this is cbs news bay area. >> hello, i'm sara donchey. the santa rosa school district is under serious pressure to make sure its students feel safe. after jaden pionta was stabbed to death, there was a lot of outrage, a lot of anger after he was killed and it all led up to this tonight. 500 people packed a meeting where students told the superintendent they need to fix this problem now. betty yu talked to a student who isn't even in high school yet who finds her high school is already out of hand. >> reporter: the concern about school safety and resources was not just expressed by students and parents at montgomery high school, but shared by the community district wide.

>> we are humans. >> reporter: students and parents made their demands clear. they want to be protected and supported. among the crowd was 14-year-old alexa torres. >> i shouldn't have to go through those four years in fear. >> reporter: the media wasn't allowed to record speakers during the listening session to protect their privacy. but alexa fighting and bullying in her middle school are rampant. >> it is just brutal. it is just not fun. it is definitely a weird experience i never thought i would have to see. teachers have to break up fights. >> reporter: students and parents demanded more transparency from the district including better communication about threats on campus. some called for the return of school resource officers or sros , they were disup and downed after the george floyd

protests in 2020. >> we have populations who feel that sros are really safe for them. but a lot of people feel like it a retraumatiization. we hear about fights almost daily. some of the bullying happening on campus. >> reporter: alexa said she noticed student mental health worsened since the pandemic. >> until a couple of months ago, i didn't know we had a school therapist. these things need to be made known and that's the only way students will be able to get support. there are 500 students at my school and two counselors. >> reporter: a superintendent says she plans to visit all school campuses. and assess the needs. >> students are planning

another walkout at noon and a march to city hall. public safety is one of the issues everyone seems to agree we need to work on but a lot of people disagree on how we get there. it is a big part of mayor london breed's proposed budget. she wants millions more dollars for sfpd overtime for a department that she and many other people say is critically understaffed. >> if the board of supervisors doesn't calendar or rejects this $27 million supplemental, then you think it is challenging to get police officers in this community now, it would be virtually impossible and you think our think is unsafe? it will be terrible for the city and county of san francisco. >> but some supervisors are pushing back against that saying the city has to face the fact that it is in a budget crisis. and that adding more to the police budget isn't the only way to make the city safer. >> reporter: it is the battle of the budget in the city of

san francisco. tuesday, the front line was the tenderloin. >> politics are being played at some of the worst levels that i have ever seen. >> reporter: the mayor appeared there to tout her budget proposal including extra $27 million to pay for sfpdover time. a new contract with urban alchemy. public safety was a huge focus for breed but politics were on the table, too. >> every member of the board of supervisors should be falling all over themselves to make sure that urban alchemy contract gets extended. so that we don't have to lay off all of these people that without their lives on the line every single day to protect the tenderloin community. >> reporter: they say the mayor and the board of supervisors do not see eye to eye on the approach to public safety and where and how money should be spent. >> it is a whole political powder keg around this issue of funding. >> san francisco is facing a

three quarters of a billion dollar budget deficit. so a million year, a million there. it all adding up. >> reporter: he has signaled support for some of the mayor's proposal for policing but says the department will have to live with some cuts to the budget. >> i would have preferred if the mayor's office did the tough work with the police department and their chief financial officer and found other cuts that are actually reasonable cuts where we will be paying for the overtime but not be paying for things that can be delayed that are not critical. >> reporter: budget chair connie chan told us in a statement we have to question how we are spending our money and spending money we don't have for very little results. as for what's next, the next meeting is march 15th. >> what makes the cut and what doesn't make the cut is the fight that we are about to watch.

okay, what an amazing sunset over the bay. >> look how pretty that is. >> that is nice. from the mark hopkins hotel. nice to see some sunshine. we'll see more of that tomorrow. and then the heavy rain arrives. between today's sunshine and tomorrow's sunshine, there is more rain on the way as we head through the rest of tonight. so let's look at first alert doppler. we have shower ins the north bay. a little snow in the higher elevations. that snow level will hover around 3,000 feet. this is light rainfall over sonoma county right now. this is going to continue moving in as we head through the rest of tonight. this will be a band of rain that moves fairly quickly across the bay area. we will track it with futurecast and again, this forecast model tends to overdo the intensity of what the radar simulation looks like so it makes it look very angry. but these will be passing light to moderate showers. moving through the bay area overnight. lingering showers through materially commuters on wednesday. and plenty of leftover puddles

for the later commuters. allow extra time as you head out the door tomorrow morning. the last of the showers should be gone by 10:00. a much better chance of heavier rain is on the way. thursday into thursday night. even linger into the first half of friday. that is associated with the atmospheric river and the rain chances linger through the weekend and into next week. it is not necessarily going to rain everywhere all the time but it is an unsettled forecast. we have a flood watch in effect that goes all the way through 9:00 a.m. on sunday, but it is really thursday, thursday night and the first half of friday when that flood potential will be at its greatest so flooding for any prone locations that maybe had high water problems back in january. and is concerned about mud slide as well. especially thursday night. and we could have some more wind damage. we will track the hour by hour wind gusts in few minutes too. >> the bearer of bad news. >> right. >> people cannot catch a break these last couple of months. >> but forewarned is forearmed. >> we appreciate it paul.

