the power struggle is putting them in harms way. this is the late news. public safety is a hot topic. how to make the city safer has been a debate. the major players is the police department and the mayor. there have been questions about how those groups will move forward to tackle that issue and others and if they can work together. today, the oakland mayor and acting police chief announced public safety measures. some of them were not new like community officers. the elephant in the room, what will happen to chief armstrong? the mayor was asked but dodged the question again. >> we are taking the investigation seriously.

how did the department and appear? armstrong was sworn in in 2021, veenker patrick was fired without cause. to have been under federal oversight for two decades in the wake of a correction scandal. last year, city hired a law firm to investigate reports of misconduct. of report found that the department mishandled two officer misconduct cases. that on january 19, mayor put the chief longleaf. armstrong has some demanding he be reinstated, including the naacp he that already sent letters. there have been multiple stories with small businesses. they are still trying to attract shoppers. some of the issues have been property crime and violence. what is your sense from some of these business owners about what they think?

>> in speaking with many owners, they support chief armstrong. they say he believes that he cares about the community. they have seen them on the ground and they say he's been consistent in keeping officers -- , particularly in chinatown and little saigon. they hope it doesn't change. >> chinatown is a safer place to shop. thank you for what you do. 4 this is video of chief armstrong speaking with community leaders and a citizen patrol called the blue angels over the past summer about their partnership in deterring crime. among the volunteers was a small business owner that runs this new york life insurance office at the pacific renaissance plaza. she believes things have gotten better under his leadership. >> armstrong was responsible to -- police patrolling chinatown. i was surprised that he was on

administrative leave. >> reporter: armstrong added more police officers on foot and in via, after a wave of theft, robberies and brutal attacks on the community during the pandemic. she has been volunteering multiple times per week. >> i also have a police officer around the corner. sometimes there is something we can report right away. or maxi fears that a change in leadership may make the community vulnerable. was multiple break-ins at small businesses. after a break-in in december, the same thing happened in january. the teahouse recently shared video of the third burglary in less than a year. >> it is kind of scary. that is why we want armstrong to come back.

>> she knows that patrolling isn't enough. she has to take safety precautions. she said in the last year because of neighboring crimes, she keeps her doors locked during business hours. >> it is interesting to see that. >> reporter: matt dorsey proposed legislation that would revoke sanctuary status from undocumented immigrants that are convicted of dealing fentanyl. right now the san francisco status prohibit that kind of cooperation, although there are exceptions. dorsey acknowledged that many suspected dealers are citizens but insisted that any legislation that could curb fentanyl dest is a step in the right direction. >> i don't pick it makes sense for us to say it will only be a limited effects so we shouldn't do it. the reality, we will never be -- that solves this. we have to try everything.

>> dianne feinstein announced she would not seek reelection in 2024. the announcement wasn't unexpected. feinstein is the oldest member of congress in the longest-serving female senator in u.s. history. her political career spans six decades. she has broken barriers on many fronts and it started right here in the bay area. she first held elected office on the board of supervisors in 1969, following the assassination of ben mayer, george moscone and harvey milk. she became the mayor and held the position for 10 years. in 1992, she won her bid for senate and held onto the position of her sense. the question, who will replace her? congressman adam schiff and katie porter from southern california, announced intentions to run. harper lee has also expressed interest but hasn't officially announced. one expert said the change will have major implications.

in a church parking lot. deputy state a driver intentionally hit an elderly woman with his carmen got away . it happened saturday night at first presbyterian church in castro valley. a man in a nissan was seen backing up when the car brushed against a 77-year-old woman that was pushing a cart. deputy state she yelled at the driver and he yelled back. the driver seemed to follow her, turn in front of her almost hitting her and the driver loot around and drove into her. this is the moment it happens. >> she got caught on his hood as he sped away before she rolled to the ground. she was taken to the hospital and this going to be okay. deputies are asking for tips to track the suspect who was driving a mid-2010 model nissan ultima. in oakland baker that was killed last week after being robbed, continues to give back, even after her death. she donated organs last night.

around here, the system that brought moisture is departing. a similar pattern tomorrow and thursday. the next rainmaker will spin off the coast and staying off the coast. i don't think we will see any rain showers making an approach to even coastal portions. the rest of the forecast is dry as well. that outlook takes us through the last day of february to find a return to an unsettled pattern. the need for the outlook shows a significant chance of wetter than normal conditions shaping up for the last seven days of february. specifics are lacking in that timeframe. just because of the timeline that we work on predicting rain chances. we are still in that 10+ day timeframe where he recognized maybe it is a favorable pattern for rain chances.
