after tripping and falling at a washington, d.c., hotel. a spokesman says the 81-year-old republican tripped at a hotel during a private dinner. there's no word on his condition. mcconnell, who is a childhood survivor of polio, tripped and fell at his home in kentucky in 2019. he underwent surgery for a fractured shoulder then. also breaking overnight, russia unleashed a massive missile attack targeting energy infrastructure sites across ukraine. smoke could be seen riding above the capital of kyiv where air raid sirens wailed throughout the night. missiles also hit residential areas throughout the country. ukraine's military says russia fired 81 missiles and eight drones. at least six were killed including five in the lviv region in western ukraine. the largest missile attack in three weeks. the justice department will oversee sweeping changes at a major u.s. police department. a federal investigation found that officers in louisville,

kentucky, discriminated against black people and violated their constitutional rights. the report was prompted by the police shooting death of breonna taylor three years ago. jarred hill is here in new york with more on this. i got to say, dismal and disappointing report. >> reporter: yeah, i mean this blistering report from the department of justice outlines a pattern of racist behavior and unlawful conduct by the louisville police. one city leader told the doj that the death of breonna taylor was just a, quote, symptom of problems they have had for years. the department of justice will step in to monitor the louisville metro police department after a scathing report found a pattern of misconduct toward those it's sworn to protect and serve. >> this conduct is unacceptable. it is heartbreaking. >> reporter: a doj report found that officers treat black and white people differently and that while driving, black people are nearly four times as likely to be cited for improperly tinted windows, five times more

for improper tags. the abuses extend to the treatment of the disabled and sex assault victims. the report says officers use excessive force such as neck restraints, k-9s, and tasers. >> some have videotaped themselves throwing drinks at pedestrians from their cars, insulted people with disabilities, and called black people monkeys, animal, and boy. >> reporter: the department's investigation was sparked by the march, 2020, police shooting death of breonna taylor. the 26-year-old killed during the botched execution of a no-knock warrant. her mother, tamika palmer, and her attorneys say the findings were not a surprise. >> heartbreak all over again because i knew that to begin with. i said that from the very beginning. >> reporter: louisville's new democratic mayor craig greenberg says the city will work to correct the mistakes of the past. >> we will not make excuses. we will make changes. >> reporter: the doj has nearly

a dozen open investigations into police departments nationwide. yesterday it added memphis. now two months after the death of tyre nichols. speaking of the tyre nichols case, we are still waiting for the police department to release more video from the night officers beat him. yesterday a tennessee judge delayed that release of about 20 hours of new footage to give the five officers being charged in this case the time to review the material. all of this still disturbing. >> it really is. jarred hill in new york. thank you. breaking overnight, three los angeles police officers have been shot and wounded. authorities say they were responding to a call involving a wanted parolee when they encountered the suspect who had barricaded himself indiana a shed near downtown l.a. the officers used gas to try to coax him out when he began shooting. >> all three of them are speaking, and all of them have their families here, as well. so i'm happy to report that they are in stable condition, and potentially they may be

released. >> the suspect was found dead hours later after a lengthy standoff. it's not clear how he died. during the standoff, some residents were evacuated from their homes while others were told to stay inside and lock their doors. people in california are bracing for even more heavy snow and rain. back-to-back atmospheric rivers are expected to bring heavy snow to the mountains and up to seven inches of rain in northern and central california in the next few days. comes after a series of winter storms dumped several feet of snow in parts of the state. forecasters say all of the melting snow could cause flooding, mudslides, and avalanches at higher elevations. >> the big danger here is you don't only have this major atmospheric river coming through, but you have massive amounts of snow that is going to melt all at the same time. there's an absolute huge threat here. >> the national weather service says the new snow on top of the previous snowfall could cause roofs to buckle or collapse.

and we are learning new details about the kidnapping of four americans in mexico. there was a fifth person traveling with the group from south carolina, but she stayed behind in brownsville, texas. the woman told the "associated press" she contacted police last friday after her friends did not return from mexico. she said they were supposed to return within 15 minutes after dropping off latavia mcgee for cosmetic surgery. the four were kidnapped by armed men when they were caught in a shootout between two cartels. mcgee and one of the men were found alive on tuesday. the other two men were found dead. house and senate members, their staffs, and families have been warned that they may have had sensitive personal information stolen. they were told yesterday that hackers may have gained access to the data in a breach of a washington, d.c., health insurance marketplace. d.c. health link confirmed that data on an unspecified number of customers was affected. a broker on an online crime

forum claimed to have records of 170,000 customers. it was offering to sell the information for an unspecified amount. intelligence leaders say china is the most consequential threat to the u.s. national security. officials testified before senate lawmakers explaining how the communist party poses a serious danger. nicole d'antonio has more from capitol hill. >> reporter: lawmakers had plenty of questions for u.s. intelligence chiefs about the dangers americans face from countries around the world, but especially threats coming from china. >> needless to say the people's republic of china, which is increasingly challenging the united states economically, technologically, politically, and militarily, around the world remains our unparalleled priority. >> reporter: the intelligence agency leaders testified about threats from china, including the infamous spy balloons, cyber threats, and even the intelligence report which laid out the possibility that the

coronavirus originated at a flab wuhan. >> the fbi has long assessed, going back to the summer of 2021, that the origin of the pandemic was likely a lab incident in wuhan. >> reporter: lawmakers also wanted to hear the latest on the possibility that china could provide weapons to russia to help in its invasion of ukraine. >> during the past year, the threat has been additionally complicated by a deepening collaboration with russia, which also remains an area obviously of intense focus for the intelligence community. >> reporter: while weapons of war remain a concern, cyber threats pose new challenges that governments are still struggling to catch up with. >> new technologies, particularly in the field of ai and biotechnologies, are being developed and proliferating faster than companies and governments are able to shape norms governing their use. >> reporter: lawmakers also laid out their concern that user data from tiktok gives china a popular weapon in the cyber war. nicole d'antonio, cbs news, capitol hill. the ceo of norfolk southern is expected to tell a senate

panel today that he's deeply sorry for last month's toxic train derailment in ohio. alan shaw is set to appear before a senate committee looking into the derailment that forced the evacuation of roughly 5,000 people in east palestine. some say they're still sick. senators have romised to also look into the company's safety practices and the emergency response to the derailment. a house committee held its first hearing into the chaotic u.s. withdrawal from afghanistan in 2021. marine sergeant tyler vargas andrews was one of the veterans and active duty service members to testify yesterday. he spoke about the aftermath of a suicide bombing at the kabul airport where he sustained serious injuries. >> i opened my eyes to marines dead or unconscious lying around me. a crowd of hundreds immediately vanished in front of me, and my body was catastrophically wounded with 100 to 150 ball bearings now in it.

"the washington post" reports there's an estimated 21,000 pieces of plastic in the ocean for each person on earth. that's according to a new study. researchers say there were more than 170 trillion plastic particles in the oceans as of 2019, far more than previously estimated. and the number has been troubling every six years. the group said a u.n. global treaty on plastic pollution is needed. and espn says syracuse head basketball coach jim boeheim is out after 47 seasons. the school made the announcement yesterday just hours after syracuse lost to wake forest in the acc tournament. the 78-year-old will be replaced by associate head coach and former player under boeheim adrian autry. boeheim is the second winningest coach in division-one basketball history with more than 1,000 victories. he won a national title in 2003. still to come, the ultimate "ted lasso" experience.