the weather we have seen this winter has been anything but calm. paul was talking about flooding. winds. that have knocked down trees and power lines and the sierra has had so much snow, people have been trapped inside. and let's not forget the toll the wild fire season takes. we talked to a man who had to rethink what home really is after he lost everything. our story begins down a narrow dirt road in the santa cruz mountains. along the way, blackened trees offset by new sprouts of green. at the end of the road, dr. wallace jay nichols or jay for short. >> this is called dear wild child. >> reporter: what jay is reading is a thoughtful guide to an unsettling world. >> last night, the wildest most beautiful lightning storm i have ever seen. >> reporter: he wrote it in response to a cataclysmic event. >> it was strange and warm.

>> reporter: in august of 2020. thousands of bolts of lightning ignited hundreds of wild fires including one that roared over a ridge. >> that one came down this canyon. both sides of the canyon. and kind of up this road. and toward our house. >> reporter: a house that was built by hand some 20 years ago, jay and his wife raised two daughters there. they built it to endure the worst of mother nature. >> and i look back on that. perspective. seems so arrogant. that here i thought i was building something that would last and be kind of timeless and last for generations. and didn't get through one generation. >> reporter: the fire destroyed their carefully planned forever home. >> everything that had been our house was ash. mangled metal. and the fireplace. what now? what do you do now? >> reporter: what jay did next

so if you live in pacheco or martinez and grow your own fruits and vegetables you may want to think twice about eating from your own garden because there is concern that the soil may have been exposed to hazardous materials from the martinez refinery. last november you might remember the refinery released this powder into the air containing heavy metals that sent dust all over neighborhoods. at least a mile away. so now they are doing environmental testing. we reached out to the martinez refining company for a response to this. we have not yet heard back. i-80 has been a mess more than a week. a lot of people are trying to get up to the sierra. so the question is what is the latest they should leave? we heard stories about people getting stuck up there. stories of people being in their cars for hours and hours. we talked about this with juliette goodrich. she wanted to go to the

mountains. you said these days there is a window of time. >> and i just wouldn't go. >> i know you wouldn't. >> i'm not the most risk avers person in the world, but it will be a mess up there. if you have a little window of time tomorrow afternoon and evening. once you get there, it will start snowing again or it will start raining because the rain levels will get up to between 6,000 and 8,000 feet. they'll have structural problems with the rain absorbing the snow. the rain is melting the snow and you get down slope flooding problems. you have problems across the board. >> oh gosh. >> again. okay. >> well you know, tahoe is a beautiful place with a lot of snow. drivers have not been making the trip up. this person tried in a corvette. i mean, not totally advised. chp didn't let the car go up to echo summit without traction control. >> good. >> this is the wrong car. >> the vehicle that is next to

it. the giant truck filled with sand has a plow in the front. that's the one you want if you want to try to make that drive. no. i mean, how do you think that's going to go? >> i don't know. i wanted a bronco for the longest time and i feel that is better suited. >> sure, we have a jeep and i'm still not going to take it up there. no. this is going to be a mess. especially for the sierra. they are facing a greater flooding threat than we do. but we will have to watch it. we have one round of rain moving in overnight. this is the preview of coming attractions. then much more substantial widespread and heavier rain will be moving in thursday and continuing thursday night into early friday. here is the first alert doppler loop. this is light to occasionally moderate shower activity. it will continue moving across the bay area tonight. for the early commuters, there will be some showers down there around 5:00 a.m. the early commute crowd has to

make their way through the rain falling. that rain is long gone by noon and we stay dry tomorrow afternoon. tomorrow night. and, to start the day on thursday, but some showers possible thursday morning. those will be hit or miss. more substantial rain begins to move in just after lunchtime on thursday with the heaviest rain setting up as we head toward late thursday afternoon and continuing thursday evening. the thursday p.m. commute is going to be a goat rodeo across the bay area. if you have the option to work from home on thursday, peer size that option. it will be a mess out there. the heavier downpours are really going to focus more and more on the southern half of the bay area as we head into early friday morning. our rain chances will diminish by friday afternoon. tonight's rain, a couple

hundredths of an inch. you add up that next wave rain. inchnd-a-half to two rainom th rnthrough thursday night into early friday. a lot of the moisture will be a little further south. with the first system and the winds will be kicking up as we head through thursday, late afternoon and evening. gusts 35 to 45 mile-per-hour range. doing more tree damage. capable of resulting in more sporadic power outages. it will be an unsettled pattern that continues for a while. show you the seven day forecast in a moment. let's get you ready for wednesday. headed out the door with the lingering showers, temperature ins the mix of 30s and low 40s . highs tomorrow, even with the sun breaking through, not very warm at all. only low to mid 50s for high temperatures wednesday. we will warm up slightly as the rainy pattern arrives next to
