do, as some kind of martyr to the justice system in this country, someone who cannot possibly be treated fairly. now the court of law will decide whether or not this set of charges, whatever they may be, are or not injured in a minute on like impeachment, which is entirely political enterprise, this will be based on the law of new york and the facts of the case. and yes, most of his conduct predated president trump's arrival in the oval office but there is some suggestion in the evidence about the payments involved, that some of those might have been authorized or carried out by the president while he was president. that would certainly give a larger atmospheric reality to both the underlying charges and the president's conduct, and that would have not only legal, but political ramifications. to all the conversation we have been having, norah, about what this will look like, i want to come if i can, try to give the nation a couple of analogies. those of us old enough to remember the alley and

consolidate o.j. simpson, both of those were covered minute-by-minute, ariel lee, every single step was videotaped and recorded for all history. get ready for that because that is what is going to happen when this day comes, and from a president trump leaves mar-a-lago, flies to probably a nearby airport, possibly new jersey, and is exported by motorcade with the secret service in tow for this arraignment and a bond hearing. it will be a moment unforgettable in american history with tremendous political and legal ramifications. the country has been thinking about it, wondering what it might be, wondering if it would ever come for the better part of the week and a half. now it is going to come. >> norah: major garrett, thank you. and just to recap what we are learning, for the first time in history, a former president of the united states will face criminal charges. he has been indicted on felony charges in a new york grand jury

this is cbs news bay area with reed cowan. >> we continue to follow national news. donald trump indicted in new york from hush money charges from the 2016 u.s campaign. all of this is happened within the past 20 minutes, so there is a lot to catch you up on. the lawyer for the former president is confirming that donald trump ha been indicted and will face criminal charges. we don't know what the charges are yet. all o this is, we presume, related to the hush money payments to silence claims of an extramarital affair before the 2016 election. the charges are coming from a new york city grand jury that has been investigating this case for months. reportedly, this all stems from those payments to former star stormy daniels. the nondisclosure agreements themselves would not be illegal

but reports indicate the new york district attorney was looking at whether the payments were covered up by a legal business accounting. that is where the rubber meets the road right now we can tell you there is increased security in new york city amid concerns of protests. this is the first tim a former president has been indicted. mr. trump, so far we have not heard from him, but he continues to maintain his innocence all over social media in recent moments. he is, also and this is another reality, drawing crowds in a run for the presidency once again. he says he will be elected to be president in 2024. as we said before, and we cannot underscor this enough, the exact charges that the grand jury voted on ar yet to be seen by anybody in th media. so the next step would b how the former president would surrender to new york authorities and then be processed ahead of the criminal case. we understand it would

happen like any other citizen i the united states. he will be processed, arraigned, and booked. other news now today, with all the rain lately, here is another headline you thought yo wouldn't hear. mandatory water nocause a drought! a hillside just gave way and damaged a water main that peopl use for drinking water in the community. that resulted in wha officials call a stage for wate alert. listen. >> this is a serious incident, and we are really asking for that conservation of water. tak shorter showers. do laundry les frequently. these are things yo can do to help this community out. be patient. give our staff time to get out there, assess the situation, and develop a repair scope. >> so we have video from yesterday when the ordeal began crews on the scene of the hillside collapse likely right above that waterline. the city said the line was installed bac in the 60s , and when working

properly it carries 4.5 million gallons of water every day. but right now it is not working and not clear when it will be repaired. we will stay on top o thy r a x, we untath the city will use water from a secondary source, which is lake herman. we are hearing from people saying the tap water might have an earthy taste or odor. we asked about that and w were told that the water is saf to drink. while the situation i not drought -related, this does remind us to look at the drug condition and no that we are very dependent on water. we are still vulnerable. here is the latest map, where we see that all of the bay area is officially out of the drought. less than 2% of our state is in severe drought or worse. keep in mind that last october 1st the number was at 94%. so what change. big revelation to repor in a deadly shooting in oakland you remember that chp said that

a man crashed and died on 580 near the park all of our offramp. police say the man was involved in a shooting on city streets before that now. so the headline is that the shooting did not happen on the freeway. let's go to antioch now, where mayor lamarr thorpe confirms that more officers are now on administrative leave. he did no confirm how many officers are involved in the case or why the are on leave, but it is part of an ongoing fbi and contra costa county investigation into that department. you remember that i august 10% of the police force was put on leave because of these investigations. our shawn chitnis will have much more on the story coming up at 6:00. the executive director of the san jose police office association charged with trying to bring opioids into the country illegally! what a story federal prosecutors say 64-year-old joann marion segovi used her work computer to order controlled substances from abroad in an attempt to distribute them from her office

we had a lot of follow-up calls to make on this one. we can tel you the san jose police officer association sent a statement saying that nobody else at the poa is involved or has prior knowledge of the alleged acts, and that they have pledged to provide full support to the investigative authorities. let's talk sports. it is officially opening day for majo league baseball. we are talking about the oakland a's, who will be at home tonight taking on th angles. we are at the coliseum talking fan excitement and predictions for the season. >> reporter: it is opening day and fans are excited. it is tha time of year. i know the stands are empty right now. that is going to change, and they are still getting the field ready for game day. >> reporter: yeah, shohei ohtan will be on the mound for the l.a. angels. this is a game you will want to watch. >> reporter: almost definite. a the same time, there is a lot o uncertainty around the a's future in oakland. we know ther

