be on the way. hi i'm sarah, this is by no means an east coast snowstorm. we're not talking about the kin of snow they see in buffalo but we don't normally see snow in the bay area at all. even tiny flurries was enough to get it excited. snow was falling earlier. this is past the summi about 1800 feet up. it could snow still at even lower elevations. if you're feeling jaded about a couple of snow flakes try looking at it throug the eyes of a child. >> it's really snow. >> it's really snow. >> it's super cool, i just love it so much. >> we actually just moved out here. and i'm like, i am just a awe right now. i've never seen snow at all. >> yeah because in the news it said it was going to snow out.
1:39 am
>> i was actually in hayward visiting my mom. she said it's going to snow. make sure to loo out for the snow. if you see it take out and take pictures. that's what we're doing. >> that little girl is a savvy news consumer. there's also sno along the bay area. some places are still dealing with damage from yesterday's wind storm. right now over 26,000pg & e customers are still in the dark across the bay area. most of those outages about 22,000 down in the peninsula 2,500 in the south bay. a winter storm warning goes into effect tomorrow night through sunday. words i don't say here too often. >> it's been 12 years since thi

happened. this is literally a once in a decade kind of event for the bay area. >> unusual to be talking about this at all. very unusual to be talking about snow levels at 1500 feet which is what we're talking about. >> we are at grizzly peak which is at about 1,700 feet. this area is expecting snow to fall in the next couple of days. the last flurry was in 2019. but it is actually a pretty rare event >> the berkeley hills are very rare. but a snowstorm in the 1970s is one she remembers the most. >> we had a substantial amount of snow. we probably had 3-inches of something. >> maybe not that much snow ahead but it's likely the area
1:41 am
will see flurries and a couple of inches in the bay area. >> i've lived in the bay area and there was only one time tha we had snow in the bay. >> she's a little worried about the impact on her vegetable garden and fruit trees but it's the people she's most worried about. >> i'm worried about it for all the people who are out or losin the heat. the bills that are going up because of the cost of natural gas and all that stuff. i think that's what i think about the most. it's already hard to live in the bay area. it's going to add. >> and the stress of just getting down the snow covered hills, debby kendall remembers
1:42 am
what that was like. >> people drove down the hill and they had snow on their cars >> if it snows it's recommended to stay off the roads. there's potential for black ice and there's a loot of steep grades in the area especially on marin avenue. >> even the dog in that story was cold. he was whining a little bit there. we broke a certain kind of record. >> san francisco's high temperature was 43. the breaks the record which was set in 1880. >> a while ago. >> there's no human on earth that was alive the last time sa francisco was this cold the on this day. that's what the majority of the bay area's population is going to see as w head into the next 48 hours or so. because the valley is lower elevations and that's where it' going to be rain shower activity. some snow has been

flying through the santa cruz mountains. mount hamilton picking up in the hills.total accumulations in this time fram are going to be limited. the snow level dropping down to 2,000 feet but maybe a dusting down to 1500 feet. the main event is going to arrive late tomorrow. a winter storm warnin goes into effect at 4:00 p.m. goes through 1:00 on friday. this is for all of the bay area above 1500 people in elevation. the amounts are going to vary wildly depending on how high you go. as they mentioned, this is the highest they've gone. if they've issued a winter storm warning it had been 4,677 days since national weather service bay area office had issued a winter storm warning. that
1:44 am
streak now stands at 0 because the issued one that's going to go into effect tomorrow. this i an event they don't talk about so often. we'll talk about why it's such a rare occurrence and why so many of us are starting to see cold rare in just a few minutes. >> paul, thank you so much. we appreciate it. stay with kpix throughout the area. throughout the storm we're always on at kpix.com. now we go to san francisco' mission district where people say they have a crisis on their hands. it has to do with crime. local and business owners have been meeting with the city for over a year to try to figure this out. they say it's everything from home invasions, car break-ins, open drug use an violent assaults even. communit leaders got together to talk about change. >> it's not just violence for our clients but crimes against the elders. the ones who have
1:45 am
been walking these roads who have paid for us to be here. those are the ones we need to protect. >> one example of that is a 70-year-old who says she was attacked walking to work. someone robbed her and pushed her down. she got hurt, she injured her face and hands. tonight our jose martinez went to the mission to see how peopl out there are feeling about all of this. he talked to a busines owner who says it is a real concern so much so that it's actually changing the way they operate. >> desperate for help. this is how oscar gonzalez feels on these days. he's the manager of pancho villa in the mission district just a few blocks from the b.a.r.t. station. he tells me this can't go on like this. there needs to be positive change and they've been waiting
1:46 am
for that change as he works thi afternoon trying to make as ÷r making as much money as possibl before he closes. closing early affects him a lot. some girls have to leave alone. he says th decision was made after an employee was actually attacked last year while waiting for the bus. even patrons like guadalup are terrified. guadalupe tells me the situation in the mission is terrible. it's sad. i remember 21 years ago when i came to live here, and the mission was so pretty. but now everything is ugly, sad and dirty. we spent some time with guadalupe and her grandson talking about those 20 years an the changes she has seen. more homeless people, drugs everywhere. it's why she left
1:47 am
