get ready for heavy downpours and whipping winds. bad news if are you sick of all of the bad weather. the first of two atmospheric rivers is expected to hit in a couple hours. people are on high alert for flooding. they have been filling up sandbags across the bay area. we saw them getting ready. people in santa cruz mountains are feeling the effects of the winter storms and cleaning out colverts and storm drains just preparing. so, we will bring in paul right now there is so much rain, certainly on the way as you have been telling us for the last

drought. >> we will see showers in the morning, heavier in the afternoon sustaining in the afternoon and overnight. here is the flood watch for the entire bay area. localized flooding, any flood prone intersection, likely to have high water concerns by tomorrow evening and mudslides for tomorrow night. a wind advisory goes into effect at 1:00. the windiest conditions likely thursday evening. gusts at 50 miles an hour. we are looking at potential for more tree danger and power outages as well. this will be another dynamic system headed our way. and, another atmospheric river in the forecast next week. not as strong. still, rain in the short amount

of time. >> staying throughout the rest of the week for your complete first alert coverage head to kpix.com. all right, today, students banded together to demand that a north bay school district take action to keep them safe. students across santa rosa walked out of class again rallying to keep their campuses safer after a 16-year-old was shot. that is not all, they marched from the courthouse to the city hall to a school board meeting that was so packed it spilled out in the hallway. parents, members of the communities expressed their outrage. we were there for the meeting and certainly a big student movement seen in the north bay that we have not really seen in the north bay in years. >> reporter: that is right. students would be home having dinner with their families or doing their homework but instead

they were here demanding change to put the student's safety first. >> what do we want? >> change. >> when do we want it? >> now. >> reporter: a march led right to the school board meeting. >> we are so sad, angry, so frustrated and so scared for our live that we set the rest of our lives aside so we can be heard. >> reporter: students are speaking a rash of violence at santa rosa city schools. many complained about fights but last wednesday's fatal stabbing at montgomery high shaked their sense of safety on campus. >> following the tragedy at montgomery there were six fights on our campus in one day. i will give you a moment to grasp it. six counts of reckless fighting, it happened among the students but our faculty is being assaulted. >> three staff members assaulted by students. i can not remember a year more

violent than this one. >> reporter: a 16-year-old lost his life after a fight in an art class. parents such as amy, says she fears sending her kids off to school. >> arnot safe at safe. my kids are not safe at school. it is constant. the threats on campus, the bullying on campus, the lack of responsibility. the lack of accountability. it is scary. my kids are scared. >> the students, teachers, parents at the meeting wanted the board to take action to ensure their safety. there were differences of opinion on poe termly bringing back school resource officers but there was consensus that all of the schools need more resources, period. >> i think these kids are screaming. they are asking for help and we need to let them t is time. we turned a blind eye for too long this time. >> it was quite a turnout, the boardroom was at capacity, a crowd overflowed in the

courtiard. courtyard. they are inspired that all members of communities were here. >> i am much happier now standing with other students this and working together to solve the problems in schools. >> i think we have seen a community be so cohesive in their thoughts thoughts. it is a huge cry for action. did the school district take action tonight? >> reporter: there was not a specific item on the agenda addressing this issue so the board not take any it di issue in the future. >> we will stay on it and make sure it does happen. all right, andrea. a knife was found in a student's backpack. the police saying it was found during a backpack check before the student walked on campus. the knife was hidden in the plastic lining of a binder. the 15-year-old was arrested

and booked into juvenile hall. new tonight, an experiment in are the right option for city life. our reporter spoke with a resident who is taking his personal experience into his fight to expand san francisco's slow streets program. >> reporter: the wheels are turning for an expansion of san francisco's slow street program. and luke is leading the path to make the system more clear to motorists throughout the city. >> these streets are supposed to be safe for children and seniors, people with dis-- disabilities and walking and strollers and i am calling infrastructure that enforces the ability for cut through traffic. >> reporter: they are

calling on officials to improve the pedestrian-friendly systems infrastructure. >> the lack of physical infrastructure eliminating cut through traffic on slow streets. it is asking for something bad or tragic to happen. >> reporter: slow streets began at the start of the pandemic with signage for famil to more safely were made permanent slow streets, a victory for luke who was championing the and others involved in traffic collisions. >> having a child myself and seeing how a child can be foster through safe spaces where they can learn to bike and use a scooter and then seeing other families experience the same thing opened my eyes to the true potential of, you know, slow

streets, car-free streets. >> reporter: according to city data, at least 37 people were kill inside traffic incidents in san francisco last year. a sizeable jump from previous years. >> i could not tell you how many people have been hit by cars. i have been doored myself. fortunately i was physically unharmed from that. but, you know, i know countless people who have been hit by people driving cars and who know the consequences. >> the concept is poplar in paris, brussels and more. throughout the pay area in oakland and redwood city. a bustling city is not the place for a slow street and suburbs are more ideal for people looking for more open space. the impact of it on the infrastructure is sustainable but it is a small change that can have a

