert. flood advisories in effect until 8:30. all of san francisco and san mateo county and santa cruz county getting more rain. flooding near low-lying areas. ditches overflowing onto the road. be on alert for all of that . north is going to hold onto

more than the rest of us. the flood watch continues through midnight with more localized flooding possible and more road slides and closures. why only until midnight? this is finally going to lift off to the north as we head into tomorrow morning. going to get out of the bay area entirely. flood warning continues along the russian river at johnsons beach near kerrville. cresting here in the next 12 hours or so. nine minor flooding in the weekend. we have a wind advisory over the next four hours until 7:00 today. 15 to 30 mile an hour sustained winds. can result in more downed trees and power outages. we will zoom in for a closer look of where rain is falling right now in just a few minutes. >> it's a storm that claims another life. a ukiah woman

found dead in her cars submerged in floodwaters. you can see first responders out there. somebody called 911 after spotting the top of the car after 10:00 a.m. yesterday. under 8 to 10 feet of water . the sheriffs identified the victim is 43-year-old daphne fontaine. the emergency declaration extended in santa clara county, allowing them to clear debris and buy equipment without having to go through the typical process to get this going fast. also activating their emergency operations center. a dark morning in san jose's willow glen neighborhood area and power out after transmission and power poles were knocked down. they hope to get the power replaced and powerfully restored for those of you in the dark in the next wal un officials t a lo

played out. jackson square. the area we are talking about here. taking it full right now, let's see . there's the police cruiser to the left outside the art gallery. we understand that cruiser has been there for quite some time. why? we don't know. but it's parked and planted inside the perimeter of where this all played out. the gallery owner facing a lot of pushback. here's the deal this afternoon. you're going to talk about this and having the conversations considering both sides. those who advocate for the on house and the business perspective. betty yu asked the business owner why he was doing this. we are hearing an investigation is captures a san frsct to gallery owners brinless man with hose monday morning. ry

regrete. el awl. not just because i want to get out of trouble or something like that. but because i put a tremendous amount of effort into helping this woman. >> reporter: collier gwin owns foster gwin gallery in jackson square. he says this confrontation was the result of multiple attempts to get her help. after spending days cleaning up your mess and letting her sleep in his doorway. he says he and other business owners in the area have called sfpd and social services more than two dozen times in the last two weeks. >> she needs psychiatric help. you can tell. she's pulling her hair, she's screaming. she's talking in tongues. you cannot understand anything she says. she is throwing food everywhere. >> reporter: he said on monday he had had enough. >> of been down here 40 years. i've seen tons of homeless people. we've helped the ones that we could and i've not had any issues with people. but in this case , i was very upset

that the city could not help. >> reporter: uses police and city workers told him they could not forcibly move the woman. >> i just napped. i was watering around her and i just snapped when she went off in her belligerent tongs and stuff. i just napped and i pulled the hose up higher and i sprayed her. and when i look at myself on the film, i cannot even believe that that is me. but i did not knat else to do. it was getting so frustrating. >> i want you to move away because you're treating somebody inhumanely. >> we were there to state when a man confronted him over acontis. he says he's been inundatethd repeatedat de thhires ats and targeted by vandals. the lounge next door, whose business could be seen in the background, said it condemns his actions. >> it's unfortunate that it happened in front of our small

business. we've been struggling through covid, hanging on by a thread. now our reputation is being dragged through the mud for something that we did not even do. something not even affiliated with us. we do not believe in inhumane treatment of anyone, homeless or not. >> before this moment, he behaves like an angel to the woman, he says. >> i'm very, very sorry. i'm not going to defend myself. i'm not going to because i can't defend that. >> we know a lot of you have been asking about the woman who was sprayed in the face. here is what we have found out. the woman is getting treatment helped by the public health department. we do not know much else. while we ask for many people on both sides of the issue to go on camera we can tell you that chief william scott did. here is what they had to say, calling the video got wrenching. >> i don't care how frustrated you are. not acceptable behavior in our society. it's a form of assault. and it's not going to be tolerated.