the neighborhood and moved to daly city. guadalupe tells me w don't feel safe walking around here. actually we just park the car, eat and quickly jump into the car and leave. that is why community leaders like roberto hernandez have declared a state of emergency with a clear message for the city. >> we as a community feel are being neglected totally. becaus why is it that in union square when they began to rob $5,000 purses, gucci all of a sudden the city came in, cleaned the streets, got rid of all the element and brought in security how come they can't do that here? it's pretty simple. >> oscar agrees. that's why he tells me he will stay here. hoping that this call for help could actually save the mission >> we asked major to ask about what the city is doing to make
1:48 am
the mission safer. she sent us statement saying she sharing their frustrations. she says that's why the city's new investment to fill 200 vacant police officer positions. so we're having our snow moment here in the bay area but how are they fairing up in the sierra? we'll check up on major snowfall in the mountains. >> plus a lifeline for artists trying to ke
1:51 am
thursday if we're talking about snow here in the bay area and seeing snow that the sierra is going to get a lot of snow, real snow. >> and if it's dropping you expect some snowfall to make it way into the lower evations into communities that normally don't get a lot. >> obviously a big mess for driver, a huge mess for trucker especially. >> and for those who have been trying to make it back from president's day. and winter storm warnings in the sierra,
1:52 am
let's switch over to the maps and i just turned on all the warnings so you can get a sense of how wide this winter storm is. we have winter storm warnings, blizzard warnings, winter weather advisories, high wind warnings, windchill advisories in effect. all of this is just going to continue making its way to the east. let's talk about what's going t happen around here. the next part of this little storm syste is going to be dropping down and it is dropping ttle area down toward us. that's going to squeeze the atmosphere. it's going to squeeze down toward us let's talk about that particula perspective. this is a rare event for the pwaeup area bay area when we're talking about
1:53 am
the system. we have such varyin geography and it makes a difference. what a lot of peopl don't realize is the precipitation largely forms as snow. even in the summertime. high up in the atmosphere it is cold up there. in the wintertim that cold air drops down toward about the level of the peaks around the bay area. roughly to 3 to 4,000 feet. for the rest o us there's plenty of warm or mild air for all that ground level for all that snow to melt before it reaches the ground this part of the system moves in. some of that cold air is going to drop much much colder to ground level and that pushes the snow farther down from the peaks closer and closer to sea level. but not all the way to sea level. because the flow of air from the pacific ocean is going to keep temperatures in the low 1,000 feet in the atmosphere. substantially above freezing that means the snow is going to melt before it reaches ground level but it's just something we don't see all that
1:54 am
often. the amount of snow that adds up is really going to vary kind of based on your specific elevation. it has to do with ho the difference is between 1 inc of water and how much snow that adds up to we call that ratio. the higher elevations of the ba area temperature drops below freeing. that adds up to about 10-inches of snow for the same about of water. but we don't se the high ratios where one inch of water is equivalent to 20-inches to snow. the closer you are to that dividing line, 15,000 feet in elevation on friday morning you're going to get that very thick wet snow that mostly melts on impact. we're seeing some of that on th radar already. some of that has been flying through the santa clara hills, the mountains. through most of the day on thursday the showers are going to be more hit than miss. it's going to find more moisture and
1:55 am
send it into the bay area. largely after rush hour thursda evening. you can see for most o us it's going to be mostly rain if you see that snow level creeping down just a little bit further down than expected it's likely going to be in the early hours of friday morning. the closest we're going to get is 1,500 feet. we're going to continue to see that rotate through. that does look like we're going to see lingering showers late friday night into early saturday. enough snow to mess up highway 17, highway 9. same thing if you're going to b trying to take advantage of the snow. that's almost going to be impassable. near the north bay mountains they're going to pick up more snow as you climb highe and higher in elevation. for
1:56 am
most of us we're talking about half an inch to an inch. and th higher you go that's going to b converting to snow. area wide tomorrow morning, even san francisco starting off in the upper 30s early thursday. and w only warm up to the upper 40s t around 50 degrees for highs tomorrow before that rain and the higher elevation snow moves in. we'll see dry conditions saturday afternoon. and then another round of showers is going to be heading our way sunday late in the day. continuing monday and maybe eve early tuesday. it doesn't look like the snow line is going to be as low with that system. but that's something that we're going to keep an eye on as we head through the weekend. >> all right, straight ahead in sports. we've got the bay area' best men's team with his best shot as of tonight in the ncaa tournament. strong ties to a freshman play off game tonight. and the warrior, injuries, injuries, injuries. we have the latest for dub nation. >> and this is probably the mos unusual
2:00 am
what's going on with steph. >> steph the warriors down the stretch they come. over 20 regular season games left. are we going to see him in action this week, no? the team announced he will miss the next four games at least as he continues to come back from a leg injury he suffered earlier this month. the dubs are at the lakers with 24 regular season games left. this issue held up trade with portland for four days after gp2 failed a physical. none of this came as surprise to peyton. >> i kind of knew where my body was. it was out of my hands. i had to tell them what it was an go from there. i know my body, think i know when i'm ready to go out there and be able to be
2:01 am
myself. it took longer than usual and my body was just not ready. it's still not ready. big shots like what he's done so far in action today. you're looking at some of the practice from earlier today. it's all a part of the 15th ranked gails attack as they hos gonzaga saturday. mahagey used to play ball. soon to be uncharted waters. >> you start to realize march i not a guarantee. i'm used to be in high school hoops, and it's february and that's when you turn it on. we just have to finish off this regular season strong. >> camp galindo high school, trip to the ncs division title on the line. too much of this.
