conversation on this problem, violence and ask where do we go from here? good afternoon. i'm reed cowan. firsmore rain. another unra thamadet torrow an here is paul blame anher of gu winds. nothing out there now. everything for this afternoon, this evening is looking fine. if you want to check the gutters and drains around the house and prepare for the heavy rain late tonight into early tomorrow morning, not a bad idea. we will zoom in for a closer look. the cloud cover increases this evening and tonight. before the sun comes up tuesday morning and it will be a soggy morning commute. allow plenty of extra time making your way out the door. some of the heaviest rain falls around the peek of rush hour. it will be slower than normal. if you have the option go later in the day or work from home,

exercise that option. it will be breezy for the southern half of the bay area. a wind advisory in effect from the golden gate southward into effect at 7:00 through 9:00 p.m. tuesday. southerly winds in the 25 to 35 miles per hour range with some gusts up to 50 miles per hour. that is not as strong as the winds last tuesday that resulted in hundreds of powetages to be concern. s hon the forecahank you, my fri today san francisco police are increasing ter several fights broke out. the video is graphic. >> that is not the kind of community situation we want to see. we will have that conversation on the violence involving our out. first da lin shows you what shoppers, employees and local leaders have on their hands. >> reporter: workers say the

mob attack first happened inside target. it was friday around 4:00, 5:00 p.m. the cell phone video shows a group of students with backpacks punching and kicking a person. one kid even picked up the victim and slammed him to the ground. some kids watched and recorded the attack. some witnesses tell me they were scared to intervene fearing the attackers would turn on them. a short time later, another attack in stonestown's food court. it's unclear if it involved the same group of students. they beat up two victims but the attackers focused on this young person on the ground. witnesses say they don't know why the kids jumped the two victims or if they knew them. the attack happened in front of this vendor and damaged some of his merchandise. >> i am very scared. i cannot continue to do business in this kind of environment. >> reporter: he tells me in mandarin he is leaving once his lease is up in june. he and other restaurant workers

say there were multiple fights involving students inside the mall on wednesday. they say in the last year it was common to see fights on wednesday and fridays. they even attacked security guards when they try to break up the fights. >> the fights have gotten more violent in the last two months. i don't feel safe. >> reporter: we don't know who the victims are. they were in the video running for safety. san francisco police have not said if they detained anyone. only that they are stepping up patrols at the mall. supervisor believes the department maybe pulling officers from other districts to help since the district has only seven patrol officers working on any given night. >> we are short 500 officers for a city our size. we need police officers to walk the beat, be on the street, at shopping centers like stonestown. we don't have the luxury because we have so few police officers. >> reporter: many parents and students have seen the video on

social media. they worry about student safety on and off campus. >> i kind of got scared. i didn't want to watch the video any more because of how many people were on one person. i felt horrible for the person. >> i hope school principals take this seriously and there are consequences. the consequences don't have to be expelling the kid but they have to be meaningful. >> reporter: san francisco unified is aware of the friday attacks. a spokesperson says they can't comment if the kids involved are district students due to privacy laws. >> let's drill down on this violence. joining me today, san francisco supervisor. while western watching that, you had a visceral reaction. it's painful to watch. >> it's hard. as someone that experienced in high school being jumped and seeing kids attack one person, it brings back memories. i have to tell you, when i see something like that t i'm angry. i feel for the families and kids. this is not a one on one fight.

this is 10, 12, 15 kids on one. and where did we go wrong in society. when it did it become okay to have this type of brazen violence directed toward one kid or one person or one child. it's horrible. >> in a place where we as community members congregate, where people transact to support their families, people go and shop. what is the answer to this? you heard one supervisor say we are short 500 police officers. >> i have been ringing the alarm the last couple of years. we had a trend under this mayor, unfortunately, since 2018 the officers have dropped dramatically. we have gone from about 2000, 1900 to about 1500 today. >> why do you think that is? >> a number of reasons. one, we have not supported the officers in the city. there is a culture of blaming officers more so than anything else. but at the end of the day they don't feel welcome in san francisco. secondly, we have under funded the department.

we have not put the right resources in. we found out that just this past year we started using overtime as a way to fill the shortfall. but then when you look at the district stations, neighborhoods around the city, they still are not getting their fair share. tomorrow, i will be asking for an additional $3 million to double the number of officers in our district stations. >> how do you get officers to come in? if it's a climate where officers don't feel welcome, how do you create a climate where citizens feel like they are partnering with officers and officers feel supported in doing their jobs. >> at the end of the day we have to hold everyone accountable. we have to show support. but we have to have a culture of acceptance. we have to have a way to say if there is violence, incidents like this, we have to hold people accountable. that's what you saw in the video today. you saw examples of absolute mayhem. it's sad to see. i mean, we have been in shelter

in place the last numb of years. a lot of mental health issues. when did it became okay for this to be a reflection of how children behave in our society. >> we appreciate your willingness to come on and talk about. this we will be following when you introduce that plan to get more money to get officers on the streets. as to this case, you know, we were talking about how there was a mechanism in place where it could have been a lot worse. tell us about that? >> absolutely. we allowed for off-duty officers to be hired by private businesses. there were some -- what they call 10-b officers hired by target and other stores in the mall. so, we had presence in the mall. that is one of the ways in which we were able to get it under control a lot faster than we would have. about eight patrol cars came. i had a long conversation with the chief yesterday, talked to him about the $3 million supplemental that we will be asking for. this is off budget cycle. however, when there are seven

officers at one time and ingleside 10 at one time, you need additional presence and officers on the scene. we will work hard. i think we have the votes tomorrow and i think we will get that immediate response. >> our commitment to the viewers, we will be there as the votes come in. thank you for coming in. if thank you for having me. >> we would like the mayor to come on and do the same thing. we have a lot of questions. let's continue the community conversation with the focus on mall security. did stonestown do enough to respond to the fights or keep them from reaching this boiling point? more on this story and the co

