south begin to thaw out from days of icy weather, new england is bracing for what could be the coldest windchills in decades. an arctic cold front is moving northeast bringing wind gusts up to 40 miles per hour on top of freezing temperatures. parts of maine and new hampshire could see windchill temperatures of minus 60 degrees or below. overnight parts of new york state got hit by heavy snow. this is how it looked just north of syracuse where temperatures are expected to drop several degrees below zero. texas is dealing with the aftermath of days of dangerous weather. more than 200,000 homes and businesses are still without power after half an inch of ice toppled power lines and trees. officials in austin say the damage was worse than they originally thought. >> initially it was hoped that all power would be restored in 12 to 24 hours, but as we now know, and we anticipate, it'll be late tomorrow before we have substantially restored power to

everyone across the city. >> there have been at least 11 weather-related deaths in texas, arkansas and oklahoma. the pentagon says it's tracking a suspected chinese spy balloon that's been flying at a high altitude over the u.s. for a couple of days. a man in billings, montana, captured these images. military officials said montana was one of the places the balloon was spotted, and that's where some of the silos for nuclear missiles are located. officials say u.s. fighter jets were mobilized, but the pentagon advised president biden against shooting down the balloon because of the risk of falling debris. it comes days before secretary of state antony blinken was supposed to travel to beijing. it's unclear if he will still go. and members of the congressional black caucus say they reached an agreement with president biden over how to jump-start efforts to pass police reform legislation. it comes after tyre nichols died after being brutally beaten by memphis police officers, but getting republicans on board poses a challenge. bradley blackburn is in new york with more on this.

bradley, good morning. >> reporter: anne-marie, good morning. back in 2021 lawmakers were close to passing the george floyd justice in policing act before the deal fell apart in the senate. now democrats plan to try again, but even one of the biggest republican advocates for police reform says this version is still a nonstarter. >> how can we make some progress on police reform with consequence and violence in our communities? >> reporter: police reform was the top issue during thursday's white house meeting with members of the congressional black caucus. afterwards the group's chairman said there is an agreement on a way forward, but he gave few specifics saying the details are forthcoming. >> we are committed to meaningful, substantive reforms and a focus on public safety for all communities. [ crowd chanting ] >> reporter: calls for action were reignited last month sparked by the death of 29-year-old tyre nichols, which came three days after he was beaten by five now former memphis police officers.

at his funeral this week, the vice president called on congress to pass the george floyd justice in policing act. >> joe biden will sign it. >> reporter: the act limits unnecessary use of force, restricts the use of no knock warrants and chokeholds and limited qualified immunity which shields officers from many potential civil lawsuits. debate over qualified immunity is the main reason it stalled in the senate about a year and a half ago. on twitter south carolina gop senator tim scott called the bill a nonstarter and pushed for common ground solutions. meanwhile, house speaker kevin mccarthy says he wants more information from the nichols investigation first. >> i've had a couple of conversations with tim scott. we'll make sure we get all the information back and work forward. >> reporter: the congressional plaque congress comprised of democrats says it must work with the other side to get it across the finish line. tyre nichols' family and their attorney, ben crump, have asked for a new section that would compel an officer to intervene if a fellow officer is doing something illegal.

anne-marie. >> bradley blackburn in new york. bradley, thank you very much. >> reporter: thanks. police in new jersey are searching for a suspect in the deadly shooting of a borough council woman. 30-year-old eunice dwumfour was found dead in her suv outside her town house rather in sayreville wednesday night. investigators say she was shot multiple times. >> our friends that lived over there said there were two sets of four shots like pop, pop, pop, pop, pop, pop then they looked outside, and they saw somebody running into the woods, which leads to the parkway. >> the republican councilwoman was elected to her first term in 2021. there is no word on a possible motive. in washington now emotions are running high. republicans voted to oust democratic congresswoman ilhan omar from the foreign affairs committee and cited her past comments widely condemned as anti-semitic when she criticized congressional support of israel.

she apologized for her past remarks and issued a rebuke on the house floor yesterday. >> and my leadership and voice will not be diminished if i am not on this committee for one term. my voice will get louder and ng, harsen. >> it's not about nc ne words matter. rhetoric matters. >> reporter: house speaker kevin mccarthy insisted the move was not revenge after democrats booted conservatives marjorie taylor greene and paul gosar from their committees in the last congress for controversial statements. arkansas governor sarah huckabee sanders will deliver the republican response to president biden's state of the union speech next week. republican congressional leaders made the announcement yesterday. the 40-year-old is the nation's youngest governor. she was also the first woman elected governor of arkansas in november. sanders was white house press

secretary for then president trump from 2017 to 2019. overseas russian president vladimir putin used the anniversary of a key world war ii victory over nazi germany to justify the military action in ukraine. putin marked the 80th anniversary of the battle of stalingrad to rally the russian people. he predicted victory and criticized germany for helping arm ukraine. putin said he was ready to draw on russia's entire arsenal including nuclear weapons. in his nightly address to the nation, ukrainian president volodymyr zelenskyy urged european leaders visiting kyiv to invoke more sanctions on russia. well, coming up, possible shooting threat. police in los angeles arrest a man accused of stockpiling weapons and ammunition. and eye drops recalled. an over-the-counter brand is linked to at least one death. this is the "cbs morning news." adnan syed, the subject of a popular podcast "serial" was back in a courtroom. syed spent more than two decades in prison for the 1999 murder of his ex-girlfriend hae min lee. lee's family is asking a maryland appeals court to redo the september hearing and reinstate syed's conviction. they claim their rights were violated because they did not receive enough notice about the hearing d could not attend in person. a ruling is expected within 90 days. there is a recall of eye there is a recall of eye drops. and a los angeles man is accused of threatening neighbors. those are some of the headlines. "the los angeles times" reports a man who allegedly aimed rifles from his hollywood high-rise was arrested. residents alerted police after they say a new neighbor bragged about an arsenal of weapons and made violent threats. police arrested 25-year-old braxton johnson on tuesday. they say they found rifles loaded with ammunition pointed

at a nearby park in his apartment. >> it's great police work and great teamwork by community members and our police officers to take the suspect off the streets. >> police seized several weapons and more than 1,000 rounds of ammunition from the apartment. they say there's no evidence of a mass shooting being planned. johnson pleaded not guilty to several charges. the first jobs report of 2023 will be released this morning, but experts believe it'll show a slowdown in hiring. yesterday the dow lost 39 points. the nasdaq was up 384, and the s&p 500 gained 60 points. president joe biden's top economic adviser is stepping down. 44-year-old brian deese served as the director of the national economic council for the last two years. he helped shape some of biden's most sweeping economic moves including a $1.9 trillion pandemic aid package. deese will leave his position in mid-february. a successor has not been announced. ford motor is reporting some dismal numbers. the american automaker says its fourth quarter net income fell 90% from a year earlier. the company's ceo said ford left $2 billion in profits on the table and warned layoffs are coming. plans are also in place to reduce many factory and supply
