another officer accountable for misconduct. when we are hearing from oakland mayor who says she has not decided if she is going to fire chief armstrong. they are not waiting for her to make the decision. we b>>veghporter waits fore format unity leaders to defend armstrong who is popular in the city. >> armstrong is oakland. when we cry, he cries. when we bleed, he bleeds. this community has cried out for leadership of our town that can relate to the town. i don't believe there is a more trusted leader at the helm than armstrong. >> reporter: they say the problem is not armstrong. it is the court monitor, robert morey shaw, to oversee the oakland police department for the city pays his team more than $1 million a year. the department has been under federal oversight for 20 years.

it was only supposed to last five years. and when he has 1.25 million reasons to always find a fault. oakland right now is a cash cow for a permanent pinching for chief warshaw. had we just gone under receivership under the department of justice, we would far exceed. this department far exceeds the expectation of many other departments we are held under the thumb of a singular person. i think it is egregious. i think it is a money grab. >> some people called warsaw the supercheap. he has the power to hire and fire chiefs. the federal oversight was set to end this may. the city leaders fear the poor handling of the misconduct case will once again prolong the oversight. independent reports say armstrong failed to hold a sergeant accountable. authorities say he was involved in a hit-and-run collision of a parked car. that same sergeant reportedly fired a gun in an elevator at the police department. he threw the shell casing off the bridge to cover

it up. the report says they signed off on the light punishment given to that sergeant. >> if there are wrongdoings, there are wrongdoings. >> they only have themselves to blame. >> reporter: stop screwing up and the oversight will end. >> under ed administration, that we take these wene tout o oversight. >> reporter: putting armstrong on leave is not a punishment or disciplinary action. >> by holding ourselves accountable, we can be safer and a more just city. >> the public should be very concerned that his handling of the department has left us without consistency of leadership. we cannot get consistency of reform. >> chief armstrong is in the best chief in 10 years. there is no way to affect change with that level of turnover. >> if they end up firing armstrong, then the judge should also be fired.

>> the revolving door has 10 police chiefs in the last 10 years. armstrong became the 10th police chief in february 2021 after the former chief was fired. susan served as the interim until armstrong was hired. now, assistant chief darren allison will serve as the acting police chief for the second time but he also led the government for 2 weeks in 2020 before kirkpatrick was appointed. his main opponent in the november election, lawrence taylor, says the decision to suspend armstrong and the constant turnover at the top of the department distracts from the issues really facing this city. betty continues our coverage. >> reporter: former councilmember lauren taylor said he was shocked and surprised when he first learned that the chief was placed on administrative leave. he said if he were mayor, he would not have made that decision. >> after reviewing the 60 page

investigative report, lauren taylor says the decision was excessive. >> the report clearly says that btm who was briefing the chief left out significant elements of this case. yet, the chief is being held accountable for those things that he was not aware of. >> reporter: recognizing that the buck stops with the chiefs, taylor says he does not believe that warrant placing him on administrative leave get more than likely, it put them on a path towards dismissal. >> when you have someone at a senior executive level and you put them on administrative leave, you issue a press release that puts their name in headlines across the country, that is a significant amount of harm that is inflicted for something that is supposed to be not punitive. >> reporter: taylor said other options to hold the chief accountable include a formal reprimand and docking his pay. they said the shakeup is happening at a time when

employee morale is at a historic low. the city's focus should be on its vacancy crisis. >> next we will be without a city administrator. we do not have a homelessness administrator anymore. we have vacancies in the directors of human services, economic development, housing. >> reporter: he added that as a city councilmember when he called attention to a shortage of patrol officers in east oakland, the chief responded. >> it was through conversation with the police chief that we were able to expand to six police areas that actually brought 48 additional officers on the ground. it is transformations like that, that he has championed. >> reporter: taylor said it is just one example of armstrong supportive officers. his commitment to keeping oakland safe. >> another new sled, a woman is that after her tesla crashed through a fence and into a swimming pool. cruz needed a crane to remove the carpet the woman was not wearing her seatbelt and she died after the

car hit the wall of the pool. they don't know if the car was in self driving mode at the time of the crash. now to south san francisco. police arrested a 48-year-old man suspected of two armed robberies. both happened at a bank on mcclellan drive. investigators say be suspect used a replica of a semi automatic pistol. in san francisco today, the annual antiabortion walk for life event brought out activists on both sides this afternoon. nearly seven months after roe v wade was overturned, antiabortion activists led a walk down market street. the west coast walk for life organization says their work is not done, especially since california is passing a proposition. it writes the right to abortion into the state's constitution. >> nobody told you what your fetus, what your baby looked like in the womb. i think if that would be more publicly known, that it might change

people's minds. >> of course, there were plenty of counter protesters out today, as well. hundreds of pro-choice activists gathered nearby advocating for people to make their own healthcare and reproductive decisions. >> the only reason i am in law school is because i had access to a safe abortion in 2012. i find it very important to be here because there are so many women who are not allowed to say their stories because of religion, because of their family. i feel like it is time for us to rise up. >> among the counter protesters were the rise up organization and the raging grannies. the market arrow station is back to normal after it was filled with smoke this morning. the quitman problems led to be smoke. they had to temporarily shut down the red and green lines. officials say they think the train hit something. at the same time, officials were celebrating. there was a ribbon-cutting at the newly

