francisco at all. ♪ [ music ] ♪ this is the late news with sara donchey on cbs news bay area. >> good evening, i'm sara donchey. so many nights. we have talked to small business owners in the city with the same complaints. vandalism, burglaries, some say it is so bad they've considered leaving or closing up shop for good. one business owner says she stuck it out, but that crime has forced her to look at doing business very differently. you've done some extensive reporting across san francisco. this time it was paul gulch, and this sounds like a pretty extreme case. >> yes, at this point she's not sure if she's being targeted or all just a regular part of doing business here in san francisco. her salon has been broken into so much, she's not only worried about the cost of repairs, but about the insurance for her business. >> you can see that what they did is they came in and they

would hide behind this desk and they ripped open the cabinets. >> reporter: joe see lee, owner of la boutique salon on polk street says she has been burglarized four times over the past year. losses and repairs to be upwards of $40,000. each time they've taken electronic, cash, beauty products. her mailbox has also been repeatedly pried open. >> it's been shocking and also not only traumatic, but also just like surprising, you know. one of the expensive cities, we would think you would be able to sustain the business. >> reporter: most recently in january, the beauty salon's cell phone was stolen. tracking technology showed it was about half a mile away. >> when the police arrived, it was already like a couple of hours after i found the incident. and then they -- by then, the phone was already turned off. >> reporter: like many small business owners, josie is

struggling to get people to come through the doors. >> i've replaced the whole window and had to buy new logos and decals. >> reporter: sfpd crime data shows burglaries this year in the northern district, which includes the area are up 30% compared to the same time period last year. >> this is almost like a national joke at this point for our city. it's like we are trying to bring it up. making this place as lively as possible. we, as business owners, feel we have to be out here fending for ourselves. >> reporter: this month london mayor breed introduced a $20 million supplemental to ensure police presence. sfpd has a staffing shortage of 541 officers. >> when i see them, they're very sympathetic, and then they do try to help. but i do think we have defamed

the police so much that we now don't have enough police. >> okay, so betty, when it comes to her insurance. she's worried about making so many claims that she gets dropped. have you heard of that happening before? >> she personally knows other business owners who have been dropped because they reported so many burglaries. they're afraid to do it. i personally interviewed other business owners, the case there. but at this point she's making one claim per quarter. if this keeps up, she's afraid her insurance company won't even believe her. >> right, a legitimate concern. thank you for sharing that story. we appreciate it. okay, moving on to weather. if you did not spend any time outside in the elements today, consider yourself lucky. a lot of us did hear of the storms moving in today. >> whoa, major hail. serious hailstorm. the weather has been so wild lately. >> that summed it up pretty

well in the east bay earlier this evening in the berkeley hills. it wasn't just the hills, but the flats got hail too. a viewer took this video. it's calm now, but there's more rain on the way tonight and heading into tomorrow. paul is here with a look at that. i was in the city for most of the day and it hailed more than once. >> any time we get that to come through, some heavy downpours, some of the soft small hail. and not big enough to do any damage. but right now, we have showers out there on first alert doppler. this is what came through san francisco about an hour and a half ago pushing further to the east, moving out of the bay area entirely. intense downpours including some that are just kind of skirting san jose right now. eastern santa clara valley, all rain in the lower elevations. about to wind down in the next 20 minutes or so, and more

showers, raining right now around antioch. we'll zoom out for wider perspective here and show you the motion over the next couple of hours. that thunderstorm racing off to the east. it's going to be replaced by more rain chances as we head through the rest of tonight. kind of a spotty pattern. first alert doppler and those rain chances will go way up. that's towards tomorrow morning. just in time for rush hour because it always seems like the time it works out that way, and tomorrow is a first alert day, because we're seeing heavy downpours. some of the small hail. and the potential for gusty winds with the cloud-to-ground lightning threat right around the peak of rush hour tomorrow. then we're back in that off and on pattern for the rest of the day. here's the good news. if you're ready to dry out, the dry stretch of weather to begin the month of march. wednesday, thursday looks dry across the bay area, but those rain chances are going to ramp back up as we head into the weekend. it looks like the showers could arrive as early as saturday, more likely by saturday night into sunday, and once again lowering snow levels as we head