>> the people that are seeing these videos that are going viral, don't act on your anger and frustration. you're only going to make matters worse. >> you know who else agreed to have a discussion on television? senator scott wiener. thank you so much. not a good look for san francisco . your reaction? >> for a few reasons. first of all, no one should be doing that to another human being. it does not matter how frustrated you are. it's just not how we should be treating other people. but it's also not a good look for the city. it shows, frankly, our failure as a city in terms of helping and transitioning folks off of the streets , in the shelter, in the services, into the help that they need. we are creating a tinderbox out there because people are incredibly frustrated with how things are that doesay plnot excuse hosing someone down. that's

unacceptable. we should not tolerate that in any way. but it really points also to the larger issue that we have allowed a very, very bad situation to develop on our streets. >> so what's the answer? and another part of the question, one person says the gallery owner should be charged. should he be charged? >> i'm not going to comment on who should be charged or not with a crime. i'm sure the relevant authorities will make a determination there. what i do know is that we need more shelter beds, more mental health beds, more supportive housing. we need a more support to help get people off the streets. when people are on the streets , and i don't want to speculate about this particular individual on the street, about whether she had a mental health problem or not. but when people are on the streets struggling, it is unhealthy for those individuals and the surrounding community. it's unhealthy for

the city as a whole. we have not done enough to expand shelter to expand mental health beds. i know the mayor is working very, very hard to do that. but we have to do more and do it faster. >> we requested an interview today. so far, no willingness to go on camera. we hope to get her soon. >> the mayor has -- we have seen an expansion of mental health beds. there are more in the pipeline. we all want it to move faster. they have prioritize mental health beds. supervisor randleman has offered legislation to require an expansion of the shelter system. we continue to build more supportive housing for homeless people. the scale of the problem is so huge. we are working at the state level to try to remove barriers so that all of this can happen more quickly. >> i know business owners are invested in this. time, money, vision, dreams into these businesses. they would like to

see solutions, as well. a larger conversation to be had. senator scott wiener, thank you so much for coming on television to talk to us about it. for viewers, it would be easy to look at that video and think it is the only time in on house person has been doused by water by somebody wanting them to move. unless you remember this and 2015. accused of dousing people sleeping outside ga the regular sprainwould lea blankets and clothings. he sounded it off at the time. at come out and give a report on the statement. within hours, the sprinklers on the steps of the church were torn out. >> i thought we learned that lesson years ago.

>> we do that every day here with are those kinds of things in front our doors every day but you do it in a different way. people to people. you don't bring in a stem to chase people away. >> what someone told me, one of the janitors, i believe, or, is that it takes more water to clean up afterwards than what water they were using for the sprinklers. i'm not trying to mitigate it because we are apologizing. >> pope francis has been clear about what the church is called to do. he talks about us being not a city on a hill but a field hospital on the front lines. >> a huge problem in our community. it takes everybody. we seek to have this conversation today in pursuit of solutions. you need to know who the team has asked to participate in the story. maryland and bread, a reporter tried to get her in a news conference this morning. the mayor was out in and fast. on twitter, unanswered. the district attorney said thanks

but no thanks to coming onto the show. the bakery that show the video did not respond to our attempts to talk to them. no response from the american civil liberties union. the coalition on homelessness. san francisco community ambassadors and others. the san francisco department of public health, sf fire, and emergency management sent a joint statement saying san francisco is a national leader in developing compassionate care for people on the streets. they did not agree to going on camera or talking live to answer our questions. but those who did, we thank you. skin under scott weiner and others, thank you so much. to those of you we named and have not heard from you, please know that we welcome you to come on site. join us by zoom if your schedule will allow you to have your perspectives reflected and hopefully your ideas for solutions heard. we want to be a landing place for that. still ahead, you at home watching our conversation about

