moderate to heavy rain fell around 1/4 inch per hour, enough to cause localized flooding with flood prone intersections, on and off ramps that's where you have problems. some of the heavy rain is extending across the golden gate into northern san francisco but the rain is lighter down the peninsula the shades of green indicating lighter showers. plenty of rain through much of the tri-valley, slightly lighter rainfall for alameda county but the rain picking up

around the santa cruz mountains with no surprise this is the system where the mountainous terrain more efficiently more anere's ty more of it. the showers will continue rolling in for the rest of tonight.los like things are tapering off, another wave will develop and fall on the saturated ground and this is the case in early tomorrow morning with a flood watch through 10:00 on sunday with the main flooding threat this evening and tonight. flash flooding on roadways and watch out for mudslides. especially during the overnight when those are harder to see. current wind 45 miles per hour at half moon bay, otherwise 25 to 35 miles per hour with stronger wind working inland through the evening which means we have a wind advisory in effect with windy conditions through sunrise tomorrow, up to 50 miles per hour with more tree damage and power outages, be prepared. we will look at the rain

chances into the weekend, coming up. we have you taken care of here. the rain is coming down in fremont, gutters are filling up in the niles area. it was a messy drive. this is a live look at the beginning of the afternoon. contra costa county, our photographer is on the way to reports of flooding in martinez. that is live from the dash cam are on the car. you can see that is what it looks like in real time. this was highway 4 through concord, really soggy and slick conditions near solano. san francisco crews have been putting together last-minute sandbags. jocelyn moran is showing us that storm supplies are in hot demand. >> this is what we have been saying. a few cars, not a big line. one car and then a couple minutes and another car.

they are filling up their trunks with sandbags. it is fairly easy, pull up and they will fill up your trunk. there is a limit of 10 bags per person. be sure to bring your id because they need proof of where you live and that you live in san francisco. we have been here all morning. this video was taken throughout the day, people here getting there sandbags. we talked with a woman, her first time getting sandbags this winter, but she does not want to take any chances. >> the last storm caused the fence to tip over in my backyard. now i have water accumulating. over time it is getting harder and harder to keep my house from flooding. we have a leak coming in. slowly it is getting worse. spots people are stopping by hardware stores to get supplies. supplies are in hot demand as center hardware, roof tarp, rain gear like rain jackets and

pants, batteries, flashlights, portable power stations and most in demand are the sandbags. >> sandbags, we have been moving a lot of those. if it is prefilled or something like this, the lightweight which expands. a lot easier to move around. >> the mayor did announce they will be extending their hours. this is at the public works yard south of cesar chavez and 101, they will be open until 5:00 5:00 pm. not just san francisco is stocking up, a lot of you are getting sandbags and we found this guy in redwood city loading bags into his truck and then the tractor comes right behind him. pg&e is gearing up for the storm and anne makovec is telling us how teams are

preparing for potential power outages. >> thousands of people spent days after the last storm without power. now, pg&e crews are on standby with 40 workers assigned to power restoration efforts for tomorrow. all throughout the region they are honing in on areas with high wind. falling trees are the main cause of storm power outages. one of the things pg&e is asking for is patience. easier said than done. storm debris makes it difficult to reach some of the damaged infrastructure. pg&e regional vice president briefed us this morning on how they are planning to tackle coverage in the coming days. they say the focus will be on the peninsula which is expected to be amongst the hardest hit areas. >> we expect coastal regions to be hit the hardest with high wind really hitting san mateo county probably the hardest. that is what we are seeing.

we brought a lot of crews from other parts of the territory into the bay and they are staged and ready. >> he says that extra equipment is on standby to fix damaged powerlines. in the antime, e is reminding everybody to check down wires, check your generators and use flashlights over candles. have a backup battery for that phone. >> here we go again. now you probably remember these images from the atmospheric river series in january. storms leaving part of gilroy, the house and the cars underwater. highway 101 waterlogged. a lot of residents are recovering from that damage and now they're working extra overtime hours to take precautions to protect themselves and their homes from more potential flooding. farmworkers have to scramble to protect their equipment and their crops. january storms ruined a lot of

the heavy rain from the golden gate to the north, but everybody will see the potential for localized flooding with wind damage to the rest of tonight. a full check on the forecast, including your hour by hour look coming up. >> we are aware of the need to be able to get call and get services when there's been a cyber attack that could make it difficult, the city of oakland released information on a ransomware attack. if you live in oakland you know there has been a snag in getting information and help. they now say that involved files containing employee information. the dates from july 2010 through 2020 is a huge swath of time for personal information. they say they will mail out formal letters to anybody impacted and acknowledge even non-city employees may be worried about the information being compromised. so they say they are working to review the files to find out who's data may be involved. if you have questions there is a mechanism to contact the

external call center monday to friday, 9:00 until 5:00 at the number 86-899-1861. you can email them online. we know you have a lot of questions for them. we know you have questions so we brought in the expert. davis, any services affected that you know of by the storm with a cyber hack that could be needed? >> absolutely. i am a oakland resident and ransomware attacks which lockdown the city impact critical services. during the attack services like 311 are unavailable. it is my understanding this will be restored, but now we're dealing with this data breach. >> when you get the email or phone call saying that information was compromised, what response do you have? >> itt knowing the data you have that is out there. there are steps you can take to

