address. the key issues he is set to tackle tonight, and how they affect all of us, particularly in the bay area. new details on a shooting in the south bay. the suspect is said to be targeting officers. and the desperate search for survivors following a massive quake in turkey and syria. good afternoon, everybody. i am reed cowan. just three hours away, president biden will deliver his second state of the union address, but this time he does it before a politically divided congress. skyler henry joins me live from washington with a preview. skyler, good afternoon. >> reporter: hey, good afternoon to you. the president is expected to touch on several key issues, including the state of the economy and the historic low unemployment numbers as well as the state of immigration and other international priorities as well. we will also hear him touts some of the administration's legislative victories, mainly the bipartisan infrastructure law, showing that both sides of

the aisle can work together as the administration looks to carry on a theme of finishing the job. president biden will deliver his second state of the union address, touting democratic wins. >> we have been able to do more for the american people than ever before. >> the state of our union is struggling under the weight of president biden's far left extremist agenda. >> reporter: the white house says the president will highlight what he considers to be his administration's economic a congressman's, including a bipartisan structure law, investments in computer chips and clean energy, and a strong january jobs report that push the unemployment rate to a 50 year low. but a new cbs news poll says that many americans polies are making the all econ idenden ispectedto highlight areas wh believhe dem and republicans can find

compromise, as well as draw clear lines. among the guests, paul pelosi, the husband of the former house speaker who survived a politically-motivated attack in their home. also will be you to artist and activist bono. >> i am looking forward to working on that. >> reporter: president biden will be making a case for finishing the job as he moves closer to launching in 2024 presidential campaign. tonight we will also hear from newly elected arkansas governor sarah huckabee sanders. she will be delivering the republican response to president biden's state of the union. you remember that name? she was once the press secretary for former president trump. back to you.

>> it will be a long night for you, my friend. thank you. the washington post is reporting right now the part of president biden's state of the union will take aim at silicon valley and call for science professor. last time you were here was on election night. you and i got to be good friends. let's start out there. hello, my friend. so what you think will happen where a conversation about tech is concerned? >> these days tech is a very popular bogeyman, and it is popular in both political camps. so, you know, whipping that boy a little bit won't hurt too much, and who knows! there might actually be legislation that comes out of it. the problem is that the commonality is rather superficial. the political right feels like

tech is biased towards the left, and the political left wants less regulation on tech platforms and feels like tech companies are enabling this information, threatening democracy and endangering vulnerable populations, women, people of color, children and want more regulations. so, you know, the rhetoric is popular across the board politically, but the policy solutions are more elusive. >> we know a lot of tech workers will besaying coerned is notfertile grnd territory for bipartisanship? >> i give it, on a scale of one to 10 in terms of legislation products, i give it about a three. but it is unlikely. certainly any big legislation on tech is unlikely this year. in a newly divided government

tonight first aid of the union analysis and perspective from both sides of the political aisle, plus an in-depth look at how the issues discussed affect all of us here in the state of california. you have to see this. the moment th us now. >> it certainly is a problem. the suspect's car was spotted at a substation. this video is from a gas station on the corner of king and story roads. it is where the suspect shot at the patrol car, narrowly missing two officers. >> the bullet hole in the patrol car's windshield centered where an officer had been only moments before is as chilling a site as i have ever seen. >> the chief says that mendoza jumped in his car and sped off,

that is when the two officers opened fire, leaving multiple bullet holes in the police cruiser and in mendoza's car. these are pictures from police that we are showing you right now. police were able to track mendoza to a home later that night. this video released today shows the second time that police say that mendoza shot officers. they said they difire back despite an offering hit the hip. mendoza was later arrestedys tt nevada. police said the gun used was an illegal ghost gun. ghost guns have actually been used in four of the past five police shootings, and read, we also learned that the officer has been released from the hospital and is recovering at home. the officers involved in the shooting at the gas station are now on administrative leave. other top stories we are following, oakland's police

chief has officially asked for his job back. today, chief armstrong send a letter to city officials claiming that the full report from the federal monitor proves, he says, that he did nothing wrong. it is a sentiment shared by his supporters. they rallied at oakland city hall. >> i think we have come too far in the police department to start over. i think he is our man. he is respected in the community. he is from oakland. i trust him to do the job. >> so armstrong was put on leave by the new mayor of oakland following allegations that he mishandled two police misconduct cases. let's go over to contra costa county, where you can see this. a tesla slammed into a home last night on poinsettia street in san ramon. a family friend said that the car was parked in the garage with a driver behind the wheel and not on the autopilot that sometimes figures into the stories. it somehow malfunctioned and then just accelerated on its own! you can see that he went right into the kitchen. fortunately other than the

countertops, nobody got hurt. now to the desperate search for survivors in turkey and syria after two massive earthquakes killed more than 7000 people. the death total is extolled to go up. now we are getting video of what rescuers are facing. heroic moves. take a look at this. run video shows exit craters digging through piles of debris. you see bonfires scattered around the rubble. this particular view was in northwest syria after the click just flattened that village. then we like to look for the helpers. listen to this. a small sign of hope amidst the devastation. that is a two-month-old baby pulled from the rubble after being trapped some 29 hours. more children also being taken out. rkey's president declared a y state of emergency that will last for three months. mmunity are worried about

