questions about what led up to this. another shakeup for much in battle police department. i am reed cowan. your top cop has been placed on leave and this afternoon, there is work to really figure out some mixed messages that have come into our newsroom. the commission says chief armstrong is not a disciplinary action -- but we know this move does follow a report detailing alleged misconduct inside opd, so let's talk about the other messaging from an independent investigation by an outside law firm. they found the chief broke the rules by not reviewing the evidence against his officers related to two separate incidents. we will look into them in a moment. we will have a conversation with this auditor to get more insight on this latest opd shakeup. the department has had 11 police chiefs over the past 21 years. we will get that to

that soon but first, elon musk took the stand in a courtroom in his security fraud trial. the tesla founder defended a 2018 tweed where he claimed to have, quote, funding security to take the company private. shareholders say that was a lie that caused the stock price to plummet, ultimately costing them billions of dollars. we will have more from the courtroom. >> google announced job cuts. they say they are laying off about 6% of their workforce. let's talk about the weather. some dangerous king tides. this is not a king tide, by the way. it is expected to hit our coast. we are on alert all through monday. the national weather service says those tides will be bigger than seven feet. paul heggen is joining us now. those tides

are really not that much higher than normal, right? >> no, it is a matter of the position of the moon and the sun giving it an extra tug on the tides. if you jog on a coastal trail or if you have a route in the week and hours that will take you to the coastal waterways, watch out for standing water. otherwise, it looks like a nice weekend and a nice start to the weekend. temperatures are a little below average but all the way up to 60 degrees in santa rosa while the rest of us are mostly in the low to mid 50s. upper-50s for the north bay things to those down shore off slope winds. still a few degrees below average later but well into the 50s. that is not bad for january. a chilly start tomorrow morning but we will warm up nicely. nice weather for the 49ers as they take on the dallas cowboys. kickoff is at 3:30 and temperatures will be in the upper-50s. the sun goes down around 5:15, so most of the second half will be played after sunset and the temperatures are going to drop off quickly, so a sweatshirt or jacket is a good thing to bring with you. just kind of sit on it for the first half. you will

look at the rest of the forecast in a few minutes. we are your community station and will talk about a big community story. the chief, leronne armstrong, placed on administrative leave. we told you the police commission insists this is not disciplinary action. however, it does come after an independent investigation outlined officer misconduct. the first incident is a hit and run and reportedly involving multiple officers. the other is an accidental weapons discharge. investigators say it ended with one officer throwing evidence off the bay bridge. that report said, quote, the handling of these incidents exposed to systemic deficiencies in their ability to investigate misconduct of its members. by the way, the report said most disturbingly, some of the deficits appear to stem from a failure of leadership and a lack of commitment old numbers of the oakland police department accountable for its violations of its own rules. regarding the police chief being put on leave, oakland mayor sheng thao and the city administrator said in a statement this decision was not taken lightly but they

have to hold off. joining me live is the former superior court judge an independent police auditor, cordell. thank you for joining us, judge. let's talk about the mix messaging that came out. the city of oakland pd commission says administrative leave is not a disciplinary action but there are findings that would say otherwise. where does the truth plan? >> the truth is this is clearly a disciplinary action. this is not a coincidence and when the chief of the department is put on leave, that is a strong message. very rarely does that happen and it happens when there is a problem, so i have no idea why the commission is saying this. maybe there's a rotation of the word "discipline" is different than that that is generally utilized but the two are related. >> i think that messaging and the use of words and interpretation of words, we have the good citizens of

oakland wondering what is true and what is not true. so, we don't know oakland has had an undergoing oversight. they reported 10 plus police chiefs in 10 years. so, is this latest move, in your estimation, a good move? >> the move meaning putting the chief on administrative leave? it is just a small part of what should happen. this report is just shocking. it is appalling, and yet, it is very detailed and it is accurate. the report says that there were police officers, including the sergeant, who committed crimes and that there are others who covered it up, at least one officer aided and abetted one of the crimes, and then there are the disciplinary actions that can happen when officers do not conduct themselves well, and one of the biggest ones is conduct unbecoming an officer. what that means is that when an

officer brings disrepute upon a police department, such as getting the headlines that this is getting, because of the action these officers had, this is very serious misconduct in addition to there being criminal activity. >> what it really comes down to, judge, is public trust. when i see an officer on the street, serving our community, can i trust? there is also the political end. not a good look for oakland for the newly elected mayor sheng thao. you have looked into this. what does a newly elected mayor have to do? >> this is a headache. it will be a big problem for the mayor and thus far, i have seen one statement which did not say anything other than we should trust officers and that is true, but that is not really an appropriate response here. my guess is she will step up. she is just new in the job, but she should not be surprised. this

department has been under federal monitoring and scrutiny for more than two decades and look where it has brought us. it has is where the same problems exist and the bottom line is when it comes to police misconduct, the lease should not investigate themselves, and that is what happened initially that has led to this problem. internal affairs unit investigated and those are officers investigating other officers and here is what we end up with, crimes, coverups, and individuals not behaving well. >> a painful question to ask and when i hesitate to ask because i know our neighbors in oakland are weary of this revolving door of police chiefs, but in your estimation, should the police chief step down? >> i think it is too early to say that. i do not know this chief. he may be a very good person, but he really dropped the ball on this and did what the others in the chain of command were talking. officers, sergeants, the chief, all not stepping up and doing what they are supposed to do, which is hold their fellow officers

