people on both coasts. the first nor'easter of the season is dumping heavy snow throughout the northeast making traveling treacherous. it's left tens of thousands of people without power and led to the cancelation of hundreds of flights. out west the 11th atmospheric river of the season is bringing more heavy rain, snow, and winds to swamped california. a massive mudslide slammed into this home north of sacramento. jarred hill is here in new york with more on all of this. i feel like in new york we were lucky, wasn't so bad here. >> reporter: yeah. california cannot catch a break this winter so far. as you mentioned, here in new york city we saw flakes yesterday, but nothing compared to the totals in northern parts of the region. that nor'easter is expected to taper off today, but some folks are going to be digging out for a while. spring may be a week away, but winter weather is walloping the northeast. parts of new england buried in over two feet of snow. >> honestly, the heaviest snow

i've ever seen. it should be a new category. >> it's new england, and it's still march. winter's not over yet. >> reporter: the wind and wet snow snapped trees and weighed down power lines leaving tens of thousands without power. >> internet's down. wi-fi's terrible. we can't -- our cell phones don't work now. >> reporter: the wintry mix affected air travel with hundreds of flights canceled tuesday including in boston logan international airport. >> i got on a flight that was ten hours later, so i've been waiting and tracking that night. -- that flight. and that one was just canceled. >> reporter: wild winter weather is also affecting parts of the midwest. there's now a huge hole in the roof of this shopping mall in duluth, minnesota. it collapsed while crews were on top trying to clear the snow off. the mall was closed to shoppers, though some workers were inside getting ready to open. fire officials say no injuries were reported. >> they heard some popping sounds, so they immediately got off the roof. >> reporter: out west, flash flooding. parts of california soaked by

the 11th atmospheric river to wash through the state this season. the storm's strong winds and heavy rain toppling trees. one collapsed south of san francisco during an interview with cbs affiliate kpix. >> there it goes -- oh, my god. oh. >> reporter: tens of thousands of californians have been under evacuation orders. so parts of california have gotten so much rain and snow this season that the ground cannot soak up any of that water fast enough to avoid some of those floods and mudslides. so obviously that's a concern there. the atmospheric river, the system is expected to now head east where it could cause severe storms in the south later this week. nobody really seems like they're getting spared by this. >> a heck of an end to the wintertime. bring on spring. >> please. >> jarred hill in new york. thank you. >> all right. the u.s. and russia are pointing fingers after the pentagon says a russian fighter jet hit an american drone over

international waters sending the drone crashing into the black sea. nicole d'antonio reports on the latest incident adding to the rising tensions. it's clear that it was unsafe, unprofessional -- >> reporter: u.s. officials say fuel. they believe the jet meant to come up in front so the drone would fly into the fuel cloud but pulled up too short and clipped the drone's propeller. >> because of the damage, we were in a position to have to essentially crash it into the black sea. we assessed that it likely caused some damage to the russian aircraft, as well. >> reporter: the pentagon says its drone was conducting an intelligence surveillance and reconnaissance mission. the crash happened 75 miles southwest of the crimean peninsula, a part of ukraine seized by russia. >> these aircraft have been flying over the black sea region for some time to include before the current conflict started. >> reporter: the state department summoned russia's ambassador to lodge a protest.

>> this drone can carry a few bombs. >> reporter: this man says his country isn't looking for confrontation with the u.s. russia's defense ministry denied its jet made contact. >> we have to be very cautious regarding our actions taking into account what is going on in eastern part of europe. >> reporter: the u.s. navy has no ships in the black sea, putting them at a disadvantage in retrieving the wreckage. nicole d'antonio, cbs news, washington. cbs news has confirmed the department of justice is investigating the collapse of silicon valley bank. it comes days after federal regulators took control of the california-based bank and assured customers their money was safe. it is the second largest bank collapse in u.s. history. investigators are reportedly looking into the actions of senior silicon valley bank executives. president biden has said that those responsible for the bank's failure will be held accountable. and the state of ohio is