angeles where three police officers are in the hospital with gunshot wounds after an hour's long standoff. tonight the suspect is dead and the officers near stable condition. here is what happened. late this afternoon officers got into a standoff with a wanted felon who barricaded himself in a garage, forcing a neighborhood to shelter in place. at one point he came out and started shooting at officers. hitting three of them. the suspect was reported dead just before 9:30. it is not clear what caused his death. all right, back here in the bay area we have surveillance video showing a person bombing a pg&e transformer in san jose. it happen inside january. this is a key piece of evidence that led them to the arrest. the police say they found these pipe bombs when they searched his home and found guns, chemicals and other gun-making materials. a member of the san jose police bomb squad said it would have been devastating to the commune tpáeut the explosives in the home went off. >> the ongoing danger with the

amount of poe term material that we found within that location cause a fire, cause an explosion to the entire community including the school just across the street. >> today, the police said he was highly eplgicateed and work inside a science-related field. he was married with two kids. they do not believe his wife was involved in the bomb making. all right, new tonight, the governor's office confirmed to us, governor newsom has tested positive for covid-19. he is showing mild symptoms and will isolate for the next few days. this is his second infection, the governor is planning do a statewide tour next week. as of now the trip has not been canceled. all right, now on to our atmospheric river. it is barreling towards the bay area. paul has been talking about that. we understand minutes ago the governor declared a storm state of emergency for 21 counties. so, we are talking about napa, san francisco, san mateo and santa clara and that

was just declared tonight? >> right, storms are expected to continue, not just in the short term but the next couple of days. the stormy pattern will be with us through the middle of the month and the first day of spring, through the 20th. >> it is the snowiest season to date in tahoe. that is since the lab started keeping records back in 1971. >> yes. >> the lab says total snowfall is at 603 inches since october. that is over 50 feet of snow. >> my goodness. >> that is a lot. >> researchers say they got another inch of snow last night. that brings them up to 53 inches in just the past two weeks. >> right. >> that is 4 1/2 feet. if is just the last couple of weeks. the observatory, the road leading up to it they are still closed because of all of the snow. snow levels are going to rise high enough that we will not see more on the hilltops around the bay area. however, in the sierra, yet

another winter storm warning goes into effect until tomorrow, through 10:00 a.m. on sunday. it is not just the snow, higher elevation. it will be mixed in with rain over the lower elevation. that means rapid snow melt, flooding problems and where the rainfalls into the snowpack, it could have structural problems with too much weight on the roof tops and plus the two to six feet of snow. it will be the sierra cement that will be heavy wet snow. that, again, adds to the weight on all of the structures. all associated with the atmospheric river arriving in the bay area on thursday. that is going to spread rain, widespread across the region beginning tomorrow afternoon. the wet conditions continues through friday morning. we are still going to see lingering showers over the weekend. heading through tonight, thickening clouds, scattered showers out there for drive time tomorrow morning. can not guarantee a drive time to work. the lightest rain than what we will see tomorrow. the heavier rain will arrive already after

lunchtime. that will intensify going through midtoll late afternoon. tomorrow afternoon, evening's commute. it will be a mess. if you have the option to work from home exercise that option or work half a day. anything to avoid being on the road tomorrow evening, it will be raining but it will be windy. more on that in a moment. heavy rain continues, coming at us in waves. tomorrow evening, tomorrow night. occasional breaks in the action, they do not last long before they are replaced by another wave of rain continuing into the early hours of friday morning. this forecast model gives us a longer break in the action around the friday morning commute. we will see if it lineups uptime wise. more rain ahead in the southern half of the bay area and through the santa cruz mountains, going through midday, more off and on showers through the rest of friday, friday night and into the weekend. saturday, we start off the early morning hours it will be another batch of rain that will likely move through. heavy downpours will not cause additional problems. flooding, it will mostly be

tomorrow evening, tomorrow night, into the early hours on friday. talking about total rainfall amounts for the northern half of the bay area. some spots closer than three inches of rain. that is saturday at 4:00. that will fall tomorrow, tomorrow night. for the southern half of the bay area. similar range but in the santa cruz mountains, four inches of rain indicated by this model. they could easily pick up five inches of rain and it could lead to a flooding threat. winds picking up along the coast by middle to late afternoon. 30-40, even 50-mile-per-hour wind gusts spreading farther inland tomorrow evening continuing into tomorrow night. it brings in the possibility of more tree damage, more power outages, be prepared for all of it. not done with the rainy pattern. lingers showers saturday and sunday. another weaker atmospheric river. it will head our way monday and tuesday of next week. adding up all of the rain over

the next seven-days this is the estimate from the weather prediction center. three to five inches of rain. higher spots, north bay mountains, santa cruz mountains looking at 10 inches of rain. that is just a ton of water on top of what we picked up this far this winter. before the rain arrives, upper 30s, warming up to middle 50s. the system will drag some warmer air towards us even as the showers continue this weekend. we should warm up to almost normal temperatures by sunday and monday. again, monday and tuesday bring that next wave of widespread rain to the bay area. so, weaker atmospheric river we will see how it plays out. still a long way down the line. then, lingering showers on wednesday, maybe a dry day a week from tomorrow on thursday. that is a huge maybe at this point. >> did you say dry day? >> focus on the maybe, not the dry. still ahead, sunny.