their loved ones. some that we spoke with said they are frustrated about being so far away and not being able to provide immediate help. >> we are still struggling and trying to figure out what really -- but there is still a little hope that this is not as bad as it looks like. >> so our turkish neighbors here in the bay area recommend that donations be made in the form of cash, since it may be a while before those supplies can reach areas where it is most needed. in the meantime, help us coming from all over, including right here in california. bridge builders in action there. the l.a. county fire department is sending a task force to turkey made up of 81 people and six canine teams. we got this video, seeing them pack rescue equipment before taking off last night. this comes as the united nations has re it wilkea world help

welcome back, my friends. we are proud here at your community station to celebrate black history month, bring you the stories of the bay area's inspirational leaders, people who are changing their communities and fighting for justice and equality. today erin andrews brings us stories of black business owners in oakland who are helping to revive their neighborhood. >> reporter: in the corner of this gathering space, you will find creighton davis hanging out at his favorite spot. >> that's what we wanted to create. a space that was a blank canvas. >> reporter: creighton, who is black and czechoslovakian, use the canvas to create community. it only took a walk down the

block for him and his dog to see the need. >> when you see these empty and open spaces, they naturally mean that there is a void there. when you think about what a void means, most people think, well, there is nothing to fill it. but i know, and most oakland or snow that there is so much talent, beauty, gifts the people in the community have. >> reporter: creighton is an entrepreneur and the creator of kinfolk. some folks call it a coffee shophers say at it is a wine bar. no matter what you call it, when you step inside you feel a connection, but it also fills a void. >> there are so many vacant businesses in downtown oakland. so many vacant storefronts. we wanted to play a part in the revival. >> reporter: one customer says that he gets a sense of belonging. born in oakland, and creighton

born in san francisco, created this space. the purpose was community for their people, their color, their kind. >> sometimes when i was walking in different businesses and things popped up, i didn't necessarily know if it was for me. >> reporter: everything from the plants to the artwork is by black designers and black creators. that's not all, though. the wine is from black producers, too. swan dotson is mom of kinfolk, as they call her. she says that wine warms conversations and atmospheres. >> this is what i feel that oakland looks like. when you walk into kinfolk, you see people of all ages, all races, all genders coming and hanging out and feeling really comfortable with each other.

>> reporter: whether you walk in for the wine, the coffee or just the people, you will likely stay for something else. >> if it isn't something you can name, it is an energy. it is a feeling. it is a comfort that, you know, you don't necessarily feel in all places. >> reporter: you get something. a feeling that fills a whole in this community. >> justin andrews there. just last week, kinfolk kicked off an event honoring black winemakers. it is open at 1951 telegraph avenue. time for a look at our forecast with paul heggen. i have that i am pretty happy with what i have seen outside today! >> it is pretty nice out there. temperatures most exactly where they are supposed to be for this time of year. high cloud cover overhead, but it has not blocked the sun. it is associated with a cold front passing through, but it will not bring any cold air.

in fact, our temperatures are due to warm-up for the next couple of days as passing clouds move out. all the moisture has been directed towards the pacific northwest. that will remain the case for a while. let's take a look at futurecast. a little bit of fog in the central valley trying to spill through the delta into the east bay valleys. other than that, cloud-free conditions as we have for tomorrow and thursday. on friday, the breeze will start to kick in and we will see a return to fog along the coast and even making its way inside the bay. also returning to near average temperatures by friday and saturday as opposed to the next couple of days, when we will be on the one side. the dry pattern does continue not just through the end of the workweek. that is not an entirely dry extended forecast. there is a slight chance of showers friday night into saturday and a slight chance next tuesday, but in general for the next few days it is drier than normal conditions not just for the bay area but for much of california. the eight to 14 day outlook shows a transition to near normal with weather conditions further out our east. i am a little skeptical about

this, because a lot of the long- range data that i am seeing points to the fact that we would be lucky to get about half of what is our normal rainfall through the rest of february if we are just adding up through tomorrow. we should get another three ches or so of rain. if we get an inch to an inch and a half, i think that would be overachieving, but it will not be entirely dry. it is not enough rain to wash much pollen out of the atmosphere. if you have been sensitive to that lately, you're not imagining things. it is in the median category, climbing almost to the edge of the medium to high category by friday and saturday. it is alder, birch and juniper. if you are sensitive to those, you will notice it over the next few days. right now, high cloud cover. temperatures are in the upper 50s to around 60 degrees. the cool spot is 57 in oakland on the one spot a 61 in santa rosa. lately temperatures will drop down to the upper 30s by tonight. low 40s around the bay and the coast, then our highs will warm up almost to the 60s exclusively. the exception is along the cohe

to thr 50s. low 60s around the bay with teatfurtr inland ranging from the 60s in the east bay to mid-to-upper 60s in the santa clara valley with temperatures may be a degree or two warmer on thursday, then back down to near average temperatures friday and saturday. two slight chance of rain from friday night into saturday, then again tuesday of next week, neither of which looks very impressive, but something that we will keep an eye on as we head for the next seven days. we want to get to breaking news out of antioch, where a fiery crash has shut down highway 4. this is near l street, and you can see that many emergency workers are there on the scene. they have the police tape up and the crash looks to be a mess. a major rescue operation is underway right now. authorities say that at least one person is injured in this. so we are watching this from the chopper and on the ground. that is the information we have
