now at 11:00, are you sick of the gloomy weather? the bay area got a dose of showers, but the storm is moving out. we're in for another round or in the clear for some sunshine.

and good evening, i'm juliette goodrich in for sara donchey tonight. the skies are finally clearing out after two stormy days. this one bringing some pretty intense bouts of rain and even hailstorms across the bay area. it's been a tough month for cities seeing widespread power outages, thunderstorms, and falling trees. and in fact in the south bay, saratoga just declared a state of emergency because of all of that damage from the recent storms. now a city that prides itself on the trees are now scrambling to cover the cost of cleaning up all the ones that have fallen. in fact a massive eucalyptus tree even caused $50,000 worth of property damage at wildwood park. >> i'm thinking it's a little ridiculous. i'm thinking the city should be in charge of the trees they planted and the service they provided to our community. and now it's falling down around us.

>> we all love the oak trees. to some extent, we like the eucalyptus trees, but not when they endanger us. >> reporter: it will make it easier to get supplies and request financial help. so joining us now. thingshave certainly calmed down now. are we out of the woods? >> not quite yet. some heavy rain falling in. and things have definitely calmed down over san francisco and oakland and san jose. much of the bay area, but not all of it, not yet. a check of first alert doppler. easy to pick up the heavy rain in the bottom of the screen to show you the downpours that are still falling right now, but mostly over santa cruz county. some of the spots will pick up the heaviest amount around two and a half inches, getting even more rain this evening. another little cluster of showers around san mateo and the airport. that's diminishing. in fact all the rain will be doing that as we head through the rest of tonight. this is just some ground clutter

getting fooled by the terrain of the bay area. but the storm system is moving away. that means we'll lose the last of the rain as we head through the next several hours. and we should see dry conditions. for the thursday morning commute with dry weather continuing through the rest of thursday and into friday. an urban and small stream flood advisory in effect until 4:45. and also still a flood advisory for central sonoma county until 3:00 a.m. we'll talk more about the dry weather and how long that will last in a few minutes. >> thank you. stay with us for more first alert updates. you can find us any time streaming on the cbs news app. new tonight, san francisco police are offering a huge reward for information leading to the arrest and conviction of those responsible for killing two young men in a park. it happened almost exactly one year ago at alex chalmers park.

>> reporter: four people were shot at broad daylight. now the mother of one victim says she will have to update these signs with the new reward money. she hopes it will bring her justice. >> my son was walking up the steps when he got shot, and then he fell back when he got shot. >> reporter: priscilla carlson showed us where her 20-year-old son, kieran, was gunned down. his friend, 22-year-old brandon cheese of san mateo was also hit at alice chalmers park. and svb announcedspd announced an award, but no arrests have been made. >> when i got the information that the reward has been up to $100,000, i was excited and happy, however, i feel a lot more can be done. not so much in the amounts of

the reward amount, but in the fact that sfpd and our homicide unit is overextended. >> reporter: priscilla says she is grateful for the work officers has put into the case, but knows their limitations. >> one of the officers on my case, i called him to check in about something, and he had shared with me that he had to do foot patrol at union square. so that's taking away from our homicide unit. i would like to call on london breed and our city supervisors and city officials. i'm begging and pleading with you guys. please give spd more money. >> reporter: the department is currently more than 500 officers short. the friends have been playing basketball at the park and have plans to attend a nearby barbecue before they were ambushed. she's she was at home. >> our children were set up. the mere fact they did this in

broad daylight at a park where there was little children playing. they need to be caught. >> reporter: priscilla said her son, kieran, wanted to be a firefighter. his family has planted this flower garden to honor him. ! somebody knows something. say something. this isn't going to stop until we, as a society and community, come together to make these people stop. >> and the getaway car was a silver honda accord that drove away on brunswick avenue. karen's mother says there is only one spot to get in and out of the park and that made it difficult for victims to escape. ♪ [ music ] ♪ the city of nashville held a vigil to mourn the three children and three adults killed

in monday's elementary school shooting. hundreds were there including singer sheryl crow and first lady jill biden. but she did not address the crowd. earlier today, pope francis offered prayers to those affected. now there was no talk of gun control at the vigil, but on capitol hill, tempers were flaring about the topic. in fact, two congressmen got into a shouting match. here is a part of the fiery exchange between the two. >> they have control of the house. the american people need to know they don't have the courage to do anything to save the lives of children. more guns lead to more deaths. look at the data. you're not looking at any data. are you listening to what i'm saying? >> as for the nashville shooting, there is a growing memorial outside that elementary school. authorities have not pinned down a motive yet, but say the shooter did not r target

now to a bizarre story out of san jose. police are in a standoff negotiating with a possible suspect after allegations someone was throwing a liquid irritant on people, sending two to the hospital. now it happened late this afternoon on the south area, south winchester boulevard, and loma verde drive. a hazmat team coordinated to do some testing, to figure out what the chemical was. but a couple of blocks away, police had been in a standoff for hours and fired off flash bangs.

