like a war zone in the moments after the explosion. we have a better look at the surveillance video tonight. we do want to warn you, some of this video may be disturbing. >> reporter: the explosion leveled this home right behind me here. you can see not a whole lot left. the two homes next door, other homes on this block also have damage. the explosion rocked the 1700 block of 22nd avenue in the sunset district. these two people were standing across the street when the house exploded. they appeared okay. the impact blew up in the back passenger door of this parked white previous. the driver later came out and appeared okay. >> a disabled woman who lived in the home died. a caretaker for the woman suffered from serious burn injuries. shortly after the home

explosion, this man told firefighters he lived in the house and asked if his disabled wife made it out alive. he appeared in shock and was crying at one point. san francisco police would not confirm if this is the suspect. they say they arrested 53-year- old darren price for manslaughter. manufacturing drugs in the house. police removed tanks and cylinders from what is left of the home. they also charged price with two counts of child endangerment. two kids who lived in the house were at school at the time. >> if the students were not in the house, we believe that the children were in danger do to be hazardous and dangerous environment that the illegal narcotics lab created. >> reporter: police would only say the suspect lived in the house that will appeared he would not say how he was related to the woman who died were the two kids.

the next-door neighbor said it is a family of four, has been, wife, two kids. they mostly kept to themselves. and when we follow the law and we do not want anybody to come to our neighborhood and bombed the neighborhood. >> reporter: karen's house is red tagged. every part of her home is a damage. ceilings, walls, and fixtures. >> yes, definitely, a lot. you know, in a second, my life changed. this is my home base for the past 30 years. i certainly do not want to be homeless. >> reporter: she is not alone. other neighbors on the block are cleaning up and boarding up broken windows and doors. >> this is something that you hear about on the reason there is a war, not in your neighborhood. >> reporter: no updates on the injured caretaker. the last we heard, she was recovering. as for the suspect, price was arrested at or near the medical examiner's office on friday. that is where the victim's body is being held. >> supervisor jolyn guardino who supervised the area says he

is planning a tunnel for this wednesday. he wants to help enact people with resources from the city. >> i just want to bring people together , hear the concerns, offer information from the city if we can provide any resources, we will have department heads and emergency management. adjust people on hand to let folks know what we can do as a city to let them get to this tragedy. one example is the possibility of property tax relief in the face of a tragedy. >> at the moment, the town hall is scheduled for this wednesday at 5:00 on noriega street. an exact location has not been announced yet. he says he will let people in the immediate area know when the plans are finalized. oaklands chapter of the naacp renews its calls for police chief armstrong to get his job back. the chief was suspended last month because he allegedly mishandled how an officer was disciplined for some serious offenses. sergeant michael chong was

accused of a hit and run crash at an apartment complex and shooting his gun inside an elevator at police headquarters. he could have been fired but ended up being suspended. the chief signed off on the punishment and ascended his decision this week. >> it is shocking that someone would do an investigation like this , that in my opinion, was so biased and focused on trying to create a crisis. it really was surprising. >> the chief says he signed off on the punishment without reading the full internal affairs report . the naacp is urging the mayor and city council to reinstate the chief. again, voice their support for him at their monthly meeting today. >> it is important to hold the chief and anybody accountable for whatever they do . it is very important. it is important to hold me accountable. it is important to hold you accountable. but when you have done nothing wrong, you should not hold that person accountable. >> chief armstrong has firmly lost the mayor to restated.

there is no timeline for the mayor to make the decision about the chief status. a san mateo judge has imposed a gag order in the half moon bay mass shooting case. that means lawyers from both sides along with the sheriff's office are forbidden from speaking to the press. the judge also restricted access to court records. this is a video of the suspect during his latest court appearance. he is charged with killing seven people and two mushroom farms in late january. a sold-out concert raise money to benefit those same farmworkers. betty was there. >> reporter: on saturday, the half moon bay community relied on the power of music to help them heal from last month's mass shooting in support farmworkers in the long-term. he is an acoustic guitar player who lives in montero. on saturday, his conformance at

community brought in nearly $6000 through ticket sales. proceeds will go to coincide help, both nonprofits support farmworkers. >> we know that we are doing our work by ourselves. we have had a quiet job for several years. this means that people really care. >> reporter: henrique said the group is still trying to find permanent housing for people affected. currently, they are helping about 50 adults with temporary housing. funding will also go towards mental health services and therapy for one survivor. mark hopes the benefit concert raises awareness and the tragedy is a reminder for all with appreciation of the hard work of farmers. >> when you sit down for dinner , think about where it comes from. yeah. yeah. for sure. you know how much work goes in? especially in the produce and everything that

ideals, culture, and diversity. they found a unique backdrop to put behind it. ♪ 36 women from 17 countries all working in the fields of science and technology took their oath of citizenship in the san francisco museum of modern art. towering above them, the famous pan-american unity mural by artist diego rivera. painted in 1940, the merle depicts the growth of the american experience. through innovation and diversity, a message not lost on this group of immigrants. >> when you think about representation, you are getting something special in these months . it felt good to be a part of it and look around the room and the other people that you can relate with. >> when i went for my interview, they gave me an option, so i want to take the oath that they were today with the women. i said yeah, for sure. i want to be with the women in the state. it is an honor to be here.

them are looking at the 60s. 70 in santa rosa because we are going to have a little bit of across the north bay mountains, that is a wind coming from the northeast and going out to the coast. we call those offshore winds. it is time to warm up the valleys. that is why santa rosa will get to 70. most places do not have strong winds over the mountain. we will have to settle for the lower 60s. here is where the wind becomes more important. we will watch this from tomorrow afternoon until monday. now, it reverses direction and gets noticeably stronger. that is a strong onshore wind. monday night is going to be windy near the coast. so, the national weather service is issuing a wind advisory for that. that goes in effect 1:00 on monday. stays in effect until tuesday morning. that covers the first issue. here comes the next one. went when we chec tch the front

there. that is the monday afternoon. that is when the wind becomes onshore. there is nothing too bad about wind. the system behind that brings rain. that will come in for a closer look. we have gone ahead to today which is valentine's day. this is tuesday. this is through the late morning or early afternoon. light showers, grazing the entire bay area right in the middle of the day. there is not a lot of rainfall totals that look impactful at this point. just a couple hundred of an inch of rain. rain at this point, nonetheless, at this point on tuesday. i think the bigger issue is going to be that it feels cooler and it will be breezy as that system comes through. that is the main thing to keep in mind about valentine's day. tomorrow will be real nice. monday and tuesday will not be the same. there is another system that comes our way on friday. there goes the tuesday system. thursday, not a lot happening. friday, another system. it kind of looks like it wants to stay off the coast. the forecast is rain on friday
