we are a community station. we will talk about them. we are looking at the collapse of silicon valley banks and what it could mean for us. winning me live is why dilbert, the founder of launchpad capital. thank you for talking to us. what a day. it really shook out everybody, including the market. what is a ripple effect for those at home, one drink? >> it is a sad day. we've lost an ally from the technology center across the united states and the world. there are millions of dollars locked up in silicon valley bank and it needs to be released over the next couple

weeks and months so they can continue growth. i think they will be failures as a result because liquidity is key to one business and a lot of uncertainty and doubt. hopefully, we start getting more clarity from the regulators and they will be able to plan and hopefully survive. >> we are seeing lawmakers chime in on the state and the national levered. talk to me about payroll because a lot of people are depending on a paycheck. are you saying this could mean someone may not get their paycheck next week? >> if payroll funds have already been deposited at silicon valley bank, it is not -- those disbursements will not go out on time. that is important for many. >> that is a huge problem because people are living paycheck to paycheck coming out of the pandemic. what does somebody in that situation do? >> i think planning is critical. hopefully folks have savings to get them through. the same applies to companies. if you are really out of cash because -- it is time to go

back to your investors and to offer bridge financing and ride out the storm. the only way out is through. >> other banks feeling the effects of this ysi wipu my mone >> you have to put your money somewhere, under the mattress or bitcoin is not what you want to do as a prudent investor or as a company. it is on regulators to remind everybody in the u.s. we have a really good set of laws and a system that solves these problems, but with a need to do is communicate better so that everybody understands what happens next. there is a lack of clarity for many of us. this is the first one in over a decade and that is why there is a significant concern. >> it is historic and i know this will be a theme for weeks to come. thank you for talking to us. if you have a paycheck issue in the coming days or weeks,

please contact us. we want to hear from you. more first alert weather. the other big story. this is video out of the oroville dam north of sacramento. the water levels are so high at the state department of water resources. opening that main spillway. they're trying to avoid that overflowing that could happen. last year, water in that lake had sunk to its lowest level ever. >> there are two kinds of water emergencies, when you have too much and when you have two to level. sometimes you have to worry about both. >> feast or famine. there is so much focus on more water storage and expanding those capacities. once you approve a project, it takes years, sometimes a decade to get those things built. we will get more rain in the forecast. it will be light shower activity through the weekend with often on showers possible tonight, tomorrow, tomorrow into sunday and monday before things will get in a much

wetter direction monday night into tuesday. temperatures are on the cooler side this weekend. again, just those passing showers. look at all the flooding and wind damage reports we have received over the past 24 plus hours. there are literally dozens of these, over 100 different reports of wind damage for trees getting knocked down by strong winds we had yesterday evening and last night and then the localized flooding. mudslides, rockslides as well, a very active system and it is still bringing additional rainfall to the santa cruz mountains and the southern end of the santa clara valley. that will shift in that direction away from the bay area. we are going to be tracking drier conditions for the most part with passing showers a possibility as we go through tonight. then we have that intermittent activity across the bay and little spurts. it is -- it will not be a washout but it will not be completely dry either. we will see the best chance of showers tomorrow developing by the littermate afternoon and evening and that moves through

into late saturday night and early sunday morning and another wave of rain will move through. then we are back to off and on shower patters. adding up the rain through midday on sunday, this is not going to bring a tremendous amount of additional rainfall. there could be some of the santa cruz mountains, where they could get one inch of additional rainfall. everyone else could get a quarter-inch to have an inch. you could pick up a little more. this will still be a big snow maker for the high sierra. it will go all the way through 10:00 on sunday. another 42 hours to go on that one. heavy snow and strong winds up to six feet of it. the amounts will go down as you go lower in elevation but it is still sloppy and the winds will gust up to 75 miles an hour. yesterday's atmospheric river blasted into this morning and it rained as an ar three on our one to five scale. it trended almost into the strong category. there is another one into tuesday.

that looks like it will fall into the ar 2 gray, which is a st/weak mospheric river, on the low end of the moderate part of the scale. it will not be as powerful as the last 24 hours but it will bring additional rainfall. it has the and it will likely have at least more localized flooding issues as we go into monday night and tuesday. let's enjoy little bit of sunshine. temperatures are mostly in the 50s. 60 in santa rosa. enjoy those temperatures. temperatures tonight are going to drop down into the 40s, which is pretty close to normal for this time of year. the high temperatures are still going to be below average, only topping out in the mid-to-upper- 50s with some low-60s saturday afternoon. and then we have the warmest part of the day coming and also

part of what we do at 3:00 is give a shout out to our first responders, the helpers when things are difficult. erin elements as our storms pass through. multiple agencies had to respond last night. this is in the woodside area of san mateo county. two people who were trapped in their car under a fallen tree got out. the people ended up with only minor injuries because when things happen, we look to the helpers and we are so grateful. we love to highlight bridge

builders also. we met a colorado resource officer. he is connecting because of how well he can dance. el paso county deputy chad became the resource officer at the end of 2020 and he says he really works hard to connect with the students and earn their trust. >> by being at all the extracurricular activities, sometimes off-duty, supports all the -- i go into pe class all the time. i go to various other classes. i am always trying to get involved with the students. >> he will say hello to you and roam the halls and he will give you a fist bump and he makes you feel so happy and safe here and he makes me feel so protected and he truly makes everyone feel better. >> we need more of that in the world. he performed with the prom squad dance team. there he is. he got thousands of likes and shares on the sheriff's office

coming up, we will go back to socal for an update on the row that was washed away that we showed you at the top of the broadcast and a look at the community and how they are helping each other. that is coming up at 5:00. a driver in maine just lost his battle to keep what he calls a vegan positive license plate. the plate said love tofu. in january, the bureau of motor vehicles that he had to get rid of it and they argue the plate to be interpreted as vulgar because of the last two letters. the driver appealed the decision and that decision came back rejected. the state says they have to be looked at without context and he said he agrees. he is going to drop the issue. >> i do not get it. >> i would not know. >> i do not see a thing. >> i do. >> the cbs evening news is next on kpix 5. thank you so much