o through the front door. >> so police say the suspect barricaded himself in a house on lexington avenue, and he's been throwing objects at officers. we'll keep an eye out for anymore updates there. all right, taking a live look at downtown san francisco. it's no secret that the area is struggling to rebound from the pandemic. office workers have been slow to return. however, more than 10,000 new housing units could be hiding in plain sight. there is a new report from a policy research group that says over 10,000 new housing units could actually be built in older office buildings, but only with help from the city. so to make that happen, the report says city hall needs to lower fees and ease affordable housing requirements. but some changes are already underway. mayor london breed and supervisor aaron peskin, created a plan to loosen zoning requirements. at the same time there's been a major development across san

jose and long-time antique dealers are actually struggling to survive at the risk of being pushed out. so antique's row, which say cross the highway from valley fair mall on west san carlos street could disappear as the city moves forward with more housing developments in its place. introducing us to one antique dealer who is afraid his livelihood is going to disappear. >> it's like a trip back into time. well-deserved pieces from the past, and many hidden treasures from around the world. there is a little bit of eduardo in every painting, collectible, and graceful artifact in the store. >> this is also my personal collection. >> reporter: he's a former curator. his eye for details shows. but after 29 years doing

business in the unincorporated burbank district, he's afraid he might be forced to close. >> to me it will be a very bad problem. >> reporter: eduardo's store was once part of a thriving antique's row, but it's dwindled down to just four stores. now the recent annexation of his block into the city of san jose to build a large new development here could finish off the remaining stores. >> for me, this will be the end of my business. >> reporter: the block was always an island of county territories surrounded by the city. but when a developer submitted plans to build a large assisted living center on the site, the plans were unanimously approved by the city council, even though they could displace long-term merchants. >> we absolutely need more skilled nursing care and senior housing in all of the city of san jose. i would even say all of the bay area. >> reporter: deb davis represents the district and says it doesn't have to be an

either-or proposition. >> what they're planning to do is allow there to still be some retail space on the bottom, and hopefully they'll be able to retain those antique shops. >> reporter: but as eduardo looks at packing up, moving, especially the likely rent increases, he says it may not make sense for him at this stage of his life sp >> reporter: the customers worry another unique san jose shopping experience will be slipping away. >> i think it's a shame. because of the high rent, they won't be able to open again. >> and that is my life all these years. it will be a shame. >> reporter: he hopes to stay in business and is keeping an open mind to the coming changes. meeting with other dealers who are all looking for some way to stay in business in the middle of it growing and changing the city.

>> oh wow. take a look at these trees that are crashing down, weakened by years of drought. the series of storms, they have brought them to historic levels. and this is what drivers in the sierra were up against today. look at this, paul. huge walls of snow. this is the side of the street there as they are trying to navigate the way. >> if they had a roof it would be a tunnel and it is that tall. when you get to the intersections, you have to go out into the intersection before you could see if anybody will be coming. you can't stop. this is just unbelievable as we get the annual april 1 snow on april 3 this year. it's going to be remarkable. regardless of the endeavors, it will be because of all of this, all the rain that we've seen, which is starting to wind down. the storm system is moving out. we'll be tracking the last of the showers and the last few

hours. and in terms of the rain moving to the north. let's take a look at the rain that has piled up on top of all the rain we've seen this winter. the storm system bringing over an inch of rain to san jose to almost three inches of rain in the santa cruz mountains where it will continue to come down. most of the amounts in that 2-inch range. again, the soil is so saturated and didn't take a whole lot of wind to result in the tree damage. the heavy downpours in the santa cruz mountains right now. and right around san mateo and a little shower activity as well. but enough for that urban and small stream flood advisory until the early hours of tomorrow morning. futurecast will show the active quieting down. we will start off tomorrow morning. that's not likely to hold together. a mix of clouds and sunshine

tomorrow and dry conditions also on friday. but the bulk of the moisture will be in towards oregon and washington, but it will be close to us. this forecast model earlier today was showing a decent chance of showers from the golden gate and along the coast by midday saturday. it has significantly backed off. we are tracking diminishing rain chances for the first half of the weekend. they're not necessarily zero. leaving that slight chance of the forecast. and at least things are heading there. don't cancel anything. just be flexible. look further down the line if you are over the rainy weather pattern. cannot blame you for that. 6 to 10-day outlook doesn't necessarily mean it's great news, but a weak signal towards wetter than normal conditions for the bay area. we head into early april with the good news. 8 to 14-day outlook shows more of a shift as we look further

down the line into april. drier than normal conditions are expected. who would have thought in the beginning of the winter that we would be happy about drier than normal conditions, but that is where we are. we are drying out in san francisco with some lingering clouds out there. temperatures in the 40s across the board. they're not going to change much as we head through the rest of tonight. low 40s for early tomorrow morning. some of the chillier spots in the mid to upper 30s. we warm up to only the mid to upper 50s around the bay. near 60 inland. anywhere from 6 to 8 degrees below normal. tomorrow, that is how it feels outside. and springtime, it's opening day as they take them up. temperatures are going to stay below average. the warmest day will be saturday before that very slight chance for showers heads our way. even if we don't see the showers, we'll get more cool air. stick around for slight chances

san francisco mayor london breed appeared on a podcast this week, getting right to the issue of the city's homeless crisis on the problem with john stewart. he asked mayor breed if there is any alternative to the criminal justice system to helping people struggling with addiction and mental illness. take a listen. >> not necessarily.
