careenedf sepeop wereut doing some normal saturday chores. authorities say the car's brakes failed as it came down campus drive. >> that's where the car ended up, smashed into a home. flamesfrom under the car spread to the house. investigators think it will car hit a gas line which then caught fire. and once firefighters got there, no evacuations were needed. they got the flames under control, but they are allowing the fire to burn off gas until pg&e can clamp the line. neighbors say they have had problems with that intersection before. >> i've lived here 22 years, and probably about three or four times we've had people come barreling through that intersection and hit houses or hit the retaining wall. >> the driver, another adult, and three children escaped with minor injuries, but two kids were taken to the hospital to get checked out. there was no one inside the home. oakland authorities

looking for the driver that injured a mother and her young child in a hit and run. at about 12:30 this afternoon, the woman and her daughter were hit while crossing 34th street along international boulevard. the driver then drove off. police are still looking for the suspect. there's no word yet on the cannot condition of the victims. new concrete barriers went up on san francisco's capp street. it's the latest effort by the city to slow prostitution on the street notorious for its sex trade. and it comes after some in the area called for changes. but the traffic barriers have brought on a different set of frustrations. now from the san francisco firefighters. the local san francisco firefighter's union 798 took to twitter calling the barriers a safety hazard. the tweet says selfish decisions that put others at risk can have dire consequences. it goes on to say, if you were trapped in a building, how

long would you like to wait? mayor london breed was tagged in the tweet as well. the city has said that the barriers are not permanent. now to the latest on the health of former president jimmy carter after it was announced today he has started hospice care. >> according to the jimmy carter center, he's dealt with a number of issues recently and after a few short hospital stays, he's decided to spend his remaining time at home with family and enter hospice care. he has the full support of his family and medical team in the decision. the family is requesting privacy during this time. >> mr. carter is 98 years old. he was the 39th president of the united states, and the longest living u.s. president in history. >> he kept a low profile in politics since leaving office in 1981. he has focused his time on charity work with habitat for humanity. >> he was last seen in the bay area ten years ago for a habitat for humanity project. mr. carter and his wife were

learned from their sacrifice. in san francisco, the bay view hunter's point community celebrated black history month at a site that represents a recent win for social justice. the brand new southeast community center was originally promised after a group of activists objected to an expansion of the nearby sewage plant. a plan that would have sent 80% of the city's sewage to its blackest neighborhood. harold madison was one of the ones that wanted more than just waste. >> the city wanted to put a basketball court there. we said we need a center for job training, education, for residents of bay view hunter's point. >> now the center commemorates those local activists and its vibrant hub after opening four months ago. today, it was the site of the black history parade, a ag >>he

opportunity to continue to ndimagin hundds of sa t ack history moparade ganizers hope the parade and center will attract more businesses to the bay view. the owner and management of the rv park of san rafael near the intersection of 580 and 101 has told tenants they're closing the rv park after losing their legal battle to raise people's rent. but the families living there told our da lin they won't be going without a fight. >> reporter: there are about 45 units in this rv park. i'm told about 40 of them received the notice to leave by october 31st. >> my place is tiny, but comfortable. i love my neighbors. i have a good relationship with all the neighbors. >> reporter: alex has lived in this rv park for 18 years. his mother moved in with him about a year and a half ago. he's one of many who recently

received this notice. >> living here for 18 years. they want to kick you out. where are you going to go? where? on the street? i don't have the means for the first and last and rent here. this is my home. >> reporter: roughly 90 people live here. many are low income families that work in the service industry. >> my income is $1,300. rent and utilities about $750. so i live with very tight. >> reporter: he and other neighbors say the problems started after the park owner hired a management company called harmony communities in 2021. like most residents, he owns the rv he lives in, but rents the land for about $575 a month. the management company increased the rent by $100, he says. the city of san rafael stepped in, saying the increase is too high and violates rent control. the city successfully sued and