accountable. he has a big problem and there was a lot of explaining to do and i think it is too soon to determine whether or not he should step down, but i will tell you what. it is not too soon for the officers who committed the crimes to be gone. they should either tender their resignations or they should be fired and it should happen quickly. >> judge cordell, thank you so much. we appreciate you weighing in on this issue. we know so many people in oakland want to know what is next. for those of you wondering who is in charge, it is assistant police chief darren allison, once again . as you know, they are a repeat. we will dig into this story with deeper treatment throughout the day on the weekend and well into next week. we will have more for your neighborhoods in oakland at 5:00. sticker shock when you open that paper bill or your email. what pg&e says is driving up your monthly costs and can any of us really do anything about it? other than be frustrated? plus this. >> why don't we start putting a

amanda starrantino spoke with one homeowner who is feeling frustrated about what is to come. >> we had to put one that was more energy-efficient. we were excited. >> reporter: she keeps her temperature at a low temperature. >> 66 is pretty much our high. >> she watches how hot her water gets, runs her appliances as little as possible during nonpeak times -- >> we are very cognizant of how to use things to be energy-efficient. >> reporter: and monitors how much her family is using to try to keep the bills down. >> i might as well boil dollar bills. i have no idea what it cost, but you know it is a lot. >> even with price increases, her december bill was told at tough pill to swallow, especially when her usage of this year was on par to last year. >> last year, at the same time,

with the same bill, the gas charges were 199. now it is -- >> reporter: she is not surprised by the price but is concerned for our neighbors who are going to have to make some hard decisions. >> they have to decide what we eat today or turn on our healer? i think that is just ridiculous. >> reporter: why is it skyrocketing? >> they are being driven by higher demand and tighter supplies of natural gas on the west coast. >> reporter: they report that we are currently paying two times to nine times more than people in cold climates like chicago and new york. >> a few years ago, we reported on kpix that there was a price increase from pg&e to two pipelines and improvements and storage issues. is that part of this increase as well or is it straight up just the increase of natural gas prices? >> the increase that our customers are going to see on their winter bills is what we are seeing with the natural gas prices and the market prices have gone up because of inflation and all the other issues that we have seen during

the pandemic, and it is especially affecting our customers on the west coast compared to new york and chicago is because we are seeing cooler than normal temperatures and demand has increased about 26 percent compared to the five-year average. >> reporter: they have these suggestions to lower your next bill. lower the thermostat every degree lowered can save you 2% on your heating bill. set your water heater at 120 degrees . any degree above will cost you more. wash clothes in cold water and sign up for bill alerts. you can be notified by pg&e when your usage starts to that threshold you set for the month. and ufcer on my comparison tool to see the rate that fits your home and lifestyle. >> pg&e does not mark up the prices. what we pay, our customers pay. >> we have lost trust in pg&e between the fires and their rolling blackouts and we cannot -- then they have commercials.

who is paying for those commercials? we are. >> reporter: she expects to pay even more on her next bill. >> part of our job is to ask the questions that you ask, so we took that question that you heard from your neighbor. we reached out to pg&e and we asked him where they get the funding for marketing and commercials. they have not called us back yet. pg&e says customers can expect an increase, by the way, of about to february. we will be digging deeper on that. a couple days from now, fans will pack levi's stadium for the divisional playoff game between the 49ers and the cowboys. we will look at some super fans were going above and beyond for the red and gold. >> they go all out. logos, lights, teaming up -- >> we have video screens.

row. we will keep adding to this streak as we head into the weekend. next week, high pressure builds in to the upper levels. it is a calm weather pattern. the position of the high pressure is rotating clockwise around it, meaning doctor winds will be with us, occasionally gusting up stronger before slightly breezier day. a wind advisory is in effect -- you will notice the wind if you're out and about on sunday. here is the futurecast. clear skies tonight without the blanket of clouds. it will be chilly. we have cloud cover tomorrow. a little more cloud cover tomorrow night into sunday but, again, clouds will be high in the atmosphere that filtered through the sunshine. they will not lock it never not nearly substantial enough to drop any hint of a sprinkle anywhere close to the bay area. then we are back to full sunshine as we head into next week to continue the trend of chilly temperatures in the mornings but progressively warmer readings during the afternoon and the rain chances remained at zero. not only through the weekend, but through all of next week. that next chance of a shower does not arrive until the last weekend of january. it looks like february, the long-range data is pointing at the return of a more active wemoe ric ri some more showers to lp

chip away at the still existing drought conditions across the bay area. looking outside, blue skies. it is nice to see that. temperatures are in the low to mid 50s for most of us but santa rosa has gone to 60 degrees. the north bay is over -- it is compressed by gravity and it warms up a little bit more. your temperatures get that added boost for tonight, you will be one of the cold spots, dropping down a degree below freezing in santa rosa and down to 30 in fairfield and 32 in concord , pleasanton, and livermore. they are chilly and cold but they are not that far below average for this time of year. around the bay, it will be a mix of upper-30s and low-40s. the temperatures will warm up tomorrow. let's zoom in for a closer look. mid-50s on the coast and down the peninsula and the south end of the bay,

with mostly upper 50s in the santa clara valley. you will get to 58 degrees in san jose. temperatures in the low to mid 50s inland and maybe slightly cooler, those east bay valleys collect the cold air and limit the sunshine. the amount of sunlight we get and the angle of the sun, they cannot do much to warm us up, but we will reach the mid-50s around san francisco with mid-to-upper-50s in the north bay and farther to the north, tempers will be mostly in the upper-50s around st. helena. it is a little cooler into lake county. temperatures will steadily warm up back to almost exactly normal as we head into next week. there will be upper-50s and low-60s thomas slightly above average temperatures in store by wednesday and thursday and friday. more lower-to-mid-60s inland. we can enjoy that while we wait on that more active weather pattern to shape up but we get a nice stretch of eight, nine, maybe 10 days in a row without any rain for us to recover from the parade of rain systems we had to start the month. >> thank you so much. they help keep us healthy in their jobs, hospital workers. see how these numbers of our community also stepped to help feed families today. a reminder, we want to be where you are. you