protect yourself. if financial information is breached, make sure you monitor the accounts, update passwords, if email or telephone numbers are breached, make sure you are aware for phishing attacks. after the attack criminals will modify the data. >> what is spear phishing? >> that is where you use details about a person to craft an email attack against them and for them into clicking a malicious link or handing over data that can be used to credit a fraudulent transaction. in some case sending thousands of dollars to criminal. >> the most vulnerable, at a advanced age people get the email and it looks like something that might apply to them, very vulnerable. >> online fraud is the largest type of attack that we see, ransomware used to be a minor issue, but since the pandemic it has increased 82% between 2020 and 2021, rising over $700

million in business over the past couple of years. >> let's talk about liability. we aregettinthe o and looking at thengine on this cyber attack so as a oakland resident should they have done more to protect citizens and employees whose information looks like it's been compromised? >> atlanta, baltimore, d.c., la unified, municipalities are being targeted and with the complex network it is very hard to defend them. it is unclear what steps oakland had taken, but most ransomware attacks will take 24 days to resolve so it looks like oakland will restore services without paying the ransom. we always tell clients to not pay the ransom. it is up to them and in any case you always risk when the attack has happened that the data would be released even if to you with a company

the sierra expecting several feet of new snow on top of the snow that has piled up. that's what it looks like when snow meets wind. constant shoveling in truck he and people say they are running out of places to put the snow. >> this is the one with the most non-breaks in between. >> this is the most snow i have experienced in 20 years. >> no smiling because she is sick of it. >> reporter: a high school cancel classes due to problems of the heavy load of snow on the roof. now a look at the forecast with chief meteorologist paul heggen. if you're thinking about driving in the mountains, do not. >> do not, the bay area roads are tricky enough with the rain. the moderate strength atmospheric river has arrived. moderate is the amount of water vapor being transported overhead. it does not correlate to the ground-level impact necessarily, but this is

behaving the way these systems do. you can see on the radar loop with the big picture on the back edge of the moisture that's where the radar stops as it bends away with the surface bending away. 20 more moisture is headed this way. let's look at the heavy rain. from san francisco to the north. zooming in on san francisco, marin county, parts of contra costa county with heavy downpours, localized flooding possible. not onwidespread bas, but as you make your way around everybody knows the routes that they take where water collects around a curve or the side of one part of the road. you will have issues in those spots through the evening into tonight. southern half of the bay area, as the firehose of moisture will direct itself to the southern half of the bay area through tonight into tomorrow morning. even when we get a little break

in spots, there will be plenty of rain elsewhere which will fill in with heavy downpours through tonight into early tomorrow morning. this is where you can tell with the firehose is directing itself to the south. to the santa cruz mountains and by early afternoon we are into the off and on pattern which will continue friday afternoon, overnight friday and into the weekend. at no one time over the weekend will i guarantee dry weather, but there will be breaks in between the showers with locally heavy downpours from time to time. the best chance of rain saturday should be in the north bay, but it could be anywhere at any time. very little predictability to this type of weather pattern with more lingering showers likely sunday before another atmospheric river comes this way monday and monday night. this one through sunday morning, for the north bay, anywhere from 1 1/2 to 3 inches of rain anticipated.

this is the forecast model data. they give us a good idea of what to expect and that is en r to cause problems, most of it tonight into tomorrow morning. southern half of the bay area, the mountains could be modest, but even there nearly 2 inches total and in the santa cruz mountains there is more. nearly 5 inches over the next couple of days. we have gusty wind. strongest along the coast making their way inland for the evening and tonight with widespread 30 to 40 miles per hour. some of the strongest around 50 miles per hour, strong enough to do some tree damage. make sure your devices are charged. by tomorrow morning the wind will be noticeable, but they are backing down with the main threat of wind occurring through the rest of tonight. the sun coming up tomorrow and that should be a lesser concern. lingering rain chances into the weekend giving way to another

round of rain monday into monday night. adding up all the rain over the next seven days, this is the estimate. even the rain locations over two and half inches with widespread amounts of 3 to 5 inches across the bay area with higher elevations of the north bay and santa cruz mountains 7 to 10 inches and that's why we are concerned about flooding. right now clouds with showers over the entire bay area, including san francisco and you can see the camera shaking. upper 40s around 50 degrees. those numbers do not change much through tonight. we hover in place and then tomorrow with the tropical nature of the system, it is dragging warmer air toward us so we will be closer to normal when the widespread rain winds down. more showers for the weekend, be flexible with outdoor plans. widespread rain monday into monday night with another atmospheric river that will add insult to injury. lingering showers monday and

drivers, it is slick so go slow and be safe. did this next story like a movie plot, imagine being trapped in your car on a remote snow we road. your family is out of the country and nobody knows where you are. that happened to a guy in oregon. luckily he had a drone with him and it made all the difference. he typed a text to a friend saying where he was and attached his cell phone to the drone and send it several hundred feet up in the air and that was enough for the phone tethered to the drone to pick up a signal. rescues would then find him, they also found another driver who had been stranded. that driver did not have a drone. >> that is ingenuity. >> a drone instead of a shovel. speaking of news, you are keeping everybody updated. >> widespread rain which is just getting started.
