barricades to keep people from cruising. cap street and the mission has had a reputation for being an unofficial red district. so the city wanted to do something. they put up barricades to keep people from looking for sex workers. betty yu went to find out more. you talked to somebody who says that they believe the barriers are worse. >> reporter: he says now he's even more worried about his safety. this is the kind of sex work that people who live on cap

street say they regularly witness late at night. residents say prostitution on the block has only increased particularly this year. after complaints, these concrete barriers went up to replace the metal and wood versions people either removed or drove right through. >> they still walk around the area. you know sometimes they see there. hang around. it's just, it's not the remedy. i mean it's just the cars don't get through but then at the same time. it's a problem for the fire department in case, you know, the building here has an emergency like a fire. >> reporter: this resident who didn't want to be identified says he managing an apartment complex on cap street. he shares the fire union's concern. the postwent on to ask if you were trapped in building mow long would you like to wait. they also said firefighters recently responded to a large fire on near by 20th street. and there was another one on the 300 block of cap. >> it's really, really bad in

so much. hillary ronnan says the barriers are just temporary. she says she believes the solution would be to legalize sex work. >> i don't think too much about people think. i don't care about what they think. i can't be bothered by what they think. >> reporter: what maxine thinks about is how to make her profession safer. >> when you're arrested, you're taken out of your job. when you're held in jail, you lose money, that means your kids aren't going to have what they need. >> discussion of legalizing sex work has hit the front pages in recent weeks. cap street in the mission district has been at the center of those discussions. during the day, it looks like every other street in the area. but at night, that all changes.

>> when i get off at nighttime like after, like around 9:00 or 10:00 p.m. yeah when i drive by cap street, i see prostitution. i see ladies over there. yeah. >> reporter: evelyn figueroa managing a cafe on the street and says she recently has been seen an increase. >> in the last year, it's been more activity. more ladies outside. >> reporter: that has led to a complaint by residents. san francisco officer ronnen represents the district that cap street is in. she says she's been working with residents and sex workers to find a solution. she believes that solution is legalization. her office released this statement calling for a move toward quote decriminalization and ultimately legalization and regulation of sex work. >> really the main goal here is

to get the sex workers off of residential streets and the johns and pimps off regulation street. >> because that's going to bring money to the city if they legalize it but they should do it like in, not where, not in this area which is a lot of families and business. so they should have i don't know, have a place. >> reporter: maxine however is not on board. >> you know the prostitute nation has been working illegally for 100 years. you know, we're not going to be following any regulation or you know legalization scheme that is crafted without us. >> reporter: maxine says supervisor ronan's office did

not consult with her or anyone she knows. she just wants decriminalization. >> decriminalization means you're removing the criminal aspect. >> reporter: maxine says all she wants is to be able do her job safely and without the fear of arrest. she believe this is legal push is more about trying to control her than to help her. >> maybe you should wear our high heels for a while and see what that's like. see how that works out for you. >> it's an issue that has sparked debate for centuries and one that looks will continue long into the future. >> a lot of people talking about this. more than 54,000 customers had their power knocked out yesterday in alameda county. a fire at a pg & e substation took out power in oakland and

san leandro. some customers were in the dark for 24 hours. the power was restored late this afternoon, pretty late in the afternoon. we reached out to find out what caused the fire but we did not hear back. an historic church also caught fire. and people who go to church there say it will not stop them. >> we all group up. for us to not have a church home because of a fire, it was really hard to hear that this morning. >> on sunday, it went up into flames oakland fire says it started in the attic and guted the and gutted the building. this church was special not only to steve but dozens of others for generations.

>> it feels like a grief. these churches are where our grandparents, our parents came. it's a place where we got refuge, an education, where we came together. it's like losing a home. >> reporter: it dates back to 1858 according to the oakland library. that's why this fire devastating as it was will not be it end. >> we'll make it. it's going to take a while because it's a lot of damage. a lot of stuff has to be rebuilt back. but we'll get it back and you know 'll sing hallelujah when we go marching back into the building. >> on monday churchgoers already had a plan they went downtown to a sister church. >> i felt a sense of connectiveness that we were all coming together for one

first of all, yes. we could get some snow on the hills. surrounding the bay area later this week. from wednesday into friday. but it would only get about as low as 1,000 feet and it's hugely important. on the one hand that's pretty low for us. on the other hand it means it's not going to snow in your neighborhood because most of us live below 1,000 feet. here's an imagine where we will likely get accumulating snow on wednesday afternoon into saturday morning. it's the mountains. in the santa cruz mountains it's a lot because highway 17, which goes from san jose over to san the cruz. when you get toup the summit that when you get down to the summit that's 1,800 feet. that's probably the biggest concern from a snow standpoint because you could get enough snow on 17 it could have a significant disruption on the drive. that's something we're going to be watching very closely. but if you look at the rest of the bay. look at the east bay hills. sitting at 1,000 feet. right at 1,000 feet. that could get a dusting of snow but i don't think the community in the east bay hills

will get snow from this. that's the aspect of this. there are other items. tomorrow is a snow weather day not because of the snow coming later in the week. but because tomorrow the system begins with strong winds and it's going to usher in much colder air. after the beautifully tranquil and well above weekend that we had tomorrow is an abrupt change. yes we'll have scattered showers that go from tuesday night to saturday. taepb rain is and the rain is going to pick un. you see what the system looks like. it's coming straight down from the north. that's why it's got so much cold air to work with. look at what it kind of kicks off with tomorrow afternoon. strong gusty winds and a windchill. thermometer gets to the 50s, it'll feel more like the upper 30s. that's as warm as you're going

to get tomorrow. we had mid-30s tomorrow. complete 180. tomorrow the rains are very spotty. by the time we get into thursday the numbers will increase. if we take it to thursday, friday, saturday the rain potential increases ttle bit then on sunddone. going from wednesday night through thursday there's barely .1 of an inch. from thursday morning through friday when the widespread nature of the showers pick up that's where we will get the better part of the rain. you might get a drop of rain for wednesday but it wouldn't be a whole lot. it's not all that cold tomorrow morning yet. when you wake up tomorrow morning none of this has