suing norfolk southern over last month's toxic train derailment. state officials want to make sure the railroad pays for the cleanup and environmental damage caused by the release of hazardous chemicals. the lawsuit also seeks to force the company to pay for soil and water testing in the future, as well as economic losses in the area. there's no word on just how much president biden is taking additional steps to curb gun violence in the u.s. mr. biden traveled to monterey park, california, yesterday where a gunman killed 11 at a dance studio in january. he signed an executive order that strengthens background checks before firearms can be sold. it also increases the use of red flag laws, addresses the loss of theft of firearms during shipping, asks the federal trade commission to analyze gun marketing, and increases federal support for gun violence survivors. >> we need to provide more mental health support and grief -- for grief and trauma.

more financial assistance when a family loses a sole breadwinner or when a small business shuts down due to a shooting investigation. >> mr. biden says he's determined to ban assault weapons and high-capacity magazines. opponents say stricter gun-control laws infringe on their constitutional rights. in texas there's a high-stakes court hearing today on whether to ban a common abortion pill nationwide. a lawsuit from christian conservatives aims to overturn the fda approval of mifepristone. it alleges insufficient safety study. supporters say it's safe and effective. the fda expanded access to the drug in january allowing pharmacies to start selling it in person and by mail. the lawsuit is closely being followed after the supreme court's reverse of roe v. wade last year. facebook and instagram's parent company meta plans to lay off another 10,000 workers starting today.

he denies doing anything illegal. the filing with the federal election commission allows santos to raise money. a massive seaweed blob is headed for the u.s. coast, and san francisco explores reparations for the black community. those are some of the headlines on the "morning newsstand." "the san francisco chronicle" reports supervisors expressed support for a draft plan that includes paying each eligible black resident a $5 million reparation payment. the board of supervisors unanimously accepted a proposal yesterday to atone for the long legacy of slavery and systemic racism. the plan includes more than 100 recommendations from a committee, and the board did not decide on whether to act on any of those proposals. "the miami herald" says a massive blob of seaweed is headed toward florida's beaches and the caribbean islands. the 5,000-mile-wide blob of smally -- of smelly brown seaweed could pile up in

the keys in the next few days. scientists say a combination of human activity and climate change has created a string of unusually large seaweed blobs since 2011. >> doubled in size in january from december. there are people all around the caribbean region trying to look at engineering solutions to deal with the problem. >> the seaweed could end up stretching to beaches along the atlantic coast north of florida. and the "associated press" says nasa's webb space telescope captured the rare image of a star on the cusp of death. nasa released the picture yesterday which was among the first taken by the telescope in 2022. it shows gas and dust flung into space by a huge star 15,000 light years away. scientists say the transformation is the last step before some stars explode. nasa says the star is 30 times as massive as our sun. still to come, historic kicks. sneakers worn by michael jordan

>> reporter: u.s. stocks finished higher tuesday as the market appears to rebound from the collapse of two u.s. banks. the dow gained 336 points. the nasdaq was up by 239, and the s&p 500 also gained 63 points. the faa will hold a safety summit today following a recent spike in close calls in the air. airlines, unions, airports, and other industry members will assess whether changes need to be made to how american flights are regulated. transportation secretary pete buttigieg called the situation deeply troubling. for the first time the epa is limiting toxic forever chemicals in drinking water. the government will require utilities to remove two synthetic chemicals found in things like waterproof clothing, toilet paper, and dental floss. they're dubbed forever chemicals because they seep into soil and water. the biden administration says

♪ well, following the success of "top gun: maverick," tom cruise appears ready to fly back into action. the official movie poster for the next "mission impossible: dead reckoning part 1" was released yesterday and shows cruise, who plays ethan hawk, soaring above a motorcycle in the sky. the movie will hit theaters in juli. it's produced by paramount global which owns cbs. the british castle that was the romantic backdrop on the hit show "downton abbey" is now turning away lovebird. thanks to the show, highclere castle in southern england became a sought-after wedding venue. now the owners say a worker shortage blamed on brexit has forced them to stop booking large events.
