thousands of families who were forced out of their apartment nearly a month ago due to flooding are demanding answers. >> they are still living in hotels and they are not allowed to return home after the recent winter storms. floodwaters damage the electrical system on new year's eve. the complex is home to more than 300 people and some of them tell us they been kept in the dark as frustration mounts. >> reporter: what was supposed to be the happiest time for will and his family has instead and a few challenging weeks.

he and his fianc÷e welcomed their second baby boy on january 10, while they were evacuated from their home. >> when we cameit ho , we were ty th found out getting moved to emeryville. so we knew we had to pack everything up from the courtyard with our brand-new baby. >> reporter: the family of four has been living out of the hotel room without a stove since new year's day. >> at our home we had a washer and dryer that was in her apartment and now we are being charged three dollars to wash, two dollars to dry and we are blowing through our savings right now. >> reporter: he says every part of their lives has been disrupted, from his work, to his six-year-old son school. >> at homes we were seven minutes away from his school so it was convenient for us and now we are almost 30 or 40 minutes out. >> reporter: he says what's

worse is they feel like they are being kept in the dark, very few updates. >> we need help, it's time to put pressure. >> reporter: alex and her neighbors believe the flooding of their four-year-old building next to the east oakland coliseum workstation was preventable. of the city had cleaned out nearby storm drains. they say the management company paid for their hotel rooms, but has done nothing else to help them. the city also has not offered any help to the roughly 110 families evacuated. >> it's been 27 days. we are no welfare recipients, we are not crackheads, i'm a professional. >> reporter: they are told it could take up to 12 months to get the parts to repair the buildings electrical system .

help, just go to their website. along the coast, chp helicopters are carrying groceries in medication and other supplies to people cut off by recent storms. rockslides from those recent storms are still blocking part of the highway. caltrans says it could be another month before the road reopens. the th new year's day flood there were slides on either side of the highway. >> it has happened a couple of times since 1997. in the meantime we've got rain coming our way tomorrow and in order to get rain, the system is highly motivated. it's going the long way around. it's not going to be the most impressive rainmaker tomorrow and there's a big barrier between us and the storm track right now. you look out there and you would say there is our system way out there. everything comes in from

the pacific. there's a big area of high pressure here blocking not and everything has to go up and over that, so our system is already moving through washington state and coming down the long way, and if we watch this, you can see the system will come straight down which means it doesn't have a strong moisture tap to it. it's coming in over land. they can't really produce a whole lot of rain and it's also going to be much colder and we will get wind from this because that system will be able to pull in some of the northerly winds. a few light showers tomorrow morning, this will be the most impressive point from of rain standpoint and that's not all that impressive. when you look at how much rain we will actually get from this. the santa cruz mountains might come away with 2/10 of an inch of rain and that brief downpours. for the rest of the bay there's a couple hundredths of an inch of rain. what's the bigger impact from this besides the fact that you might get light

rain tomorrow, the wind advisory, we look at this a moment ago and i will stress this from tomorrow afternoon until monday afternoon we will see 50 mile-per-hour gusts in the northbay mountains and that will be strong enough winds that we will have issues with more drowned downed trees. as the wind calms down after tomorrow and monday, then the cold air will really be able to settle to the ground . daytime highs coming in at about seven or eight degrees below average, and when we look at the big picture, there goes the week system tomorrow and the next does come in from the pacific and that might be able to provide better rain. if you look at tomorrow's rain, not much. if we advance this and add on the thursday and friday rain, we could get about a quarter of an inch of rain.