remodeled street in oakland tonight. has better lighting, fewer walls, and glass that replaces the old brick barriers. there is a new bathroom with an attendant, a second elevator, and some new artwork. he is hoping the renovations will help their ridership recover after the pandemic. >> we have changed with the new train cars. with the refurbishment of the train system. with how we policed the system. those are all elements of making our passengers welcome to come back. >> passenger numbers are down about 30% from the pre-pandemic numbers. still ahead on cbs news bay area, the dallas cowboys have arrived in the bay area ahead of their match up tomorrow with the 49ers. hear from coach shanahan on the importance on the > not too far away, a very different type of competition

is underway this weekend. we go to a super smash brothers tournament happening in the south bay. the latest on the recovery and rebuilding efforts underway with the coastal communities after the winter storms. thankfully, we are done with the rain, but we are not done with the wind. there is a wind advisory that starts tomorrow afternoon. it goes through monday. we could be looking at more downed trees. so, that part of this story isn't over yet. i will detail the timing of when to expect that, coming up in the forecast, next.

the owner of one of two businesses that call the wharf home. >> we are sitting ducks. we cannot do anything. this will be shut down. this work needs to be repaired. >> reporter: whipping wind clawed out a chunk of the pier. his boat rental business survived but is effectively cut off it unreachable during a critical period during the off-season. >> repairs are needed to be done. without those repairs, we cannot put the boats in the water. >> reporter: time in coastal communities is marked by the tide. the ebb and flow of each year's tourism season. it officially begins on april 1st. so, what is the likelihood the wharf will be repaired and ready to go by then? >> our goal is to start a project up this fall and wrapping it up hopefully a year from now. >> reporter: jamie goldstein says they were already planning to widen and renovate the wharf this fall. it just makes sense to roll the renovations and repairs into a

single project. >> we have looked at doing a peer repair project. one of the things that we see is that best case scenario we could be wrapping up those repairs just in time to connect the costs to start the new, big renovation project. that just doesn't make any sense. >> that is not comforting news for david morris who is a business is effectively dead in my employees are my number one. they are the backbone of every business out here . without our employees, none of us have a business. >> since we are on this oceanic theme, the worry is the tides that come around this time of the year, the highest surf this weekend, the tide is expected to reach seven feet. that will flood the usual low-lying areas near the shoreline. first alert meteorologist darren peck is here. how high are those tides supposed to be? >> higher than you normally would expect them. if i put out a number, i think it is

like seven feet above what you would expect it to be. that number does not really mean much to the average person. it itound noon that maer i ti e as to that. we are not going to see the numbers dip more than they are right now. we do not have to freeze tomorrow morning. there will be a lot of mid-30s. if we pull out some of the details for the north bay, 36 in napa, 35 in sonoma, 34 in walnut creek. we will get to 35 in pleasanton. 39 in mountain view. that covers the morning. here is the afternoon. 58 for the daytime high. that covers the game. 3:30, there are no major issues here, although, it is going to be a bit breezy tomorrow. that is a bigger issue, the big

picture. i don't think it has a major impact on the game tomorrow. it will have an impact in terms of the possibility for more downed trees, especially at higher elevations for the winter. the winds are going to be stronger. we can see them as strong as 60 miles an hour throughout some of the higher points of tomorrow going through to the evening. so, strong winds at higher elevations. if you want to get some of the numbers on the timing, watch what happens as we get into the afternoon. 3:00toternn. that is when we see the wind speed pick up. the east bay hills feel it. look at the numbers for mount hamilton. if you watch for tomorrow night, it is stronger than that, we will see a gust that tops out around 40 on mount diablo. so, no rain, sure, we are done with that part of the storm track. but we do still have wings. the ground is still saturated enough and we could have some downed trees from this. that is the primary

concern. how do we get wind without rain? the storm went too far inland. you will see you there tomorrow. let's look at it a different way. here is where it is going to snow in the central nevada. that is an inside slider. when the storms overshoot and go inland like that, as they pass by, we feel the offshore winds. that is why we are getting the wind aspect, but not the rain. so, there is the coastal flood advisory. look at the times on here. tomorrow at 11:00 a.m. and then monday at 12:00. those are the time frames to be aware of, especially if -- some of those low-lying laces off 101, if you take the exit there, the typical places we are use to seeing. the low-lying inundations. beach hazard statement, as well. we are also seeing some wave energy. the mindful if you will be near the surf tomorrow. daytime highs are in the mid to upper 50s. as we look at the seven-day forecast, there is a bit of a warm-up that comes our way into the middle of the week. we will see daytime highs

the rivalry has been -- earlier today, drag prescott, ezekiel elliott, and the dallas cowboys arrived at their hotel. it has been a taxing week for the cowboys. dallas had a late game in tampa on monday. thacro meanwhile, they have been resting and prepping since saturday. here is kyle shanahan on the rivalry. >> we just went back and kind of showed our players the history of the niners could be started with the 82 game, the catch and everything. we showed them the 92 in the 93 and the 94 game. just to see that history so everyone has an idea of what dallas and the niners mean to people. stuff might change. some of the film changes and stuff. it is all
