the victim is the city's former fire commissioner. here at 3:00, we will continue this conversation, drilling down on public safety in the city. how may be, we could move forward with solutions. thank you for joining us today. i am reed cowan. we wish you a good friday. let's get you caught up on the attack of the former fire commissioner, don carmignani. it happened on magnolia and laguna streets in the marina. they say somebody attacked the 53-year-old man with a metal pipe. officers found and arrested the suspect. that is garrett dowdy, according to police. that happened around laguna and lombard street. the victim, don carmignani. he had surgery on his skull according to his friend. by the way, he is seen doing a radio appearance six months ago to familiarize yourself with his face. today, he is in a hospital bed. he briefly served as fire commissioner and is one of the

biggest landlords for medical cannabis businesses. listen to what san francisco's police chief and the da had to say about this attack. >> i have seen the photo of the former commissioner. it was a brutal and violent attack. >> my heart goes out to him and his family. he is expected to survive which is good news. you know? these types of little attacks and brazen attacks, these are the things that have people anxious about what is happening. >> we can tell you the suspect was booked on charges of assault with a deadly weapon. that incident in the marina comes just after the deadly and world headline making stabbing of tech executive, bob lee. today, we are getting a look at surveillance video obtained by the daily mail. it might be disturbing to you. that is a fair warning. this shows him walking in the last moments of his life after the attack early tuesday morning. look at the upper right-hand corner of the screen. you can see him stumbling towards an apartment building where he falls. he is seen reaching for his phone. he was rushed to the hospital

where he later died. even though he lived here in our area for quite some time, he was visiting from florida where he recently moved. police say they are following up on leads but not saying much about the case. stormmax of the crimes don't stop there in san francisco. sadly, we have to tell you there's been another attempted break-in this time at a cannabis dispensary just after industry leaders joined shoulder to shoulder. he saw it at 3:00 to say enough is enough and to call in city leaders to ask for help. get a look at this. cameras caught criminals trying to break-in at the 13th street business. the photographer on the scene said they first heard a loud crash before 3:30 this morning. then they saw a van back into one of the dispensary doors. a lot of people reportedly jumped out of the van and tried to break-in using sledgehammers, crowbars and a saw. police found the man a short time nearby. this

is what we were talking about. the cannabis community has been hit hard for months by a string of armed robberies, burglaries, even reports of staff kidnappings. so here they are, uniting as a community, calling on the city yesterday to tackle the violent challenges they face as business owners. the san francisco cannabis coalition is working with san francisco police department. they are asking the city for emergency funding and more security. let's go to twitter where the conversation continues. san francisco supervisor, ahsha safai said he is leading on legislation that will allow rolldown gates for cannabis and retail stores. he goes on to say we need to deter break-ins before they happen. he is here once again. thank you for agreeing to have a conversation at 3:00. so, gates to roll down, already any match for people who show up with blowtorches to get into a cannabis dispensary? >> you know, i went and visited ali yesterday at the places that were hit this week. what

he said to me was, you know, they are very appreciative of this legislation. right now, the planning code does not allow for rolldown gates. a lot of the time they are much easier to get through. the damage he showed on the camera last night actually did slow down and stop the robbery from happening. sometimes, minutes can make the difference in these robberies and burglaries. it is a first step. the other step is getting more officers into these district stations. >> the drumbeat is about safety. you are out there on twitter right now. let's go to one of your tweets regarding san francisco crime and safety. many people have expressed excitedly, anger and depression about how the city is right now. he went on to say we need to come together and lock arms for better solutions. reason crime is real. it's affecting us all. san francisco can do better. that was you on twitter. so supervisor dorsey who is one of the leaders in our community was here a couple days ago. i asked him point blank , should people feel safe