through tonight. and again over the weekend. we'll talk about that coming up in the full forecast. it's been tough to make weekend plans lately. >> and once it will be challenging. >> all right, thanks for the heads up. okay, so we have seen a lot of side show videos all over the bay area. we have never seen one like this. yeah, that's a big rig doing donuts in oakland. there was a big crowd of people watching hundreds cheering and recording on their phones. now on top of that lawlessness on city streets in oakland, it was a shockingly violent weekend there. four people lost their lives in just a few days. the first happened on friday at 7:45 p.m. on international near 73rd. someone from southern california was shot and killed there according to police. while police were there looking into that, they heard gunshots just two blocks away. this was only an hour apart. a woman from san francisco was shot and killed in a car. then around 10:30 that night, another deadly shooting on

67th avenue. another person was shot later that night and last in critical condition. and finally on sunday, a man was shot on 7th and webster. >> nothing we can say is something for the community to fear. incidents where unfortunately the conflicts, the disputes got out of hand where people have lost their lives. >> well police say they will be increasing their presence on international. police don't believe those shootings are connected. santa clara county could make it easier for people to get rid of unwanted guns. they're taking that issue up tomorrow. it's happening at a time where there are more proposals on the table to strengthen gun ownership laws, even though california has some of the strictest in the country. >> reporter: california is known for its sweeping gun laws. no one knows that more than

john parkin. he owns and operates coyote point armory in burlingame. >> tacking on these laws any time they move along makes it really tough for people that want to exercise their second amendment right, the ability to know what's legal and what's not legal. >> reporter: when you walk into the store, the law couldn't be more clear. >> i don't know why the law doesn't trust the people of california. i think it's about control. >> reporter: he's the fifth generation of his family to live in the peninsula, and says the ongoing push to announce legislation helps his business. >> the more gun laws they push, the more people who come in to buy guns because they too don't trust the government. they better hurry and buy a gun or they won't be able to buy a gun in the future. >> lawmakers propose a restriction. on top of more than 100 gun laws that are in the state.

>> i would rather not benefit in that way. i would rather benefit from the politicians leaving the stuff alone, regulating what needs to be regulated, which is what people do to other people. >> reporter: governor gavin newsom is back to legislation that would expand places where consume carry is contributed to include private locations and businesses that are open to the public. and raise the minimum age to obtain a concealed permit to 21. >> we're not taking someone's second amendment away. we're ensuring the second amendment is properly applicable to staid lawmakers are seeking to require gun owners to obtain insurance and stuff after reenacting it this year. but more restrictions and guidelines will not stop mass shootings. that's an issue with illegal

gun ownership and mental illness. >> i wish the state would really address not so much the gun, but the individual reasons why people use a gun because there are different category, different reasons. >> reporter: he doesn't want to see more legislation on gun ownership, which he says is protected under the second amendment, but he will be an expert as they will fight back on any infringement of his rights. friends and family desperately searching for a popular radio host who has been missing for days. the very public battle he's been fighting with a debilitating disease and the support he's getting from around the country now. the weather up in tahoe is so treacherous. even a quick walk in it could be dangerous. also law enforcement in sonoma say they got a lot of calls about a guy dressed up in a mask. turns out he was wearing a halloween getup for something

a popular bay area radio dj went missing last week without a trace. jeffrey vandergrift is the host of the jv show on wild 94.9.

