with a trailer attached. no word from police on any arrests. now to vallejo where the chp busted what they are describing as a mayor chop shop. investigators raided the location last week and were able to recover nine stolen cars. they haven't released any information regarding arrests. >> oakland is trying a new approach to combat prostitution. today crews installed traffic diverters in one east oakland street known for sex work. >> da lin shows us how it fared in its first night in use. >> reporter: workers put in the red barriers in a way families can drive in and out of their homes. the idea is to block the johns from cruising down this street to pick up the sex workers but as we found out, it is not working as well as the neighbors would like on the first day of installation. we saw several sex workers waiting for customers saturday night.

one was standing at the newly installed barriers waving her hand at potential customers driving by. earlier in the morning, transportation workers placed 35 water filled plastic traffic diverters along east 15th street. at the intersection of 16th, 18th, and 20th avenues. >> i'm happy that it is happening. we have been presenter of our own home. we have been residents over 50 years. and we need something. something need to happen. and we were getting ready to sell the home. and move away. but hopefully this will make some difference. but if not, we know what to do. >> reporter: martha espinosa has lived here her entire life. she is fed up with the prostitution on the street. >> all night long, it is like you are in the vegas strip. >> reporter: the girls get customers around the clock. some in thongs, bikinis and see through tops. >> it is what it brings and we have had issues here and it is

exhausting. and it is very stressful. >> like what kind of issues? >> my car has been shot several times. our home has been shot several times. >> reporter: oakland city council president represents this area. she says this is part of the holistic strategy to combat sex trafficking. >> we did speed bumps last year. improved the lighting. today we are installing the traffic diverters that the community asked for to keep the traffic moving. make sure that we prioritize this residential street for the residents and the people going to church. going to school. >> we ensure that counselors are able to come out here and make sure that we deliver the services for those who are being trafficked. saving the girls and addressing, you know, who the buyers are. >> reporter: after the barriers were put in, mayor sheng thao and the council president met with neighbors to talk about the strategy. martha hopes it will work so she doesn't have to sell the house. >> i don't know that it is a

solution but it is an effort and i would rather see that than nothing being done whic has happened for years. >> repo: s want tplan more ti the roh t. ey e good sign is they noticed fewer girls compared to previous nights. i used to live a block away from martha. i lived on east 15th street for about 15 years. i moved away because i did not want to raise my family in this environment. this is a 60-day pilot program. the city will come back to talk to the neighbors a month from now and again two months from now to see how it is working. we will keep you posted. in other news tonight, dozens of san francisco parents are up in arms. they are protesting plans to put a marijuana dispensary at the gold mirror restaurant at 18th and terryville streets. demonstrators say they are not against the sale of cannabis but it's the location that is not far from the schools supermarket and churches. >> there are so many schools

and young children. we don't understand why they are choosing this location and why the city refuses to listen to us. >> the plan did get an unanimous vote from the city's planning commission. turning now to the weather. some snow remains after this week's flurries. these time lapse videos show the conditions today. the small break in the weather gave people an opportunity to head out and enjoy this rare snowfall. and this is what it looked like up mount tam today. a biker sent us this video. this afternoon of a snow man overlooking the north bay. there were big problems on highway 17. it was shut down for hours friday because of the snow. it is much clearer tonight except for a little bit of snow on the shoulder. caltrans did have one southbound lane closed for maintenance, but cars were able to squeeze through to santa cruz. thousands of people throughout the bay area are still without power tonight.

the pg&e map shows the outages spread throughout the bay. there is no word on when they will get their power back. let's go to darren peck now for a look at your first alert forecast. no more snow in the bay area. >> no, we have to look ahead. let's time it out for sunday. and this will start in the morning hours in the north bay. right here, we see the leading edge of the next system. it is raining in the north bay at this point. by noon, it gets down to the golden gate. starts to work its way down the peninsula. the showers come to an end. by 3:00 in the afternoon it is down in the south bay. by sunset, it's gone. that is only storm number one. we will talk about rainfall totals. we are not worried about low elevation snow. but there is another one hi. here is the first one for tomorrow. that's the next one. it will be kind of like a one two punch. and the one that comes in

embarcadero. one ukrainian was touched by the turnout. >> i didn't expect so many people. i am so glad people are paying attention and they do care and they do help. and it is so good. >> the war is personal for so many people in the u.s. one local tech company says about a third of their employees live in ukraine. devin fehely spoke with a man who is trying to keep his job while living in a war zone. >> i couldn't sleep because i was thinking about, like, that it is a year. it is not the end. >> reporter: andre is talking about the waking nightmare the war in ukraine. one year after the russians first invaded his homeland. >> you can see like, missiles flying from your window. your home. and, just this feeling that anything could happen. like in a few hours or minutes. >> reporter: he spoke to us from his home in western ukraine in the city of lviv.

