from cbs news bay area, this is the evening edition. >> the san francisco cherry blossom festival is underway. but high profile violent attacks loomed over the celebrations. plus an effort is underway to restore some of the iconic chinatown lanterns destroyed in the recent storms. and san luis reservoir at capacity after the recent storms. good evening, i'm brian hackney. >> i'm andrea nakano. san francisco residents and leaders are dealing with the fallout following two high-profile crimes the last week. the beating of former san francisco fire commissioner on wednesday. and the stabbing death of former tech ceo bob lee the day before. but the concern from some about safety in the city didn't steam to stop people from coming out to japantown today for the annual cherry blossom festival. >> our da lin was among them speaking with residents and the mayor about how to address

doneed tolook at the crime statistics. they point to the open air drug markets. mimi says there is no staff nor this street condition. this makes people feel unsafe walking down the street. >> we need to go addressively after the open air drug dealing in the tenderloin. not just from a local level, but a state and federal level. when that support kicks in, it will be a new day if san francisco. >> reporter: mayor london breed says help is on the way from state and federal partners. she plans to release more information at a later time. the city approved $25 million in police overtime to deal with staffing shortage. the mayor believes more ambassadors will also help restore safety. >> we are going to be adding more ambassadors to irving and other parts of other communities where they didn't exist before. that is alternative to policing people who understand policing and have relationships. >> reporter: mayor breed says safety continues to be her number one priority. she says the killing of tech executive bob lee and the bating of donc

unacceptable. >> i love you ms. breed. but get your butt in action, please, jesus christ. >> the mayor said they are aggressively recruiting more police officers but it will take years to fully staff the department because they are currently down by more than 500 officers. we will take a quick look at stats. in 2019, this was a few years ago, chicago's murder rate was four times higher than san francisco's. it was three times higher in dallas. but property crimes are still much higher in san francisco. >> many of the iconic lanterns in san francisco's chinatown neighborhood were destroyed during our recent winter storms. now the community is stepping up to help replace them. >> but as betty yu shows us, it

comes at a high price. >> you can tell that the hail has done some damage here. >> reporter: chinatown's famous lanterns that have dressed up grand avenue the last ten years took a beating during recent storms. they were no match against the hail, winds. mother left them in such bad shape, an entire flock of lanterns had to be taken down. many that are left are torn. >> pretty heartbroken actually. a lot of the store owners afterward asked how we can install new lanterns. >> reporter: lanterns symbolize love and prosperity. jenny chan, associate director of the chinatown merchant association has partnered with be chinatown to start a fund raising effort

for new lanterns. the cofounder lily low says that are more than just a photoop. >> they are the beauty and symbolism of chinatown. without the lanterns, i feel like there is no color. >> a lot of people come to chinatown, take photos of the lanterns. it helps us a lot because people look at instagram. >> reporter: in fact, during our interview, we saw people doing just that. taking photos with the lanterns in the background. each string of lanterns costs about a thousand dollars. including labor and materials. this time around, they plan to hire contractors to properly install each string. and to improve its life span. >> this is something new and challenging for us. but we are going to find innovative ways to secure it with better brackets for the new lanterns and also, if we overfund raise, we will also install lanterns

on the 500 block of grant avenue since the store owners always complain about safety. >> reporter: its goal is $50,000. the two groups are thankful for the outpouring of support so far. they hope they can replace all the lanterns before the summer tourist season. alaska airline sponsors the chinese new year parade and they have pledged to match donations up to $20,000. it is not okay to take our joy. is it? >> no. >> so we got to fight. >> hundreds of people came out to a rally and march in san francisco today. drag up fight back was organized by the san francisco democratic party in partnership with several queer organizations. it is a protest against what they describe as a nationwide attack on trans rights. dozens of bills have been introduced this year across the country that deal with lgbtq issues including access to health care as well as laws that limit the

visibility of drag. >> kids need to grow up as they are. and they need to be able to express who they are. and, i think that is really important and i don't think that should be stopped. >> this year, more than 300 bills have been introduced and more than 30 states that would ban gender affirming care for minors, 11 states have active bans. in total, state lawmakers introduced more than 450 anti-lgbtq bills this year. biden administration is proposing a new federal rule involving transgender athletes. it would make total bans of franks athletes a violation of title nine. >> i want to say directly to lgbtqia plus kids, you are loved just as you are. >> the supreme court is denying an emergency request this week, a ruling that means that a 12-year-old transgender girl in west virginia can run track on the girl's team for now. the

debate about letting trans athletes compete in women's sports reached a boiling point at san francisco state earlier this week. people there did not agree with the speaker. this is the scene at san francisco state on thursday after a speech by a former college swimmer who is fighting to prevent trans women from participating in women's sports. protesters followed her, shouting her down. officers had to escort her to a different location following the event. nobody was arrested. monterrey county officials say the water quality is back to normal and safe to drink again. this comes weeks after heavy flooding and residents were told to use bottled water until further notice. recent testing met all drinking standards. on the other hand, testing is underway on a new backup water transmission line in benicia after a hillside in

fairfield collapsed and broke the city's main water line. testing on the bypass could take about a week. if you head over pacheco pass and look to the san luis reservoir any time before december it would be my gosh, how low that is. not anymore. it serves as a major supplier for silicon valley. the snow pack is 237% of average. the district says there is a cloud behind this silver lining. >> the reality is, we will come up to another drought again. so why not keep the habits in place so that we, you know, are careful with our water supply and our water use and conservation and we make that a way of life here in santa clara county. >> we have had wet years before. but they have been followed by drought. a warning from state

since 1579. and time for a meteor shower. they won't be as famous as the famous russian meteor ten years ago, but they put on a famous show in the pre-dawn hours of april 23rd. and on the fact that if you are up that early, you might as well catch saturn hanging near the moon on the 15th and 16th a coupleover hours before sunrise. finally, a new comet has been discovered. not the green comet of january which was billed as amazing. but wasn't really. this one is the romantically named c-2023a3. doesn't look like much now, but who knows. it might become as bright as neowise was back in 2020. we'll have to wait until october to find out. and of course, all of this r > whic why . peis going abis warm. ise.s ofe whe you okeds

coldrontcomingand we will go back to below average. that cold front is part of a system that would try to bring us rain. watch this thing fall apart. it looks impressive but it lifts away. and we don't get the rain. but we need to look at this in a different way. rather than the rain, let's look at the wind. and when you do that, you can see why this thing is going to really cool our temperatures down. because the cold front shows up. the deeper the shade of purple, the higher the wind. you can see the line come through. that is on wednesday. going into wednesday, we will get that rush of cold air behind it. when we go to the seven day forecast, you see temperatures take a dip, that is why. sometimes these things are hard to spot. if you look at it the right way, it becomes clear. if you play it across the next seven days, there is not a cloud in the sky. so you wouldn't really see anything