so this is the video so many of you are talking about today. it's been viewed more than 17 million times, just on twitter alone. san francisco art gallery woman -- owners bring a homeless woman in the face on the sidewalk. people not afraid to share their reactions. anne makovec is here watching this important part of our community conversation. >> went live this morning to ask what some of you thought. a lot of people are frustrated

and mad at san francisco's homeless policies and the actions of the gallery owner. here is a little bit of what we are hearing today. let's start with facebook. see ward blames the city for not addressing the problem and says they're putting the burden on businesses to deal with the issue and this is a sign of business owners reaching their limit. on instagram, one says there is no excuse for it. it's dehumanizing beyond what we do and how we already treat the on house. his actions get zero empathy for me, absolutely not. on twitter , when the situation on years of cuts to social services and public housing, going back to the reagan administration. what happened to this woman is horrific. there is no excuse for her to be in the situation in the first place. many users commenting that the city needs a more comprehensive and effective policy. more help for people living on the streets. william edward anderson said , i understand solutions will be expensive, but human life is

priceless. are we unwilling, as a society, to prioritize the needs of those who are in desperate need? i also want to mention that on yelp, this guys gallery is taking a real beating from several users. people going to leave him one star reviews because of this viral moment. his website has been taken down completely right now. >> huge community reaction. you'd probably get sick of me saying this. but i believe it. we need each other. we need business owners to thrive and we need our homeless community to get the services they need so they can thrive. somewhere in the middle, we have to have a conversation. thank you for being part of that conversation. we welcome your comments. you can comment using the hashtag kpix . we appreciate it. here's a look at chief meteorologist paul heggen. i'm going to talk about this for a second. >> the camera is moving. >> the cameras are stunned at the rain and so are . we a bot

at you in five, four, three, two, there you go. >> everybody adjusting to the rain along the way. it's been quite a stretch. the 17th day of this rainy weather pattern. we've got another seven to go. in the short term, there is good news. the rain will come to an end this evening. lingering clouds the rest of the night. but any break, we will take it. we get a dry brick on thursday. warmer temperatures in the low to mid 60s, but it does not last too long. friday morning, rain returning to the forecast with heavy rain in the forecast again on saturday. let's look at first alert doppler right now. let's -- widespread rain including pockets of rain. flood advisory issued from 5:00 a.m. until tomorrow. no thunderstorms like yesterday but just more rain on top of already saturated soils. quite a bit of rain falling over marin county and over the edge

of the bay. more rain in the southern end of san francisco and san mateo county. most inland parts of the east bay. the exception is santa clara valley. firmly in the rain shadow of the santa cruz mountains. san jose has picked up more than a trace of rainfall. a few hundred of an inch. more problems unfortunately for those folks in the mountains. this continues to move west to east. not as intense but bands of additional showers will roll in. this goes to the north over the next several hours. by 7:00 p.m., the last of the showers will be falling. by midnight, a few sprinkles of northern sonoma county. the dry break continues tonight, tomorrow, and into the early hours of friday morning . that is when things begin to shift. the next wave of rain moves towards us. this forecast model keeps it offshore until about 8:00 p.m. friday. other forecast models take this area

of rain and put it right over the bay area at the peak of rush hour on friday. be prepared. it will rain. it's just a matter of acwhckets liof rain and downpours. enough to cause flooding problems. no substantial wind in this system but after a brief break, another round of rain to be moving in saturday morning with heavier rain and stronger winds this time around, sliding onto the east for the playoff game against the seahawks. lingering rain showers and still going to be breezy. not going to be the worst weather we will see on saturday. tonight's additional rain exists anywhere from a few hundredths of an inch. the rain holds on a little bit longer. going to see another quarter inch to potentially another inch additional rainfall on already saturated soils. friday will not be as windy with 20 to 30 mile an hour winds along the coast giving way to stronger gusts saturday. 20 to 30 mile an hour gusts, which means