in san francisco? he couldn't give me a clear yes. what do you say? >> i think right now, there's a general sense of anxiety, people know that homes, cars, businesses and their bodies are being injured and harmed. in some cases, killing in the worse case with bob lee. so san francisco really does feel out of control right now. we need to do better. we need to come together. the leadership needs to come together. we need to sit down with the police chief. i was on the phone with him the entire way just talking to him. some of the policies we have restrict the ability of the police to do their job. >> what is the worst? >> oftentimes, people say the

cops showed up and didn't pursue. we have a restrictive pursuit policy. in many cases, there's really good reasons for that. sometimes, it can end fatalities. then we have to go to other solutions. we have the ability to use technology, surveillance technology and technology that can tackle license plate readers. this is the center of technology. yet, we are not using innovative ideas that can fill the gap to take away the deadly traces that can happen. we also need to let the criminals know we are going to follow up. they will be arrested. there will be consequences. >> policing is concerned in the city. what i said to him was, we are seeing a fracture. we see his perspective where san francisco is safe. then we are hearing people who are saying, you know, the concern is real. there is a safety problem. it's the same question i asked yesterday. how can people who live in the city feel safe when leaders are divided on the message and approach? >> we are united at the board of supervisors. we just

approved a $25 million budget supplemental. i had a problem with that. i think we talked about this last time. it was so heavily concentrated in downtown. it ignored the district stations. it ignored the neighborhoods. in this instance, his mother, the commissioners mother, the one that is fatally injured in the hospital recovering right now, you know, in very critical condition, his mother said police didn't show up because there is such a when he swsthe scene, tries to take matters into his own hands and ends up in the hospital. if we have more officers, if we are prioritizing not just the downtown but the entire city, the response is going to be better. in my mind, this is a management issue. i think we can do better in managing the resource situation and having the response better. >> we certainly have citizens calling for it. we will join you after the break with someone who is asking for help. we thank you so much, supervisor

the other side, this has to stop. >> leaders and the cannabis industry just yesterday speaking out. they say crime is threatening their livelihoods. they are asking for more security. we are also hearing there are concerns that recent break-ins could be part of something bigger. joining me now, the ceo of nog labs, lauren. i should have asked how to pronounce your last name. and supervisor, ahsha safai is kind enough to join us again. it's almost chilling. you heard one of your peers in the industry say someone is going to get hurt . within hours, somebody was very very hurt. you say this is part of something more organized. >> when we look at the security footage of our cameras and the community in general is, these are organized. they are well-funded. they have machines. they come in proficient, competently. so these aren't random break-ins. this is a group of people that

are aware of the vulnerabilities in our cannabis facilities and know how to break in. these are professional criminals. >> i want to pin this down. you say organized and well-funded. it almost sounds like the makings of a movie. we know the allegation has been made down in the tenderloin that drug pushing is part of a larger problem and something organized in the crime world. are you seeing that? >> i don't know if they are organized in a sense of the godfather, the movie. i think that is a fantasy we like to think up because we like to think more people are tightly organized. i do think there is a sharing of information. there is a sharing of resources. these are groups who are professionally organized in how large their network goes. i wouldn't be able to say. that is one of the things we are asking for police support on.

what are their investigations finding? how can we protect ourselves? what do we need to know about what casing the facility looks like or how to identify dangers and threats? we are waiting for the information. >> supervisor, you heard one of specifically choosing san francisco because they know the consequences and the loopholes that exist, lack of consequences and loopholes that exist. so we talked a little bit about it earlier . the policy that exists in san francisco is one that is very, very restricted. even if the police show up, if they don't see an individual inside, if there's not guns drawn, they are required not to pursue. >> who wrote that policy? >> that has been written a number of years ago. as i said, i was on the phone with the chief about it today. we have to adjust. we have to figure out -- there is technology that

