captioning funded by cbs well, good morning and good to be with you. i'm anne-marie green. we begin this morning with storms on both coasts impacting tens of millions of americans in the east coast. a powerful nor'easter is expected to bring snow and strong winds and it could create dangerous travel conditions, knock out power to hundreds of thousands of people, and cause widespread coastal flooding. snowfall totals could range from a few inches to a few feet. new york governor kathy hochul alerted everyone of an emergency ahead of the storm. >> this could be a dangerous storm. please stay off the roads for your own safety. >> this is what it looked like in connecticut last night as the snow fell. the state's largest electricity provider said it's bringing in extra crews from other states to prepare for widespread power outages. millions of people in california already recovering from a series of devastating storms are dealing with another one.

crews rushed to repair a broken levee in central california that forced the evacuation of more than 8,000 people. carter evans reports from monterey county. >> reporter: storm after storm has caused catastrophic damage. the town of pajaro remains under water after a levee breach. >> my worst fear happened. it happened, and now you see what the devastation can do. this is as bad as it gets. >> reporter: the region's now poised for several more inches of rain, this as rivers keep rising well above flood stage. a key highway near monterey shut down, and a rock slide closed this highway near big sur. the storms are also dealing a major blow to agriculture. many here are farm workers. the area called the salad bowl of the world exports more than $3 billion worth of fruits and vegetables each year. now there's crop damage and possible job losses, this as thousands have been forced to evacuate.

more than 200 have been rescued including this man trapped by the swollen salinas river. on friday floodwaters raced through the town of springville. they've now receded to reveal ruin. >> how much water did you have in the house? >> reporter: crystal mcgee said she and her husban had no warning. they barely got out. and now -- >> you don't know if help's on the way. >> i have no idea. i have no idea. >> reporter: the focus turns from the floods to the rain again. >> there's no way to stop it from flooding again. >> no. i mean we could ask for prayers because mother nature is controlling what is happening to this community right now. >> reporter: there are still some people in flooded homes here who don't want to evacuate. they plan to stick it out through this incoming storm, and flooding is still a major threat with more rain melting that mountain snow. karster evans, cbs news, pa har row, california.

breaking overnight, former clorado representative and feminist trailblazer pat schroeder has died. her former press secretary said she suffered a stroke recently and died last night at a hospital in florida. the 12-term democrat was a pioneer for women and family rights. in congress one of her biggest accomplishments was a family leave bill, providing job security for care of a newborn or a sick parent. she coined the phrase teflon president regarding president reagan. she was 83 years old. the federal government is sa yesterday regulators guaranteed all deposits at silicon valley bank and signature bank after they both failed. shareholders also filed the first lawsuit against svb alleging they made false and misleading statements. jarred hill is in new york with more on this. jared, good morning. >> reporter: good morning, anne-marie. that could be just the beginning

of some of the consequences of the leader of these two banks that collapsed. president biden said he's going to make sure whoever's responsible for this will be held accountable. it's not exactly clear what that means or what that looks like. all the while he's trying to reassure americans and financial markets that this is not a widespread problem. it was a wild ride for the markets yesterday after federal regulators took control of california-based silicon valley bank and new york's signature bank. both collapsed between friday and monday. the shock waves caused trading to halt for more than a dozen regional banks yesterday after their stocks tanked. >> americans can rest assure that our banking system is safe, your deposits are safe. >> reporter: president biden tried to project a message of calm while assuring folks with money in both banks their dollars are safe. fdic officials greeted customers

lined up outside of svb headquarters in santa clara, some withdrawing everything. >> learned my lesson. i'm not going to put my money all in one place like i did here. >> reporter: silicon valley bank had more than $200 billion in assets, many of them tech companies. >> this man said the government stepping in will probably save his business. >> not knowing whether or not the company spent five years building was going to go away overnight as a result of something unpredictable as the collapse of a bank was really hard. >> reporter: signature bank's assets were about half of svb's. president biden said while there's going to be hell for folks who put money in the bank, for investors and owners, there will not be a bailout. cbs news has learned silicon valley bank was operating without a chief officer for months. one was hired in january.

we could also potentially see some new regulation come out of this. there's a lot of oversight, anne-marie, over some of these bigger huge banks but less so over smaller banks, president biden asking congress to take a look at that. back to you. >> very interesting. jarred hill in new york. thank you, jarred. >> sure. president biden will talk about reducing gun violence in america when he visits monterey park, california, today. that's where a gunman killed 11 people at a dance studio in january. it comes amid a series of mass shootings throughout the u.s. the nonprofit gun violence archive says there's been more than a hundred mass shootings in the nation this year. the visit is part of a three-day west coast trip for mr. biden. and former president donald trump paid a trip to iowa just days after possible presidential republican challenger ron desantis was there. during a speech last night trump criticized desantis for opposing ethanol, which is popular in iowa, because of the corn

industry. earlier in the day an attorney said trump will not accept an invitation to testify before a new york city grand jury. the grand jury is investigating alleged hush money payments made to two women during the 2016 presidential campaign. the man who made the arrangements for those payments, attorney michael cohen, testified before the same grand jury for about three hours yesterday. prosecutors could soon file criminal charges against trump over the payments to the women who allegedly had affairs with him. >> i don't want to see anyone including donald trump indicted, prosecuted, convicted, incarcerated simply because i fundamentally disagree with them. this is all about accountability. >> cohen served prison time after pleading guilty in 2018 for several charges including a connection with campaign finances. trump has denied the affairs. >> senate minority leader mitch mcconnell is continuing his recovery from a concussion at a

unable to reach unanimous agreement on a death penalty. the 35-year-old immigrant plowed into people with a truck in 2017. about a dozen people were wounded. well, the u.s. government is suing a pharmacy chain, and a missing texas teenager was found more than a thousand miles from home. those are some of the headlines on the morning newsstand. "the dallas moning news" reports a 13-year-old girl reported missing in dallas was found locked in a north carolina shed. authorities say a 34-year-old man picked the girl up in his vehicle after using social media to entice her to leave her home. security cameras captured video of a vehicle registered to a north carolina address, and that's where the girl was found on friday. >> that's how these things happen, is not being supervised. and these kids are very sharp with these computers in the room. so our message is going to be, please help us out. >> the suspect was charged with

abduction, statutory rape, and other crimes. the girl was taken for medical evaluation and returned to texas. there's no word on how long she was missing. >> reuters says the justice department sued rite aid for missing opioid red flags. federal prosecutors say the familiariticy chain repeatedly filled hundreds of thousands of prescriptions for controlled substances from 2014 to 2019 that were medically unnecessary. rite aid pharmacists were accused of ignoring obvious signs of misuse. the suit is part of a whistle-blower complaint brought p against the company in 2018. rite aid declined to comment. "the new york times" reports on the death of the former yankees all-star first baseman joe pepitone. his son said he was found at home in kansas city after suffering an apparent heart attack. he played two world series for the yankees in the 1960s. he was also known for his flamboyant lifestyle and long hair. during his 12-year career he