blocked the increase. now harmony community says it's closing the park. >> yeah, it has been hell. >> reporter: harmony refuses to use the word eviction. they call it a park closure. a spokesperson for harmony reheated a statement saying the city wants a private property owner to single handedly subsidize welcome housing in san rafael, but we're losing money every month. since the city refused to honor its own ordinance, the only choice is shutting down the park. we anticipate all residents moving out by october and look forward to redeveloping the property towards a higher and better use. >> my mom said the same thing. i'm not leaving here, not on my dead body, she said. she's 96 years old. i plan to stay here and fight all the way in court. >> reporter: the city is aware of the latest notice to shut down the park. because it's a holiday weekend, we could not reach them. it's unclear if the city plans to step in. still ahead tonight, a coastal community saying good bye to their beloved pier

it's been weeks since the historic sea cliff pier was ravaged by the winter storms. the damage was pretty extensive, so the state ultimately decided to tear it all down. >> before it's gone, the state parks department held a good bye celebration for a pier. >> devin fehely has that story. >> reporter: the state estimates they lost roughly 200 feet of the pier during the recent storms, a casualty of wind and water and waves. and what was left was bent and buckled and very nearly broken. the state said the whole wobbly structure was quote, in a state of imminent collapse. and unlike previous storms, there would be no coming back. the damage was deemed irreparable, and the decision made to tear it all down. but as battered as the pier was, it was also beloved. it had been there nearly 100

years, built in 1930, to give the public access to the uss palo alto. the ship has seen better days too, and will remain half submerged just off the coast. a relic in ruins, and the pier that once connected it to the public soon to be gone. there are changes ahead in the old weather department. >> yeah. >> and it's bundle up time. >> by the time we get to tuesday and wednesday. but before we get there, we still have two days left of this three-day weekend. and they're going to be fantastic. so sunny and warm, the timing on this is really working out well from that standpoint. but once we all go back to normal on tuesday, it's going to get a lot colder and windy, and there's a chance of light rain. daytime highs tomorrow will be at their warmest in the 70 degree range. santa rosa going to 70. might be a couple degrees above it on monday. all these highs on sunday will

go up about another three degrees or so monday. maybe a few more clouds on monday, but a nice day all in all. then tuesday, look what's coming our way. directly from the north. this is a unique set up. we have a system that dives down straight from alaska. those are cold when they do that. but on the flip side, they adopt have a lot of moisture to work with because they're coming down the dry side. not just straight across the pacific. so this won't have a lot of rain. but it's going to sit here for three days and just kind of get stuck off the coast. it's not going to be caught in the jet stream, nothing to move it out. it's just going to loiter around. and there's a chance of rain wednesday, thursday, and friday, all three days. but looking at the rainfall totals, it won't be the biggest impact from this. granted, rain is always a big deal around these parts. we'll talk about it, point it out. maybe a quarter inch by the time we finish.

maybe a little more over a three-day period. that's really not much. especially in light of the january we had. a better snow producer in the sierra. a foot and a half. maybe higher at the highest elevations. you can see the snow in the coast range showing up. we could get a light dusting of snow here in the mountains, but not going to have a significant impact. just pretty to look at if we get it. here's the first thing you'll notice. the winds turns on. that's on tuesday. then it gets strong, and it's going to be cold. this is how you get a wind chill factor. tuesday afternoon it's already going to start feeling a lot different. but the cold air is funneling in behind all the winds, and then the morning lows really fall out. north bay valleys down into the mid-20s for morning lows. by thursday and friday, we're not that cold. but looking at thursday morning's lows in general, it's still 32 in san jose and mid-30s pretty much everywhere else. so that's the biggest impact. but yes, we did put a chance of rain on here. there will be.

the san francisco public library is celebrating the city's first ever book kiosk on treasure island. it's in partnership with the treasure island development authority, and the book kiosk is an electric machine, kind of like a vending machine, that will house a permanent stand alone collection of pop crew already popular books on the island. it's located in the entrance of the cove supermarket. and people came out to san francisco's mission science workshop this afternoon for an immersive look inside the human body. this is a blood vessel blown up to the size of a school bus. kids and families showed up for a chance to walk into the