top. more on the top story. fights at stonestown mall. some are weighing in on social media including lucas. i love stonestown mall. hurts to see this happen there. johnny tweeted to the mayor, i will no longer spend money at stonestown mall until you clean up the crime and delinquency. we will have much more on the fight at stonestown at 5:00 and in later editions of cbs news bay area. let's get to other stories around the bay. starting today, bart says it's doubling the amount of its police officers on trains. the transit agency moved officers from car patrols to trains. bart is reassigning fare inspectors to make sure that everything is covered during

the morning commute time. if you bank at first republic bank, stocks fell today. shares fell 44%. investors are anxious days after the $30 billion infuchs from a group of bigger firms last week. shares are down 91% from six months ago. flood victims in pajaro could go home as soon as this week. officials say they are in the process of going into a building by building operation to make sure that the homes are safe to be in. pg&e is in that area looking for gas leaks. the town evacuated following a levee breach. it has been patched but they are working on a permanent fix. we will keep you posted. work is starting today to take down the pier at seacliff state beach. january storms left the pier in imminent danger of collapse. it's home to a number of memorial benches where family

members go to remember their loved ones. the park service says they are working to save all the benches before the pier is destroyed. first alert weather now. time for a look at the forecast with first alert chief meteorologist paul heggen. >> first alert day tomorrow with more winds and rain. it won't reach the threshold where it's category gore rised as an atmospheric river. but once the storm system moves through we will have lingering showers for the first half of the day on wednesday. unsettled weather in the forecast. futurecast, we will zoom in as the rain is moving in by early tomorrow morning. widespread rain likely. the morning commute in general, where is camera three going? all sorts of fun when the robots get a mind of their own. if you have the option to work from home, i would exercise that. you can see the yellow indicating the moderate to

heavy rainfall for the morning commute and heavy downpours in the santa cruz mountains. we will be on the lookout for localized flooding because of how fast it comes down. late morning throughout the afternoon the heaviest rain moves through. through the rest of tuesday into tuesday night, pockets of heavy rain that won't last long in one spot but showery weather persists the first half of wednesday then we dry out through wednesday afternoon. a few rogue showers on the radar at that point and dry conditions by wednesday night into thursday with the next rainmaker likely to miss us to the north. in general we are talking about a half inch to an inch. a little less than the rain shadowed spots. more in the north bay and santa cruz mountains. i don't think it will be likely that we have widespread flooding issues while the heaviest rain is falling tomorrow morning.

it takes rain in the morning commute to cause issues. the winds will pick up. wind advisory at 7:00 a.m. most of the wind gusts in the 15 to 20 miles per hour range. those will accelerate toward midday. this is when we look at the possibility of sporadic power outages. most of the gusts 25 to 35 miles per hour. some gusts on the coast will be stronger, potentially over 40 to 50 miles per hour. still breezy about this time on tuesday. after the sun goes down, the winds should back off as the storm system is hanging out nearby. in the sierra, a snowmaker. winter weather advisory in effect there. a couple inches of snow at lake tahoe level to the higher elevations picking up a foot of additional accumulation. i don't think traffic will be impossible but it will be trick can i on 80 and 50. looking outside right now, traffic is moving fine. temperatures are 50 to around 60. it's cool. temperatures in the 40s by early tomorrow morning because of the increase in cloud cover

keeping the temperatures dropping off too much. highs with all the rain tomorrow, a chilly day. close to 10 below average. even once the forecast dries out which it will, it will be chilly out there. high temperatures in the upper 50s to around 60 thursday, friday, saturday and sunday. but it will be nice to get a four day stretch of dry weather after tomorrow's first alert day. the next chance of rain when the showers come to an end on wednesday doesn't arrive until monday of next week. plenty of time to keep your eyes on that one. >> thank you. now march madness. two bay area teams face elimination in the men's and women's tournaments. vern glenn has more on the early exits from the big dance. >> reporter: two bay area schools had a chance to move on to the sweet 16 on sunday. here is fran throwing it down. the stanford cardinal had to get past ole miss but the rebels didn't back down.

the brawls involving students at stonestown mall and joining me is mall security expert david levinberg. you have seen the video. your thoughts? >> well, it's pretty disturbing, although not necessarily unique. i think these kinds of incidents are occurring with much too great frequency these days. maybe this is related to spring break, kids are out of school. i'm not sure but something needs to be done by that mall to stem this kind of activity. >> your professional background forms malls about security. is this on the mall?

is it all the mall's fault? whose fault is this? >> it's a much larger problem. i think you have to start with the parents. are they monitoring their kids social media. do they know where their kids are going? do they know what kind of activity their kids are involved with? schools sometimes get winds of activity. a lot of time kids get on social media and they plan, let's meet at the mall on wednesday at 4:00 because we are going to have a fight. so, there may be some notice in some of these areas that could be taken advantage of. >> we don't know a lot about the victims or a lot from the school district because there are privacy issues given the age of the victims and what looks to be the perpetrators on the video. if you are talking to the mall, what would you tell them to do to avoid something like this in

the future? >> number one, track the activity that is going on. i know i did a little research and that mall had a number of issues leading up to this. so, whether their security deployment is not sufficient, they need off-duty police officers on staff during the times that they historically have these kinds of problems. i read wednesday and friday they have problems. obviously they are aware of it. they need to deal with it. >> wednesday and friday is what you are drilling down on. really, point blank, am i safe going to a shopping mall anywhere? >> i think you are safe. i don't think that that should be an issue that keeps people from going. people need to be aware of their surroundings. you need to beware of these issues that occur in malls and the communities and some people frankly choose their times and days of shopping when there