can tag the bumpers and read the license plates. they can follow up on the individuals. we used to have a helicopter in san francisco. people scoff at the idea. when people know that there is going to be a pursuit, involved in these high-end property crimes. i agree. they are organized. they are targeted. they are very, very efficient. they are happening almost, it feels like, on a daily basis. >> it feels that way, too. to add what you are saying, whether it is the pursuit or ability of police to respond, reese benson who is highlighted in your statement just now, the ceo, posh green -- >> they are closed today. >> they had a savage break and where they ripped the storefront off. when you talk about the rolldown gates, that would've prevented that for her. it took police over 45 minutes to respond because they were busy at the site that the same group had hit 20 minutes before getting to her facility. >> you know what? that is the

problem. that is making national headlines with san francisco at the top of the headline whether it is television or print. that's why we have to have conversations like this. we could devote a whole hour or two hours to this. at least we opened the conversation. i appreciate you both so much. lauren, ahsha safai, thank you so much. last night, there was a meeting to discuss public safety. some said this week's fatal stabbing of bob lee really enforces a fear that anything can happen. one neighbor said she lived in the city for more than six decades . and she is scared. listen. >> i have been downtown in the streets at night. i have been alone. i have walked the streets. it is scary. >> what matters is how people feel today. they do not feel safe. >> some people are asking for more proactive patrols by

a need for more barriers to keep cyclists safe. let's talk about the weather. when things get too heavy, even if we have rain coming for an important day for many reasons, paul, take it away. >> the rain will wind down. as we head toward easter weekend, a lot of folks have outdoor plans. the weather is looking pretty cooperative overall. there will be dense fog as we head through the night and into the first half o■f aturday. once that diminishes, a mix of clouds and sunshine saturday afternoon and warm temperatures as we head through easter weekend. it is below average tomorrow but the warmest day will be easter sunday. then breezy conditions continue because nothing good can stick around for very long it seems. let's look at first alert doppler. it was just enough moisture falling in the oakland hills to send radar reflection back. also showers continuing to fall in the santa cruz mountains. amounts of rain with the system have a few hundredths of an inch generally

to about 0.5 inches near the golden gate. that is expected. the last of the mist drizzle is going to settle down into this evening. that should dissipate entirely. a lot of rain on the map is indicating the fog that is going to be prevalent as we head into the first half of the day on saturday. if you are hitting the road for easter weekend into the mountains, travel weather is looking good. we have shower activity as you make your way in that direction this afternoon and evening. we have a mix of clouds and sunshine and lots of sunshine for friday with temperatures reaching up to above 60 degrees. once the mist and drizzle settles down, we will have drier weather taking over for a while. the 6 to 10 day outlook and the 8 to 14 day outlook from the same agency showed drier than average conditions continuing for the next couple of weeks. it doesn't mean we will be entirely dry, but the seven-day forecast does not have rain chances at this point. here's a look at salesforce tower. fog is thickening up in the city. again, it's not completely blank on the radar but things

will trend in a dry direction as we head through the rest of tonight unless you are driving through a dense fog bank. moisture can accumulate on the windshield . the fog is going to dissipate as we head through the morning. it should be long gone by the time we hit lunchtime on saturday. temperatures are dropping down to the low to mid 40s in most locations. some of the cool spots in the valley are going to drop down briefly below 40 degrees but pretty close to normal for this time of year. highs tomorrow are still a couple degrees below average but really not bad for early to mid april. 60 degrees in san francisco with low 60s for oakland in the east bay, upper 50s on e east co everybel th 60s fo temperatures in store for easter sunday, upper 60s around the bay on sunday with 60s in jose. temperature start to back off with breezy conditions monday and tuesday, bringing temperatures down to below normal by tuesday, wednesday and thursday. there is no rain at all in the seven-day

all right . a california driver with a serious need for speed is going to pay the price. he was pulled over by chp in santa barbara in november. the officer said he was clocking 152 miles per hour in his lamborghini. not quite so fancy when you're pulled over. the speed limit in the area was 55. the update, his license was just suspended for 30 days. he got two points on his driving record and was ordered to pay a fine of just