today, the station just announced there's been no trackable activity on his cell phone or credit cards. police have only said jv is at risk. they have not said why they think he disappeared. jv has been very open about his struggle with lyme disease. he detailed his physical and emotional pain in a blog. he suffered intense vertigo. his listeners who have followed along with his journey has been leading hundreds of comments online sending their el with wishes. and to share your hearts this morning with everybody. and so much love this morning. hang in there. love you. >> the iheart radio offices in san francisco have attributed to jv outside. the station says it is working with jv's wife, natasha, and the police department to try to find him. well this winter storm is

throwing everything its got at the sierra. stretches of interstate 80 and highway 50 are both shut down heading to the sierra. a lot of people in el dorado county are just waiting for the snow to pass. >> the kids enjoy it. i work, and then my wife has been staying home with him. >> i'm on my way up to reno and we're at home. and it got stuck, so i thought i would get a little workout while i wait. >> so this is your exercise? >> yes, bust it out. >> the snow gear at the freeway entrance, oh boy. a part of i-80 in placer county was closed off through the nevada state line. this is why. placer county sheriff says drivers were trying to get around it, but the back roads were really bad too. can't see anything in that video as they saw a lot of spinouts and crashes. we have been talking about this for a couple of days. that's a lot of snow. >> yeah, they can't keep the interstate open. of course, the back roads are going to be even worse. i don't understand the logic in that at all.

i-80 is likely to be closed throughout the day tomorrow. the blizzard conditions up there are going to continue. it'll mean literally blizzard conditions and it's a blizzard warning in effect through 4:00 wednesday morning. let's talk about what's happening in the sierra first. blizzard warnings and the winter storm warnings frequently throughout the winter, but it means you get the heavy snow and also the extremely gusty winds resultingn thosecondions.some oe ridgeline will be in excess of 100 miles an hour. another 3 to 6 feet is likely. this maroon shaded area is where the blizzard warning remains in effect until 4:00 a.m. the winds won't be quite as strong, but it will be a mess. around the bay area, we're likely to see more showers and a possibility of more thunderstorms as we head through the day tomorrow, including for drive time tomorrow morning. tomorrow is another first alert weather day. just prepare for a longer than normal drive to >> the witness: i would

exercise that option. tracking a few showers out there this evening, that is now moving out quickly. all throughout the rest of tonight, but the shower activity will be more numerous. for the morning commute, it's going to be sloppyut om snow, but sno li is o to drop down to that 200-foot range. some thunderstorms certainly possible within the heaviest downpours, producing small hail, gusty winds. we'll track those in just a moment. but once that first batch of rain moves through, it's not going to rain all day. we'll be having more off and on showers making their way through the bay area and even during the evening. but the last of the showers will be quieting down after about this point on thursday evening. after midnight, we should be seeing the last of the showers coming to an end, and dry conditions prevail from wednesday morning through the rest of the workweek. should see plenty of sunshine on wednesday afternoon.

it's not going to warm up significantly, but the warmest day still shows temperatures about 5 to 10 degrees below average. but a few dry days for the month of march to catch the bus before the next round of showers moves in over the weekend. that doesn't look too heavy at this point. something we'll be able to focus on the greater extent. in terms of additional rainfall. anywhere from a quarter of an inch to some spots if you get underneath the heaviest downpours, picking up closer to additional rain. widespread flooding won't be very likely, but a couple of flooded intersections, especially with the heaviest rains. and that is something you'll want to keep an eye on and don't try to cross any flooded roadways. higher elevations, it is a winter weather advice re, but it's above 2,000 feet where that line will be hovering and much higher in elevation. but the peaks are already still there. the winds will pick up through

the rest of tonight. the strongest gust tomorrow, 20 to 30 miles an hour range that's not strong enough for the wind advisory on the road, brings in the potential for power outages. make sure your devices are charged up. look at oakland, the wind is bopping the temperatures around a little. but it's 44 degrees right now in san jose. temperatures are looking to drop down another couple of degrees through the rest of tonight. mostly low 40s, the colder spots in the upper 30s. we won't warm up very much from there. highs from there in between the rain. and mostly in the low 50s. stuck in the upper 40s. it's not a dramatic warmup through the rest of the week. high temperatures will only run in both spots, where the temperatures are in the warmest location barely cracked the low