is a lot of interest in vegas t get the team there. but these fans are still well despite the rocky seasons the a's have had. we talked to an ace fan who has been going to game since he was little. he told us why the team is also special. >> i think the type of baseball played in oakland is similar to the type of people in oakland. it is kind of like, they are no really expected to do anything, then all of a sudden we are underestimated and then we become stars, like so many star have been traded to other teams because they see the type of ball played in oakland. >> reporter: if you're coming t the game, give yourself extra time. it will be busy alone 880 the nimitz freeway. that is because people will be looking to get out here early and tailgate in advance. give yourself time here. b.a.r.t. is also a great option as well, if

from republican thom tillis fro north carolina. he did say, quote, in part, that this indictment doesn't pass the smell test. he said the department of justice already looked into the facts and decided there was no case to be made against president trump. o the other side of the aisle, we also heard from democratic representative adam schiff who said the indictment and arrest is unique throughout all of american history, but so, too, is the unlawful conduct for which trump has been charged. s a lot of reaction again. this is the headline heard around th world. we are seeing security ramped up around the courthouse as they prepare for any protest this time we are hearing there are just a few protesters out. traffic is still moving in new york city near the courthouse. again, we have to see what happens on this thursday evening. >> and, my friend, it also bear well that we punctuate eric swalwell, who said that the

indictment of a former presiden is a somber day for america. he went on to say that it is time to put our faith in the justice system. he said it is time to neither celebrate nor destroy justice benefits all. what abou the mood in our nations capital to this? what is the immediate reaction? it is a somber day either way you slice it, no matter where you are on the political spectrum. >> reporter: yeah, it certainly is. i will be interested to see what happens in the next couple of hours. we have been statione at the white house throughout the course of the day. the last hour or so it relatively quiet, but again, it will be interesting to see if any protest pop up here as well we are waiting to see all sorts of security, absolutely, in new york and likely in washington, d.c. as well. that will be a close question that we keep a close eye on. >> thank you so much for joinin

breaking news, former president donald trump has been indicted by a new york grand jury. we have not seen the charges that have been handed down, but new york times maggie haberman just tweeted out portions of a statement by the former president, who calls this political persecution and election interference at the highest level in u.s. history. once again, that is a statement tweeted out by maggie haberman of the new york times attribute to former president donald trump. we are watching the happenings outside of trump tower. this is, to put it into perspective, the first ever criminal case against a former u.s. president, and really a jolt to the bi e use donarumpin 2024. we will continue watching this story, the national implications and also the local implications and reaction from our local leaders, coming up as we >>the winds, the rain, even

hail in recent days. what will it be like? here is paul heggen >> a lot better for the next several days! >> hey! >> it will be much better than the pattern we have been in recently. while that has brough the most mayhem across the bay area with every storm system, i has had a great impact on the overall drought situation . thi is what the map looked like jus one week ago, with still moderate drought for portions o napa and solano county. that ha been erased, and almost the entire bay area is no longer classified as being abnormally dry. over the long-term, years long, this is the impact that this recent rainy pattern has had. a southern cloud mix is i store for us on friday. still cooler than normal temperatures some sprinkles or light showers are possible mainly along the coast and north of the golden gate. it will be very light if it happens at all. then dry weather with an unsettled pattern possible next week. not a completely dry forecast, but

there will be patchy fog to start the day tomorrow. we should see a mix of clouds and sunshine throughout the day on friday. the bulk of the moistur will miss us way to the north. we will be on the very southern fringe of the influence does sh chance, a couple of freckles on the radar simulation of maybe a passing shower along th those will be few and far between. if you see sprinkles, and if it will even measure up to one 100 of an inch of rain. and the six to 10 day outlook which takes us through the firs roughly third of april shows a significant chance of drier tha normal conditions for most of california and eight to 14 day outlook shows a stronger signal towards a dry weather pattern taking hold around the corner into early april. right now outside there is a mix of cloud and sunshine. not much variation from 55 in san francisco to 58 in san jose and

santa rosa. 56 right now in oakland. those temperatures wil be cooler for the first pitch o the a is home opener. temperature gametime right around 50 degrees. so layer up appropriately if you are headin down to the coliseum. temperatures tonight dropping down mainly to the low 40s, mid-40s around the bay and coas with a few spots dropping down into the upper 30s. highs and thw 60 in the santcl. righaround inla warmer than today but still below normal. upper 50s for san francisco and oakland and upper 50s for the north bay. those tu the system that brings a slight chance of showers from the golden gate northward will also bring a reinforcing shot of coo air. so what is back to well below average temperatures for most of the seven-day forecast.

world, and part of what we do a 3:00 celebrates them in the communities where they do their work very today a local school finding a new way to reach at risk students. the students saddle up to learn about horses we give you a look at the special program and how it is teaching life lessons outside the classroom. >> reporter: 15-year-old giovanni abuelo has a study partner. he was struggling a traditional high school, but he found his stride after transferring to an alternative school in napa. it gives kids a opportunity to make connections outside of the classroom. >> in a way, the horses have helped me to be more relaxed around people and stuff, and be like more open around them. >> reporter: giovanni joined students from around the community school who can spend three hours per week at the therapeutic course writing center of the bay area. here,

they learn the art of horseback riding. >> we learned the muscles of th body on a horse, and how to do it. >> happy means her ears are going up. sad means her ears go like this. >> reporter: the group is made of a dozen students, some who have never seen a horse in person, and others, like christian, who were planning to make a career from what they learned here. the students say that the lessons taught here go beyond horseback riding. >> it gives me a lot of confidence. when i started, i wasn't that confident, and i worked my way up to become confident and be able to do all these different things with the horses. >> reporter: the free program i possible due to a grant given b the sire foundation. >> we wanted to be able to brin horses to everybody. horses don't care about what your financial background is, but they are healing to everyone an