he says he is thankful to be some distance removed from the front lines of the war. but says he lives nonetheless with a near constant dread and anxiety that comes when your country is a war zone. >> it is just unfair what is happening to them. and we are just so proud of them and their bravery. >> reporter: andy is the ceo of the tech company just answer. and andre's boss. the company had a third of its work force, 350 employees in ukraine. he says his mission is to support those employees whether they are fighting on the front line or writing lines of code for the company's website. >> some days are calm. and they can do their jobs. almost like normal. other days missiles are headed their way and the air raid sirens are going of and they have to run to a bomb shelter and sit there for hours and hours on end. >> reporter: he has raised more than $3 million to help the people of ukraine even opening

a mental health center in lviv. acknowledging the wounds of war can be emotional as well as physical. >> i have been there twice. looked them in the eye. every single one of them is ready and willing to fight to the death for their country. >> reporter: for now, he lives with his wife and nine-year-old daughter in lviv, but could be called to active military service at any time. as the deadly and disruptive conflict enters into its second year. >> the only way to stop the war is just for russians to step back and go away. that's the only reason. and i cannot see any other options. we will fight until the end. still to come tonight. a party before the parade. we go inside the black history month joy celebration in oakland. but first, we'll head to southern california where this winter weather continues to cause big

the worst of the storm is behind us in the bay area, but it is still causing havoc in southern california. >> and tom wait shows us what they are still dealing with. >> reporter: mud slide fears tonight in southern california after record breaking rain and snow pummel the state. >> it's a mess. i thought i was moving from saint louis to california to get in some good weather. >> reporter: several motor homes parked above a river fell in when the ground gave way. rescue crews saved people trapped in flooded cars while some drivers had to wait for

help. others just had to abandon their vehicles near the burbank airport. both rain and snow closed parts of the five freeway. the major artery connecting southern and northern california and hundreds of thousands were without power. >> looks like, oh my gosh, wow. we just lost power. >> reporter: the unprecedented storm triggered rare blizzard warnings. left snow on california beaches. and caught many californians off guard. >> oh my gosh. it is snowing in clarmont. >> reporter: there is a booming snow pack. a source of water for drought stricken california. it is already at 120% of the average season. for many, a rare snow day is welcome including these sledders in the san francisco bay area. the storm is easing california's drought. but one of the state's largest reservoirs is still only half full. the next month will be critical

in determining how much water we have. if you want to do a visit in yosemite, you must make other plans. the dangerous snow and ice have forced rangers to close the park through wednesday. the only people allowed on the roads are the people who work at the park. one of who used to be mr. darren peck. already in place. it be if you the snow covers it. nobody else can come. you have the who place toself >> were you ever stuck there like these guys were and no visitors? >> i'm always happy to get distracted in discussions about yosemite. the huge flood was 1997 there and i was there as the rain on snow event was happening. i left january 1 at 10:00 in the morning at 2:00 in the afternoon, the whole valley flooded and you couldn't get in and out or three or four days. >> you must have been just 16 years old back then. >> good point. good point. that's true. let's get to the story of tomorrow. because there is a good storm coming our way. there's two actually. if we look at first alert

doppler, that snow is from the leftovers from the storm we had yesterday that is still bringing the snow to la. none of that rain will get here. let's go to the wide view. i will show you the next rain. that's it. just showing up off the coast there. the radar up in eureka is just able to read that developing. let's go to futurecast. you can see where that rain is now. here it comes. gets here tomorrow morning. rst onthe big picture. then we will come back in for another detailed view of sunday and monday. but here is storm number one. that is tomorrow's rain. pretty well organized rain on a line that comes in with the cold front. gets in the morning. it is out in the afternoon. you kind of get your well organized line of rain. then it stops. the next system will be different because that one will come in initially with the leading edge of very organized rain along the cold front. but it will have continuing follow-up scattered on again off again showers that just linger and don't go away. and it will stay in the forecast through wednesday. picks up a little bit of

intensity on tuesday. so, here is tomorrow's storm. here is that really well organized line. north bay gets it in the morning. golden gate. peninsula. by sunset it is done and that's it. we get a break. here comes the monday system. another well organized line of rain. it drops snow levels but only to 2,000 feet. to say only, if we hadn't just gone through what we went through, that would be a big deal. but you just went through 1200 and a little lower and it was a real event. at 2,000 feet, this should stay confined to the higher peaks. we shouldn't get snow on highway 17 in the santa cruz mountains. shouldn't, but close. more on that in a second. look at how the showers keep going. on again, off again. that will add up. it is not done until we get to wednesday when the system clears out. a quarter inch of rain tomorrow. but the totals keep going. by the time we have gotten to tuesday into wednesday, it is an inch-and-a-half. those numbers already look a little better than they did

this morning. this is not overwhelming rain. these are not like the january storms. but it is definitely rain. that will be a part of your life for like three days straight. on again off again showers. plenty of times when it is not raining and that window from monday through wednesday. but, any opportunity at any point on any day. let's talk about the snow. monday morning is when the snow will get lowest. we come into the santa cruz mountains. that is highway 17 there. the line going up to the summit at 1800 feet. snow level should keep it up on the higher peaks. and we shouldn't see a repeat on monday of closures on 17. if you rely on that drive on 17, you have to stay on top of this forecast. especially for monday morning. start thinking ahead about what alternative plans might be should you need them. we will give you the latest updated thinking on what monday morning could be like on the
